Shogan Deputy Director and Senior Specialist November 26, 2012 Congressional Research Service 7-5700 www.crs.gov RL30261 CRS Report for Congress Prepared for Members and Committees of Congress Women in the United States Congress: 1917-2012 Summary Ninety-four women currently serve in the 112th Congress: 77 in the House (53 Democrats and 24 Republicans) and 17 in the Senate (12 Democrats and 5 Republicans). Ninety-two women were initially sworn in to the 112th Congress, two women Democratic House Members have since resigned, and four others have been elected. This number (94) is lower than the record number of 95 women who were initially elected to the 111th Congress. The first woman elected to Congress was Representative Jeannette Rankin (R-MT, 1917-1919, 1941-1943). The first woman to serve in the Senate was Rebecca Latimer Felton (D-GA). She was appointed in 1922 and served for only one day. A total of 278 women have served in Congress, 178 Democrats and 100 Republicans. Of these women, 239 (153 Democrats, 86 Republicans) have served only in the House of Representatives; 31 (19 Democrats, 12 Republicans) have served only in the Senate; and 8 (6 Democrats, 2 Republicans) have served in both houses. These figures include one non-voting Delegate each from Guam, Hawaii, the District of Columbia, and the U.S. Virgin Islands. Currently serving Senator Barbara Mikulski (D-MD) holds the record for length of service by a woman in Congress with 35 years (10 of which were spent in the House). -

OR Z) The 1982 tIME sERIES questionnaire made provisions to have interviewers fill in district/state candidate names in blank slots like the one depicted above. A comprehensive list of HOUSE, SENATE and GOVERNOR candidate and incumbent names was prepared for each of the 173 districts in the sample and the interviewers used the lists to pre-edit names where appropriate depending on the district of interview. These candidate lists are reproduced in the green pages section of this documentation. The (NAME #) expression will generally list more than one candidate number. For any given district, however, one of two possibilities will hold: 1) there will be one and only one name in the district candidate list qualifying for inclusion on the basis of the numbers listed in the expression; or 2) there will be no number in the district candidate list matching any of the numbers in the expression. An instance of no matching numbers arises for a question about the candidate challenging a district incumbent when, in fact, the incumbent is running unopposed. Interviewers were instructed to mark "NO INFO" those questions involving unmatched candidate numbers in the (NAME #) expression. In the candidate list, each candidate or incumbent is assigned a number or code. Numbers beginning with 1 (11-19) are for the Senate, numbers beginning with 3 (31-39) are for the House of Representatives, and numbers beginning with 5 (51-58) are for governors. -

Amer Specialist in American National Government Government and Finance Division Congressional Research Service ˜ The Library of Congress Women in the United States Congress: 1917-2005 Summary A record 83 women serve in the 109th Congress: 69 in the House (46 Democrats and 23 Republicans) and 14 in the Senate (9 Democrats and 5 Republicans). Representative Jeanette Rankin (R-MT, 1917-1919, 1941-1943) was the first woman elected to Congress. Rebecca Latimer Felton (D-GA) was the first woman to serve in the Senate. She was appointed in 1922 and served for only one day. A total of 228 women have served in Congress, 144 Democrats and 84 Republicans. Of these women, 195 have served only in the House; 26 have served only in the Senate; and seven have served in both houses. The figures include one Delegate each from Guam, Hawaii, District of Columbia, and the U.S. Virgin Islands. Of the 202 women who have served in the House, 36 were elected to fill vacancies caused by the death of their husbands. Fifteen of the 36 were subsequently elected to additional terms. Nineteen women have been elected to fill other vacancies. Edith Nourse Rogers (R-MA), who served in the House for 35 years, holds the record for length of service by a woman in Congress. Margaret Chase Smith (R- ME), the first woman elected to the House and Senate, holds the record for Senate service by a woman with 24 years. -

