International Atomic Energy Agency original: ENGLISH INFORMATION CIRCULAR THE TEXT OF THE AGREEMENT BETWEEN BELGIUM, DENMARK, THE FEDERAL REPUBLIC OF GERMANY, GREECE, IRELAND, ITALY, LUXEMBOURG, THE NETHERLANDS, PORTUGAL, SPAIN, THE EUROPEAN ATOMIC ENERGY COMMUNITY AND THE AGENCY IN CONNECTION WITH THE TREATY ON THE NON-PROLIFERATION OF NUCLEAR WEAPONS Accession of Spain 1. Article 23(a) of the Agreement[l] of 5 April 1973 between Belgium, Denmark, the Federal Republic of Germany, Greece[2], Ireland, Italy, Luxembourg, the Netherlands, Portugal[3], the European Atomic Energy Community and the Agency in implementation of Article III(l) and (4) of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT)[4] provides that the Agreement shall come into force for non-nuclear-weapon States Party to NPT which become members of the European Atomic Energy Community upon: (i) Notification to the Agency by the State concerned that its procedures with respect to the coming into force of the Agreement have been completed; and (ii) Notification to the Agency by the European Atomic Energy Community that it is in a position to apply its safeguards in respect of that State for the purposes of the Agreement. 2. On 5 April 1989 the Agency received in respect of the European Atomic Energy Community and Spain the notifications required by Article 23(a) of the Agreement, which therefore came into force for Spain on that date. While amateur historians can often summarize the “Rape of Belgium” and cite nationalism as a cause of the war, few people are aware of the substantial contributions of the Belgian people to the war effort and their significance, especially in the historical context of Belgian nationalism. Relatively few works have been written about the underground press in Belgium during the war, and even fewer of those works are scholarly. The Belgian underground press attempted to unite the country's two major national identities, Flemings and Walloons, using the German occupation as the catalyst to do so. Belgian nationalists were able to momentarily unite the Belgian people to resist their German occupiers by publishing pro-Belgian newspapers and articles. They relied on three pillars of identity—Catholic heritage, loyalty to the Belgian Crown, and anti-German sentiment. While this expansion of Belgian identity dissipated to an extent after WWI, the efforts of the clandestine press still serve as an important framework for the development of national identity today. By examining how the clandestine press convinced members of two separate nations, Flanders and Wallonia, to re-imagine their community to the nation of Belgium, historians can analyze the successful expansion of a nation in a war-time context. -

en 364From guessing to “gissing”: HisGIS analysis for mapping urban transformation and military reuse of suppressed convents in Brussels, Antwerp and Bruges (1773-1860) Reinout Klaarenbeek Thomas Coomans Processing data with GIS The secularisation of all monastic properties at the end of the 18th century 365 caused a remarkable metamorphosis of urban space in Belgium. Large numbers of monastic complexes, material witnesses of a society entrenched by the Catholic religion for centuries, were erased from the townscape and replaced by new urban fabric. This process, however, was gradual and far from complete. Many former monasteries survived to a certain extent, as they were reused by state and urban institutions (e.g. charities, schools, prisons, hospitals, barracks, etc.) as well as private actors (industries and housing). Taking the case of military reuse as an example, this article de- scribes how this transformation process can be mapped using historical GIS. Historical GIS, or HisGIS, is the application of geographic information science Introduction in the field of history. Although this marriage between GIS and history has sometimes been received with scepticism,1 a large and growing number of studies in the field of urban history have shown its value: most importantly, HisGIS is able to map historical sources, thereby adding a hitherto neglected geographical dimension to historical explanations.2 Furthermore, HisGIS makes it possible to use location as a central means of collecting, storing and combining a wide range of historical sources.3 In this contribution, the design and application of HisGIS are described for a problem at the interface of urban history, architectural history, and historical geography: the urban transformation that occurred after the suppression of convents in the late 18th-century Belgian cities. -
