Council recommends that the Planning and Design Code (Code) not be introduced until: • The State Planning Commission (Commission) and Department of Planning, Transport and Infrastructure (DPTI) have had sufficient time to consider in detail the submissions received during the public consultation period on the Code; and The ePlanning System is fully operational, free of errors and incorporates the Code in its entirety and, Council staff trained in its use; and Councils are further consulted on an amended version of the Code which has been prepared in response to submissions received during the current consultation period and, allowed reasonable time to test the new policy position.     9 Victor Harbor (City) VICTOR HARBOR URBAN INTRODUCTION Background The town of Victor Harbor is an important centre for commercial and professional services. The foreshore reserve south of the town centre is the focal point for holiday makers for the whole south coast urban area. At peak periods considerable vehicular and pedestrian activity occurs in this area. The town has expanded rapidly over recent years as a result of its increasing popularity as a tourist resort and retirement area. This expansion has created a need in the town centre area for a large number of services and facilities. The town centre provides the main regional shopping and various business and community facilities for the South Coast Urban Area and its rural hinterland. The town contains a range of tourist accommodation, including caravan parks, motels, hotels, guest houses, holiday houses and flats. Tourist activities are concentrated near the river estuaries, the town centre, and along the foreshore. The two main residential areas are at Encounter Bay and Victor Harbor, from parts of which extensive views of the Bay and Islands can be obtained. There is substantial retirement housing in the older established residential areas. An area of allotments in Yuruga immediately to the north of Victor Harbor provides opportunities for living in an attractive, substantially rural, environment.
