About the Project Minnesota Power and Dairyland Power Cooperative are proposing to build a 525-550 megawatt natural gas generation facility in Superior, , called the Nemadji Trail Energy Center. This center will use flexible and efficient natural gas to enable the addition of more renewable energy resources such as wind and solar, and to deliver affordable and reliable power to consumers in the region.

The Facility This project will be a combined-cycle gas generation facility that burns natural gas in a combustion turbine.

HOW IT WORKS Natural Gas Fuel Supply Natural gas is burned to produce high-pressure, 1 high-temperature gas that spins a turbine. 1 Steam Turbine

Equipment in this building captures waste heat to Gas Turbine 2 create steam that spins a second turbine.

Energy from the turbines flows to a transformer 3 and continues through the electric grid to power Transformer homes and businesses. 3 Nemadji Trail Energy Center

Open Houses in Superior provide first look at proposed natural gas power plant Event hosted by Minnesota Power and Dairyland Power Cooperative

Superior, WI—The public is invited to learn more about the Nemadji Trail Energy Center natural gas power plant at two upcoming open houses. Hosted by Minnesota Power and Dairyland Power Cooperative, the open houses will provide an ideal forum for residents to ask questions and receive information about the location, purpose and timeline for the project. The proposed 525-550 megawatt plant will generate natural gas-powered electricity for the region.

Minnesota Power, a utility division of ALLETE Inc., and Dairyland Power Cooperative announced plans in June to build the renewable-enabling Nemadji Trail Energy Center at a premier industrial site in Superior, pending regulatory approval. The Superior site for the estimated $700 million combined-cycle power plant was selected following a Midwest-wide search.

The facility will employ approximately 22-25 people when completed and create an estimated 260 construction jobs and 130 indirect jobs. Because of its proximity to Minnesota, the facility is expected to bring benefits to both states. It is one of the single largest private investments in the area’s history and is estimated to provide more than $1 billion in regional economic benefits over 20 years and generate $1 million in annual revenue for Douglas County and the City of Superior.

The Nemadji Trail Energy Center is a key component of both Dairyland Power Cooperative’s and Minnesota Power’s energy mix transformation. Both companies have added renewable resources to their systems while lowering their carbon profile. Natural gas supports the addition of renewable energy to the grid while maintaining reliability by providing critical backup to intermittent renewable resources, such as when the sun isn’t shining and the wind isn’t blowing. The two companies will share the energy produced at the plant to provide electric service to their respective customers and consumers.

The natural gas power plant is part of Minnesota Power’s recently proposed resource package that includes 250 megawatts of wind power and 10 megawatts of solar energy, both through power purchase agreements.

“This is the next significant chapter of Minnesota Power’s EnergyForward strategy, representing the largest cumulative addition to our power supply mix since 1980,” said Julie Pierce, vice president of strategy and planning for Minnesota Power, who led the package development. “With these resource additions, we

About the Project

Minnesota Power and Dairyland Power Cooperative are proposing to build a 525-550 megawatt natural gas generation facility in Superior, Wisconsin, called the Nemadji Trail Energy Center. This center will use flexible and efficient natural gas to enable the addition of more renewable energy resources such as wind and solar, and to deliver affordable and reliable power to consumers in the region.

What is a combined-cycle natural gas plant? This project will be a combined-cycle gas generation facility that burns natural gas in a combustion turbine (like a jet engine) to produce high-pressure, high-temperature gas that spins a turbine. This is an efficient and reliable way to produce energy while supporting growing renewable resources, minimizing emissions and increasing energy output to meet the energy needs of consumers served by Minnesota Power and Dairyland Power Cooperative.

The Nemadji Trail Energy Facility will support renewables when the wind isn’t blowing and sun isn’t shining.

DRAFT ENVIRONMENTAL ASSESSMENT

A draft environmental assessment (EA) reviews the potential effects a project might have on human and natural resources.

PUBLIC COMMENT PERIOD

After the draft EA is published, the public is allowed to comment on if the EA appropriately analyzed potential effects.

FINAL ENVIRONMENTAL ASSESSMENT

The Rural Utilities Service (RUS) will review and consider all comments received on the EA and modify the document before publishing a Final EA.

Minnesota Power and Dairyland Power Cooperative are proposing to build a 525-550 megawatt natural gas generation facility in Superior, Wisconsin, called the Nemadji Trail Energy Center. The Nemadji Trail Energy Center is integral to plans at Minnesota Power and Dairyland Power Cooperative to add renewable energy sources, reduce carbon emissions and preserve reliability for energy users. It will provide added flexibility to reliably balance growing renewable resources and ensure the lights come on for consumers when the wind doesn't blow or the sun doesn't shine. It will provide clean energy while preserving safe, affordable and reliable supplies of energy for those who depend on us to power homes, schools, hospitals and the natural resource-based industries that fuel our region's economy.

We are hosting a stakeholder workshop as an opportunity for various leaders in Minnesota and Wisconsin to learn more about the project, and we hope that you will join us.

Project Area Minnesota Power and Dairyland Power Cooperative have provided energy in the region for decades. The facility is proposed at a shovel-ready industrial site adjacent to and controlled by the project partners, as shown on the map below. The site has access to two interstate gas pipelines.
