Item 1 Apologies Apologies were received from The Chairman and Ward Cllr Richardson. Cllr Andrews chaired the Meeting

Item 2 Code of Conduct - Register of Councillors’ Interest

Item 3 Minutes of Previous Meetings. The minutes of the previous meeting (July 2017) were proposed by Cllr Hasell, seconded by Cllr Montague and signed by Cllr Andrews.

Item 4 Public Participation A resident addressed the Council and enquired if there could be a request for changes to the Withywood/Link Road Junction to enable a right turn from Dundry and a left turn from Hengrove. Cllr Andrews advised that any constituent can write to the Mayor’s Office with a request and that the Parish Council would on this occasion also write a letter. Race Director of Santa Scramble Race Committee addressed the Council requesting support for the scramble, which is to take place on 3 December 2017. The Parish Council agreed that it is supportive of this event.

Item 5 Report back on meetings and progress a) West of England Rural Network AGM - Monday 17 July 2017, 4-6pm, The Baptist Hall, Tunbridge Road, Chew Magna The Vice Chairman reported that this meeting was mainly about community issues and rural events and is happy to answer any question or queries. b) Parish Liaison Meeting – Wednesday 12 July 2017 6.30pm, The Council Chamber, Guildhall, Bath Cllr Andrews highlighted that there had been no progression of the East of Bath Park and Ride. He also said that there are grants available for help with electronic equipment needed by Parish Council to do electronic planning and Cllr Easton will follow this up regarding the possibility of funding for a Broadband Hub. c) PCAA – Bristol Airport Master Plan consultation spring 2018 deadline for feedback 3 September 2017 Cllr Montague said the main concern is that the environmental impact of the airport expansion has been neglected and that the airport is reneging on current agreements of noise level. Cllr Andrews decided that as there is not yet an official document there is no action the Council can take. d) West of England Joint Spatial Plan (JSP) briefing session and discussion – 11 September 2017 6-8pm, Chandos Room, Somerdale Pavilion, Cllr Montague to attend.

e) Sustaining Services & Infrastructure in Rural Communities - 6 September 2017 9.45-5.30 pm Shipham Village Hall, No Cllrs available to attend. f) Local Government Boundary Commission Electoral Review of B&NES: Warding Arrangements – Public Consultation 25 July to 2 October 2017 Cllr Andrews will investigate and liaise with Ward Cllr Richardson to see how the Parish Council might be affected and requested all comments to him by 2 October 2017 g) ALCA AGM - Saturday 7th October 2017 1030am-12noon, The Jubilee Centre, Savages Wood Road, Bradley Stoke The Clerk and Cllr Easton to attend. h) Interagency Meeting – Tuesday 17 October 2017 12-2pm, Chew Magna Baptist Church, Tunbridge Road The Vice Chairman to attend. i) Right to Build Expo – Monday 18 September 2017 9am-4.30pm, The Gateway, Aylesbury Cllr Cornelius will request further information. j) CVNP CIL Meeting planned for w/c 18 September 2017 The Clerk will request firm date from Ward Cllr Richardson and circulate to Cllrs.

Item 6 Transportation, Highways and Footpaths a) Speeding issues: Chew Lane, Silver Street and other areas Cllr Andrews said that a speed monitor has been installed at the corner of Tunbridge Close and Tunbridge Road but has been installed facing the wrong way – this has now been moved on. Cllr Jerrome will follow the speed monitor via twitter. b) Road markings for the junction of Norton Lane and The Batch/North Chew Terrace Cllr Easton said that the road markings have now been done but signage is still outstanding. c) Car Parking Issues Ward Cllr Richardson has agreed to discuss the remarking of the hatched areas in the car park with B&NES after they had stated to the Clerk that they did not have the resources or the funds to do this in the foreseeable future. The Council agreed to defer the discussion of a working party to the October meeting. d) Harford Square/High Street Paving The Chairman has issued a letter to B&NES and is awaiting a reply. e) Green Screening on High Street The Clerk reported that B&NES were not able to insist on removal of the green screening until September and that she would be chasing them up on this. f) Street Lighting Cllr Hasell reported that the lights are still staying on during daylight hours. The Clerk will chase this up with the Contractors. g) Footpaths Cllr Hasell reported that all work is in hand. h) Railings in Harford Square Cllr Andrews reported that B&NES had removed the top damaged railing outside the Co-op in the High Street and replaced it with safety tape, which has now disappeared, leaving a health and safety issue. The Clerk will report this to B&NES i) Bollard outside Co-op Cllr Jerrome asked that a request be made for a bollard outside the Co-op cash machine to deter cars stopping there. The Clerk will contact the co-op.

