1 DISTRICT SURVEY REPORT‐ DISTRICT SURVEY REPORT OF NAGAPATTIANAM

1.0 PERMEABLE In conjunction to the Ministry of Environment, Forest and Climate Change, the Government of Notification No.SO 141 (E) dated 15.01.2016 and SO 190 (E) dated 20.01.2016 the District Level Environment Impact Assessment Authority (DEIAA) and District Environment Appraisal Committee (DEAC) were constituted in Nagapattianam District for the grant of Environmental Clearance for category “B2” projects for quarrying of Minor Minerals. The main purpose of preparation of District Survey Report is to identify the mineral resources and develop the mining activities along with relevant current geological data of the District. The DEAC will scrutinize and screen scope of the category “B2” projects and the DEIAA will grant Environmental Clearance based on the recommendations of the DEAC for the Minor Minerals on the basis of District Survey Report. This District Mineral Survey Report is prepared on the basis of field work carried out in Nagapattianma district by the official from Geological Survey of India and Directorate of Geology and Mining, (), Govt. of Tamilnadu. The following District Survey Report (DSR) report prepared based on the guidelines by MOEF S.O. 3611(E). dt 25.July 2018. 1.1 INTRODUCTION: Nagapattinam District was carved out of erstwhile Thanjavur District on October 18,1991. Subsequently it was bifurcated in 1997 as Nagapattinam and Tiruvarur Districts.It is a very smalldistrict with a total geographical area of 2715.83 Sq. Kms. This constitutes just 2.09 % of the areaof the State. Nagapattinam district is bounded in the North by Cuddalore district, in the west by Thanjavur and districts and in the south and east by Bay of Bengal.The District lies between 10015’00 N to 110 30' 00”N Latitude, 79030' 00”E to 790 55' 00”E Longitude. 2.0.OVERVIEW OF MINING ACTIVITY IN THE DISTRICT;

The important major mineral wealth of Nagapattinam district are as follows crude oil (oil & natural gas), silica sand, lime shell, heavy mineral sand (Garnet, Iluminite, Rutile Zircon, Monozite). Crude oil (Oil & Natural gas) exploration and exploitation work carried out by ONGC at different parts/ blocks of Nagapattinam district such as Narimanam, Kuttalam etc., in Cauvery basin.

The silica sand is an oxide of silicon which is used mainly for the manufacture of Sodium Silicate, which in turn used in the soap and detergent manufacturing industries and also used in foundries, glass making, ceramics and as an abrasives. The Silica sand deposit is 4.86 million tonnes, occur in Vadamalai Manakkadu, Vanduvancherri, Thanikottagam villages of Taluk in Nagapattinam District. There are eight silica sand leases at Nagapattinam District by different private mining companies. Lime‐shell deposits are available in Sirkali and Nagapattinama taluk of Nagapattinam district is about 1,87,064 Tonnes. It is used for making lime‐mortar and bleaching agent in Sugar industries.

In Nagapattinam District, heavy minerals includes an assemblages of garnet, illmanite, rutile, zircon and monazite sands which are higher in specific gravity, occur as placer deposit along the sea coast in the beach sand. It occurs in Tharangamapdi and Sirkali Taluks in Nagapattinam District, garnet is used in the abrasive industries, and manufacturing synthetic gems. Illuminate is used for aircraft industry. Zircon is used for manufacturing Zirconium Crucibles. Silliminate is used for Aluminum industries. Besides that, brick earth quarries are available. Sand mining activities are very recently initiated by PWD, Nagapattinam district in different parts of Coleroon River viz., Siddhamalai, Kadakkam Villages of and Taluk.

Mining lease are granted for 08 nos of silica sand quarry blocks which are located in different parts of of Nagapattinam district (Photographs: 1-16).

¾ Oil & Natural gas (Major mineral):

Mining lease are granted for 07 nos of oil and natural gas blocks which are located in different parts of Mayiladuthurai, Keelvelur, Mayiladuthurai, Vedaranyam and greater Narimanam taluks of Nagapattinam district (Photographs: 17-30).

¾ Savudu (Minor mineral):

Mining lease are granted for 11 nos of savudu quarry (type of sand) blocks which are located in different parts of Sirkazhi, , Keelvelur and Nagapattinam taluks of Nagapattinam district (Photographs: 31-52). Besides that, small occurrances of illmanite localized in Prathabaramapuram village (Photographs: 53-54).

¾ Sand quarry: Mining lease are granted for 03 nos of sand quarry blocks in recent time. The sand blocks are located along Coleroon river at Mayiladuthurai and Sirkazhi taluks of Nagapattinam district (Photographs: 55-60).

