SKIING CHAMPIONSHIPS”

RULES & REGULATIONS

1. INTRODUCTION

The Mountain Troops Skiing Championships (Ca.STA.) has the aims to verify the training level reached by the Units and cement the bonds of frienship between of allied and friendly Countries, National Military Sporting Groups, National Alpini Associations and UNUCI. The following trophies will be award: - Alpini Gold Medals Trophy; - Friendship Trophy; - Trophy (Alpini Trophy); - “M.O. Ten. Silvano Buffa” Trophy (Gold Medal Lt. Silvano Buffa Trophy); - “International Federation of Mountain Soldiers”. This regulation fixes the basic rules of the different activities and indicates the procedures followed by the Organizing Committee in order to assign the above listed trophies.

2. COMPETITION FEATURES

a. Italian Championships: - Giant slalom; - Military Biathlon (15 Km males and 10 Km females skating technique); - Military Biathlon Patrol (25 Km skating technique with shooting) - Cross country Team Sprint; - Mountaineering Ski (nocturne).

b. Alpini Gold Medals Trophy: (1) This trophy is disputed by representative teams of all the units of Alpini Troops; if necessary, the representative teams can be implemented with completion elements. It can also be disputed by representative teams of: - Alpini Troops Command, Alpini Brigades HQs and Alpini Brigades Tactical Support battalions;

(2) There will be the following competitions: - Patrol (25 km with shooting); - Cross country team sprint; - Platoon Competition.

c. Friendship’s Trophy:

(1) It’s disputed by representative teams of: - Allied Nations Armies and friends in the spirit of ”Partnership for peace”; - Alpini Training Center – Sport Activities Department;

2 - Military and National Sporting Groups; - Multi National NATO Commands; - Associazione Nazionale Alpini (National Alpini Association).

(2) This “Trophy” foresees the following competitions: - Giant slalom; - Cross country (15 Km males and 10 Km females skating technique); - Biathlon Patrol (25 Km skating technique with shooting) - Cross country team sprint; - Mountaineering Ski (nocturne). d. Comando Truppe Alpine Trophy (Alpini Corps Trophy):

It is disputed by foreign F.I.S. teams and representatives and by Italian Ski Regional Committees; it will be developed in two woman’s FIS special slalom races. The representative team with the best summing of the best two times recorded in each race, will win the Trophy. e. Platoon Competition Trophies According to the results of the mentioned competitions the following trophies will be awarded:

- “M.O. Ten. Silvano Buffa” Trophy (Gold Medal Lt. Silvano Buffa Trophy), to award the best foreign representative team of the alpini platoon competition; - “International Federation of Mountain Soldiers”, to award the best foreign representative team of the platoon competition;

“International Federation of Mountain Soldiers” Trophy

(Platoon Competition)

5 PLATOON COMPETITION

1. INTRODUCTION Valid for the awarding of the “M.O. Silvano BUFFA Trophy” and the “International Mountain Troops Trophy”. This competition tests the technical capability, training and skiing skills at platoon level.

2. PARTICIPANTS - 1 platoon for each regiment and/or battalion of the Alpini troops; - 1 platoon for each foreign unit (regimental level), representing its country at the Championships (“ International Mountain Troops” Trophy); - representative platoons from other Operational Headquarters’ unit at “regimental level”.

3. PLATOON COMPOSITION - 1 Platoon Leader: Officer or NCO; - 2 teams, composed by 7 soldiers each. Each team must have a team commander (NCO/). Within the 14 soldiers who compose the platoon, one must be a radio operator. The reserves are composed by: - 1 Platoon Leader; - 2 Soldiers.

4. PERSONNEL SELECTION All Units must choose personnel who have already passed 1st level training.

5. UNIFORM Winter combat dress with the following equipment: - combat belt, - winter camouflage skiing suit; - wool cap (it can be taken off if the platoon Commander orders it: uniformity has to be observed); - skiing gloves used by the unit; - ski boots - ski poles.

