1 Introduction

The Aneurin Bevan University Health Board (ABUHB) are proposing to construct a Unified Breastcare Unit (UBU) on the existing Ysbyty Ystrad Fawr (YYF) hospital site in . The proposed development consists of a new single floor building, constructed above an existing car parking area to the north of the hospital site. The car parking area is to remain, with the proposed building raised above the parking area on stilts. The building will be principally accessed from the adjacent raised podium to the west of the building, although two stair cores will facilitate access from the car park area. Ove Arup and Partners have been commissioned to undertake a Flood Consequences Assessment (FCA) to support the outline planning application for the proposed UBU building. This FCA has been undertaken using the principals set out in the Planning Policy Wales (PPW) (December 2018) and Technical Advice Note (TAN 15) – Development and Flood Risk (July 2004). TAN 15 provides technical guidance which supplements the policy set out in PPW in relation to development and flooding and provides a framework within which flood risk can be assessed.

2 The Site

The site is located on the YYF hospital site in Ystrad Mynach, within the County Borough area. The YYF hospital site is bound by the River to the east and Caerphilly Road to the west. To the north lies the Ystrad Mynach police station, whilst to the south is Twyn Road. The proposed UBU building is to be located within the north east corner of the existing YYF site, above the existing car park to the east of the raised podium and south of the bridge which provides the main access to the site from the A469. The site can be seen within the red boundary in Figure 1.

Figure 1 - Site Location The Rhymney River Main River is located just to the east of the proposed UBU site. The Rhymney River flows from north to south, passing to the east of Cardiff and outfalling to the Severn Estuary. At its closest point, the Rhymney River is located circa. 45m from the proposed UBU building. An FCA was undertaken in 2007 to inform the previous development of the YYF hospital site. As a result of this FCA, the YYF hospital site has been protected from extreme fluvial flood events in the River Rhymney by a flood bund, which is located along the eastern boundary of the site. Adjacent to the site of the proposed UBU, the elevation at the top of the bund varies between approximately 97.2m and 97.7m Above Ordnance Datum (AOD). An existing car park is located at the proposed site of the UBU building. It is proposed that this car park will be retained, with the UBU building raised above it on stilts. YYF Way forms the main access to the YYF site from the A469, crossing the Rhymney River via an elevated bridge structure. From this bridge, two separate access points exist to the YYF hospital, one facilitating access to the elevated podium to emergency vehicles and the other providing access to the car parking facilities below the podium and hospital first floor. The existing ground profile within the area of the car park which will be covered varies from between 95.0m AOD and 95.9m AOD. For further details on the existing site layout, refer to the drawing included in Appendix A.

3 Proposed Development

The proposed development comprises of a single floor building, which is to be raised above the existing car park area. The Structural Slab Level (SSL) of the UBU is proposed to be circa. 100.015m AOD. The proposed UBU will facilitate the provision of additional medical services onto the existing YYF hospital site. The proposed UBU will be accessed either from the adjacent raised podium to the west or via two stair cores located at the north east and south west corner of the building. The stair cores will provide access and egress from the car park area below. It is anticipated that the proposed external levels in the car park area beneath the UBU will not vary significantly from the existing, due to the need to tie-in with existing highways, circulation routes, flood bund and public open space. The level of the existing flood bund adjacent to the site is to be maintained as existing. A plan of the proposed first floor of the UBU is shown in Figure 2 below. The car park below UBU has not been shown for clarity.

4 Existing Flood Extents

Flood risk data (‘Product 4 Data’) has been procured from Natural Resources Wales (NRW) and the information is reproduced below. The full report can be found in Appendix E.

4.1 Current Flood Map Appendix C includes the current NRW Flood Map at this location (version 202001) and an extract is shown in Figure 3. NRW flood maps represent a combination of the fluvial (and where applicable tidal) flood extents derived from a combination of detailed local models and national generalised model data. The UBU site boundary and access to the proposed UBU via the raised podium are highlighted on the NRW Flood Map. A small portion of the west of the site, away from the building, under the raised podium area is shown in Flood Zone 2, which is defined as being:  The extent of a flood from rivers or from the sea with up to a 0.1% (1 in 1000) chance of happening in a year, and;  Contains areas recorded to have flooded in the past. The Raised Podium access route shown crosses an area of Flood Zone 3 over the River Rhymney and Flood Zone 2 at the location of the Raised Podium. Flood Zone 3 is defined as:  the extent of a flood from rivers with a 1% (1 in 100) chance or greater of happening in any given year However, it is noted that the presence of the raised bridge and podium structures have not been taken into account when depicting Flood Zones on the NRW Flood Map. The relevance of this for this site has been discussed further in Section 4.2. The access route to the existing car park area under the proposed UBU (highlighted on Figure 3 below) is shown to be within Flood Zone 2.

Figure 3 - NRW Current Flood Map, with markup showing car park access route The corresponding TAN15 Development Advice Map (DAM) shows the majority of the proposed development to be located in Zone B, defined as an area which is “known to have been flooded in the past evidenced by sedimentary deposits”. The area west of the building, matching the Flood Zone 2 on the NRW flood maps, is located in Zone C1, defined as “Areas of the floodplain which are developed and served by significant infrastructure, including flood defences”. The TAN15 DAM can be found in Appendix D.

