Progress Report of the (East) Project

Introduction

This paper provides the latest update of the project as of January 2015.

Project Progress Highlights

2. As at the end of December 2014, the South Island Line (East) (SIL(E)) project works are over 81.6% (91.8% planned completion) complete. Along the alignment starting from Admiralty, the Nam Fung Tunnel excavation works have been completed. The viaduct/noise barrier civil construction works have been substantially completed, while the Tunnel civil construction works have also been substantially completed. Besides, all of the 10 new SIL(E) trains have been delivered to . The key challenge of the project is the underpinning excavation works under the Island Line platform tunnel at Admiralty Station which are 50% (100%) complete, while the excavation works for the Admiralty Station cut-and-cover extension are over 96% (100%) complete.

3. While good progress has been achieved in the construction progress of the four new stations in the Southern District is generally in line with the original schedule, the technically complex works at Admiralty Station have fallen further behind the original schedule. Currently, the target for opening of SIL(E) is at the end of 2016.

Admiralty Section

4. Cut-and-cover excavation and structures construction are progressing at the Harcourt Garden works site for Admiralty Station extension. Blasting works for the cut-and-cover station and tunnel are in progress with completion expected in the second quarter of 2015. Existing train service, road and pedestrian traffic remain unaffected during the blasting works. Notices are issued in advance to residents and commercial buildings nearby regarding the detailed arrangements of the blasting works. Excavation works by blasting for the cavern station and platform tunnels of SIL(E) have been completed and structural works are in progress. Excavation of the Shatin to Central Link overrun tunnels continues.

5. Underpinning of the existing Island Line tunnel is continuing. These works are being carried out beneath the operating railway and great care is needed to maintain the safety of the railway tunnel structure and ensure that there is no impact to train services. The excavation for the programme critical underpinning works has not achieved the planned production rate. This is due to the access constraints, tight working space, and at some locations geological features that have required more bolting and temporary support works. While overcoming these difficulties safety has been maintained as the top priority and strict engineering controls in accordance with international best practice have been applied. At some locations the planned production rate was achieved but this was not possible across all the areas. These factors have all contributed to a further delay for these critical works. Since this type of work has never been done before in Hong Kong it is not possible to exactly forecast what progress rates will be achieved. For this reason the updated SIL(E) programme can only be confirmed after the completion of the underpinning works.

6. Construction of the ventilation building at Hong Kong Park is in progress.

Nam Fung Tunnel Portal Site

7. Tunnel blasting works for the Nam Fung section are complete. Construction of the superstructure of the elevated tunnel box is substantially complete. Structural works for Nam Fung Ventilation Building is in progress and expected to be completed in the first quarter of 2015.

Ocean Park Section

8. The installation of noise barriers for the viaduct section near Aberdeen Tunnel leading to and alongside the Hong Kong Police College is substantially complete. Overhead line and trackside auxiliaries installation works are in progress.

9. Structural works for Ocean Park Station have been completed. Fitting-out works and E&M works are in progress.

Wong Chuk Hang Section

10. Structural works for Station have been completed. Fitting-out works and E&M works are in progress. Structural works for Wong Chuk Hang Depot have also been completed. Fitting-out works and E&M works are in progress.

2 11. Noise barrier installation at the viaduct section near the slope adjacent to is substantially complete. Overhead line and trackside auxiliaries installation works are now in progress.

Lei Tung Section

12. The junction of Ap Lei Chau Bridge Road and Ap Lei Chau Drive has been temporarily diverted towards the site of the former Harbour Mission School. Dismantling of lateral supports and backfilling works are in progress.

13. Construction of the building structure of Lei Tung Station Entrance A at Ap Lei Chau Main Street and the associated pedestrian adit towards Lei Tung Station are substantially complete. Construction of the footbridge at Ap Lei Chau Bridge Road connecting Lei Tung Station Entrance A is in progress.

14. The shaft structure construction of Lei Tung Station Entrance B and the lining works for the associated pedestrian adit are in progress. Demolition of noise enclosure is complete.

15. The construction of Lei Tung Station structure above the concourse level, and fitting-out works and E&M works at platform level are in progress.

South Horizons Section

16. Structural construction of the station box under the temporary traffic deck and associated entrances are in progress. Construction of the platform section is complete.

17. Superstructure construction of the footbridge connecting Ap Lei Chau Estate and installation of the associated lift are complete. Fitting-out works and reinstatement of footpath outside the Precious Blood School are in progress. Reinstatement of Ap Lei Chau Estate amenity area is complete.

18. Structural construction of the end plant building at Yuk Kwai Shan and the ventilation building at Lee Wing Street are in progress.