6. EQUIPMENT For all the personnel: – rucksack with camo-cover sack containing:  bivi bag with sleeping bag;  canteen (full of water)  combat ration;  underwear;  scarf net;  gore-tex wind coat;

6 – avalanche detector device (A.R.T.V.A.); – mountain climbing skies; – ski poles; – flexible shovel; – ski skins; For the radio operator: - platoon – company radio; his own equipment can be distributed between the other members of the platoon; For the platoon Commander: – maps (provided by the organization) – compass; – binoculars; – Grid-ruler. IMPORTANT: the use of civilian equipment is allowed if the color is : white, green, black or brown. The rucksack weight can’t be less than 15 kilos (weapon/radio included) at the departure line. At the arrival, it can’t weight less than 13 kilos.

7. COMMUNICATIONS REQUIREMENTS Platoon-company radio with accessories and spare batteries (provided by the organization). It will be switched on during both days of race.

8. PLATOONS ENROLLMENT LIST AND IDENTIFICATION DOCUMENTS Ten days before Ca.S.T.A.’s opening, the enrolled soldiers list must be sent to the Alpini Corps Headquarters: during the technical meeting the final list must be handed to the Organizing Committee. The list must include: – a document that certifies the belonging to the unit, signed by the unit Commander (Bn/regt Cdr) with, rank, surname, name and date of birth ; – unit Commander (Bn/regt Cdr) declaration or medical document of competitive sport suitability. Each soldier must have both military and civilian identification documents.

9. PERSONNEL REPLACEMENTS Replacements are allowed up to one our before the race. The substitute must be one of the reserves previously communicated (enrollment list), and approved by the Race Director.

10. COMPETITION FEATURES There will be the following trials: – three day endurance movement on various terrain of about 25 Km, with a difference in altitude of 800-1000 mt (Appendix 1); – shooting trial (Appendix 2); – trial of precision grenades throwing (Appendix 3); – chrono slalom trial on a 1000 mt slope (Appendix 4); – chrono trial on a 4 Km track (Appendix 5);

7 – chrono trial on a 10/15 Km track (Appendix 5); – topographic trial (Appendix 6); – avalanche swept away searching trial (Appendix 7). – chrono relay race on an 800 mt. track.

Track length and trial sequence are approximate. Information about the actual track will be issued during the technical meeting before the start.

11. COMPETITION ISSUES a. The following will be determined during the technical meeting: - starting grid composition; - race numbers handing out; - personnel document identification (both military and civil) and marking. b. On the first race day, the platoons must report 30 minutes before the start to the judge for equipment check. Starting interval between platoons: 5 minutes. c. The timings will be calculated when the last soldier of the platoon passes the arrival. The endurance tracks time will be calculated from end of the previous trial to the arrival to the next trial, when the platoon leader will communicate to the race judge that his platoon is ready to start the trial. d. During the entire competition each platoon must ensure the radio company - platoon communication with the race Director (Ca.STA: 10), using the name of the own unit with the addition of the number “100” (ex. Eagle 100). The frequency will be issued to the platoon leader during the technical meeting. e. The 2nd day, the starting grid will be the same as the day before. f. Control points will be found along the endurance tracks. The platoons must pass through these controls with-in 30 seconds or they will be disqualified.

At the end of the first day of trials the platoons reach the lodgings.

12. FOOD ISSUES Soldiers are allowed to bring food supplies, but CANNOT receive any kind of supplies by external personnel during the race. The CaSTA. Organizing Committee will hand out all supplies during and after the race.

13. VEHICLE TRANSFERS Each platoon should have a “middle size bus” provided by the parent unit. The movements (timetable, roads) of the buses will be regulated by the Organization Committee.

14. FORMAL ASPECTS It is not part of the trial, but actions that are not suitable with military style can cause disqualification of the perpetrators. That means lost of points by the platoon.

8 15. EVALUATIONS, PENALTIES AND CLASSIFICATIONS a. Evaluations: The maximum scores for each trial are the following: - Chrono trial: 800 points (500 + 300) - Shooting trial: 350 points - Grenade precision throwing: 225 points - Slalom trial: 200 points - Topographic trial 150 points - Avalanche research 100 points - Chrono relay race 300 points - Endurance marches 200 points (each)

b. Penalties Score reduction: - Personnel loss: ∙ Platoon leader: 250 points ∙ Team leader: 200 points ∙ other personnel 150 points ― for each minute (or minute fraction) further than the predefined timetable during movements: 0,5 points (Appendix 1); for any kind of external supports (for example: food supplies, ski wax, etc.) 50 points; ― for other personnel who follows the platoon or moves ahead, 50 points; ― if the platoon arrives late to the equipment control point: 2 points each minute after the first three minutes of bonus.

c. Classification The partial classification is determined at the end of each day and handed to the Delegation team Chief. The winning platoon (foreign delegations) is awarded with the “International Mountain Troops Trophy”.

d. Disqualification The platoon must pass through the control points with-in 1 minute. The personnel who arrives late will be disqualified with consequent score reduction. The following actions will cause the disqualification of the platoon: - non authorized personnel replacement; - non reported personnel loss.

e. Various Personnel enrolled in the platoon race can not take part in individual races.

