Facere et Docere th 94 ANNUAL REPORT and FINANCIAL STATEMENT 2015 THE 111th SEASON With the merger of the Brothers Old Boys and Brothers Juniors Club’s, it’s with a sense of sadness that we produce the Last Annual Report of our old great friend, which has for the last 111 years has been the cornerstone and the heart of Rugby in Queensland. It’s now important that the new entity continue to build of the solid foundation which was laid by the tens of thousands of Old Bhoys & Members that have preceded us, to ensure that our new Club continues to be the Pride of Rugby in Queensland and the Club that everyone else wants to be. Proposed: Anthony McDermott Seconded: John Diamond 3.0 Presidents Annual Report 3.1 JF presented the Presidents Report. A vote of thanks was extended to Des Hogan who will step down as Treasurer for 2014/2015. 4.0 Treasurers Report 4.1 Des Hogan (Treasurer) (DH) presented the annual report. INFO Accounts for financial year 2013/2014 were accepted unanimously. Proposed: R McGruther Seconded: A. Shaw 5.0 Election of Office Bearers 5.1 JF was duly elected president. Des Hogan retired from the Position of Treasurer after 14 years service and was congratulated by JF and the assembled members. With no candidate standing for the Position of Treasurer the appointment was declared VACANT Anthony McDermott was elected Secretary. The following individuals were duly elected /appointed members of the Management Committee: Paul French ITEM MATTERS DISCUSSED / ACTION TO BE TAKEN ACTION BY When David Dyson Clint Warner Tony Lalor Jordan Bennie Tim McKellar 6.0 Appointment of Auditor 6.1 Ranald Duhig & Co were appointed Auditor of Brothers Rugby Club – The resolution was passed unanimously. Proposed: Des Hogan Seconded: Paul French 7.0 Special Resolutions 7.1 Anthony Shaw spoke to the nomination of John Connolly as life member of Brothers Rugby Club in recognition of both his playing and coaching career. Proposed: BRC Management Committee Seconded: A Shaw. Carried Unanimously. R. McGruther spoke to the nomination of Chris Handy as life 7.2 member of Brothers Rugby Club in recognition of his playing career. Proposed: BRC Management Committee Seconded: R McGruther. Carried Unanimously. 8.0 General Business 8.1 Membership A question was received from the floor as to the change in membership numbers given the changeover in the renewal system from mail to online. JF responded that numbers remained static and membership remained a challenge for the management committee. Entry Fee 8.2 JF spoke to the need to administer entry fees given the reduction in QRU and ARU funding. Brothers is unique in that it has a relatively secured ground. Other clubs are not able to charge because they cannot restrict entry. Management committee intends to make it convenient for opposing teams with passes for admission of players, coaches and support staff. 8.3 Juniors The Management Committee continues to work with the Junior Club, particularly Hans Pearson, with a view to their continued occupancy pursuant to a lease. Merger has been discussed as a possible topic but isn’t something which will happen in the immediate or near future. ITEM MATTERS DISCUSSED / ACTION TO BE TAKEN ACTION BY When 9.0 There being no other matter to discuss. The meeting was concluded at 7:26pm. Minute of Meeting recorded on 10 December 2014 by Jordan Bennie, Hon. Secretary – Brothers Rugby Club. PRESIDENT’S REPORT Firstly at the end of my tenure it is pleasing to me that Brothers Rugby Club has completed the year with a healthy profit and considerable funds in the bank. I am also personally proud of the infrastructure improvements that have occurred over the last several years and acknowledge the support of the Brisbane City Council, the State Government, Guy Ledwidge, Peter Lavin, Jim Gorman and numerous donors who made the improvements possible. Sometimes we got lucky with funding from the lessor, and Government grants and sometimes the achievements were the result of hard work, but the common factor in most of the infrastructure projects was the generous contributions of those indicated above. Brothers Junior Rugby Union Club also contributed, firstly to the upkeep of the playing fields, sharing the costs with this Club, and contributing an amount to the funding of the lights. There was a good deal of work put in by committee members and volunteers to ensure that, whilst out share of funding of special projects was raised, the ordinary business of the Club and its insatiable appetite for funds continued without major hiccup. The efforts of most of the committee attest to their commitment to see the Club grow and be successful. In particular Des Hogan (although officially retired) Paul French and Tony Lalor have been a tower of strength. Matt Kaye is also to be congratulated for this hard work and dedication. The last act of the committee for 2015 was the completion of the merger through the successful passing of resolutions to give effect to that move. The agreement for merger required the cooperation of the Junior Club, firstly to agree at committee level, and then to convince members of the merits of such a move.

