Record Note of the 38th Meeting of SFURTI Scheme Steering Committee (SSe) held on 25.03.2021 through VC under the Chairmanship of Secretary. MSME

1. At the outset. Director (ARI) welcomed Secretary (MSME) and other participants to the meeting.

2. JS (ARl) made an introductory remark highlighting the following:

2.1 Till date 394 clusters have been approved under SFURTl, out of which 103 have become functional as on date. 40 more clusters are likely to be functional by lSthApril 2021.

2.2 JS (ARl) has visited four clusters in March, 2021, which are at different stages of implementation. Based on these visits, certain learnings have emerged to improve the implementation and functioning of clusters.

(l) In the interest of transparency, there should be no cash payments to artisans and vendors; Nodal Agencies should take all measures to ensure financial transactions are made digital (ll) Appointment of Cluster Development Executives (CDEs) should be given due importance. CDEs must be well qualified and experienced, as recommended in the scheme guidelines. CDEs must be given suitable remuneration based on her/his qualifications and experience as the CDEs have a major role in the implementation of a cluster. (iii) Quality of CFC construction and building material needs be checked and verified on a regular basis. NAs should visit the clusters regularly to ensure the same. (iv) In some of the clusters, tendering process followed by NAs is inadequate causing delays and over-expenditure in some cases. This process needs to be upgraded and standardized and the capacities of NAs needs to be strengthened in this area. (v) Representatives from NA and TA should visit the cluster location at least once and twice a month respectively to carry out detailed analysis of the progress. (vi) The Managing Committee of the clusters should include local eminent people, finance expert, marketing expert, technical expert, engineering expert, etc. (vii) The cluster should be developed as a model cluster and convergence may be examined with schemes of Gramodyog Vikas Yojana like putting up Gobar Gas Plant, etc (viii) lAs in all clusters should plan for websites to facilitate online order of cluster products.

(x) Local tie up with Design Institutes, NITs, engineering colleges should be ensured by all NAs. (xi) Lean Manufacturing, Industry 4.0, end to end Digitisation should be ensured. (xii) lAs should ensure payments to artisans digitally. Profit sharing with SPVshould be properly fixed and made known to all members. (xiii) Marketing tie ups should be planned in advance and long term linkages to be established with the purchaser, exporter and raw material suppliers. (xiv) There should be proper monitoring of raw material coming to the cluster and finished products going out through digital monitoring. (xv) All SFURTI clusters in the State should be linked with other similar cluster for interchanging new technology, marketing avenues and ensuring raw material supply at reasonable cost through collective engagement. (xvi) Clusters units may be provided with handholding support and encouraged to register on GeM portal.

2.3 NAs must be given a time of 3 to 4 months to develop a proposal once it is uploaded on the portal by an lA, instead of the 2 month period as is being presently considered. CEO KVIC concurred with the timeline of minimum 3 months for the NAs to examine and forward a cluster proposal to the Ministry. CEO KVIC also added that the real test of successof the schemewould be to see how many clusters are handed over to the SPVsby the lAs after 3 years and the Ministry should consider tracking it.

2.4 Two capacity building trainings over VC are scheduled on SthApril and 7thApril, 2021 with NAs and TAs by the Ministry.

3. Agenda Item 1:

Since no representation/ observation was received in respect of decisions of the 3Thmeeting of SSC, minutes of the 37thmeeting of the SSC held on 01.03.2021 were noted and confirmed.

4. Agenda Item 2:

To consider mechanism for selection of proposals to widespread the reach of SFURTI.

The committee made the following decisions regarding the mechanism of selection of proposals going forward:

All NAs to upload the DPRs for evaluation on portal. .b. Proposals from new districts and/or aspirational districts will be given priority. At least 500/0 of the proposals to be brought before the SSC should be from new and lor aspirational districts. c. Remaining 50% proposals can come from districts that already have some approved clusters. Proposals with new products in districts with already approved/ongoing clusters can be considered purely on merit like adequate market potential, create significant livelihood opportunities, existing cluster have progressed well and shown impact, etc. Proposals for the same product in a district should be considered when the existing approved clusters of the same product have progressed well and the product has sufficient market. All these proposals will be examined by a Committee headed by the Joint Secretary, ARI with EA and CEO KVIC as members, before recommending them for the consideration of the SSe.

5. Agenda Item 3:

Consideration of 12 proposals in total, 4 received from KVIC, 2 received from llE Guwahati,l from CTIC Bhubaneswar, 4 received from CoHands, and 1 received from NIMSME respectively.

