Since 1948, IUCN has published a wide array of books on conservation and sustainable development issues. Biodiversity, the Next Challenge for Financial Institutions? A scoping study to assess exposure of financial institutions to biodiversity business risks and identifying options for business opportunities

While the business case for climate change is now widely recognized, the business case for biodiversity has only to a limited extent been addressed. “Biodiversity”, or the ecosystem services that support our way of life, are becoming the next challenge for financial institutions.

This report focuses on the specific implications of exposure to biodiversity business risks for the commercial banking sector, asset managers and investors, and (re)insurance firms. It provides an overview of available tools and best management practices to enable financial institutions to mitigate any adverse impacts proactively. The report also identifies a number of biodiversity business opportunities for financial institutions that make both financial as well as conservation sense. A number of recommendations are presented to the financial sector, as well as to other stakeholders, such as NGOs, governments and multilateral institutions on how to further build and communicate the business case for biodiversity to the financial community.

The latest IUCN Red List shows that a third of all amphibians, one in eight birds and a quarter of all mammals are under threat globally. Action is needed at the international level and the EU has taken a strategic approach across Europe, by implementing the Birds and Habitats Directives. The Directives are the most significant steps taken so far by the EU to meet its own target of “halting the loss of biodiversity by 2010”. Monitoring, assessing and reporting the success of this legislation is vital. The monitoring exercise presented in this report represents the valuable contribution that NGOs can make. The European Habitats Forum brings together NGOs working to implement the Directives, and represents a wide range of knowledge and expertise on many species and habitat groups as well as experience gained from involvement at the local level. This report will be of use to other European institutions, government ministries and agencies undertaking their own monitoring, assessment and reporting exercises.

An Uncertain Future: Biodiversity and Livelihoods along the Mekong River in Northern Lao PDR

The Lao People’s Democratic Republic lies at the heart of the Mekong River basin. It is rich in natural resources including water, wetlands, forests and biodiversity. Managing these resources sustainably is essential to meeting its development objectives of reducing poverty while promoting economic growth. Although the upper Mekong River is internationally recognized as important for biodiversity, including large, endangered migratory fish species such as the Giant Catfish, there is currently very little information about the status of these resources. This report is a synthesis of the findings and key points of discussion drawn from three years (2003–2005) of monitoring and assessment, and identifies key areas of concern that require further monitoring and assessment as well as making recommendations for future work.

Communication, Education and Public Awareness (CEPA) are important instruments for conservation and the sustainable use of biodiversity. It provides the link from science and ecology to people’s social and economic reality, and deals with the processes that motivate and mobilize individual and collective action.

CEPA comprises a range of social instruments including information exchange, dialogue, education and marketing. These instruments work best when used in conjunction with a range of legal, financial and other instruments, to develop, implement and manage the National Biodiversity Strategy and Action Plans (NBSAP) required under the Convention on Biological Diversity (CBD). The CBD CEPA toolkit, developed by the IUCN Commission on Education and Communication (CEC) for the CBD Secretariat, offers information, fact sheets, checklists and practical examples from all over the world.

The Iron Curtain, running from the Barents Sea to the Black Sea, divided Europe for almost 40 years and no activity was allowed in this “forbidden” zone. When it fell in 1989, it left a strip of land that runs the entire length of Europe and that has remained comparatively undisturbed – a green belt. The Green Belt initiative aims to integrate this entire strip of land with its key habitats and ecological areas as part of an international network of valuable ecosystems. Human wellbeing depends on the capacity of the earth’s natural systems to provide ecosystem goods and services. However, the Millennium Ecosystem Assessment chillingly concludes that unless we take action to mitigate the current decline in ecosystem services, the cost to society will be substantial. Strategy for Integrating Environmental Concerns into District Level Post-Tsunami Recovery: District of Matara

The fair and equitable sharing of benefits arising out of the utilization of genetic resources, including by appropriate access to genetic resources and transfer of relevant technologies, is one of the three objectives of the Convention on Biological Diversity (CBD). Since the Convention’s entry into force, a considerable number of instruments on Access and Benefit Sharing (ABS) have been adopted, including regional and national law, international agreements and guidelines, codes of conduct, and decisions of the CBD Conference of the Parties. Fewer than 11% of CBD Parties have adopted substantive ABS law, and nearly all of these are developing countries, focusing almost entirely on the ‘access’ side of the equation. Most of the CBD’s specific ABS obligations, however, relate to the other side of the equation – benefit sharing. This book considers the full range of ABS obligations, and how existing tools in user countries’ national law can be used to achieve the CBD’s third objective. It examines the laws of those user countries which have either declared that their ABS obligations are satisfied by existing national law, or have begun legislative development; the requirements, weaknesses and gaps in achieving benefit-sharing objectives; and the ways in which new or existing legal tools can be applied to these requirements.