16. JURIES Each trial has an official jury (Appendix 8).

ENDURANCE MARCH

1. INTERESTED PERSONNEL The whole platoon.

2. GENERAL The endurance march is carried out along the track where no chrono trials are executed. During the technical meeting the tracks will be illustrated together with the predetermined speed. This speed will allow the platoon to reach the end in the time defined by the jury.

3. PARTICULAR FEATURES The platoon leader must make his platoon pass through the arrival in close line and must indicate the last soldier of his platoon to the judges.

4. EVALUATION – The time limit (average) will be previously determined by the Technical Director and reported to the platoon leaders during the technical meetings. – The scores will be calculated considering 0,5 points of penalties for every minute before or after the calculated average.

10 SHOOTING TRIAL WITH INDIVIDUAL WEAPON

1. INTERESTED PERSONNEL The whole platoon without the radio operator and the platoon Leader.

2. GENERAL FEATURES a. The shooting trial is executed in a firing range in which every platoon will have a shooting sector with 7 targets for every shooter. b. When the platoon arrives in the firing range, it must place personal equipment behind the shooting line and communicate to the range director when they are ready to shoot. c. The platoon leader doesn’t take part to the trial, so he is the platoon shooting Director : – he will inspect the weapons before and after shooting; – he will order the loading and fire execution. d. The shooting trial, foresees a ground position shot without skies, in two shifts (7 shooters in each shift): each shooter will have 5 bullets and 5 clay pigeons placed at a distance of 50 mt. e. Cartridges cal. 5,56 NATO. Loaders will be found on the emplacement. f. Only single shots are allowed. The soldier can use the rifle slings in order to support the forearm. No other support element is allowed.

3. TIME LIMIT Five minutes from the arrival on the emplacement of the first team, to the departure of the last man of the second team.

4. SCORES There are a total of 350 points (5 points for every hit target). One point of penalty every ten seconds more than the predetermined time frame.

11 INERT GRENADE PRECISION THROWING

1. INTERESTED PERSONNEL The whole platoon.

2. GENERAL The throwing area is composed by a launch zone and a target with a 2 mt. diameter at a distance of 15 mt. with a 30° tilt towards the throwing area. Every soldier, Platoon Leader included, has three inert grenades MK2 model. Every member of the platoon will throw his grenades in swift succession beginning from the platoon leader.

3. PARTICULAR FEATURES The Jury will assign a launch area to the platoon: Platoon leader must: – assembly the platoon, in line by three; – present the strength of the platoon to the Jury; – order: “equipment on the ground ”; – shout “platoon ready”; – start the trial by throwing his three grenades that he will find positioned on the wall at the launch area. (skis must be worn, ski skins can be used); – let the soldiers execute the trial; – go back to the assembly zone; – order to the platoon: “Pick-up the equipment and ready to move”; – move from the assembly area and start the endurance movement again.

4. TIME ASSIGNED Every platoon has will have six minutes from the order “platoon ready” (all the grenades are distributed and the platoon leader is ready on the launch position), to the throw of the third grenade of the last soldier.

5. SCORES – 5 points for each grenade in the target (maximum score: 225 points). – grenades fallen on the target and bounced back out are considered valid . – grenades that miss the target and bounce onto the target are not considered valid; – throwing under arm (from under to over) it is not permitted.

At the end of the time (6 min.) the trial will be interrupted.

CHRONO DOWNHILL RACE

1. INTERESTED PERSONNEL The whole platoon.

2. COMPETITION FEATURES a. The trial will be executed on a 1000 mt. long slope . Time will be calculated from the first soldier who passes through the start to the last soldier of the platoon who passes through the arrival. b. The platoon leader must control that the platoon passes in a close line position, indicating the last man to the present Jury members in order to stop the time. Personnel that arrives late, after the platoon leader has indicated the last soldier, causes penalties to the platoon, as previously described. The platoon will be allowed to continue the race and its score will count in the next trials.

