SCHEDULE OF INDIVIDUAL EXECUTIVE MEMBER DECISIONS

The following decisions have been made by individual Executive Members since those reported at the last ordinary meeting of Council :-

Planning and Transportation

(1) Traffic Regulation Order – Segensworth Road, – Waiting Restrictions (Decision No 2007/08 - 207)

RESOLVED that the Borough of (Segensworth Road (West)/Witherbed Lane) (On Street Parking and Waiting Restrictions) (Amendment)(No. 5) Order 2008 be made, as advertised.

(2) Traffic Regulation Order – Yew Tree Drive, - Waiting Restrictions (Decision No 2007/08 – 208)

RESOLVED that the Borough of Fareham (Yew Tree Drive/Clydesdale Road) (On street parking and waiting restrictions) (Amendment) (No.10) Order 2007 be made, as advertised.

(3) Traffic Regulation Order – Avenue Road/Redlands Lane, Fareham – Waiting Restrictions (Decision No 2007/08 – 209)

RESOLVED that the Borough of Fareham (Avenue Road/Redlands Lane) (On Street Parking and Waiting Restrictions) (Amendment) (No.2) Order 2008 be implemented, as advertised.

(4) Traffic Regulation Order – Marks Road/ Road/Eric Road, – Waiting Restrictions (Decision No 2007/08 – 210)

RESOLVED that

(a) the residents requests for the proposed restrictions to be extended be noted;

(b) the Borough of Fareham (Gosport Road/Eric Road/Marks Road) (On Street Parking and Waiting Restrictions) (Amendment) (No.13) Order 2007 be implemented, as advertised; and

(c) the parking situation near the junctions of Gosport Road/Eric Road and Gosport Road/Marks Road be monitored to assess the need for any further restrictions.

(5) Traffic Regulation Order – Cuckoo Lane, Robins Close and Plover Close, – Waiting Restrictions (Decision No 2007/08 – 211)

RESOLVED that the Borough of Fareham (Cuckoo Lane/Plover Close/Robins Close) (On Street Parking and Waiting Restrictions) (Amendment) (No.1) Order 2008 be implemented as advertised.

(6) Traffic Regulation Order – Park Road/Church Road, Locks Heath – Waiting Restrictions (Decision No 2007/08 – 212)

RESOLVED that the objection be noted and that the Borough of Fareham (Locks Heath Park Road/Church Road) (On Street Parking and Waiting Restrictions) (Amendment ) (No 3) Order 2008 be made as advertised.

(7) Fareham Biodiversity Action Plan Review – Draft for Consultation (Decision No 2007/08 – 214)

RESOLVED that the draft of the Fareham Local Biodiversity Action Plan Review, attached as Appendix A to the report, be approved for public consultation.

(8) On-Street and Off-Street Parking Orders - Amendment Order (Decision No 2007/08 – 232)

RESOLVED that:-

(a) The Borough of Fareham (Off Street Parking Places) Consolidation (Amendment) (No1) Order 2008 be made as advertised.

(b) The Borough of Fareham (Prohibition and Restriction of Waiting and Parking Places) (Amendment) (No 6) Order 2008 be made as advertised.

(c) The Borough of Fareham (Bath Lane (Lower)) (On Street Parking and Waiting Restrictions) (Amendment) (No 8) Order 2008 be made as advertised.

(9) Historic Buildings Grant – The Georgian House, St Margarets Lane, Titchfield (Decision No 2007/08 – 237)

RESOLVED that a grant of £1,500 under Section 57 of the Planning (Listed Buildings and Conservation Areas) Act 1990 be approved in respect of the ‘Old Malt House’, The Georgian House, St Margaret’s Lane, Titchfield.

Streetscene

(10) Cleaner Neighbourhood Fund (Decision No 2007/08 – 213)

RESOLVED that the Executive Member for Streetscene approves the funding from the Cleaner Neighbourhood Fund for the cleansing of each of the areas detailed in Appendix A attached to the report, shown as follows:-

(a) Hillson Drive (Fareham North West) - to cleanup near horse fields, brambles, litter, bags of rubbish at an estimated cost of £400.

(b) Butser Walk (Fareham South) - to clear rubbish from under hedges and weeds bordering residential properties & schools at an estimated cost of £350.