Sparks Reserve 1 PRESIDENT’S WELCOME It is with great pleasure that I welcome all members of the Victorian Rugby Community to the 2014 Grand Final Day at Box Hill. On behalf of the Board of the Victorian Rugby Union, I like to congratulate the Victorian Rugby Community, in all its divisions, for the standard of competition across all grades during the Competition this year. Again we see a good spread of clubs represented by teams participating in the final series. Some clubs have participated with great distinction in getting numerous teams through to finals and into grand finals. Congratulations to Harlequin Rugby Club winning four Minor Premierships in senior Rugby in 2014 All clubs obviously did their utmost to comply with the competition rules this season and to promote this sport amongst their playing members. It remains important that, the administration of clubs ensure that the game is played in the correct spirit and in compliance with the Laws of the Game. The Board also wishes to congratulate all those referees who have been awarded the right to referee the Finals and to thank all referees for their efforts during the year. In addition the Board expresses its appreciation to the Box Hill Rugby Union Football Club for its ongoing support and for hosting the whole Union at this Grand Final day. We should recognize the fact that this Club has assisted the Union in tendering for and hosting the Grand final day for well over a decade.

    RUGBY AUSTRALIA SPECIAL EVENT GUIDELINES FOR RUGBY UNION 1. Introduction 1.1. All Rugby Union events, tournaments, and matches conducted outside approved regular competitions, pre-season trials, inter association and/or other representative matches/programs must receive formal sanctioning approval. 1.2. Member Unions have the authority to sanction events, tournaments and matches which are conducted within their respective jurisdictions. 1.3. Special Event Guidelines ensure that all rugby union events, tournaments and matches played in Australia are conducted in a safe and professional manner, and comply with the respective Rugby Australia Law Variations, Registration Regulations and Codes & Policies. 1.4. The purpose of this document is to provide detailed information about the requirements for sanctioning, what is required to satisfy the guidelines and how an Event Organiser goes about meeting these standards. 2. Safety 2.1. The safety and well-being of players are the overriding influence on how rugby union events, tournaments and matches are to be conducted in Australia. Whilst organisational and administrative arrangements are important to the outcome of events/tournaments, player safety and player welfare must always remain paramount. 3. Requirements for Sanctioning 3.1. There are several basic requirements that must be met as part of the sanctioning process. These include, but are not limited to: a. A suitably experienced Event Organiser to ensure that the event/tournament can be run in a safe and competent manner. b. A safe and suitable Event Venue(s) for all tournament related events. c. Appropriate Medical and Safety Requirements are present throughout the duration of the event, as per Rugby Australia Medical and Safety Recommendations.

It appears those days are now well behind us, as the season grows inexorably longer – as I write this report, well into November, around 60 – 80 referees are still being appointed on a weekly basis for both 7s and 15s competitions. This a matter of concern for the QRRA, as it places a heavy additional burden on our administrators, Appointments Officers and particularly on our long suffering referees (some of even the most dedicated of our members have needed to declare unavailability so that they can recover from injuries or preserve their bodies for the year ahead).

    Rugby in Fiji: Unifying and Dividing a Multi-Cultural Society Dominik Schieder Abstract: This article discusses the socio-political meanings of rugby union football in the Pa- cific Island state of Fiji. It argues that Fijian rugby is best understood as a cultural construction and a vehicle of symbolic communication which has the capacity to simultaneously divide and unite the country’s multi-ethnic society. Since its introduction to Fiji during the British colonial period, rugby has been almost exclusively played by indigenous Fijians and has become an integral part of the vaka i taukei (“the Fijian way of life”). Rugby enables Fijians to articulate and maintain regional and local social boundaries but, in the same time, it also promotes nation-building, by uniting members of different ethnic groups as fans and contributing to the establishment of a common “Fiji Islander” identity. Therefore, the socio-political aspects of Fijian rugby are manifold and mirror both the challenges and the potential of Fiji’s multi- cultural society. In their final pool game, the Fijian national side ('The Flying Fijians') managed for the first time to defeat the Welsh rugby team and ente- red the quarter finals where they lost in front of the South African team. Back in Fiji, where I conducted fieldwork for my doctoral dissertation (Schieder, 2010), a nation of rugby enthusiasts, consisting of indigenous Fijians, Indo-Fijians and several other population groups2, cheered for its team.
