PREAMBLE This document is prepared by the Federation of Councils of Christian Mission Schools Malaysia (FCCMSM) which represents all CHRISTIAN MISSION SCHOOLS in the country. It is prepared with the Ministry of Education’s circular on the appointment of Heads of Missions schools in mind to facilitate easy reference and prompt action. What makes mission schools special is very much embedded in their ethos, special character and traditions. We have therefore included a section on these since the circular also clearly says that these will be preserved. The Prime Minister and his cabinet, including the Education Minister, took cognizance of this need to preserve the identity of the mission schools. He gave the assurance at a luncheon meeting with Heads of Christian Churches on January 4th 2012, that the ethos, special character and traditions of Christian mission schools be maintained. Heads and teachers of mission schools play a key role in the continuance of this tradition as stated in the Revised Report of the Royal Commission of the Teaching Services, West Malaysia, June 1971 by Tan Sri Abdul Aziz bin Mohd Zain. ‘To allay any misgiving as regards the status and the special character of some former private schools particularly the mission schools and conforming Chinese schools, we would suggest that in exercising the powers of deployment and assignment of teachers, especially the head teachers, there should be maximum consultation between the deployment authority and the individual Boards of the school so that this character is maintained.’ Article 8.53 page 53 The Christian perspective of ethos is illumined by the Gospel and is attentive to the needs of students. Mission schools place great emphasis on holistic education, balancing character development with academic excellence. It promotes the dignity, self-esteem and full development of the person, empowering young girls/boys to become people of integrity, with emphasis on the formation of the heart, so as to be committed to service to their family, nation and the world. This is in tandem with the aspirations expressed in the Rukun Negara and the National Philosophy of Education. This was further affirmed by the Deputy Prime Minister and Minister of Education, YAB Tan Sri Dato’ Hj Muhyiddin bin Mohd Yassin, when he met with the representatives of the FCCMSM on 21 January 2013 in Putrajaya which culminated in the issuance of the circular Bilangan 1 Tahun 2013 of the Ministry of Education. The Organizational Structure of the Federation of Councils of Christian Mission Schools in Malaysia is included in this document to enable better understanding and cooperation between the Ministry of Education and the Mission Authorities and various stakeholders. Contact Persons for the Mission Authority are provided. However, the names may be changed over time.     Collaboration, Christian Mission and Contextualisation: The Overseas Missionary Fellowship in West Malaysia from 1952 to 1977 Allen MCCLYMONT A thesis submitted in partial fulfilment of the requirements of Kingston University for the degree of Doctor of Philosophy in History. Submitted June 2021 ABSTRACT The rise of communism in China began a chain of events which eventually led to the largest influx of Protestant missionaries into Malaya and Singapore in their history. During the Malayan Emergency (1948-1960), a key part of the British Government’s strategy to defeat communist insurgents was the relocation of more than 580,000 predominantly Chinese rural migrants into what became known as the ‘New Villages’. This thesis examines the response of the Overseas Missionary Fellowship (OMF), as a representative of the Protestant missionary enterprise, to an invitation from the Government to serve in the New Villages. It focuses on the period between their arrival in 1952 and 1977, when the majority of missionaries had left the country, and assesses how successful the OMF was in fulfilling its own expectation and those of the Government that invited them. It concludes that in seeking to fulfil Government expectation, residential missionaries were an influential presence, a presence which contributed to the ongoing viability of the New Villages after their establishment and beyond Independence. It challenges the portrayal of Protestant missionaries as cultural imperialists as an outdated paradigm with which to assess their role. By living in the New Villages under the same restrictions as everyone else, missionaries unconsciously became conduits of Western culture and ideas. At the same time, through learning local languages and supporting indigenous agency, they encouraged New Village inhabitants to adapt to Malaysian society, while also retaining their Chinese identity.

    Inter-Anglican Standing Commission on Unity, Faith and Order Communiqué 2019 The Inter-Anglican Standing Commission on Unity, Faith and Order (IASCUFO) held its annual residential meeting in Kuala Lumpur, Malaysia, in the Province of South-East Asia from 6 to 11 December 2019. This was the last meeting of IASCUFO under its current mandate. The Commission was hosted by the Diocese of West Malaysia and is grateful to the Most Revd Datuk Ng Moon Hing, Bishop of the Diocese of West Malaysia and Archbishop and Primate of the Province of South East Asia, and to The Revd Canon Dr Steven Abbarow, Acting Principal of Seminari Theoloji Malaysia and member of the Commission, Mrs Anne Abbarow and Mrs Maria Thomas for their generous hospitality. Members of the Commission were pleased to join in Sunday worship at the Cathedral of St Mary; All Souls’ Church, Sri Hartamas; Holy Trinity, Bukit Bintang; and St Paul’s Church, Petaling Jaya.     Transformation and Tradition in Global Mission Missions Organisations Conference, Cyprus 12-18 February 2003 Mission leaders experience 'beautiful solidarity in diversity' By Margaret S Larom In six intense days bracketed by 2000 years of Christian history, Anglicans from throughout the world explored the interlocking nature of continuity, change and context during a mission conference set in Cyprus, an island in the eastern Mediterranean Sea. The aim of the conference, entitled 'Transformation and Tradition in Global Mission,' was 'to explore new dimensions of our common mission.' By the end of their time together, approximately 110 men and women from 40 countries had recognised anew that the mission is God's, and that the Anglican Communion is uniquely qualified to serve that mission, if it uses the gifts God has given every member. In the view of the Rt. Rev. Jubal Neves, bishop of Southwestern Brazil, the event demonstrated a new incarnational approach to mission -- a 'beautiful solidarity in diversity.' Representing mission agencies, boards, and movements in most of the provinces of the Anglican Communion, they also represented every order in the church (bishop, clergy, laity, and religious). There were seminary deans and professors, provincial or diocesan staff members, voluntary agency executive directors and area secretaries, heads of special ministries and members of religious orders. There were members of the Anglican Consultative Council, the Inter-Anglican Standing Commission on Mission and Evangelism, and various official Anglican networks. There were church leaders who work essentially alone, among indigenous people or different faith groups, and others who function in complicated bureaucracies. More than half the group was ordained.