Item 8 Planning a) Applications in circulation 17/13 Dr Angela Raffle 17/00910/FUL Parcel 0034 Denny Lane Chew Magna Erection of 3 no Yurts to be used for educational and training purposes Chew Magna Parish Council supports this application that is intended to further the successful education and involvement activities of the Community Farm. The existing Yurt has been established for some years without causing access problems according to the Highways report, but it is noted that the influence of the proposed increased capacity requires some clarification. The low impact structure of the yurt complex, and the proposed well screened and relatively remote placing will have minimal adverse effect on its rural surroundings or the openness of the Green Belt. 17/29 Nicholas Bell 17/02796/TCA Vinery Corner, Harford Square, Chew Magna. BS40 8RD Cedar – remove Chew Magna Parish Council does not object to this proposal. The Cedar is now out of proportion to the built surroundings. Chew Magna Parish Council does not object to these proposed tree works. The garden is rather crowded, and there are issues with heavy shading of smaller flora and danger of falling deadwood. 17/34 Mr Mick Hanley 17/03291/FUL The Evergreens, Streamleaze, Chew Magna. BS40 8SE Part-double, part single storey side and rear extension and associated external alterations (Re-submission) Chew Magna Parish Council considers that this resubmission addresses the tenet of our original objection, concerning the dominance of the proposed extension in relation to the existing building and to adjacent dwellings, and consequently support the application. The revised design shows a lowered roof ridge and an alternative join to the existing roof. Overall the proposed extension should now appear subservient to the main building. 17/37 Mrs Catherine Griffin 17/03980/TCA Hawthorne House, Silver Street, Chew Magna BS40 8RE T1 Prunus – Remove T2 Conifer – Remove Chew Magna Parish Council have no objection to the removal of these dead trees. BS40 8TH Conversion of garage to holiday unit including the addition dormer windows. Chew Magna Parish Council does not object in principle to the conversion of the existing garage into a holiday unit as we support the increase in tourist accommodation and associated business in the Valley. However, we consider that the impact of the proposed massive glass ‘dormer windows’ could threaten the integrity of the greenbelt with regard to views of the building and possibly intrusive reflection with regard to both the nearby public footpath and from distant viewpoints. 17/39 Mr & Mrs M W Winter 17/03943/FUL The Byre House, Knowle Hill, Chew Magna. BS40 8TF Change of use of the barn to holiday accommodation (resubmission) Chew Magna Parish Council supports this resubmission that is commensurate with the Council’s aspiration to convert sympathetically redundant rural and agricultural buildings for residential use. We agree with the Design Statement’s clear and cogent evidence based interpretation of relevant Planning Policy documents, including reference to the Green Belt and the requirement of local holiday accommodation. 17/40 Mr John Pontin 17/04025/TCA 8 High Street, Chew Magna. BS40 8PW Silver Maple (T1) - Reduce crown by 3m to previous pruned level. Prune back from house to clear by 3m. Crown lift over road to 5m. Reshape and balance. Tree has extensive Phytophthora infection. This is a prominent mature tree that stands on the edge of the High Street, adding pleasingly to the street view. The tree works proposed seem appropriate for the current condition of the tree, and has the support of Chew Magna Parish Council. 17/41 R O Dando & Sons 17/04064/VAR Upridge, Road, Chew Magna. BS40 8QE Variation of condition 12 of application 15/02688/FUL (Erection of a detached single storey bungalow with integral garage and associated works) Chew Magna Parish Council supports this variation that improves access from the street level and integral garage to the ground floor accommodation. 17/42 Mr Adrian Jones 17/04099/TCA Leat House 5 Madams Paddock Chew Magna Bristol Bath And North East Somerset BS40 8PN 3no. Lawson Cypress (G1) - Fell for benefit of adjacent oak tree 2no. Leyland Cypress & 1no. Lawson Cypress (G2) - Fell to improve light levels and river views Chew Magna Parish Council has no objection to this proposal to fell several Cypress. There is clearly excessive shading due to a number of mature trees in 4

