Jaranilla -do- The invocation and the community singing of the Philippine National Anthem and the General Santos City Hymn were led by the General Santos City Performing Arts Choir Division. After thanking the choir, the chair acknowledged the presence of the delegation from Sorsogon headed by Councilor Larry Dioneda who are to do benchmarking on the codification of ordinances. Acknowledged also of their presence was the new jail warden, Jail Superintendent Peter Bongngat, Jr. and the new Bureau of Fire head, Sr. Insp. Reginald Legaste and some guests were likewise recognized. Thereafter, the chair called the session to order and the roll call followed. There being a quorum, the chair thereby ruled the session open for business. F. READING AND ADOPTION OF MINUTES : 63RD REGULAR SESSION On separate motions of Councilor Bagonoc jointly seconded by Councilors Pacquiao, Acharon, Lagare, Pestaño and Casabuena, the reading of the minutes was dispensed with and eventually, it was approved without any correction. MINUTES OF THE 63RD REGULAR SESSION – ADOPTED G. PRIVILEGE HOUR: 1. Hon. Vandyke B. Congson 1 Under suspended rules, the visitors from the city council of Sorsogon were warmly welcomed by the honorable members. The new jail warden, Jail Superintendent Peter Bongngat, Jr. was recognized and he narrated about his major accomplishments and previous assignments which bespeak of his competency and ability. Further he submitted proposals like the possible collection of fee from the issuances of certificate of detention and the passage of an ordinance prohibiting the smuggling of contrabands inside detention cells, jails, and reformatory centers and the like. More jail issues and matters were discussed and lastly, the chair informed him about the Recognizance Program that is in partnership with the BJMP. Sr. Insp. Reginald Legaste, the new Bureau of Fire head in the city was likewise recognized. After apprising the body of his track record and awards that he received which he intends to duplicate here in the city, he informed that the City Fire Station should have a standby ambulance to cater all vehicular and rescue operations and disaster responses. An area ladder was also suggested to be purchased for high-rise building. Thereupon more issues and concerns to strengthen the capability of the fire station and its satellite of sub-stations were discussed and after which, the chair acting on the motion of Councilor Congson ruled for the resumption of the house rules. At this juncture, Councilor Congson rendered his travel report in the cities of Madaluyong and Valenzuela in Metro Manila when they did some benchmarking on October 13-14, 2017, along with some officials and employees of the city. The city is currently contemplating to venture on Public-Private Partnership (PPP) and it is taking initiative to conduct study on economic enterprises such as public market. The reporter presented in detail and with video clips what they had learned from the foregoing LGUs whose public markets are successfully operating and each LGU receives a 1 Million rent every month out of its market operation and still, its operation is partially controlled by the government. The second topic of Councilor Congson’s report was about his travel in Seoul, South Korea, to attend a training program entitled “Sustainable Water Management Training Program” held on October 15-22, 2017. He discussed comprehensively what he had learned and through video clips it showed where they had toured, places and building complex which are not only famous for its architectural design but also of its latest use of technology. Further issues and relative matters were discussed and after which the chair ruled to proceed to the next item. H. COMMITTEE REPORT: 1.