3. EVALUATION The classification will be based on the trial time. Missing one door will give a 2-point penalty. The first platoon classified will be awarded with 200 points; the others are awarded with 0,5 points less for each second (or fraction of second) of delay. With a delay of 5 minutes or more, the platoon does not gain any points.

4. JURY The jury will be composed by: - 1 President: - 2 members (Officers). They will be assisted by two “timekeepers”.

13 CHRONO CROSS COUNTRY TRIAL

1. INTERESTED PERSONNEL The whole platoon.

2. COMPETITION FEATURES a. Two chrono cross-country trials will be executed. Trial lengths are 5 and 10/15 Km. The time is calculated on the last man at the finish-line. b. The platoon leader must control that the platoon passes in a close line position. He must point out the last soldier to the judge. Personnel that arrive after the platoon leader has indicated the last soldier, cause penalties to the platoon as previously depicted (personnel loss). The soldier will be allowed to continue the race and his score will count in the next trials.

3. EVALUATION Two different scores will be filled out based on the trial time. The first classified is awarded with 300 points (5 Km race) and with 400 points (10/15 Km long race), while the other platoons will have a 0,15 point penalty for every second (or fraction of second) of delay.

4. JURY The jury will be composed by: - 1 President: - 2 members (Officers). They will be assisted by two “timekeepers”.

14 TOPOGRAPHIC TRIAL

1. INTERESTED PERSONNEL The platoon leader, helped by one component of his platoon.

2. COMPETITION FEATURES a. From his point of location, the platoon leader must determine: ― cortesian grid and altitude of a certain the point (decided and indicated by the jury during the technical meeting); ― polar grid of the same point (azimuth, distance and site angle) b. The platoon leader can be helped by one component of his platoon to determine the requested points. c. Time assigned: 5’ from the moment in which the Commander begins to determine the points. d. G.P.S. or other technological means cannot be used.

AVALANCHE SWEPT AWAY SEARCH TRIAL

1. INTERESTED PERSONNEL 3 components of the platoon chosen by the Jury before the trial.

2. MODALITIES The chosen personnel, using the supplied A.R.V.A. (PIEPS), avalanche digger and shovels, must find and recover a rucksack buried in the snow and containing the equipment A.R.V.A. that simulates the swept away by avalanche.

3. SCORES Recovery time - < 5 min. = 100 points - < 6 min. = 75 points - < 7 min. = 50 points - < 8 min. = 25 points - > 8 min. = 0 points

17 CHRONO CROSS COUNTRY RELAY TRIAL

1. INTERESTED PERSONNEL 15 soldiers of the platoon divided in 4 teams (3 soldiers each) chosen by the Platoon leader.

2. COMPETITION FEATURES The competitors will race on a track of about 800 meters with their rifle on their back. Each relay must complete the track once, which means that at the end of the race, the platoon will have completed a set course 3.2 km long. The race will be carried out in different runs. Every run will be composed of 4 platoons. The starting grid will be the inverted temporary ranking. Points will be giving according to the time obtained by the platoon. The time will be calculated on the last platoon component that passes the finish line. At the end of every lap, the last component of the relay will give the start to the following relay by touching the last component of the relay with his hand. The withdrawal of a component will not preclude the rest of the race but it involves penalty points given to the platoon. The Platoon leader will have to communicate the composition of the relay within 18:00 hrs the day before the event. Members of the relay can be substituted within 1 hour before the race. The substitution must be communicated to the Organizing Commitee.

3. EVALUATION The ranking will be based on the platoon timing. The platoon with the best time will get 300 points. The other platoons will receive the same points with a 0.20 point penalty for every second (or fraction of second) of delay.

4. JURY The jury will be composed by: - 1 President: - 6 members (Officers/NCOs). They will be assisted by four “timekeepers”.

3. HAND GRENADE THROW JURY - President: Senior Officer of the Alpine Corps Headquarters; - 2 members (Officers or NCOs).

4. TOPOGRAPHY TRIAL JURY - President: Senior Officer of the Alpine Corps Headquarters; - 2 members (Officers or NCOs).

5. CROSS COUNTRY TIME TRIALS JURY (1° and 2° day) - President: Senior Officer; - 2 members (Junior Officers); - 2 timekeepers.