6.0 PROCESS OF DEPOSITION OF SEDIMENTS IN THE RIVER OF THE DISTRICT

The deposition of sediments governed by Cauvery river and its important distributaries, Coleroon and Vettar and smaller ones namely Arasalar, Tirumalarjanar, Mudikondanar, Puttar and Cholacudamani. The Uppanar, Ambanar and Nandalar rivers drain the stagnant water of the low laying marshy areas along the coast. A good network of irrigation channels also drains the area. Alluvium is spread over the entire area, the alluvium is fluviatile in origin, brought forth and deposited by the easterly flowing Cauvery River and its distributaries. It covers areas east and north- east of the Pamanaiyar River and the coastal areas along Karaikal and Talainayar. It ranges from coarse pebbly sands (5 mm) to silty/clay (less than 0.10 mm). Towards east, with proximity to the sea, the alluvium is sandy. The colour of the alluvium varies from shades of black to shades of brown.

7.0 GENERAL PROFILE OF THE DISTRICT

Nagapattinam district is a coastal district of , recently bifurcated from the erstwhile Thanjavur district. This district with Nagapattinam as headquarters occupies about half of the Cauvery delta. Its geographical extent is 2569 sq.km and is situated between North Latitudes (10° 15’: 11° 20’) and East (79° 15’: 79° 50') and above mean sea level (MSL) 9 m. It is bound on the east by Bay of Bengal, west by Thanjavur district, north by Cuddalore district and south by Palk Strait and comprises Nagapattinam, Nannilam, Mannargudi, Mayuram, Sirkazhi and Tirutturaipundi taluks.

7.1 REVENUE ADMINISTRATION:

The Nagapattinam district consists of two revenue division namely, Nagapattinam and Mayiladuthurai and eight taluks namely Nagapattinam, Kilvelur, Thrirukkuvalai, Vedaranyam, Mayiladuthurai, Tharangambadi, Kuttulam and Sirkazhi (Fig .1). Besides that, the district consists of 08 town panchayats and 423 village panchayats.

7.2 MEDICAL HEALTH:

The district consists of 25 government hospitals and 53 primary health centers and 258 health sub centers.

7.3 POPULATION

The district consists of total population of 1488839, which includes male population is 739064 and female population is 749765. Total house hold rural population is 271827 and urban population is 71786 and total is 343613.

8.0 BASIN AND SUB-BASIN

The district is part of the composite east flowing river basin having Cauvery and Vennarsub basin.

9.0 DRAINAGE

The district is drained by Kollidam and Cauvery in the north, Virasolanar, Uppanar in thecentral part and Arasalar, TirumalairajanAr, Vettar, Kedurai AR, Pandavai Ar,Vedaranyam canal and Harichandra Nadi in the southern part of the district.

10.0 IRRIGATION

Irrigation by Different Sources Nearly canals serve 80 percent of the total net area irrigated and only the river Cauvery feeds these canals. The Cauvery Delta system is the most ancient of all irrigation schemes in the undivided Thanjavur. This comprises mainly of three important projects. They are the famous Grand Anicut, the Upper Anicut and the Cauvery Vennar Regulator Project

11.0 GEOHYDROLOGY;

Ground Water occurs under water table and semi-confined conditions in the shallow quaternary and pilocene aquifers an in unconfined conditions in the deeper Miocene aquifers. Quality of water is good in major part of the area except in eastern and southeastern part of the district. Artesian wells are noted in some pockets. Fresh ground water is overlain by saline water incursion in the eastern part of district. The specific yield from the alluvial track varies 20-40 ltrs/seconds palaeo channels form food loci for ground water tapping.

12.0 SOILS

The major part of the district is covered by black clay and isolated patches of brown clayloam in the area bordering the NE boundary of Karaikal Region is seen. Some patches ofArenacious soils are also found along the coastal line. 13.0 LAND UTILIZATION PATTERN IN THE DISTRICT: FOREST, AGRICULTURE, HORTICULTURE, MINING ETC.,

Total geographical area is 271583 hector area in Nagapattinam district. The major portion of the land 150680 hector (55.48 %) is covered by sown (plantation) category. Barren and uncultivable land coverage is under 33418 hector (12.30 %). Land put to non agriculture land is 47735 hector (17.6%). Forest area coverage is 4633 hector (1.7 %). Current fallow and other fallow lands coverage is 9446 hector (3.47 %) & 16347 hector (6.02 %). Land under miscellaneous tree crops coverage is 6381 hector (2.35 %). Land coverage under cultural waste & permanent pastures are 2097hector .hector (0.77 %) & 846 (0.31%) respectively.