these riverside gardens, and some clearing and sensible management is appropriate. 17/43 Mr & Mrs T Keast 17/04179/FUL Lower Tunbridge Cottage, Tunbridge Road, Chew Magna BS40 8SX Erection of two storey side extension following removal of ground floor bay window and first floor balcony 17/44 Mr Aubrey Slade 17/04230/TCA Apple Acre, Tunbridge Road, Chew Magna BS40 8SP T1- Sorbus/Whitebeam- Fell and remove to allow more light to newly planted hedge. Replant same species elsewhere The hedge under the Whitebeam (T1) is already well established, and Chew Magna Parish Council do not consider that felling it at this time would affect the continued healthy growth of the hedge, and consequently do not support this application. Furthermore, this maturing tree borders Tunbridge Road raised pavement and so compliments part of the street scene. The application also requires consultation on: T2 - Magnolia - reduce height by 2m, prune extended lateral to reshape; T3 - Dawn Redwood - fell; T4 - T5 - Pear and Apple – fell -but there is no supporting comment by the applicant to sanction work on these trees.

b) Results 17/16 Dr & Mrs M Watts Permit 17/01436/FUL Manor House Battle Lane Chew Magna Bristol BS40 8PT Erection of new security fence on western boundary Chew Magna Parish Council supports this planning application. The derelict, vandalized former Sacred Heart School site that abuts this listed Manor House poses an increasing security and safety risk to the Manor Estate. The proposal is to install a fence and hedge along the shared boundary, and we have been assured this is a temporary measure until the enduring problems of the school site are finally resolved. The Parish Council has agreed to make an enforcement complaint. Application will be considered by the Development Management Committee at its meeting to be held on 28 June 2017 at The Guildhall, High Street, Bath commencing at 2.00 pm 17/27 Mr Martin Massey Permit 17/02458/FUL Portbridge House, Limeburn Hill, Chew Magna. BS40 8QL Erection of detached double garage Chew Magna Parish Council does not object to this proposal. There appears to be hard standing for two vehicles on the proposed site, and a garage erected here would be unlikely to affect the amenity of the nearest but distant neighbours. 17/28 Mr & Mrs James Ardron Refuse 17/02709/FUL 10 Moorledge Road, Chew Magna. BS40 8TB Erection of two storey rear extension with single storey elements, and single storey lean-to side extension Chew Magna Parish Council supports this application that has been resubmitted following pre application advice. Although we are aware that the proposed extension may be marginally larger than Greenbelt guidelines, we consider that the street view would be enhanced by the traditional lean-to structure, and similar sized rear extensions have previously been permitted in this neighbourhood. We understand that there has been no objection raised by immediate neighbours. B&NES 26.07.17 Please be aware that the application at 10 Moorledge Road is being recommended for refusal and the chair of committee has decided not to take this to committee. BS40 8RE 4 x Holly – remove Chew Magna Parish Council does not object to this application to remove these Holly stands that we do not consider contribute to the appearance 5