6. DOWNHILL TIME TRIAL JURY (1 day only) - President: Technical Director of Alpine Ski Trials; - 2 members (Junior Officers); - 2 timekeepers.

7. AVALANCHE SWEPT AWAY SEARCH TRIAL JURY - President: Chief of Meteomont Sector Center; - 2 members (Military snow and avalanche experts NCOs); - 2 timekeepers.

8. CHRONO RELAY JURY

- President: the president of the chrono jury; - 6 members (Officers and NCOs chosen from the other juries)

“FRIENDSHIP’S TROPHY”

20 1. GENERAL FEATURES This trophy is given to the best representative among the foreign representatives and the Italian representative of the Italian Army Sport Center. Every foreign representative team or National Military Sport Group can enroll two Teams, female and male, and in particular: a. Female: - giant slalom : three athletes; - cross country 10 kms.: three athletes; - team sprint: two athletes; - biathlon patrol (15 km.): four athletes; - mountaineering ski.

b. Male: - giant slalom : three athletes; - cross country 15 km.: three athletes; - team sprint: two athletes; - biathlon patrol (25 km.): four athletes; - mountaineering ski.

There aren’t limitations for FISI and FIS score points. Athletes taking part to the individual races will also be allowed to take part in the biathlon patrol/team sprint race.

2. FINAL CLASSIFICATION Is drafted by the sum of the scores of each single race following these procedures: a. Giant slalom / Cross country and Mountaineering ski The team final classification is obtained by the sum of the two best final results of both male and female category.

b. Team sprint and Biathlon Patrol: - the first classified team: wins as many points as the number of the participating Teams, plus one; - second classified team: two points less than the first; - third classified team: one point less than the second and so on; - the last classified is awarded with one point. For the Friendship’s Trophy Classification will be considered only the races with almost three Rappresentatives

c. Jury: It’s composed by: - President (FIS delegated technical-expert); - Race director; - Track director; - 2 members chosen from the representatives that take part to the “Friendship Trophy”.

21 GIANT SLALOM

1. GENERAL FEATURES The race is divided into two runs and is carried out following FIS and CISM regulation.

2. PARTECIPANTS A maximum of six athletes for each representative, three male and three female.

3. UNIFORM AND EQUIPMENT Snowsuits, (standard in each representative), equipment and helmet (mandatory for all) must be suitable to FIS regulation.

4. CARRYING OUT MODALITY The first run starting-grid is determined by the athletes’ FIS score points. If the athlete isn’t in the FIS score-list, he will start in an appropriate group. For the 15 best athletes the grid will be decided by a lot. For the other athletes the starting grid is determined by the FIS scores. The 2nd run-starting grid is determined by the first run arrival order, while the first 15 concurrents will start with inverted order. In case of ex – equo the concurrent with a lower starting number will start first.

5. TECHNICAL NOTES The rules according to FIS and CISM regulation “ Les Reglements des concours internationaux du ski” –Livre 4, are considered valid.

22 CROSS COUNTRY

1. GENERAL FEATURES The skating technique race is carried out following FIS rules: a. Female: 10 Km ; b. Male: 15 Km .

2. PARTICIPANTS For each representative, six athletes, three male and three female.

3. UNIFORM AND EQUIPMENT Standard snowsuit for every representative. The equipment should be suitable to FIS rules.

4. CARRYING OUT MODALITY Individual start is decided by a lot following the criterion of “seeded player”.

5 TECHNICAL NOTES The rules according to FIS and CISM regulation “ Les Reglements des concours internationaux du ski” –Livre 2, are considered valid.