Negotiators are often hampered by their lack of knowledge of contract law (and special legal concerns in the country in which users are located), and of the bio-technological techniques used to derive new molecules and genes or genetic or biochemical formulae from biological samples. The reader should gain a sense of the immense scope of change that ecosystems and people are facing, and the urgent need to respond from local to global levels to take steps to constrain and minimize the rate of climate change.

Sustainable Financing Sources for Protected Areas in the Mediterranean

Protected areas in the Mediterranean contribute significantly to sustaining the economy of the region but are chronically under-funded. Covering around 300,000 km2, they provide freshwater flows, resources for hydropower, recreation and tourism, fisheries, biodiversity, and other ecosystem services. The Murcia Conference on Protected Areas in the Mediterranean and the Vth IUCN World Parks Congress identified a wide range of alternatives for generating revenues, including innovative funding approaches such as debt swaps, endowment funds, and payment for ecosystem services; to improve development policies (e.g. by reforming subsidies); and to share costs and benefits through co-management and local participation. This paper reviews the degree of implementation of the recommendations, assessing the general financing needs and gaps, the main funding sources, and identifying the most important financing actions.

Par sa situation géographique la Guinée Bissau est au carrefour d’influences climatiques et par sa topographie qui ménage de vastes plans d’eaux douces ou saumâtres, avec des vasières et des mangroves, elle possède de nombreux biotopes particulièrement riches, notamment pour les oiseaux migrateurs. La création d’une réserve de biosphère dans l’archipel des Bijagos, en 1996, a concrétisé la reconnaissance de l’importance internationale du site. Actuellement 5 aires protégées ont été créées officiellement en Guinée-Bissau (les parcs nationaux d’Orango, Cufada, Cacheu, le parc national marin de Joao Vieira et Poilao, et l’aire marine protégée communautaire des îles Urok) et une est en cours de création (Matas de Cantanhez). Elles sont toutes gérées par l’Instituto da biodiversidade e das areas protegidas. Cette évaluation s’est concentrée sur les quatre parcs nationaux et l’aire protégée en création.

The Specialist Groups in the IUCN Species Survival Commission publish in-depth reports on the conservation status of particular species or groups of species. These Action Plans assess the current situation of species throughout their habitats and – most importantly – lay out the necessary steps for their protection. The strength of the Action Plan format is in its combination of species overviews and the clear delineation of conservation priorities. The Occasional Paper series of publications focuses on a variety of diverse species conservation topics, in particular, proceedings of important meetings.

Around a third of amphibian species are threatened with extinction – mass extinctions of this magnitude have not been seen since the time of the dinosaurs. Traditional threats to species and ecosystems – such as habitat loss and pollution – are being compounded by new threats such as climate change and emerging disease. This is not simply an amphibian problem, but a human welfare issue. We need to act quickly to save the amphibians, as well as the ecosystems that support them and provide us with clean drinking water, clean air, and support the quality of life that many take for granted.

The conservation outlook of these endangered apes will improve significantly if forestry companies are prepared to make a few changes to management policies in logging concessions. These guidelines outline specific recommendations for reducing the impact of commercial logging on wild apes, many of which can be implemented within the framework of sustainable, reduced-impact logging at little or no additional cost. Advantages will also accrue for logging companies which rapidly implement these measures, allowing them to be recognized as “ape-friendly” timber producers.

The African Elephant Database is a spatial database used to store, manage, analyze and disseminate information on the distribution and abundance of elephant populations on the African continent, in order to provide a current and accurate picture of the status African elephants. Elephants are the largest living land mammals, and their potential impact on their habitats raises important management issues both for protected areas and unprotected land. This Status Report is rich in data and information on numbers, distribution and current issues, and provides continent-wide information that is vital for conservation. It will help wildlife management authorities to harmonize their policy and management decisions across regions, as well as the continent, to reduce conflict and relax the pressure on habitats.

These proceedings provide an overview of the ongoing research A PE R S and management activities on polar bears in the circumpolar arctic. Together with the previous 13 proceedings, they provide an historic record of international efforts in protecting, studying and managing polar bears. With recent data on how a warmer arctic climate might affect the sea-ice habitat of polar bears, predictions of even warmer weather to come, and data on the effects on polar bear sub-populations, an evaluation of the red list status of polar bear sub-populations resulted in an increased conservation designation of Vulnerable. Given the complex possible interactions between climate change, local harvest, and in some areas high pollutant levels, an increased level of international cooperation was advocated.