5.1 4 Proposals by KVIC are as under

a. Kalakruti Garment Apparel Cluster,

The Kalakruti Garment Apparel Cluster, Mehsana, Gujarat was presented by representative of Nodal Agency (NA) before the SSC as a Regular Cluster. The total no. of artisans who would get benefited under SFURTI intervention through this cluster will be 309 artisans (70-SC, 92-0BC, Minority-135 and 12- Others). The cluster is proposed with 100% female artisans (women based Cluster) & the major activity is to produce Home Decorative items, kurta, gift pouches, cushion patchwork, baby mittens etc. The prime objective of the cluster is to organize an amalgamation of traditional designs or fashionable designs in the apparels sectors of Gujarat to meet the market demand. At the same time, this cluster will preserve traditional embroidery techniques along with design intensive, branding and marketing as well as artisans in cluster mode and upgrade their skills associated with apparel and other value added products in the Mehsana district of Gujarat. The proposed CFC shall produce high quality garments and other utility products. It was informed that the economic benefit expected by these interventions would be significant incentive/ remuneration from present earnings of Rs.4500-6000/- to Rs.12500/- p.m. to each artisan at the end of the 5th year. Page 3 Record Notes of 38th sse meeting ofSFURTI(25.3.2021) It was also confirmed that land is arranged on lease basis and SPV is formed with mandatory requirement of 33% artisan members. The interventions under SFURTI will support to elevate the turnover of the cluster and will improve the income of the artisans over the project period.

Representative of NA explained that marketing tie-up for the cluster has been planned and they are exploring opportunities on E-Commerce platform for selling diversified products range which will help them realize higher value of the produce and will directly benefit the artisans associated with the cluster. KVIC informed the committee that Mehsana District has no other cluster by state / central government. Efforts for convergence for marketing with other handicraft produces / marketers connecting with Garvi Gujarat and Okhai etc.

The total project cost is Rs.141.372 lakhs, out of which support cost of Rs.130.152 lakhswill be provided under SFURTI assistance. The first year turn over is planned to be more than Rs. 3 crore as per DPR. SSC considered the project and approved it with a financial assistance of Rs.130.152 lakhs.

Nalanda Embroidery Cluster, The Nalanda Embroidery Cluster, Nalanda, Bihar was presented by representative of Nodal Agency (NA) before the SSC as a 'Regular Cluster' with 364 artisans (112-SC, 5-ST, 228-0BC 6-Minority and 13- Others). Out of 364 artisans, 59 (16%) artisans are women. The Nalanda District comes under Atmanirbhar Bharat Abhiyan (ABA) District of Bihar. The major activity of the cluster is to produce designed Embroidery such as Crewel Embroidery, Sozni Embroidery, Chamba Rumal, Phulkari, Zardozi, kenthe, Sujni. In addition, the cluster will produce Chagra, Choli, Blouse, Kurte, Bedspread, serees, Wall hanging, table cloth etc.

The core objective of the Cluster is to organize traditional artisans in cluster mode and upgrade their skills associated with embroidery. The proposed CFC shall produce high quality embodied products and other value added products at reasonable cost. It was also informed that the economic benefit from the proposed interventions would be significant incentive/ remuneration from present earnings of Rs.6000/- to Rs.12000/- p.m. to each artisan at the end of the 5th year.

It was confirmed by NA of cluster that land has been leased for the period of 30 years and SPV is already registered in the name of Shilpa Bandhu Producer Company ltd. The Integrated interventions under SFURTI will support to

~~v~ ~7)~1 elevate the turnover of the cluster and will improve the livelihood of the artisans over the project period.

Representative of NA explained that marketing tie-up for the cluster has been planned and they are working on E-Commerce platform for selling diversified products range which will help them realise higher value of the produce.

The total project cost is Rs.223.890 lekhs, out of which support cost of Rs.206.120lakhswill be provided under SFURTI assistance.

SSC considered the project and approved it with a financial assistance of Rs.206.120 lakhs.

c. Katarmala Beekeeping Cluster, Bihar The Katarmala Beekeeping Cluster, Vaishali, Bihar was presented by representative of Nodal Agency (NA) before the SSC as a Regular Cluster with 330 artisans (29-SC, 01-St and 300-0BC). Out of 330 artisans, 71 (21.51%) artisans are women. The Vaishali district comes under Atmanirbhar Bharat Abhiyan (ABA) District of Bihar. The major activity of the cluster is to develop the beekeeping small enterprises in cluster mode for local Beekeepers so as to produce Honey, By-productssuch as wax, Pol/en, honey based sweets such as candy, peda, jam 0( jelly, sweetened curd etc. as there by increase the productivity of crops as maintain ecological balance in nature by domestication of honey bees and the core objective of the cluster is to organize traditional artisans in cluster mode and upgrade their skills associated with beekeeping.