14.0 PHYSIOGRAPHY OF THE DISTRICT The western part of the district bordering Thanjavur district forms as gently undulating terrain, representing pediplain. The cental portion forms a part of the flood plains of the Cauvery river and its distributaries. Kollidam and Cauvery are the prominent rivers in the district and debouch into Bay of Bengal. The other rivers are Uppanar, Nandalar, Arasalar, Vettar, Addapar, Koraiyar and Pamaniyar. The stream course now known as the Cauvery, flowing to the sea near Pumpakar follows as earlier scar upto 1.7 kms wide of the main Cauvery from which is now channelised along the Koleroon or , the point of divergence occurs in the Tjanjavur disrict near Srirangam. The plains support the agricultural deltaic plain under fluvio- marine influence and coastal plain of marine infuluence. Between Muttupet and Vedaranniyam (10° 22' 30”: 79° 51'), a classical example of ‘Chenier’ are seen. The Cheniers are represented by narrow sand mounds with intervening tidal flats and mud flats. Five major E-W trending sand ridges alternating with tidal flats are clearly seen between Muthupet and Vedaranniyam in the southern part of the area. Strand line deposits comprise sand and salty caly. Aeolien action is depicted along the N-S and E-W coast lines by sand dunes. Beach occurs as a narrow discontinuous zone. Reserve forests of Muttupet (10° 24’: 74° 30') on either side of the Mullipalam Creek represent marshy area. Mullipallam and Serattallaikkadu creeks represent two prominent estuaries in the area, connected to sea by narrow tidal creeks and ricvers such as Koraiyar and Pamaniyar.

The landforms are delineated under erosional and depositionalregime. The depositional regime comprises of a coastal plain under marine influence, aflood plain of fluvial regime with an intermixing section of both fluvial and marineinfluence. The entire area is a peneplained terrain with a gentle slope towards east andsoutheast. The maximum elevation is about 21 m above mean sea level in the west.

14.2CLIMATE AND RAIN FALL MONTH WISE DATA

The district receives rainfall under the influence of both southwest and northeastmonsoon. A good part of the rainfall occurs as very intensive storms resulting mainlyfrom cyclones generated in the Bay of Bengal especially during northeast monsoon. Thedistrict receives rainfall almost throughout the year. The Nagapattinam district yields major rain fall during north east monsoon, the normal rain fall is 908.80 mm and actual rain fall is 969.2 mm. The south west monsoon yields normal rain fall is 265.20 mm and actual rain fall is 250.60 mm. The north east monsoon provided more rain fall than south west monsoon. 15.0 FOREST RESOURCES

There are 41 forest areas in theNagapattinam district constituting a totalarea of 5,311.70 ha with 35 forest areasfalling under the Reserve Forest categorywith 5,037.21 ha and 6 under reserve landcategory with 274.49 ha Forestry activitiesin the district are being carried out byWildlife Division, with Wildlife Warden asthe administrative head. The divisionconsists of 4 ranges with headquarters atNagapattinam, Kodiakkarai, Muthupet andThanjavur. The basic responsibilities of thedivision include afforestation activities likeraising coastal shelterbelt, greenbelts, restoration, wildlife managementand attending to environmental issues Theimportant forest and wildlife areas in thedivision includes Wildlifesanctuary. The other important areas are,Tropical dry-evergreen forest coversnearly 15 sq.km of Point Calimere Wildlifesanctuary. The forests are mostly of thenature of scrubland that stands on low sanddunes located on the western half of thesanctuary. Manilkara hexandra, locallycalled Palai is the most important evergreenspecies of the sanctuary.

In the sanctuary grasslands the dominantgraminoid is Aeluropus lagopoides followedby Sporobulu tremulus and Cressa cretica.The forest is home to 154 species ofmedicinal plants like Mucuna ruriens,Solanum trilobatum, Tinospora cordifoliaRandia dumatorum and Cissusquadrangularis. A forest rest house atKodiakkarai is available for visitors to thesanctuary.Point Calimere Wildlife Sanctuary andthe Muthupet are the mostimportant forests and wildlife areas ofNagapattinam district. Point CalimereWildlife sanctuary is located 60 km fromNagapattinam and Muthupet mangroves islocated 70 km from Nagapattinam. PointCalimere Wildlife sanctuary with a totalprotected area of 30 sq.km is home to thelargest population of the endemic Blackbuckin south India. Other animals of thesanctuary include the jackal, spotted deer,jungle cat, feral horses, black napped hare,including a variety of reptiles.