(c) Fishers Hill/Catisfield Lane (Fareham West) – to clear The Limes, Catisfield Hinton shrub bed clearance at an estimated cost of £250.

(d) Private service areas near barriers (Hill Head) – to clear rubble, bags of waste and brambles in service areas at an estimated cost of £200.

(e) The northern end of Old Street between highway barrier gates (Hill Head) – to clear brash from between roadway and ditch (requested by Cllr Mandry) at an estimated cost of £500.

(f) Swordfish (Hill Head) – to pick litter and flail growth on land previously owned by Swordfish at an estimated cost of £350.

(g) Plymouth Drive (Hill Head) – to remove fly tipping and garden waste from service areas (approx 10 areas) at an estimated cost of £75 each.

(h) Bridge Road () – to clear brash and rubbish under tree line (Requested by Cllr Swanbrow) at an estimated price of £500.

(i) Downend Road ( West) – to clear lay-by and hedge bottoms at an estimated price of £400.

(j) Green to Swanwick Shore Road (Sarisbury) – to strim and litter pick at edge of woodland at an estimated price of £400.

(k) Yew Tree Drive (Sarisbury) – to clear edge soil from woodland back to path and litter pick in woodland at an estimated price of £500.

(l) Brune Way (Stubbington) – to litter pick hedges at an estimated price of £350.

(m) Clear litter and under growth from path to side of community centre and car park (Titchfield) – sunken enclosed path running alongside Community Centre and car park at an estimate price of £500.

(n) Clear litter and under growth from land between allotments and the eastern perimeter of the school (Titchfield) – to clear brash from between path and ditch (requested by Cllr Hockley) at an estimated price of £300.

(o) Shore Road () – to clean Harbour master slipway at an estimated price of £150.

(11) Cleaner Neighbourhood Fund (Decision No 2007/08 – 236)

RESOLVED that the Executive Member for Streetscene approve funding of up to a maximum of £500 to the Portchester Civic Society to carry out a neighbourhood litter pick. The exact sum to be reimbursed will be dependent upon presentation of receipts for reasonable expenditure in relation to the application.

Service Performance and Improvement

(12) Neighbourhood Initiatives Fund – Portchester Community Association (Decision No 2007/08 – 215)

RESOLVED that Portchester Community Association is awarded £636.38 to cover the cost of purchasing 12 small folding tables for community use.

(13) Neighbourhood Initiatives Fund – Fareham Town Community Action Team (Decision No 2007/08 – 239)

RESOLVED that the application for £116 from the Council’s Neighbourhood Initiatives Funding Programme, to cover the cost of four replacement Neighbourhood Watch area signs in the Fareham Town CAT area, be approved.

Policy, Strategy and Finance

(14) Community Grant – Fareham Fairtrade Borough Working Group (Decision No 2007/08 – 216)

RESOLVED that a grant of £500 be awarded to Fareham Fairtrade Borough Working Group.

(15) Attendance at the Somerset Waste Partnership Conference (Decision No 2007/08 – 231)

RESOLVED that approval be given for Councillor Brian Bayford, Executive Member for Streetscene and Councillor Leslie Keeble, Chairman of Scrutiny Board, to attend the Somerset Waste Partnership Conference which will be held on 4 April 2008 at The Exchange Conference Centre, Bridgwater, Somerset.

(16) Community Grants – PALS - Partnership for Active Leisure Scheme (Decision No 2007/08 – 234)

RESOLVED that a grant of £1,080 be awarded to PALS towards the cost of developing the scheme in Fareham and to recruit more members and volunteers.

(17) Community Grants – Fareham Young Bowlers Club (Decision No 2007/08 – 235)

RESOLVED that a grant of £250 be awarded to Fareham Young Bowlers Club towards the cost of transportation to the national competition in Cheltenham.

(18) Community Grants – Fareham Stroke Club (Decision No 2007/08 – 238)

RESOLVED that a grant of £540 be awarded to Fareham Stroke Club towards the cost of setting up new exercise sessions

Public Protection

(19) Community Safety Criminal Damage Budget – Funding Bid from the Police (Decision No 2007/08 – 233)

RESOLVED that the request by the Police for £798 for the purchase of a Bike Tracker, be supported.