4.2 Local Flood Risk Mapping Study The risk of flooding from the River Rhymney has been assessed by reviewing the Product 4 flood information provided by NRW, the full report is presented in Appendix E. The Product 4 information has been taken from a 1D/2D FMP-Tuflow Study of the River Rhymney. This model, produced in 2018, comprises of a 1D ISIS flood forecasting model for the River Rhymney from to Cardiff, including a detailed 1D/2D linked ISIS-TUFLOW model at Ystrad Mynach.

4.2.1 Summary of Results The Product 4 information presented in Appendix E shows that for the defended scenario at the proposed UBU development site, access to the existing car parking area below and surrounding YYF hospital complex does not flood during the 1% AEP (1 in 100 year) event, taking into account a 25% allowance for climate change. Similarly, the proposed UBU development, site access to the existing car

parking area below and YYF complex demonstrates that no flooding occurs during the 0.1% AEP (1 in 1000 year) event. Within the Product 4 data, the area of the site access is shown to experience a maximum flooded water depth of 96.21m AOD for the 1% AEP event plus 25% climate change and 96.55m AOD for the 0.1% AEP event. Reviewing Figures 2 and 3 of the Product 4 data, the flooding shown occurs directly at and adjacent to the River Rhymney. The access to the site is via an existing bridge over the River Rhymney, which has elevation of over 100m AOD. It is likely that Digital Terrain Model (DTM) information has been used within the flood risk mapping study, which does not consider structures and would therefore base the elevation to be the level of the terrain beneath the bridge. Based on the maximum water depth of 96.21m AOD for the 0.1% AEP event and the bridge elevation over 100m AOD, the site access and egress will be flood free during the 0.1% AEP event.

5 Justification of the Location of Development

The TAN15 DAM shows the proposed UBU development site to be located in Zone B with a small proportion of the UBU site at the edge of Zone C1. However, the access/egress to the proposed UBU site is partially located within Zones B and C1. As such, justification as outlined in Section 6 and 7 of TAN15 has been provided. The DAM can be seen in Appendix B. TAN 15 states that development within Zone C will only be justified if it can be demonstrated that: (i) Its location in Zone C is necessary to assist, or be part of a local authority regeneration initiative or a local authority strategy required to sustain an existing settlement; or (ii) Its location in Zone C is necessary to contribute to key employment objectives supported by the local authority, and other key partners, to sustain an existing settlement or region. And, (iii) It concurs with the aims of PPW and meets the definition of previously developed land; (iv) The potential consequences of a flooding event for the particular type of development have been considered, and in terms of the criteria contained in Sections 5, 7 and Appendix 1 of TAN 15 are found to be acceptable. Criterion (i) and (ii) The development falls within the Community Facility Zone within the Caerphilly County Borough Council LDP maps for the area. The proposed UBU development will provide additional services to the healthcare facilities serving

the community, as well as providing additional employment within the YYF hospital site. Criterion (iii) Previously developed land (also known as brownfield) is defined in PPW Chapter 3 as land, “...that which is or was occupied by a permanent structure (excluding agricultural or forestry buildings) and associated fixed surface infrastructure.” PPW also includes a preference for the re-use of previously development land. It states, in paragraph 3.51, that, “Previously developed (or brownfield) land should, wherever possible, be used in preference to greenfield sites where it is suitable for development.” Paragraph 3.51 further states, “such land should generally be considered suitable for appropriate development where its re-use will promote sustainability principles and any constraints can be overcome” Paragraph 5.4.13 of PPW also states that, “Planning authorities should aim to: “…promote the re-use of previously developed, vacant and underused land” Since the site has already been used as a surface car park, hardstandings and access roads as part of the existing hospital, it can be considered as existing fixed surface infrastructure. This is considered to fall within PPW’s definition of “previously developed land”. Criterion (iv) The potential consequences of a flooding event for the development have been considered in Section 6 of this report.

6 Assessing Flood Consequences

Appendix 1 of TAN 15 explains how the potential consequences of a flooding event should be assessed within the context of TAN 15 and provides guidance on the technical requirements for undertaking such an assessment. That guidance has been followed in the following assessments using TAN 15 Appendix 1 Clause numbers. A1.3 Based on the NRW flood maps, it appears that the flooding mechanism would be via an overland route from the adjacent Ystrad Mynach police station, over the roundabout to the west of the access bridge and down the access road to the car parking. However, the Product 4 Data provided by NRW indicates that flooding does not occur on site during a 0.1% AEP event. The proposed levels will not vary significantly from existing and the surrounding embankments and flood bund levels will be unaffected by the development. The

