CHAIRMAN'S STATEMENT I warmly welcome you all tothe 5th Annual General Meeting ofyour Company. Development is a continuous process and road infrastructure development is one of the major parts in the overall development of any State and it is here that your Company plays a key role in the economic and infrastructural development of the State by creating a foundation for rapid and sustained growth in the coming times. What is most satisfying is the prosperity it brings by connecting regions, bringing goods and consumers closer, and WBHDCL aspires to extend and accomplish beyond just what is plainly visible in its achievements. During this short period company has successfully completed 2 (two) of its projects and 3 (three) other projects are on the verge of completion. Your Company is strictly monitoring the performance of all the Contractors. In this process WBHDCL had to terminate its contract with M/s MBL lnirastructures Limited after forfeiting its Performance Security Bank Guarantee in Dankuni Chandannagar project due to inaction of the contractor in the execution of the Conlract. ln the public interest your Company has decided to get the project completed by one of the State Government PSU. Mackintosh Bum Limited on nomination basis. The progress made by your company in the present financial year on the projects listed are as follows:- The construction oftwo ROBs at Bandel Carshed and Adisaptagram has started. Detailed Project Repoft for four laning of State Highway corridor from Mogra (SHl3) to Baro Jaguli (NH34) via Kampa Junction consisting ofSTKK link road, SH6 and SHI has been completed and tender for the project will be floated soon. On completion ofthe project it will provide seamless road connectivity from Barajaguli on NH-34 to Dankuni at NH-6 and NH-2 junction bypassing Barasat and Kolkata. The project has an important role to play as AIIMS is coming up in Kalyani. Development of Barrackpore Kalyani Expressway along with 4 lane elevated connector between Belghoria Expressway and Kalyani Expressway in the district North 24 Paraganas under Hybrid Annuity Mode through PPP. Construction ofTruck Terminal at the Junction ofSH l3 (Delhi Road) and NH 2 (Durgapur Expressway) at Dankuni as a model project. Other projects for development of wayside amenities would be undertaken once this project is complete. Preparation of DPR for construclion of traffic dispersal system along Kona Expressway (NH-ll7) is in final stage. After completion ofthe DPR the same would be forwarded to MoRTH for funding ofthe project. Completion ofthe Strategic Option Study (SOS) of State Highways to identify high density traffic corridors and roads with various strategic importance in order of priority. PWD has already taken the initiative to enrich the data available in the network study. Submission of policy documents relating to Toll policy and PPP Model for approval by the Covernment of West Bensal. In its deterrrination to grow and improve road inirastructure in West Bengal your company considered the following new projects/road works, the progress of which are as follows:- > Strengthening and Widening to Standard 4/2 Lane of Arterial Road from Pragati Maidan Fire Station to Bantala (0 Km to 5 Km) and SH-3A from Bantala to Ghoshpur near Ghatakpukur (5.0 Km to 29.00 Km) in the District ofNorth 24 Parganas / South 24 Parganas to be executed in EPC Mode; DPR is under preparation. q( t ) 4 laning of Arambagh Champadanga Road (22 Km) DPR is being prepared. After Completion of DPR tender will be invited by WBHDCL under EPC/ Hybrid Annuity Mode. ) E-tender has been invited for providing Consultancy Services for preparation of Detailed Project Reporl by WBHDCL for the projects mentioned below - (i) Strengrhening and Widening to Standard 4 Lane of Existing 2 Lane Road from Bongaon to Chakdaha (From km 0.00 to km 32.0)including construction of Truck Terminals in the District of Nonh 24 Parganas to be executed in EPC/ Hybrid Annuity Mode. (ii) Widening and Strengthening to Standard 4 Lane of Existing 2 Lane Road of SH-9 from Durgapur Barrage to Bankura (Heavy More, NH 60 !unction) including Bridges, total length 40.00 Km. in the District of Bankura, to be executed in EPC/ Hybrid Annuity Mode. (iii) Widening and Strenghening to Standard 4 Lane of Existing 2 Lane Road from Panagarh - llambazar- Dubrajpur Road (From Km 0.00 to Km 49.00) including Bridges in the Districts of Burdwan and Birbhum. to be executed in EPC/ Hybrid Annuity Mode. Under the Corporate Social Responsibiliiy (CSR) work your Company is considering to construct two (2) toilet blocks at Sugandhya More and Baidyabati More in Hooghly District in the vicinity of State Highway under jurisdiction of WBHDCL as the CSR activity for the FY 2015-16 and 2016-2017 to benefit the people at large. As per IRC guidelines your Compairy is committed for addressing road safety issues. Your Company makes the payment of salaries and wages, statutory dues and other administrative expenses as per norms and is also takes adequate care to adhere to the provisions ofthe Right to Information Act, 2005. As an ISO 9001; 2008 (NAtsCB), BS OHSAS 18001:2007 and ISO 14001:2004 cenified company WBHDCL meets all the requirements for Quality Management System, Environmental Management System and Occupational Health and Saf'ety Management System. Before I conclude, on behalf of the Board of Directors, I would Iike to thank all the stakeholders and paftners including our consultants and contractors who have reposed their trust in the Company. I would also like lo thank the Government of West Bengal and its Departments, the PRI's and urban local bodies for their continued support. I convey my thankfulness and appreciation to my colleagues on the Board and the employees of WBHDCL fbr their invaluable suggestions and contributions in strengthening the Company. Thank you.
