Calubad Stenographic Reporter III The session started with a prayer song followed by the singing of the Philippine National Anthem and the General Santos City Hymn by the General Santos City Government Performing Arts Company–Choir Division. The session was called to order at exactly 9:00 o’clock in the morning with the Honorable City Vice-Mayor Shirlyn L. Bañas-Nograles presiding. After the roll has been called and there being a quorum, the chair thereupon declared the 89th regular session open for business. F. READING AND ADOPTION OF MINUTES OF THE 87TH & 88TH REGULAR SESSIONS: On separate motions, Councilor Melliza moved for the dispensation of the reading and approval of the minutes of the 87th and 88th regular sessions, duly seconded by Councilors Bagonoc and Pacquiao. There being no correction manifested, said minutes were then ruled adopted. MINUTES OF THE 87TH & 88TH REGULAR SESSIONS – ADOPTED G. PRIVILEGE HOUR: After having been reconsidered, Hon. Elizabeth B. Bagonoc availed of the privilege hour. First, she talked about her personal trip to the United States of America from March 10 to May 7 of this year. She also shared her experience when she witnessed the boxing fight of the century of Pacquiao versus Mayweather which was made possible through Hon. Rogelio Pacquiao. She then expressed her thanks and gratitude to the Pacquiao family for giving her the opportunity to have such a meaningful and unforgettable remembrance in her lifetime. Thereafter, she requested that she be considered as co-sponsor in the resolution to be passed congratulating Congressman Manny Pacquiao for his exemplary showmanship in that said boxing fight, and the MINUTES 17TH SP 89th REGULAR SESSION - 12 May 2015 page 1 of 16 same was duly noted by the chair. In response, Hon. Rogelio Pacquiao in behalf of his family, expressed thanks to his colleagues, Vice Mayor, City Mayor and all the people of General Santos and the Filipino people as a whole for the support and prayer for Congressman Manny Pacquiao. Another concern presented by Hon. Bagonoc was the petition of residents of Rivera Street, Barangay Lagao, this city, against an Australian national named Mr. Robert Brett to be deported because of many reports of his alleged abuses and misdemeanors and even harassed his neighbor in the person of Mr. Roosevelt Villanueva. On suspended rules, Mr. Villanueva narrated his unpleasant experience with Mr. Brett. He informed that he had already reported the matter to the Bureau of Immigration, however after twelve days nothing happened, hence he resorted to ask help from the Council for the deportation of Mr. Brett. During the period of discussion, Hon. Nuñez suggested to call the attention of the Bureau of Immigration to investigate the complaint against the said person, afterwhich if the petition is meritorious, the Council may pass a resolution declaring him as persona non grata. Further, Hon. Dinopol suggested to file a case in court against said person to which Hon. Melliza subscribed and even commented that victims should not be contented on having it blottered in the police station and that proper case should be filed against said person. On the allegation that Mr. Brett is a pedophile, Hon. Bagonoc suggested to refer the matter to the DSWD/CSWDO for the protection of the victim children. In closing, Hon. Bagonoc manifested that she will be passing on first reading endorsing the subject petition to the Bureau of Immigration. The second speaker was Hon. Cloma. He introduced the Land Transportation Office OIC District Head in the person of Mr. Manuel Betaizar. On suspended rules, Mr. Betaizar responded to the queries raised by the members of the Council on the flagging down of vehicles by LTO personnel concerning early warning device (EWD). He explained and described the importance of having a standard EWD. He also discussed other LTO policies which are implemented to put order on the road. Ordinances limiting the speed limit along the national highway in the Municipalities of Polomolok and Tupi were also discussed. Accordingly, said ordinances are not in accord with Republic Act 4136 that prohibits local government units from amending or altering speed limits on national highways. On the other hand, Hon. Cloma explained that in the case of Davao City, Mayor Duterte instead of an ordinance, issued an executive order implementing RA 4136 regulating the speed limit along national highway at 60 kilometers per hour. Accordingly, there were already complaints filed contesting the legality of said ordinances. As such, Hon. Dinopol suggested to pass a resolution requesting the LTO Central Office not to implement the ordinance of municipalities regulating the speed limit on national highways. After some more discussion and due to time constraints, some members of the Council reserved their other queries to be raised at some other appropriate time. The body then thanked Mr. Betaizar and Mr. Concha for their presence and congratulated them for some improvement on the services of the said office. H. COMMITTEE REPORT: (1.)
