Overview The County of Maui seeks an experienced information technology professional to provide strategic and innovative leadership for its technology services and operations. As head of the IT Services Division of the Department of , the Chief Technology Officer will create and drive the overall IT strategy and framework to enable the division to become an enabling partner and innovation leader for the County’s use and adoption of technology. The Community World-renowned for its beautiful beaches, lush forests, soaring waterfalls, and spectacular mountains, Maui needs little introduction. Residents and visitors alike enjoy miles of beautiful beaches and recreational opportunities such as hiking, surfing, snorkeling and diving, windsurfing/kitesurfing, whale-watching, fishing, and golf, and cultural attractions such as art galleries, museums, and cultural centers/concert venues.

Although Maui is the best known, Maui County encompasses four islands – Maui, Moloka’i, Lana’i, and Kaho’olawe. Situated in the middle of the Hawai’ian island chain, Maui County has an area of 1,170 square miles and a resident population of 167,000. The County The County of Maui is established by the State Constitution, with no subordinate municipal entities. The County provides a broad range of services, including public safety (including police and fire services), sanitation, social services, culture and recreation, transportation, planning and zoning, and the construction and maintenance of streets and highways. The state government administers the school system, airports, harbors, hospitals, judicial system and the state highway system.

Maui County is governed by the County Charter and operates under the Mayor-County Council form of government. All elections for county office are non-partisan. The executive branch of the County is headed by the Mayor who is elected for a four-year term. As the of the County, the Mayor is responsible for appointing the heads of the 11 executive County Departments. The respective Commissions are responsible for appointing the head of the Department of Personnel Services, Fire and Public Safety, Police, and Liquor Control. The Mayor establishes and directs basic management guidelines for the Departments and serves as a liaison between the County Council, Departments, and agencies.

The legislative branch -- the County Council -- is comprised of nine members who are elected at-large, to serve two- year terms. As the policy-making body, the County Council appoints the County Clerk, County Auditor, and the staff of the Office of Council Services. Each of the nine council members has residency requirements, one each from the islands of Lana‘i and Moloka‘i, and seven from the various districts on the island of Maui. The Council legislates taxes, rates, fees, assessments, borrowing and appropriations for County purposes (County Budget) by ordinance.

The County has over 2,500 employees, with worksites on Maui, Moloka’i and Lana’i, with an annual budget of $823 million. The majority of County employees are civil service employees, and most are covered by collective bargaining and represented by a public employee union.

The Division The Information Technology Services Division in the Department of Management. The Department of Management is under the leadership of the Managing Director, who is the second in command of Maui County, after the Mayor. The CTO provides leadership and management for all technology services and operations.

The IT Services Division is the central IT Services provider for the entire County of Maui , which includes 18 Departments. With a staff of 53 full-time staff, the Division provides IT support to a wide range of County functions, including Police, Fire, Ocean Safety, Parks, Public Works, Environmental Management, Prosecuting Attorney, Finance, County Council, County Clerk, Water Supply, Liquor Control, Housing and Human Concerns, and Planning.

The IT Services Division has been engaged in strategic planning to position itself as an enabling partner for improved electronic service delivery by the County to the community, with the ambition to become an innovation leader for the organization’s increased adoption of online interaction with Maui’s constituents.

The COVID-19 pandemic has accelerated our efforts in the area of teleworking as part of our electronic service delivery. The Position This opportunity comes about due to the retirement of the current Chief Technology Officer, who has served in that capacity for the last 20 years. It is a classified civil service position, reports directly to the managing director, and is a key member of the County’s management team. The ideal candidate:

• Will be familiar with the local government environment, and will understand the organizational dynamics that make local government unique. • Will have the proven ability to be a change leader, leveraging technology to help the County be innovative in its delivery of services to the community. • Will have broad experience in evaluating and supporting advancements in IT service delivery. • Will be an excellent communicator and motivator for staff within the Division as well as for leadership within the organization at large. • Will have experience in developing and implementing strategic initiatives to position the County as an innovation center in transparent public engagement. • Will understand the importance of IT Governance and Relationship Management in ensuring that the right IT initiatives are delivered at the right time for the right customer in and of the County of Maui. Education and Experience The position requires a combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in computer science, public or and ten years of progressively responsible experience in development and implementation with emphasis in the area of re-, five of which shall have been in an administrative capacity.

Compensation and Benefits The annual salary range for the Chief Technology Officer is $88,380 - $131,112.

• Vacation: Eligible employees earn up to 21 days of vacation per year, with a maximum year-to-year carry over of 90 days.