of the stately Lime tree avenue approach to Chew Court. 17/31 Robert Davis No objection 17/03065/TCA Prospect House, Harford Square, Chew Magna. BS40 8RA 7 x Leylandii – fell These Leylandii are mainly set too close to each other, are of little aesthetic value and beginning to cause structural problems. Chew Magna Parish Council has no objection to this application. 17/33 Mr Paul Denny Permit 17/02992/VAR Woodbine Farm, 46 High Street, Chew Magna BS40 8PW Variation of condition 9 of planning application 13/03900/FUL (Erection of a garage and workshop with office over garage and conversion of a barn to additional accommodation following demolition of existing garage, calf shed and side shed. (Resubmission of 12/04273/FUL) Conditions(s) Removal: We wish to change wall finish from ground to first floor level from wood cladding to reclaimed local Triassic sandstone with lime mortar pointing to blend more sympathetically with surrounding existing buildings and further enhance the contribution of the development to the conservation area. We also wish to reduce the pitch of the roof from 45 degrees to 40 degrees while maintaining the existing ridge height to improve the proportions of the building, which is otherwise "top-heavy" and improve the office headroom without increasing the overall height and impact of the building. Wish to change the proposed elevation plans to those attached to this application. Chew Magna Parish Council supports this variation to a previously permitted application. The use of local red sandstone and lime pointing will further enhance the setting of this carefully considered development. 17/35 Mrs Olwen-Symonds No objection 17/03523/TCA Church House, Silver Street, Chew Magna. BS40 8RE T1 Goat Willow-Pollard T2, T3 Crab Apple- Crown re-shape/ reduction of up to 1.5m. T4, T5, T6, T7, T8 Cypress- Fell Chew Magna Parish Council support this application to carry out appropriate management to a variety of mature trees that are causing excessive shading or require re-shaping in this well maintained garden. 17/36 Mr James Wadsworth No objection 17/03758/TCA Dower Cottage, 5 High Street, Chew Magna. BS40 8PR T1- Acer- Light reduction to strengthen form. T2- Goatwillow- Reduction in overhanging limbs T3- Walnut- Reduce by 30% and reshape T4- Alder- Fell T5- Lime- reduce away from ash Chew Magna Parish Council has no objection to this application for the pragmatic reduction and reshaping of several trees and felling of an Alder. c) Greenleigh Farm, Wells Road – enforcement notice (issued on 9 August) to take effect on 8 September 2017 – for information d) 16/00190/UNDEV - East Lodge Chew Hill Chew Magna Bristol Re: Permanent Port cabin on site - update Clerk reported to the Council that she has chased this with B&NES and that they will be issuing a notice. e) 17/01822/FUL, erection of fence around the Round House, – for discussion The Parish Council have the same concerns as Stanton Drew Parish Council regarding the erection of a fence enclosing this listed and unique building, particularly regarding the inevitable and potentially dangerous compromise of view for vehicles joining the busy B3130 from Bromley Road. f) Norton Lane – change of use of garages Cllr Andrews will provide B&NES with more details as they have requested. 6

g) Affordable Housing – draft policy for discussion and agreement Cllr Matthews proposed that the Parish Council adopt the draft Affordable Housing policy and Cllr Cox seconded this. The majority of the Cllrs were in agreement. Cllr Andrews agreed that the policy be adopted and placed on the website. The Parish Council welcome feedback on this document from residents and are prepared to review and, with Parish Council agreement, to make amendments.

Item 9 Environmental Issues and initiatives a) Riparian Owner Support - report from Cllr Montague Cllr Montague reported that the Leat issues have now been resolved. b) Resilience Day Saturday 30 September 2017 – Cllr Easton Cllr Easton reported that the day has become a wider event with demonstrations, workshops and children’s games sessions. Notices and invitations will be delivered to households and a notice will be placed in the Chew Magna Magazine. c) Wider Emergency Plan – report from Cllr Easton The Council agreed to defer this to the October meeting. d) Playground – report from Cllr Matthews Cllr Matthews said that he is still awaiting a quote for the vandalism repair. A stool top is also missing but this might be a manufacturing fault. All repairs will be referred to Broxap. Cllrs Matthew, Cox and Cornelius will liaise to see if keeping hedges well trimmed can improve visibility of the play areas.

Item 10 Correspondence a) Letter requesting Parish Council support for Santa Scramble on Sunday 3 December 2017 See public participation. b) Email request from resident re the hatch areas in the car park Clerk reported that B&NES say they do not have the funds or resources to remark these areas but Ward Cllr Richardson has agreed to look into this. c) ALCA email regarding West of England Strategy discussion paper – online survey is open until 27 September 2017 – for information d) Email request from Parish Council Clerk re sharing a defibrillator battery pack The Parish Council decided that it would not be practical to have a spare battery pack held outside of the Parish. Cllr Jerrome will check the annual insurance for the defibrillator to see what is covered. e) Email request for permission to place a Chew Valley Art Trail Banner on the railings in the High Street The Parish Council agreed that a banner could be placed on the railings a fortnight before the event. f) Email from resident regarding traffic accidents on the B3130 (resident has sent a letter of concern to B&NES) The Parish Council agreed to write a letter supporting the resident concerns.
