Improvement of regional transit access to Lower Manhattan was considered essential to the successful revitalization of the area which had suffered extensive economic, transportation, infrastructure and environmental impacts. As a result, a coordinated effort was undertaken principally by the Metropolitan Transportation Authority (MTA) New York City Transit (NYCT), the Port Authority of New York & New Jersey (PANYNJ), the New York State Department of Transportation (NYSDOT) and other Federal and State agencies. The purpose of this coordination was to plan the transit improvements in Lower Manhattan that would maximize the potential benefits for the revitalization process and contribute to a full recovery of economic conditions as existed, and as would be projected to the future, pre-September 11. To investigate potential approaches to improving its transit services and facilities, NYCT commissioned a concept study in 2002 which, upon completion, indicated that the most effective way to integrate existing transit services with potential improvements involved the construction of: • A new prominent mass transit center on Broadway (the Entry Facility) incorporating a subsurface station concourse (the Central Station Concourse), connecting the AC and 45 service and providing