23 TEAM SPRINT CROSS COUNTRY

1. GENERAL The skating technique race is carried out following FIS.

2. PARTICIPANTS For each representative, two teams, one male and one female.

3. UNIFORM AND EQUIPMENT Standard snowsuit, for each representative. The equipment should be suitable to FIS rules.

4. CARRYING OUT MODALITY a. It is similar to the one of the individual sprint race. Teams are composed by two athletes, which will perform a relay race. The female race will last 3 – 4 laps per athlete, while the male one will last 4 – 5 laps per athlete. b. Phases of the race are as follows: – semifinals; – finals. c. No matter the number of the participating teams, only ten team will pass to the finals. d. Track: – track length: min. km. 0,4 – max. Km 1,8 – race distance: min. km 0,8 – max. Km 1,8

5. TECHNICAL NOTES FIS rules apply.

24 BIATHLON PATROL

1. GENERAL The race is carried out following CISM regulation; it consists of: a. a cross country (skating) race of 25 Km. for male and 15 km. for female with an altitude variation between 500 and 1200 mt.; b. shooting at 50 mt. with a 0,22 cal. rifle, on a 4 cm large target. Shooting position on the ground. Shooting will be done between km 16 m./8 f. and 21 m./12 f. of the race.

2. PARTICIPANTS For each representative team, one patrol composed by: - 1 Officer , non-commissioned Officer or Corporal, as Patrol Commander; - 3 patrolmen/women with a lower rank than the Patrol Commander. The real composition of the patrol including name and Surname of the Commander has to be communicated not later than 16.00 hrs the day prior to the race. Any other change up to one hour prior to the race has to be done only for medical reasons or incident.

3. UNIFORM AND EQUIPMENT Standard snowsuit for each representative. The equipment should be suitable to IBU rules. The patrol Commander doesn’t carry armament at the start, at the arrival and in the rifle range. For the three patrolmen: 0,22 cal. rifle.

4. MODALITIES Starting interval: 5’ between each patrol . Controls: every patrol should go to the control area at least 10’ before the race for athletes identification and equipment control. Skies and weapons will be marked. Behavior in the rifle range ­ Patrol Commander gives all shooting orders; ­ patrolman can’t shoot until they are not laying on the ground ; ­ every patrolman must shoot exclusively to his own target; ­ before shooting, the patrolman lays three cartridges near the shooting emplacement. If the target is not hit with the first cartridge the other cartridges are loaded one by one; ­ the shooting sequence is the following:  1st the patrolman on the left;  2nd the patrolman in the center;  3rd the patrolman on the right; ­ at the end of the shots the commander orders to take the magazine off. ­ the time from the entrance to the exit from the emplacement is taken.

5. PENALTIES ­ 1 minute for every target hit at the second shot;

25 ­ 2 minutes for every target hit at the third shot; ­ 3 minutes for every missed target; ­ 1 minute if the patrolman doesn’t put the three cartridges on the ground before starting the shooting; ­ 1 minute if the patrolman shoots before that the other athletes are laying on the ground; ­ 1 minute if one patrolman rises up before the others have finished their shooting; ­ 3 minutes if the patrol doesn’t respect the shooting order.

6. DISQUALIFICATION The following actions cause disqualification: ­ If a patrolman shoots more than three cartridges; ­ if the patrol doesn’t pass through the check points along the route including starting and arrival points; ­ use of non-marked ski or rifle ; ­ modified equipment or weapons; ­ track diversions; ­ violation of security rules during shooting; ­ the loss of the patrol commander or of a patrolman; ­ non-authorized external assistance; ­ more than 30 seconds between the first and the last man/woman at the arrival; ­ if the patrol doesn’t allow another patrol to overtake it.

7. TECHNICAL NOTES Classification The arrival order will be defined by the time employed diminished by the penalties the jury will give.

26 SKI MOUNTAINEERING (nocturne)

1. GENERAL The race is carried out with classic equipment with line start and along the Baranci track. The complete altitude differential will be of 922 meters (2 round) for the civilian senior (m/f) and the military categories and 223 meters (1 round) for the civilian cadet/junior (m/f) category. The participants have to follow the marked track.

2. PARTICIPANTS The race is open for civilian or military participants of both genders. The representative of the Nations who participates to the “Friendship Trophy” could employ a maximum of 3 athletes (3 for each gender). Each civilian participant has to have a medical certificate for Ski touring races. The certificate has to be shown at the moment of the delivery of the race number

3. CATEGORIES Single for male and female.

4. UNIFORM AND EQUIPMENT Ski • Minimum length: 160 cm (male) 150 cm (female). • Width under the binding: minimum 60 mm. • as skis measures will be accepted those declared by the manufacturer who will be responsible for them. • Bindings for ski-touring. They must hold down the heel firmly when going downhill. Cross-country ski bindings or similar equipment are strictly forbidden. • Footwear • It is mandatory to wear "hard shell - synthetic" ski-touring boots, with or without buckles (Velcro). • Boots must give firm support and cover the ankle completely. • Durable and insulated to cope with very low temperatures throughout the race. • Soles must be of VIBRAM or similar material with a tread of at least 4 mm. They must cover at least 80% of the boot’s under surface. • Cross country ski boots or similar equipment are strictly forbidden.

