For immediate release – November 25, 2013 Canada’s Gas Tax Fund Helping Lambton-Kent-Middlesex Shipley Announces Second installment of annual $2-billion transfer available for municipal infrastructure (STRATHROY), ONTARIO – Bev Shipley, Member of Parliament for Lambton-Kent-Middlesex on behalf of the Honourable Denis Lebel, Minister of Infrastructure, Communities and Intergovernmental, has announced the second installment of Canada’s Gas Tax Fund for 2013. This installment makes available a total of $14,720,993 to communities in Lambton-Kent-Middlesex this year to support its local infrastructure priorities. Area municipalities will also receive more than $3.3 million from the Government of Canada’s GST/HST Incremental Federal Rebate Program. "Our Government is proud to invest in important infrastructure projects, as we focus on creating jobs, promoting growth, and building strong, prosperous communities across Canada," said Shipley. "This is funding each community in Lambton-Kent-Middlesex can use on the infrastructure priorities of their choice, in their communities. There is no application necessary. If a community wanted to spend these moneys on bridge or road repairs, it is again their choice.” Funding can currently be spent in the following areas: • Drinking water • Wastewater infrastructure • Public transit • Community energy systems • Solid waste management • Local roads Shipley also noted that eligible categories for the Gas Tax Fund will be expanded and the Fund will be indexed at 2 per cent a year in $100-million increments, starting in 2014, allowing municipalities even more flexibility to focus on their infrastructure priorities. The expanded categories include: • projects supporting culture, tourism, sport and recreation; • disaster mitigation; • broadband communication systems; • highways; • short-line rail; • short-sea shipping; • brownfield redevelopment; and • local and regional airports. THE MUNICIPALITY OF LAMBTON SHORES Report CAO 05-2020 Council Meeting Date: June 23, 2020 TO: Mayor Weber and Members of Council FROM: Kevin Williams, Chief Administrative Officer RE: Gypsy Moth Outbreak RECOMMENDATION: THAT Report CAO 05-2020 regarding the Spring 2020 outbreak of Gypsy Moth be received. ____________________________________________________________ SUMMARY This report is provided to update Council on the localized impacts of a gypsy moth infestation. BACKGROUND There is a significant hatch/infestation of gypsy moth caterpillars taking place in an area of the municipality roughly bracketed by Ipperwash to the south, Grand Bend to the north, and Goosemarsh Line to the east. The most significant areas of defoliation are in large heavily forested tracts managed by the Pinery, the Conservation Authority, the Nature Conservancy, and the County. The Highway #21 corridor adjacent to the Pinery is particularly affected. Although gypsy moth caterpillars exist to some extent in many treed residential areas, the most affected seem to be in areas immediately adjacent to larger forest blocks. The municipality itself does not have any significant public land holdings or severely affected property assets in the affected area. The problem being expressed by residents is that the trees are being defoliated, and large numbers of caterpillars are hanging from trees and climbing up walls, cars, garbage cans etc. Tiny black pellets of “frass” are expelled by the caterpillars and litter paths, patios etc. Some people are sensitive to being touched by the pest as it can irritate exposed skin. In summary, the infestation is negatively impacting people’s enjoyment of both their property and adjacent woodlands, and there are concerns for the overall health of the trees.

Project Name: Jericho Wind Energy Centre Project Location: Municipality of Lambton Shores and the Township of Warwick, Lambton County, Ontario and the Municipality of North Middlesex, Middlesex County, Ontario Dated at Lambton and Middlesex County this the 14 April 2014 Jericho Wind, Inc. is planning to engage in a renewable energy project for which a Renewable Energy Approval (REA) was issued by the Ministry of the Environment on April 14, 2014. The Project, called the Jericho Wind Energy Centre, is located in the Municipality of Lambton Shores and the Township of Warwick, Lambton County, Ontario and the Municipality of North Middlesex, Middlesex County, Ontario (transmission line only, no wind turbines). The Project will consist of 99 wind turbines (however, only 92 will be constructed), turbine access roads, pad-mounted step-up transformers, an operations and maintenance building, meteorological towers, construction staging areas and electrical collector lines located within the Wind Energy Centre Study Area and an overhead 115 kV transmission line from the proposed Jericho Transformer Substation to the proposed Bornish Switchyard and continuing to the proposed Parkhill Transformer Substation. Commencement of Construction Related Activities: We anticipate construction activities will commence with grounding tests, the preparation of entrances and other isolated site preparation activities, as described in the REA documents, as early as April 17, 2014. CORPORATION OF THE MUNICIPALITY OF LAMBTON SHORES BY-LAW NUMBER 15 OF 2021 BEING A BY-LAW TO REGULATE PARKING WHEREAS Section 11 of the Municipal Act, R.S.O. 2001, c. 25, as amended enables the council of a local municipality to pass by-laws respecting parking within the Municipality; AND WHEREAS pursuant to the Municipal Act, R.S.O. 2001, c. 25, as amended, a municipality may pass by-laws respecting the parking of vehicles on highways and on other lands, including by-laws to designate parking spaces for the exclusive use of certain vehicles, and to impose fees for parking; AND WHEREAS Section 7.1 of the Fire Protection and Prevention Act, 1997, S.O. 1997, c. 4, as amended, provides that a municipality may pass by-laws for designating private roadways as fire routes along which no parking of vehicles shall be permitted and providing for the removal and impounding of any vehicle or vehicles left along any fire routes so designated at the expense of the owner thereof; AND WHEREAS the Council of the Corporation of the Municipality of Lambton Shores deems it expedient to regulate the parking of vehicles within the Municipality; THEREFORE the Council of the Municipality of Lambton Shores enacts as follows: 1. Definitions and Interpretations 1.1 In this by-law, “Accessible Parking Space” means parking space designated under this by-law for the exclusive use of a vehicle displaying an original and current accessible parking permit in accordance with the requirements of the Ministry of Transportation, the regulations under the Highway Traffic Act and this by-law.

It is our understanding that Tridon is proposing to develop the Site for residential uses, including single detached dwellings, townhouses and stacked townhouses. Detailed information on significant changes to the Business Units is outlined on the description pages provided in the budget binder. The budget was prepared using the 2019 budget, historic spending with a 3 year average, planned projects, inflationary adjustments as necessary, and any legislation changes. The tax supported annual allocation to the Capital Reserve Funds was increased by 2% over the 2019 allocation to account for inflationary pressure. As noted in the Capital Budget Overview, the capital projects are funded from the established infrastructure replacement reserve funds. Maintaining the contributions to reserve funds is essential for planning future asset replacements and is supported by the Asset Management Plan. Notable Revenue Increases Building permit revenue has increased $25,000 to reflect averages, growth and pending rate review. Parking Revenue has increased $30,000 to reflect the 3 year average. Harbour Revenues have increased to reflect the inclusion of funds from the Harbour Reserve Fund to offset additional work required for docks as a result of the high water level. The rate funded component; Water and Wastewater, revenues have increased to reflect the change in rates. Notable Revenue Decreases The 2019 Budget included a prior year policing reconciliation and a credit was included to help offset the current year increase in pricing.