From October to January nearly 90species of migratory water birds visit thesanctuary and its surroundings. They includeFlamingoes, Painted storks, Pelicans,Spoonbills, ducks, teals and a variety ofshore birds. The best time to visit thesanctuary for bird watching is November-December. The sanctuary is open to visitorsthroughout the year.The forests of this division can bedivided into two regions from thetopography, and flora point of view; thealluvial regions or riverine land areas andthe coastal regions. Riverine areas lie on thebanks of river and canal in the form ofnarrow strips. Teak plantations mostlycover these areas, wherever the soil isunsuitable for Dalbergia sisso, Terminaliaarjuna and Eucalyptus have been planted insuch areas. Although the soil is light andporous with high water table, the forest areasunder these zones are subjected totremendous biotic pressure and at presenttheir poor floristic composition consists oflimited number of herb and thorn species.

The present situations does not bringthem in any category of Forest type as perClassification of forests made by Championand Seth 1968. The Coastal regions containthe Casurina plantations, the mangroves andthe scrub jungle with the exception of aportion of Point Calimere sanctuary whereabout 23 sq.km of tropical dry evergreenforests are existing.

16.0 POINT CALIMERE WILDLIFE SANCTUARY

Point Calimere Wildlife Sanctuary is situated in Vedaranyam Taluk of Nagapattinam District, Tamil Nadu. It is located 60 kilometres south of Nagapattinam and lies where the Bay of Bengal meets the Palk Strait. The sanctuary was created in 1967 as per G.O.Ms.No.1821, Agriculture, 13th June 1967.

The sanctuary is home to the largest population (about 1000) of the Blackbuck in Southern India and second Largest population of India as a whole. It harbours the single largest stretch of the unique dry-evergreen forest in the country. With about 154 species of medicinal plants in the dry- evergreen forest, the sanctuary is a rich genepool of dry-tropical species. Two species of insectivorous plants viz., Drocera indica and Drocera burmani are also found in the sanctuary.

The sanctuary and its surrounding wetlands are important wintering grounds for water birds from the North. The sanctuary coast has been a regular nesting site of the endangered Olive Ridley turtle.

The recently notified Block (A) is a sanctuary mangrove wetland, is located in the southern most end of the Cauvery delta it occupies and area of approximately 12,000 ha, including 1700 ha. a lagoon (Muthupet).

The Coastal regions: This zone contains the Casurina plantations, themangroves and the scrub jungle with the exception of a portion of PointCalimere sanctuary where about 23 sq.km. of tropical dry evergreen forests areexisting. Major portion of the land 65.55% is used for cultivation of paddy forthree times in a year but the forest cover has lesser percentage (1.31%).

Fisheries Production

The Nagapattinam district has a coastal line of 187.9 kms. The Inland FreshWater area spreads for about 1,000 (10Sq. Km.) hectares. Marine fishing is practisedin 53 coastal villages of the district.

The area has been demarcated into two engineering geological provinces based mainly on their bearing capacity / compressive strength and foundation characteristics. As the area forms a part of the intricate system of canals and ephemeral streams of the Cauvery delta. Which receives supply from Mettur, situated in the adjoining Thanjavur district, through the Grand anicut, upper anicut and lower anicut canals, no major or minor geotechnical projects are located in the area.

Most of the area is occupied by unconsolidated sands with or without clay, having low bearing capacity / compressive strength (1-2 kg/cm2) and poor foundation characteristics. A small patch of the area is covered by laterite developed on sandstones with bearing capacity / compressive strength varying from low to medium (50-500 kg/cm2) and the foundation characteristics are fair. Most of the area falls under seismic zone ill (ISI classification).

The district is affected by cyclonic storms, during the months of November and December. The storm – affected areas as well as flood – affected areas have been shown in the geo –technical and natural hazards map.

19.0 OVER VIEW OF GEOLOGY OF TAMILNADU Crystalline rocks of Archaean to late Proterozoic age occupy over 80% of the area of the state of Tamilnadu(fig No.8), while the rest is covered by Phanerozoic sedimentary rocks mainly along the coastal belt and in a few inland River valleys. The hard rock terrain comprises predominantly of Charnockite and Khondalite groups and their migmatitic derivatives,

19.1GEOLOGY AND MINERAL WEALTH

The district can be broadly divided into (i) western gently undulating laterised country, (ii) cnetral alluvial plains of the Cauvery delta, (iii) N-S and E-W trendning fluviomarine deltaic and, (iv) N-S and E-W trending coastal Chenier Plain between Kollidam mouth in the north, Muthupet in the southwest and Vedaranniyam in the southwest.