The Cross River gorilla (Gorilla gorilla diehli) is recognized by IUCN as Critically Endangered, and is the most threatened taxon of ape in Africa. Work during the last two decades has revealed that fewer than 300 Cross River gorillas may remain, spread across an area of about 12,000 km2. The outlook for these apes is far from hopeless, but a concerted and sustained effort will be required if their long-term survival is to be assured. Implementation of the recommendations in this plan would significantly increase the survival prospects for this species

Regional Action Plan for the Conservation of Chimpanzees and Gorillas in Western Equatorial Africa

In some areas of western equatorial Africa, ape populations have declined by more than 50% over the last twenty years. By far the most serious short-term threats to apes in this region are poaching and disease epidemics. In the longer term, however, it is believed that habitat loss and disturbance will become as serious a threat as hunting and disease. The world’s leading experts agree that the investment and actions described in this plan constitute the best strategy for preserving wild chimpanzees and gorilla populations in western equatorial Africa. Implementation of the recommendations will make a significant difference to the survival of great apes in this region.

Trade and travel are the primary drivers of biological invasion both into and within the United States, and prevention measures have been identified as the most cost-effective means of minimizing the introduction and impact of invasive species. A recognized gap in the US government’s knowledge of the role that trade has played in the introduction of invasive species into the US led to a study undertaken by the US Agency’s Office of International Affairs and IUCN. The aim was to identify the resources, strategies, and policies necessary to create, maintain, and make accessible one or more commodity/ invasive species databases that EPA and other relevant agencies can apply to trade policy decision making in a timely and scientifically-based manner.

A Checklist of the Vascular Plants of Lao PDR

Over 40% of the primary forest in Lao PDR remains but this is under increasing pressure. Floristic diversity is poorly known and botanical work almost non-existent. This checklist is the outcome of a programme aimed at training some 30 Laotians participants in tropical taxonomy through field work and herbarium base work. One of the outputs of this project is this checklist which has more than 4800 species from 232 families. Of these, 3,688 are supported by at least one of the 9,500 specimens recorded in the National Species Database – records for the remaining species are based on reliable literature sources. The database is expected to be available on-line in the near future.

Water resources in Balochistan, an arid province of Pakistan, are extremely scarce. It is imperative that they be used judiciously to ensure sustainable agricultural development and productivity. This requires knowledge of crop water requirements (CWR) in various agro-climatic zones of the province. Lack of this information often results in farmers over or under-irrigating their fields with consequent loss in yields and production. Various agencies have determined CWR values for the Indus Basin; however, till now, the water requirements of various popular crops in Balochistan had not been estimated.

Aimed at practitioners, policy makers and students, the series builds on practical case studies to show how key principles of sustainable water management are implemented in river basins. The current toolkits cover the management of flows, governance, economics and incentives, and adaptation to climate change. The review analysed the extent to which existing national policies and legislation already supported the ideas embodied in the WCD Strategic Priorities and suggested changes to the policy and legislative framework in each country that might improve water-related governance.

The Iberian Lynx: Extinction or Recovery?

Critically endangered according to the IUCN Red List, the chances of extinction for the Iberian lynx are quite real. This would mean the first extinction of a big cat in Europe since the disappearance of the Sabre-toothed tiger approximately 10,000 years ago. Many of the dangers the lynxes are confronted with are closely related to human activities (infrastructural developments, traffic and expanding agriculture). The remaining population is concentrated in two very small areas, greatly increasing the vulnerability of the population. On top of this, climate change appears to have definite consequences for the Iberian peninsula. The hotter, dryer summers to come will bring increasing incidences of forest fires and possibly less prey for the lynxes, making their position even more vulnerable.

World Conservation has been published in various forms for more than 50 years. Until the arrival of the Internet, it was the main source of Union news and information for IUCN members. With more than 50 IUCN websites and hundreds of newsletters, journals and updates coming from different parts of the Union, World Conservation has now evolved to examine some of the broader issues of conservation, development, economics and society in the 21st century.

However, World Conservation remains, as always, a voice for the Union’s member organizations, Commissions, staff, partners and friends. In the months and years to come we hope that the magazine will become a place to air a wide variety of views, controversial or consensual, and to stimulate debate.

Accountability is a buzzword of the 21st century. But what does it mean to the NGOs, scientists, governments and companies in our conservation community? The first issue of World Conservation 2007 takes a look at how the pressure for greater accountability is playing out in the areas of environment and development. Are demands for good governance and transparency fundamentally changing the way governments, the private sector and NGOs operate? What more needs to be done, and who is responsible for driving the necessary changes? This issue shows how an elusive concept is translating into some tangible changes.

International attention to the energy crisis is heightening by the day. While the planet indisputably heats up, so does the energy debate. The second issue of World Conservation looks at the role of energy in sustainable development and the importance of biodiversity. We cover the energy chain from producers to consumers; rich to poor; low tech to high tech.

The third issue, to be published in January 2008, will explore diversity – how natural diversity underpins the world’s social fabric, cultural diversity and economic progress.
