1. Purpose of Report

1.1 The purpose of the this report is to introduce the process of reporting on local community planning activity through provision of a brief ward by ward area profile for the Wishaw area and the implementation of the Local Area Team Action Plan as a measure of progress in the delivery of Local Community Planning.

2. Background

2.1 It is proposed that the Local Area Team Action Plan will form the workload of the Local Area Teams and be the basis of a ‘Local Community Planning’ Report to the LAP at every cycle. The Action Plans are made up of local actions identified as a priority by Partners in the locality

3. Ward Profiles

3.1 Included at Appendix 1 is a brief statistical profile of each of the wards in the area. The profile contains statistics on deprivation indicators, population, Housing Council Tax bands, educational attainment, benefit take up and health indicators.

4. Area Team Action Plan

4.1 Appendix 2 provides a snapshot of the Area Team Action Plan for the area.

4.2 The actions identified within the plan reflect local solutions linked to specific outcomes contained within the Partnership’s Single Outcome Agreement and the Community Plan. The Action Plan also identifies the community’s priorities and the commitment to community engagement embodied within each of the actions. The actions linked to specific community planning themes are designed to be measurable and are connected to the partnership’s performance management framework, Perform NL.

4.3 The Local Area Team has determined the current priorities for the area which can be summarised as follows:

4.4 The joint priorities were established through analysis of baseline statistics, examples of which are highlighted in appendix 1, local knowledge provided by partners and agreement with the local Community Forum. Should the members of the Partnership want to discuss the Area Team Action Plan in greater detail please make arrangements with the Local Regeneration Manager.

5. Corporate Considerations

5.1 This report confirms commitment to Local Community Planning and contribution to the delivery of strategic outcomes contained within the Community Plan and the Single Outcome Agreement.

6. Recommendations

6.1 It is recommended that the Local Area Partnership note:

Ward Profiles

Ward 12 - Fortissat

The ward lies to the south east of the Council area and covers the villages and towns of Salsburgh, Shotts, Dykehead, Stane and Harthill. There are a number of pockets of deprivation mainly in the Harthill, Stane and Shotts areas. The total population o the ward is 15,837. Of this total 18% are children, 64% are of working age and the remaining 18% are of pensionable age. This closely matches the age structure of North Lanarkshire’s population as a whole.

Based on Council Tax bandings Fortissat has more than the North Lanarkshire average for Band A-C at 81.27%, a lower than average share of band D-E at 14.23%, the proportion of dwellings banded F-H is 4.5% - lower than the North Lanarkshire average.

School achievement levels are marginally below average with 91.3% of pupils on the S4 roll gaining at least 5 awards at standard grade and above. The proportion of pupils from S4 stage gaining at least 3 awards at higher grade when they move on to S5 is 27.5% which is below average in North Lanarkshire.

The claimant rate for Income Support is 5.4% - equal to the North Lanarkshire average. The unemployment rate as measured by Jobseekers Allowance claimants is 4.8% for the ward - below the North Lanarkshire average

In terms of health, the ward has a lower than average rate of patient admissions for heart disease 524 per 100,000. The admission rates per 100,000 population for stroke are lower than the North Lanarkshire average at 272 per 100,000 and cancer admissions are lower than average at 2652 per 100,000.

Ward 19 - Murdostoun

The ward lies approximately to the north east of Wishaw and covers the settlements of Cleland, , and Newmains. Some pockets of deprivation are in evidence in the Coltness, Newmains and Cleland areas. The total population of the ward is 18,779. Of this total 19% are children, 62% are of working age and the remaining 19% are of pensionable age. This is similar to the age structure of North Lanarkshire’s population as a whole.

Based on Council Tax bandings Murdostoun has more than the North Lanarkshire average for Band A-C at 73.93%, a higher than average share of band D-E at 20.23%, the proportion of dwellings banded F-H is 5.84% - lower than the North Lanarkshire average.

School achievement levels are also slightly above average with 92.6% of pupils on the S4 roll gaining at least 5 awards at standard grade and above, above average is 35.2% of pupils from S4 stage gaining at least 3 awards at higher grade when they move on to s5.

Rates for take up of Income Support are above the council average at 5.6% of the working age population. The unemployment rate as measured by Jobseekers Allowance claimants is on the council average at 5.6%.

In terms of health, the ward has a higher than average rate of patient admissions for heart disease 671 per 100,000. The admission rates per 100,000 population for stroke are lower than the North Lanarkshire average at 288 per 100,000 and cancer admissions are lower than average at 2534 per 100,000. Ward - 20 Wishaw

This ward is the most southerly in the Council area covering the localities of Netherton, , Gowkthrapple and Overtown as well as parts of Stewarton and Belhaven in Wishaw. Some pockets of deprivation are in evidence in the Gowkthrapple, Pather and Waterloo areas. The total population of the ward is 19,689.0fthis total 19% are children, 61% are of working age and the remaining 20% are of pensionable age. The proportion of children and working age is below the age structure of North Lanarkshire’s population as a whole, while the proportion of pensionable age is above.

Based on Council Tax bandings Wishaw has less than the North Lanarkshire average for Band A-C at 72.74%, a lower than average share of band D-E at 20.02%, the proportion of dwellings banded F-H is 7.24% - higher than the North Lanarkshire average.

School achievement levels are also below average with 89.4% of pupils on the S4 roll gaining at least 5 awards at standard grade and above and 34.6% of pupils from S4 stage gaining at least 3 awards at higher grade when they move on to S5 - above average.

Rates for take up of Income Support are above the council average at 5.5% of the working age population - marginally above average. The unemployment rate as measured by Jobseekers Allowance claimants is lower at 5.6% - the average fro North Lanarkshire.

In terms of health, the ward has a higher than average rate of patient admissions for heart disease 797 per 100,000. The admission rates per 100,000 population for stroke are higher than the North Lanarkshire average at 345 per 100,000 and cancer admissions are higher than average at 3494 per 100,000. Appendix 2