. Ski poles has to have a maximum diameter of 25 mm. . Survival blanket has to be 180 x 200 cm. . ARTVA ha so be homologated, worn and operating during all the race. The use of the sole transmitting unit is forbidden. . The snow shovel has to be minimum 20 x 20 cm and could not be modified. The de nomination of snow digger is responsibility of the manufacturer. . Avalanche digger has to be 240 cm long and 10 mm width (minimum). Any modify is forbidden. The de nomination of this equipment is

27 responsibility of the manufacturer. . Backpack has to have to belt for the ski carrying and must carry all the mandatory equipment. . Ski skins. Each participant has to carry 3 ski skins (2 for the race and 1 as backup) for environmental reasons any modify is forbidden. . Higher body clothing: 3 pieces, 2 with long sleeves one of them wind- stopper of the athlete’s size. . Lower body clothing: 1 pair of trousers or suit of the athlete’s size and a wind-stopper trouser of the same size. . Helmet: alpinism, climbing or ski touring helmet, UIAA or CE approved and has to be worn during all the race. . Gloves worn during all the race. . Cap . Sun glasses . Thermic cloths long sleeves of the athlete’s size. . Head-lamp is mandatory and has to be used during all the race.

5. ORGANIZATION PROVIDED MATERIALS 2 race numbers (15 x 15 cm) placed on the backpack and on the right leg.

6. CLASSIFICATION . Best male time; . Best female time.

7. MARKING AND SEGNALATION OF THE RACE FIELD . Green flag (20 x 25 cm) for climbing with ski; . Red falg (20 x 25 cm with a 1 mt black pole) for the descend with ski; . Yellow flag (20 x 25 cm) on foot; . Black and yellow chess flag (20 x 25 cm) on the dangerous point.

8. COMMON RULES ­ All the federation technical rules are valid (art. 1 Agenda dello Sciatore)

10. PENALTIES ­ No ski, ski footwear or arva=elimination; ­ Losing a checkpoint=elimination; ­ Dangerous behaviour or security compromission=elimination; ­ Change of not brocken ski poles=3 minutes; ­ Waste trowing alonge the race=3 min.;

28 ­ Mandatory equipment missing on the finish line= 1 min – elimination; ­ Non authorizated external assistance: 1 min-elimination; ­ Non sportive behaviour: 1 min- elimination; ­ Asset change out of a changing zone: 3 min; ­ Team who doesn’texit from a change zone at the same time: 2 min – elimination; ­ Any violation of this regulation: 1 min – elimination. Any penality has to be decided by the jury. In case of a violation with a panality between 1 min to elimination the decision will take in account the violation and the moment.

11. ATHLETES DUTIES The athlete has the following duties: ­ Help a person in danger (the Jury will take in account the time loosed for the rescue); ­ Going along the track following the Race direction rules; ­ Asset changes only in the change zones; ­ If another athletes ask “TRACCIA” he has to let him pass.

12. ATHLETES FACULTIES The athlete coul quit in every moment due to problems. He has to communicate his quitting at the nearest checkpoint following the race track and has to follows the directions of the Race direction IOT arrive at the Race End zone

29 WINTER TRIATHLON (OPEN)

1. GENERAL

This competition is not included in the Friendship’s Trophy however personnel of foreigner reppresentatives can participate. There will be both an individual competition as well as a relay formula. Both formulas foresee a road run competition, a mountain bike competition and a cross country skiing competition.

2. PARTECIPANTS

Italian and Foreign Military personnel in possession of a valid medical certificate for agonistic competitions. Competitors will be divided in the following categories: - Female: single category; - Male: single category - Male relay. - Female relay.

