Athletes must be a minimum of 12 years old and a maximum of 30 years old on January 1st, 2019. Twenty (20) years of age and under as of December 31st, 2019. Year of Birth: Born in the calendar year 1999 or later. Athletes under the age of 23 as of December 31st, 2018. Year of Birth: 1996 or later. Born 1998-2002 inclusive. Athletes must be a minimum of 16 years of age as of February 14th, 2019. Date of birth: Born between January 1st, 2001 and February 14th, 2003. ABLE-BODIED COMPETITION: Competitors 20 years of age and under (born no earlier than 1999), and maximum of one competitor 23 years of age and under (born 1996 to 1998, inclusive). PARA-NORDIC COMPETITION: All competitors shall be born in the year 1984 or later. Competitors shall be a maximum of 17 years of age on June 30th, 2018. Born on or after July 1st, 2000.

b. Eligibility is also contingent on being valid members with Cross Country Newfoundland and Labrador. Unless an athlete is outside the province for school, in which case they must maintain NL residency.

c. Athletes must hold a Valid Cross Country Canada Racing License.

d. Minimum standard for Para-Nordic: participation in training regime in the year leading up to 2019 CWG and illustration of ability to complete designated competition distances and course difficulty of 2019 CWG.

4.0 Age Categories

As outlined in the Technical Package Cross Country Skiing, 2019 Canada Winter Games. It is as follows:

ABLE-BODIED COMPETITION:

Competitors 20 years of age and under (born no earlier than 1999), and maximum of one competitor 23-21 years of age and under (born 1996 to 1998, inclusive).

PARA-NORDIC COMPETITION:

All competitors shall be born in the year 1984 or later.

5.0 Team Size

Allocated number for gender, able body and Para Nordic are outlined in the Technical Package Cross Country Skiing, 2019 Canada Winter Games. It is as follows:

Able Bodied: 5 Males and 5 Females

Para-Nordic: 2 Males and 2 Females 6.0 Selection Races

Scheduling and placement of selection races within the CCNL calendar will be tentatively set at AGM and ratified at CCNL fall executive meeting. Note: It is expected that these races will be scheduled January 2019. Official dates will be added to this document by October 2018. Selection races (3 in total) will simulate 2019 Canada Winter Games. (mass start, individual start and sprint) which match in technique and as close as possible comprised distance in the 2019 Canada Winter Games specific to gender (able bodied and Para Nordic) found in the Technical Package for Cross Country Skiing, 2019 Canada Winter Games.

**Note: At the time this document was created, no technical package for cross country skiing 2019 Canada Winter Games has been published and section 6.0 of this document may be amended based on the release of said technical package.

7.0 Selection Ranking List

a. A selection ranking list for all categories will be derived using percentages from the winner of each race. Percentages of each race will be averaged to compile a final ranking score and athletes will be ranked as such. Sprint races will utilize qualifying times. Selection ranking list will be made public.

b. In the event of a tie on the selection ranking list, after the selection criteria have been applied, (i) all of the athletes that are tied shall be selected, or (ii) the tie is broken by whomever placed ahead more frequently over the course of all selection races, or (iii) in the event of a 3+ way tie, skiers with the best aggregate placing will be selected, or (iv) if none of the above methods can be used, the selection will be decided by the CCNL ski team committee.

8.0 Team Announcement

In accordance with Team NL Canada Games Policies and Procedures Manual (Section 6.12). 9.0 Selection Appeal

a. Athletes who have not been selected and who wish to appeal this decision can do so by filing an appeal in writing only with the CCNL Appeals Committee.

b. The deadline for athletes to submit appeals to the Appeals Committee is five (5) days after final selection has been announced. Appeals must be submitted through regular post, registered mail, in person or by courier. Appeals that are delivered personally or by courier shall be deemed to be received on the date of delivery. Appeals that are delivered by regular post or registered mail shall be deemed to be received three (3) days after the date of mailing. Appeals submitted by e-mail or fax will not be accepted.

c. The CCNL Appeals committee will consist of the CCNL Executive Board of Directors.

d. Grounds for appeals will be limited strictly to whether or not CCNL has completed the selection process in accordance with their own published selection criteria and related procedures; Whether or not the selection criteria developed and applied by CCNL was fair, objective, transparent and free from discrimination or conflict of interest.

e. After hearing an appeal, the Appeals Committee will have the authority to: Direct the Selection Committee to redo the selection process using the correct criteria/process and submit new list of nominated athletes; or deny the appeal.
