In Attendance J. McHarg, Community Engagement Manager (Education and Skills); J. Miller, Senior Planning, Transportation and Regeneration Manager and D. Hilditch, Transportation Engineer (Development and Environment); and A. Little, Committee Services Officer (Chief Executive's Service). Also In Attendance Inspector Skimming, Police Scotland and Station Commander M. Gallacher (Scottish Fire and Rescue Service). Chair Councillor Bruce in the Chair. Apologies for Absence Willie Gibson, John Hunter, Ronnie McNicol and Jim Montgomerie. 1. Declarations of Interest In terms of Standing Order 16, Councillor McNamara, as a volunteer on the Ardrossan Music Experience, declared an interest in Agenda Item 5 (Community Development Grants Scheme. 2. Minutes The accuracy of the Minutes of the meeting of the Committee held on 27 February 2014 was confirmed and the Minutes signed in accordance with Paragraph 7 (1) of Schedule 7 of the Local Government (Scotland) Act 1973, with the following amendment:- 11. Ardrossan: Car parking at the Junction of Princes Street with Glasgow Street The Committee discussed car parking issues at the junction of Princes Street and Glasgow Street, Ardrossan and whether additional "Traffic Regulation Orders need to be" identified........ The Committee was provided with an update in relation to the following items:- Page 1 5 5. Traffic Regulation Order for School Keep Clear Zig Zag Markings Information had been provided to Members on whether parking restrictions, such as zig zag markings, applied to taxi drivers with disabled permits. All yellow zig zag markings outside schools require to be set out to certain dimensions. An exercise to check the markings comply with these dimensions will be undertaken prior to the implementation of the zig zag Traffic Regulation Order. 7. Community Benefit Fund The Corporate Director (Development and Environment) will be preparing a report for Cabinet on a range of issues in respect of the Community Benefit Fund. 3. Community Planning Partnership Partners 3.1 North Ayrshire Community Planning Partnership (CPP) Board: 6 March 2014 Submitted report by the Chief Executive on the Minutes of the meeting of the Community Planning Partnership (CPP) Board held on 6 March 2014. Noted. 3.2 Police Scotland Inspector Skimming provided information on the following:- Crimes of Note; Notable Arrests; Directed Patrol Plan Initiatives that will include patrols to those areas that have been highlighted by local Members; Public Events attended; and Local Police Plan Priorities. Noted. 3.3 Scottish Fire and Rescue Service Submitted report by the Scottish Fire and Rescue Service (SFRS) on activity within the Committee's area in the period 1 February to 14 April 2014. Members asked questions and were provided with information in relation to a wide range of fire safety equipment in place at Sandylands Caravan Park and fire risk assessment audits that are undertaken by SFRS at the Park. Car Parking at Junction of Princes Street/Glasgow Street, Ardrossan Submitted report by Corporate Director (Development and Environment) on the existing and future provision of car parking at the junction of Princes Street and Glasgow Street, Ardrossan. At its meeting of 27 February 2014, the Ardrossan and Arran, Saltcoats and Stevenston Area Committee discussed car parking issues at the junction of Princes Street and Glasgow Street, Ardrossan and sought a report on the existing and future parking provision in and around the junction. Members asked questions and were provided with information in relation to:- the North Ayrshire Parking Strategy that will review the current on-street parking restrictions and identify and remove unnecessary parking restrictions in each town in North Ayrshire; and a Parking Action Plan that will identify when each town will be reviewed and a request that Ardrossan be reviewed at the earliest opportunity. The Committee agreed (a) that the Corporate Director (Development and Environment) consider an early review of the current on-street parking restrictions in Ardrossan; and (b) to otherwise note the report. 5. Community Development Grants Scheme and Local Youth Action Fund: Applications for Financial Assistance Submitted report by the Corporate Director (Education and Skills) on applications received in respect of the Community Development Grants Scheme and the Local Youth Action Fund. At its meeting on 27 February 2014, the Committee was advised that Ham and Egg Productions had not complied with the condition that the camera was returned to the care of the Ardeer Community Association at the end of the project. The Committee agreed that the Corporate Director (Education and Skills) (i) make further efforts to secure the return of the camera purchased by Ham and Egg Productions to the Ardeer Community Association; and (ii) provide an update to the next meeting. The Committee was advised that the camera has been returned to Ardeer Community Association and appropriate insurance has been arranged. The Committee agreed to make the following awards:- Community Development Grants Scheme Brodick Improvements Committee £358.22 Retirement Yoga Group Nil Page 3 7 Local Youth Action Fund Chernobyl Children's Lifeline "Ayrshire Continue for further Link" information Shibumi Karate Nil The Committee was advised of a late application to the Community Development Grants Scheme by Ardrossan Music Experience. As a result of a declaration of interest by Council McNamara, as detailed in Item 1, the Committee was inquorate for this item of business. The Committee was advised that the application would require to be considered at a Special Meeting of the Area Committee to be held on 29 April 2014. 6. Grants to Elderly Groups Submitted report by the Corporate Director (Education and Skills) on the level of funding available for disbursement in the Committee's area in 2014/15 and applications received. Appendix 1 to the report provided details of the allocation of elderly grant funding across the Committee's area as follows:- Arran £3,236 Stevenston £3,805 Ardrossan £4,262 Saltcoats £4,891 Noted. 7. Arran Homes Arran Homes was formed in 2000 as an initiative