The area forms part of the Cauvery delta with a gently slope towards Bay of Bengal. No surfacial older formation are exposed except for small area around Mannargudi (10° 40’: 79° 29') covered by laterites and lateritic soil over the Cuddalore Formations of Miopliocene age. The rest of the area is represented by Quarternary deposits. The thickness of quarternary sediments increase south of Kollidam river. At Mayuram (11° 06’: 79° 31'), thickness of these sediments is 80 m. These sediments have been delineated as alluvial plain deposits (Cauvery Formation) of the Cauvery river and its distributaries, narrow fluviomarine deltaiac plain deposits (Nagpattinam Formation) and marine coastal plain deposits (East Coast Formation). The fluvial deposits comprise flood plain, flood basin, point bar, channel bar and palaeo channels with admixtures of sand, silt, clay and gravel. The deltaic plain includes palaeo tidal flats with clays and sands and sand ridges of grey brown sand. The marine coastal plains include beach, tidal flats, salt marsh, mangrove swamps, deposits of sand and clay.

The area mapped is extensively covered by river alluvium, reddish-brown sandy soil and windblown, marine sand. The different formations met with are given below in the order of increasing age from bottom to top.

A NW-SE trending deep seated fault is located to the east of Tiruttaraipundi (10° 31' 30”: 79° 38'). Thermal water occurrences near Tirutturaipundi are probably associated with this fault. A major N-S trending fualt is also marked along the coast (Trectnic Map of Indiam ONGC, 1968).

18.0 MINERAL OCCURRENCES

Laterites, tidal clays, lime shells, brick clays and sait pans are the locally exploited mineral resources of the area. The shells of molluscas and echinoderms collected from the estuaries, tidal flats, and salt marshes are being utilized in the manufacture of quick lime, as an active cottage

47 DISTRICT SURVEY REPORT‐NAGAPATTINAM industry, especailly at Mullipallem (10° 17' : 79° 35') and Serattallaikkadu (10° 30' : 79° 30') in the southern part of the area. Shells are also collected from estuarine beach of Uppanar north of Tirumallaivsal (11° 14' 50": 79° 52') and Cauvery River.

Sandy silt and clay along the river banks and from flood basin are suitable for manufacturing of bricks. A number of brick kilns are located on the Pamaniyar and Koriyar ricver banks also in the flood basin. Salt panning is also noticed in the area south of Muttupet for recovery of sodium and pottassium salts of chemical grade from the salt marshes mud flats.

ONGC has struck oil and gas at Nannilam (10° 52' 30”: 79° 31'), 12 Km. NNW of Thiruvarur (10° 46’: 79° 39'). The other significant hydrocarbon strikes are at Kovilkalappai (10° 49’: 79° 48') and Narimanam. Thermal water occurrences are located at Tiruttaraipundi.

CONCLUSION:

¾ This District Survey Report has been prepared by doing field work in a short span of ten working days. The details related to the occurrence of mineral resources and other data of the district are subject to updation of district mineral inventory from time to time. It may be periodically done every five (05) years with the help of GSI and other govt/non-govt geoscience exploration organisations. ¾ Laterites,tidal clays,Lime shells,Brick clays and salt pans are the locally exploited mineral resources of the area. ¾ Lime-shell deposits are available inSirkali and Nagapattinama taluk. ¾ Sandy silt and clay along the river banks and from basin are suitable manufacturing of bricks.

¾ The Silica sand is occurring in Vadamalai Manakkadu, Vanduvancherri,Thanikottagam areas. ¾ The district is situated in the deltaic region of the famous river Cauvery and criss-crossed by network of irrigation canals. Kollidam river forms the Northern boundary of the district, whereas Arasalar,Thirumalairajan, Vettar and Vennar rivers drain the other parts of it.

¾ Tropical dry-evergreen forest coversnearly 15 sq.km of Point Calimere Wildlifesanctuary.

¾ GPS/Auto Tags installed tracking of mined out mineral vehicles will fetch more revenue to the state exchequer and over exploitation.

¾ The introduction of e-permit system and implementation of Mineral Dealers Rule and thedespatchslips/transitpermitswithtamperedproofsecurityfeaturesandtrack ingofmined out minerals will fetch more revenue to the State Exchequer as well as sustainable development.

An appreciable work carried out by Deputy Director (Mines)/ Nagapattinam District and his office in considering all parameters related to ground geology and environmental issues before granting of any quarrying lease is highly commendable and to be continued.
