M.S., Department of Middle East Studies Supervisor : Prof. Dr. Özlem Tür Küçükkaya February 2017, 159 pages In this study, Israel’s policy responses to Egypt in the post-Mubarak era is examined though adoption of the defensive realist perspective. This study endeavors to explain Israel’s strategic silence in conjuncture with its changing threat perceptions and, by extension, its seemingly fluctuating levels of anxiety. By analyzing the discourse of Israeli political and military leaders, it is revealed that Israel perceived the events in Egypt negatively within the environment of uncertainty. At the same time, considering the country’s objective of maintaining national security and strategic interests, Israel preferred policy of silence during the period of the Egyptian Revolution and its aftermath. Keywords: Israel, Egypt, defensive realism, strategic silence iv ÖZ MÜBAREK SONRASI DÖNEMDE İSRAİL’İN MISIR’A KARŞI İZLEDİĞİ POLİTİKALAR Özgüler, Büşra N. Yüksek Lisans, Orta Doğu Araştırmaları Bölümü Tez Yöneticisi : Prof. Dr. Özlem Tür Küçükkaya Şubat 2017, 159 sayfa Bu çalışma, İsrail’in Mübarek sonrası dönemde Mısır’a karşı izlediği politikaları savunmacı realist bakış açısıyla inceler. Anahtar Kelimeler: İsrail, Mısır, savunmacı realizm, stratejik sessizlik v ACKNOWLEDGEMENTS I would like to express my absolute appreciation, first of all, to my supervisor Prof. Dr. Özlem Tür Küçükkaya for her constructive guidance, critical comments, and engagement throughout the process of crafting this master thesis. She made this a true learning experience. I would also like to thank Assoc. Prof. Burak Bilgehen Özpek and Assist. Prof. Derya Göçer Akder for the valuable time they allocated to providing percipient suggestions and contributing to the completion of this work. I would like to extend my deep gratitude to Amb. (R.) Özdem Sanberk for his continued advice and the inspiration he has infused into my academic and professional work. I am particularly grateful for the encouragement given by Dr. Osman Bahadır Dinçer. He helped me without reservation at every step of this process. I wish to thank to Mehmet Hecan for his useful suggestions to me during my master studies. I would also like to offer my special thanks to Ahmet Gümüşbaş for reading my thesis and giving acute feedback. I want to extend my heart-felt gratitude especially to my admirable family and loved ones for their continued belief in me. My mother and father have constantly supported me. My sisters and my brother have provided me with patient motivation. I would like to thank Atty. Hayrullah Başol for his invaluable discussions on Israel in academic, political, and intellectual aspects. I have also greatly benefitted from the friendship and assistance of Fatma, Betül, and Serap. After months of working on this project I could not possibly come up with a full list of all the people who have supported me in the process and helped me keep myself together when I fell apart. Violence by Israeli settlers against Palestinians and their property has been a daily occurrence for many years in the Occupied Palestinian Territory. The report A Semblance of Law: Law Enforcement upon Israeli Civilians in the West Bank reveals the dynamic that leads to the absence of effective law enforcement in regards to Israeli civilians in the West Bank who commit offenses against Palestinians. The report documents serious faults in all stages of the law enforcement process: when offenses are committed, IDF soldiers present on the scene show a grave tendency to ignore them; Palestinians face physical and bureaucratic difficulties when they attempt to file complaints; and above all, the investigation stage shows faults in the examination of incidents, failure to implement the required investigatory steps, and sometimes an unwillingness to undertake even a cursory investigation. Yesh Din - Volunteers for Human Rights was founded in March 2005, and since then its volunteers have been working for a structural and long-term improvement of the human rights situation in the OPT. • A New Era in Israel-Gulf State Relations?
A New Era in Israel-Gulf State Relations? by Dr. Edy Cohen BESA Center Perspectives Paper No. 1,148, April 22, 2019 EXECUTIVE SUMMARY: Many in the Gulf are beginning to grasp that their support for the Palestinians is detrimental to their own interests. In addition to practical considerations, the fact that the Palestinians have grown closer to Iran has sparked ire in many Gulf states, which see the Islamist regime as an enemy and the Palestinians’ increasingly close ties with Tehran as a betrayal. United Arab Emirates FM Anwar Gargash was recently quoted by the English- language Abu Dhabi newspaper The National as saying, “Many, many years ago, when there was an Arab decision not to have contact with Israel, that was a very, very wrong decision, looking back.” He predicted increased contacts between Israel and Arab states and called for a “strategic shift” in Arab-Israeli relations ties that would enable “progress on the peace front” between Israel and the Palestinians. There is no doubt that Gargash’s remarks were made with the encouragement and guidance of Abu Dhabi Crown Prince Muhammad bin Zayed bin Sultan al-Nahyan. In Arab states, it is not customary to make statements in support of Israel without the knowledge and approval of those in command. This is not the first time senior Arab Gulf state officials have expressed support for Israel. Bahrain’s FM has been known to take to Twitter to issue pro-Israel and anti- Iran statements. Last fall, Israeli PM Benjamin Netanyahu was given the royal treatment when he visited Oman together with the head of the Mossad, Yossi Cohen.

Some 50 U.S. nonprofit organizations were raising funds for settlements in the West Bank, East Jerusalem, and Gaza Strip. The money's tax-deductible status means the U.S. government "is incentivizing and indirectly supporting the Israeli settlement movement," even though the US opposes settlement construction as it is an obstacle to peace with the Palestinians.