Temporary Traffic Management Schemes (TTMS)

19. An overview of TTMS implementation is as follows:

Part of the eastbound carriageway of Nam Fung Road (uphill direction) will be temporarily reduced to one traffic lane between 7am and 7pm. During the above period, two-way traffic will be maintained. Heung Yip A section of Heung Yip Road between Ocean In effect Road Park Road roundabout and its second junction with Yip Fat Street has been temporarily shifted southwards in September 2014 until the first quarter of 2015. The eastbound carriageway between the roundabout and junction on Police School Road will be maintained as existing while the westbound carriageway to the first junction with Yip Fat Street will be improved to two-way traffic for the whole section. The section between the two junctions on Police School Road and Yip Fat Street will be maintained as the current one-lane one-way arrangement. Police School Part of the carriageway on Police School Road is In effect Road being temporarily closed in stages to facilitate the construction of drainage system and road reconstruction from September 2014 until the second quarter of 2015. Nam Long Shan Temporary diversion of a section of Nam Long In effect Road Shan Road at its junction with Heung Yip Road which started in October 2012 is expected to be continued up to early 2015. This section of Road will be reverted to the initial position in early 2015. Part of the carriageway on Heung Yip Road at west of Nam Long Shan Road junction is expected to be temporarily closed in stages from early 2015 to the end of 2015. The existing traffic will be maintained. A section of Nam Long Shan Road at its junction In effect with Shum Wan Road is being temporarily diverted in stages from October 2014 until the first quarter of 2015 for the reprovisioning of a bus layby and associated roadwork. The number of traffic lanes and traffic directions will be maintained. Wong Chuk The pedestrian access to Yip Kan Street from In effect Hang Road Wong Chuk Hang Road between Regency Centre and Leader Centre will continue to be temporarily closed. Pedestrian access to Yip Kan Street will be temporarily diverted to the junction of Wong Chuk Hang Road and Yip Kan Street until the second quarter of 2015. A section of Wong Chuk Hang Road near Tong Q1 2015 Bin Lane will be temporarily diverted in stages in the first quarter of 2015 until the second quarter of 2015. The number of traffic lanes and traffic directions will remain unchanged. Temporary closure of each carriageway is being implemented in two stages and each stage will last for 6 nights from 1:30am to 5:30am. During the time, bus routes and minibus routes will be temporary diverted. To facilitate the construction of drawpit for Q1 2015 permanent traffic light on Ap Lei Chau Bridge Road heading to Aberdeen, one lane of the carriageway on Ap Lei Chau Bridge Road will be temporarily closed during non-peak hours from the first quarter of 2015 until April 2015. To facilitate the construction of permanent Q1 2015 drainage system on Ap Lei Chau Drive, one lane of Ap Lei Chau Drive will be temporarily closed during non-peak hours from the first quarter of 2015 until April 2015. During the above period, two-lane two-way traffic will be implemented. To facilitate the road reinstatement works, Q2 2015 different sections of Ap Lei Chau Bridge Road, Ap Lei Chau Drive, and Lei Tung Estate Road will be temporarily closed in stages from Q2 2015 to Q3 2015. Lei Tung Estate Part of Lei Tung Estate Road outside Lei Tung In effect Road Commercial Centre Phase 1 has been temporarily diverted, with some of the bus routes at the existing bus terminus being temporarily relocated to the new bus terminus starting from September 2012. In addition, a local road shifting is being implemented since the end of October 2014 for the construction of Lei Tung Station Entrance B. This arrangement will last

After the re-opening of the junction between Lee In effect Nam Road and Yi Nam Road, one-lane one-way traffic has been implemented on the section of Yi Nam Road between Lee Nam Road and Marina Square East Centre. Implementation of the current temporary traffic arrangement commenced in March 2013 and will be maintained until the second quarter of 2015. To facilitate the construction works of South In effect Horizons Station Entrance B, one of the traffic lanes on South Horizon Drive, which is located outside Block 19 of South Horizons, has been shifted towards Marina Square (East Wing) since late May 2014 and the arrangement will be maintained until mid-2015.

Blasting Works

20. The blasting works along the SIL(E) alignment have commenced. The blasting schedules at different works sites are as follows:

 Admiralty Station Extension works: Platform and tunnel blasting and station box blasting are progressing with one to two blasts per day. These works are expected to last until the second quarter of 2015.

 Ventilation facility at Hong Kong Park: Shaft blasting was completed in December 2013.

 Nam Fung Tunnel: Tunnel blasting works were completed in October 2014.

 Ap Lei Chau Tunnel: All blasting works including Lei Tung Station Entrance B were completed.

Temporary Barging Point

21. To facilitate the construction of the SIL(E), temporary barging points have been set up at Telegraph Bay and Lee Nam Road. The operation of Lee Nam Road barging point was completed in March 2014, while the operation of Telegraph Bay barging point was completed in September 2014 with its reinstatement works commenced in October 2014 and is expected to be completed by the second quarter of 2015.

Community Liaison

Community Liaison Meetings

22. The Corporation has been maintaining close communication with the local community regarding the progress of the SIL(E) project. The fifteen round of Community Liaison Group (CLG) meetings will be held in January 2015. The relevant information will be available for public on the SIL(E) website: http://www.mtr-southislandline.hk/en/home/.

Conclusion

23. Despite the challenges of the works at Admiralty Station, the project team of the Corporation continues to work hard and find mitigation measures in order to deliver railway services to the community as early as possible. The Corporation will continue to provide updates on the latest progress of the project to the community through various channels, included reporting to the Southern District Council on the project progress on an ongoing basis.
