Kyrgyzstan has been the most studied country in Central Asia, due to its openness to Western observers and the substantial presence of foreign institutions in its higher education system. Withstanding the pressure of its paradoxical politics, the country combines political pluralism and diverse parliamentary life with state violence, a public administration that is penetrated by criminal groups, and rising street vigilantism. Kyrgyzstan’s economy is also struggling, between the mining rent curse, agricultural survival and migrants’ remittances. In the past few years, Kyrgyz authorities have begun to follow Uzbekistan’s path, placing excessive stress on the theme of Islamic radicalization in order to justify the status quo and the role of law enforcement agencies. The official programme included a ceremonial reception at Rashtrapati Bhavan, meetings with President Shri Pranab Mukherjee, Vice President Shri M. Hamid Ansari and Prime Minister Shri Narendra Modi; a Banquet hosted by President Shri Pranab Mukherjee; and, participation in an India and Kyrgyz Republic Business Forum. Prime Minister Modi and President Atambayev held a fruitful exchange of views in a warm and friendly environment and discussed the full range of issues covering friendly cooperation, bilateral relations, and the regional and international situation. The leaders reviewed the status of the agreements reached by the two countries following the visit of Prime Minister Modi to Kyrgyzstan in 2015, expressed satisfaction with the achievements in bilateral relations and reaffirmed their readiness to further enhance multifaceted cooperation. Guided by the common desire to improve the level of the Kyrgyz-Indian relations, the two sides reiterated that India and the Kyrgyz Republic are democratic countries and partners sharing common fundamental values such as freedom, democracy, human rights, and the rule of law.     At a glance October 2015 Kyrgyzstan: Closer to democracy — and Russia Praised by both Russian and European observers, the elections of 4 October 2015 are considered a milestone in Kyrgyzstan's democratic transition of the country, consolidating the new political system launched by the new constitution adopted after the 2010 revolution. With seats split between six pro-Moscow parties, the results entail the formation of a coalition government in the fractured parliament, and herald further rapprochement to Russia. Background: transition to parliamentary democracy Once regarded as an 'island of democracy' in Central Asia, Kyrgyzstan has a turbulent political history. The first president of independent Kyrgyzstan, Askar Akayev, was toppled in political unrest, known as the Tulip Revolution, in April 2005. The European Parliament (EP) resolution of 12 May 2005 called on Kyrgyz authorities to begin a genuine democratisation process, welcoming the launch of an inclusive process of constitutional reform aiming to ensure fundamental change. Hopes for a democratic transition soon faded with President Kurmanbek Bakiyev's increasingly authoritarian rule, as noted in a May 2006 EP resolution. Bakiyev's ousting in April 2010, known as the 'second tulip revolution', presented a window of opportunity for democratisation. A new constitution, adopted after the referendum in June 2010, transformed Kyrgyzstan from an authoritarian presidential system to a relatively democratic semi-presidential one, combining elements of parliamentary and presidential systems in addition to checks-and-balances mechanisms. As the Organization for Security and Co-operation in Europe (OSCE) acknowledges, progress towards consolidation continued with the legislative elections of October 2010. The presidential elections of October 2011 thus constituted the final step in the post-Bakiyev transition process.

    CHINA (INCLUDES TIBET, XINJIANG, HONG KONG, AND MACAU) 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary Reports on Hong Kong, Macau, Tibet, and Xinjiang are appended at the end of this report. The constitution, which cites the leadership of the Chinese Communist Party and the guidance of Marxism-Leninism and Mao Zedong Thought, states that citizens have freedom of religious belief but limits protections for religious practice to “normal religious activities” and does not define “normal.” Despite Chairman Xi Jinping’s decree that all members of the Chinese Communist Party (CCP) must be “unyielding Marxist atheists,” the government continued to exercise control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports. The government recognizes five official religions – Buddhism, Taoism, Islam, Protestantism, and Catholicism. Only religious groups belonging to the five state- sanctioned “patriotic religious associations” representing these religions are permitted to register with the government and officially permitted to hold worship services. There continued to be reports of deaths in custody and that the government tortured, physically abused, arrested, detained, sentenced to prison, subjected to forced indoctrination in CCP ideology, or harassed adherents of both registered and unregistered religious groups for activities related to their religious beliefs and practices. There were several reports of individuals committing suicide in detention, or, according to sources, as a result of being threatened and surveilled. In December Pastor Wang Yi was tried in secret and sentenced to nine years in prison by a court in Chengdu, Sichuan Province, in connection to his peaceful advocacy for religious freedom.

Preliminary Remarks The idea ofpolitical ​​ science research on political changes in Central Asia was spawned at the Institute of Political Science of the University of Warsaw in the 1990s, in the conditions of growing interest in cooperation with the newly created post-Soviet states and a huge deficit of knowledge about the region in which a significant Polish diaspora lived. In 1997, an intercol- legiate research team was established, conducting, together with scientists from Kazakhstan, Kyrgyzstan, Uzbekistan and Tajikistan, research on changes taking place in the countries of the region (Deres, 2003). The team was organized on the initiative of Tadeusz Bodio, who was also the head of the international research programme.