3. FORESEEN EVENTS:

The winter Triathlon is a discipline which foresees 3 continuous events in the following order:  Road Run;  Mountain Bike;  Cross Country Skiing. In relation to the seasonal snowfall and mainly to the safety conditions, the road run and mountain bike competitions, will be held on snow covered courses on a multi lap basis: a. Road Run: 3/4 Km; b. Mountain Bike: 5/6 km; c. Cross Country Skiing: 4/5 km.

4. UNIFORM AND GEAR

a. All participants will wear Club / Corps / Unit uniforms in anycase functional for the participation in the events: - The three consecutive events (road run, mountain bike and cross country skiing) in the individual formula; - The single events in the relay formula. b. The allowed gear and equipment (specially for the mountain bike and skiing fractions) are listed in the following paragraph.

30 5. COURSE OF ACTION

The start (first fraction – Road Run) will be in line and the Organizing Committee, depending on the number of participants will decide if there shall be a single Start Line (MEN – WOMAN – RELAY) or different Starting Lines, one for each category in order to avoid overlaps and dubbing. The pectoral numbers will be assigned, to all those who sign within 1 week prior the competition, according to the FITRI ranking. The relay teams, formed by three athletes can only compete for the Men or Women category (mixed relay teams will although be allowed but they will mandatorly compete in the Mens category); The components of the of the relay team must cover one fraction of the competition each which must be declared at the moment of the team registration. Following, some tecnichal prescriptions, including distances to be coverei which could be subject to changes according to weather conditions, season snowfall and security matters (for exaple: ice on routes):

a. Road Run fraction: - Start in line , 3/4 Km run; - Shoes with crampons will be allowed.

b. Mountain Bike fraction: - Start from the “change area”, Road run arrival, 5/6 km ride; - only Mountain Bikes are allowed; - the use of bicycle hard cap crash helmets is mandatory for the entire Mountain bike fraction; - any kind of tires are allowed, including winter tires as long as the size is not inferior 1,5 inches; - mounting and dismounting the bike (with helmet on) always outside the “changing area”; - pushing or personally transporting own bicycle is allowed; - When asked by a faster competitor, overtake must be allowed.

c. Free style Cross Country skiing fraction: - Start from the “changing area”, Mountain bike arrival, 4/5 km ski; - All Cross country skiing techniques are allowed; - All skis must be punched (stamped) in order to avoid ski changes which are not allowed; - Only Ski pole changes are allowed in case of breakage, further external help is not allowed; - Competitors are allowed to test their equipment on the course up to 15 minutes prior the closer of the “changing area”; - Skis must be worn outside the “changing area”; - Skiing is not allowed inside the “changing area”, the begining of the skiing fraction course will be appropriately indicated; - When asked by a faster competitor, overtake must be allowed; - Competitors are not allowed to receive external help along the way;

31 - Competitors who abandon the race must inform the closest judge and in every case the arrival judge.

6. TECNICHAL NOTES

a. JUDGE PANEL Composed by: - Referee Judge member of the FITRI (President); - Competition director; - Race Judges members of FITRI (in adequate number accordino to the number of participants); - n. 2 Judges (qualified FITRI members assigned by the organizing committee); b. Course The course of the three fractions will be adeguately traced and indicated: control and refreshment posts set along the way;

c. Atlete identification, entrance in the “ch’ange area” and ski punch Atlete identification (with document in course of validità) will take place during the delivery of the “Race Packages” which contain Identification ski stickers, pectoral number and bicycle number. Every competitor must check in the “changing area” which opens 1 hour prior the Event and closet 20 minutes bifore the START. The entrance in the changing area will be monitored by judges who will check the equipment and gear, similar checks will be held at the end of the competition exiting the changing area; Immediately prior the start of the race, athletes will be ticket off: athletes who, for any reason will not be present to the tick off, will immediately be disqualified.

d. Disqualifications Disqualification if foreseen for the following reasons: - Registration under false information (for example: identity, age, Unit/Corps membership etc.); - Failed tick off ; - Any course cut, change of course or missed passage by control posts; - External help to athletes; - Concludine the event with one or both skis not previously punched (stamped) by the judges;

e. Other Disqualification is also foreseen for all violations noted in the FITRI Regulation.

32 7. RANKING AND REWARDS

The competition foresees the following rankings:  Absolute Ranking for all athletes who participate, with rewards for the first three male athletes and the first three female athletes;  Relay Ranking with rewards for the first three male relays and the first three female relay.