flood extents, depths and velocities will not differ from those provided in the NRW Product 4 Data. A1.4 The Product 4 Data for the 1% AEP event includes a 25% allowance for climate change, which will add robustness to the results and account for some uncertainties associated with estimating flood conditions. Based on the flooding mechanism described in A1.3, the site does not flood during a 1% AEP+CC or 0.1% extreme events. As such, it is considered that the results are sufficiently robust and acknowledge the uncertainties associated with estimating flood conditions. A1.5 The proposed development will provide a safe and secure working environment. Based on the Product 4 Data, the UBU site will not experience flooding in the 0.1% AEP event. Furthermore, the proposed UBU will be raised above ground level, providing further surety. A1.6 The Product 4 Data does not model the effects of any physical changes to the landform, or blockage of any routes from water-borne debris. Structures within the vicinity of the site are the access bridge to the YYF site and the A472 bridge across the River Rhymney to the north. The potential for blockage was assessed in the previous FCA undertaken for the development of the YYF site and found to be a low risk. Both structures have relatively large, clear spans. A1.7 The flood depth and hazard plans included in the Appendix are all for the ‘defended’ scenario. It is considered that the River Rhymney defences are robust and well-maintained. Based on the Product 4 data, overtopping of the flood bund does not occur for events up to and including the 0.1% AEP event, the top of flood bund is at least 0.6m higher than the 0.1% AEP event, providing adequate freeboard. The flood bunds were formed relatively recently and offer an adequate defence. A1.8 Based on the Product 4 Data, the development site is not at risk of flooding for events up to and including the 0.1% AEP event. A1.9 As noted above, the proposed external levels and building footprints will not vary significantly from the existing and it is expected that the flood extents, depths and velocities will not differ markedly from those provided with the Product 4 Data. Additionally, the development area is not currently within an area of flooding up to and including the 0.1% AEP event, so slight alterations to the levels in this area would not affect the flood plain. As such, it is not considered that the development proposals will affect flood risk elsewhere. A1.10 This FCA has been undertaken by a suitably qualified professional organisation.

A1.11, 1.12 & 1.13 The Product 4 Data demonstrates that the proposed site of the UBU development is not within an area that will experience flooding during the 0.1% AEP event. However, the conditions stipulated in A1.12 have been considered below: - The flood defence bund to the west of the site does not overtop during the 0.1% AEP event. The flood defences are relatively recently constructed and considered to be robust and well maintained. - No further mitigation measures are proposed, as such no additional maintenance costs need to be considered. - The ABUHB, current occupiers of the site are aware of the flood risks and consequences. - The access/egress to the site is shown to be flood free up to the 0.1% AEP event based on the levels provided in the Product 4 data. - The UBU is proposed to be constructed on stilts. The FFL of the building is proposed to be at circa. 100.015m AOD, which is significantly above the 0.1% AEP flood water level. The access routes and car parking areas are protected from such extreme events. A1.14 Based on the type of development being Emergency Services, TAN 15 requires that the development be flood-free for the 0.1% AEP event. The appended Product 4 Data demonstrates that this is the case. A1.15 The NRW Product 4 Data shows no predicted flooding for the threshold 0.1% AEP event. More extreme events have not been considered. However, the proposed UBU building is raised to have an FFL of circa. 100.015m AOD, well above more extreme potential flood levels.

7 Conclusion

The proposed UBU development site is within Zone B of the TAN15 DAM, although the vehicular access/egress route is partially within Zone C1. The NRW Product 4 Flood Model Data has been obtained and confirms that the defended site and emergency access routes do not experience flooding in the 0.1% AEP event. Floods bunds are present to the east of the site and are formed more than 0.6m above the extreme 0.1% AEP event flood level. These defences were built relatively recently, and providing they are adequately maintained, they offer an appropriate protection to the site and surrounds. Furthermore, the new unit will be formed on stilts, well above the extreme flood level, therefore the risk of flooding, in accordance with TAN15, is considered to be acceptable.

Current Flood Map Figure 1 shows the current Flood Map (version 202001) at this location. The flood map represents a combination of the undefended fluvial and tidal flood extents derived from a combination of detailed local model and national generalised model data. Undefended scenarios are provided as being a possible worst case scenario in the event of defence failure.

Local Flood Risk Mapping Study

River Rhymney Catchment Model The results below have been taken from the YstradMynach_5_V1.1_2018 model. This model comprises a 1D/2D FMP-Tuflow study of the River Rhymney in Ystrad Mynach.

The 2018 model superceedes the River Rhymney Catchment Model, undertaken by Mott Macdonald in April 2013. This model comprises a 1D ISIS flood forecasting model for the River Rhymney from New Tredegar to Cardiff, including detailed 1D/2D linked ISIS-TUFLOW models at New Tredegar, Ystrad Mynach to and Llanedeyrn

Defences

The defence schemes on the right bank adjacent to the new Ystrad Mynach hospital and on the left bank at Duffryn Business Park have a 1 in 100 year design standard of protection. The River Rhymney Model (April 2013) indicates the standard of protection along the Duffryn Business Park embankment may be lower.

Depth grids for the defended 1 in100 year plus climate change (+25%) and 1 in 1000 year events are reproduced in Figures 2 & 3 for the site.

The defended 1 in 1000 year event hazard grid is represented in Figure 4. The hazard rating below relates to the Hazard to People Classification using the hazard matrix (ref.5).

Figure 5 shows the approximate outlines for a combination of historic flood events on the River Rhymney during December 1979.