Meranto As the black protest movement swept north in the middle years of the 1960s, a major shift was to take place in its basic theme and fundamental direction that transferred emphasis from the familiar exhortation to demand "freedom now" to an equally urgent summons to marshal the formidable, if un tapped, resources of "black power" in the struggle for liberation. This alteration in both informing idea and effective method signified conclusively that blacks, grown angry and frustrated over the slow rate of their social and economic prog ress as an oppressed minority, were finally prepared to realize their potential force in order to exercise a decisive measure of po litical control over their own lives. As a call to action, black power reflected a growing sense of community among blacks, a fresh awareness of shared experience and a common heritage. More importantly, however, it was both a challenge posed by blacks to themselves to gain some increased measure of control over the institutions of that community, and an appeal for black solidarity and concerted political action as the essential means to that end. An increased concentration of blacks in the major cities of the northern and western United States had come about as the direct result of one of the most significant demographic changes to occur in the nation in the twentieth century. -

Women in Congress, 1917-2020: Service Dates and Committee Assignments by Member, and Lists by State and Congress Updated December 4, 2020 Congressional Research Service https://crsreports.congress.gov RL30261 Women in Congress, 1917-2020 Summary In total 366 women have been elected or appointed to Congress, 247 Democrats and 119 Republicans. These figures include six nonvoting Delegates, one each from Guam, Hawaii, the District of Columbia, and American Samoa, and two from the U.S. Virgin Islands, as well as one Resident Commissioner from Puerto Rico. Of these 366 women, there have been 309 (211 Democrats, 98 Republicans) women elected only to the House of Representatives; 41 (25 Democrats, 16 Republicans) women elected or appointed only to the Senate; and 16 (11 Democrats, 5 Republicans) women who have served in both houses. A record 131 women were initially sworn in for the 116th Congress. One female House Member has since resigned, one female Senator was sworn in January 2020, and another female Senator was appointed in 2019 to a temporary term that ended in December 2020. Of 130 women currently in Congress, there are 25 in the Senate (17 Democrats and 8 Republicans); 101 Representatives in the House (88 Democrats and 13 Republicans); and 4 women in the House (2 Democrats and 2 Republicans) who serve as Delegates or Resident Commissioner, representing the District of Columbia, American Samoa, the U.S. Virgin Islands, and Puerto Rico. McHenry, Permanent United States Representative to the United Nations, and Sarah Weddington, Assistant to the President, will co-chair the 37- member United States delegation to the World Conference of the United Nations Decade for Women 1980, the State Department announced today. In selecting the delegation, every effort was made to insure a regional, racial, ethnic, political, economic and age mix representative of American women. The conference, which will be held from July 14 to 30, 1980, in Copenhagen, marks the mid-point in the United Nations Decade for Women 1975-1985. -

The Election That Changed Cleveland Forever By Michael D. Roberts That autumn in Cleveland was crisp and colorful with low clouds, high expectations and an anxious electorate. With the season, came the wonder whether the city could look beyond race and elect a black man as its mayor. It had never been done in a major American city. The world wondered whether it could be done. By 1967, race had been the dominant issue in Cleveland since the beginning of the decade, first with demonstrations against what minorities considered a segregated school system, and then with a riot that left four dead and required the Ohio National Guard to quell four days of looting and violence. In the wake of the Hough riot in the summer of 1966, an ominous apprehension settled over the city. Those venturing to the eastern parts of the town did so warily for sporadic gunfire was a common occurrence. A policeman had been ambushed in his zone car and killed. A black student was murdered near Murray Hill. Downtown, the business community grew apprehensive. For years, the city had ignored the quality of life among the growing black population, which had migrated here from the south to work at jobs created by three wars. The housing was dilapidated, the schools inadequate, and the future bleak. The anger created by these conditions was manifested in the demonstrations and finally in the riot. In the midst of the turmoil, the emerging black political figure was Carl B. Stokes, a lawyer who had grown up in poverty, and had worked as a liquor agent and then was elected to the Ohio state legislature.