The proposed CFC shall produce high quality honey and other by-products at reasonable cost. It was also informed that the economic benefit expected by these interventions will be significant incentive/ remuneration from present earningsof Rs.2000-2500/- to Rs.6300/- p.m. to each artisanat the end of the

5thyear. Representative of NA explained that marketing tie-up for the cluster has been planned and they are also trying to reach out to Flipkart and Amazon for selling diversified products range which will help the realize higher value of the produce.

The total project cost is Rs.204.360 Iekhs, out of which support cost of Rs. 188.140lakhs will be provided under SFURTI assistance.

Embroidery & Zari Zardozi Cluster, The Embroidery & Zari Zardozi Cluster, Mau, Uttar Pradesh was presented by representative of Nodal Agency (NA) before the SSC as a Regular Cluster with 363 artisans (97-SC, 17-ST, 126-0BC 102-Minority and 21- Others). This is a women based duster out of 363 artisans, 349 (96%) artisans are women. The major activity of the cluster is to organize all the stakeholder into cluster and to produce Zari Sarees, lahanga and dress materials. Rich collection comprising mainly of Banarasi sarees & lahangas with heavy zari work and dress materials have intricate embroidery patterns highlighted with materialssuch asstars,spangles,chalak,kineri, selma etc.

The proposed CFC shall produce high quality of Embroidered and Zari clothes at reasonable cost. It was informed that the economic benefit expected by these interventions would be significant incentive/ remuneration from present earnings of Rs.2000/- to Rs.5000/- p.m. to each artisan at the end of the 5thyear.

Representative of NA explained that marketing tie-up for the cluster has been planned and they are working on E-Commerce platform for selling diversified products range which will help them realize higher value of the produce and will directly benefit the artisans associated with the cluster.

The total project cost is Rs.231.660 lskhs. whereas, Rs.213.280 lskhs will support has been sought under SFURTI assistance.

SSC considered the project and approved it with a financial assistance of Rs.213.280Iskhs.

5.2 2 proposals received from liE Guwahati are as under a. Charilam Bamboo Handicraft Cluster Chari lam Bamboo Handicraft Cluster, Sepahijhala, Tripura was presented by representative of Nodal Agency - Indian Institute of Entrepreneurship, Guwahati (llEG) and Technical Agency Bhavishya Learning India Pvt Ltd. It has proposed strength of 250 artisans (105 SC,110 OBC,108 Female and 148 Male) as "Regular Cluster" under SFURTI Scheme. It is mostly dominated by SCI OBC community where bamboo handicrafts as their primary source of the income. The major products manufactured are wide range of bamboo designer utility items ranging from baskets, kitchenware, tableware to high end furnishing items suchas furniture.

The artisans in the cluster are traditionally skilled in manual handicraft techniques hence introduction to modern technology will lead to higher

The main objectives of the intervention are to provide infrastructure, building capacity for rural artisans in all aspects of entrepreneurship and handholding with market linkages, exposure to market. And with the infusion of modern technology for diversification of product lines, quality of products and proper channeling of products will generate sustainable income and employment for the farmers of the cluster. The average present monthly income of artisans in this area is low at around Rs. 1250 since the craft is only practiced at a subsistence level with a limited range of products catering to only the immediate local market. It is estimated that the income level of the artisans will rise from Rs. 1250/- per month at present to Rs. 4000/- per month by the end of 5 years of intervention.

The total cost of the projects is Rs.138.051 Iskbs wherein Rs.132.573 tekbs support has been sought under SFURTI assistance.

The SSC Considered the case and approved the cluster proposal with a financial assistanceof Rs.132.573Iakh.

b. Nonglang Agro Cluster, Meghalaya The Nonglang Agro Cluster was represented by the Nodal Agency (NA) Indian Institute of Entrepreneurship, Guwahati (IIEG) and Technical Agency (TA) Margdarshak Development Projects & Consulting Pvt Ltd (MDPC) with proposed strength of 249 farmers (249 ST, 126 Female and 123 Male) as "Regular Cluster" under SFURTI Scheme.

It is a tribal hill district with a main source of livelihood is agriculture where most of the families grow crops such as paddy & vegetables for household consumption, Ginger, Guava and broom grass as commercial crops. The average landholding is about 2 acres and tenant farming is also practiced in large scale. Land for agriculture production is reasonably fertile and dependent mainly on rains for their survival and growth. Productivity and volume in various crops are not very good as most of the production is organic by default and very less of the chemicals are used as nutrition or pesticides.

The farmers in the cluster are traditionally skilled in farming techniques with diversified agriculture hence with introduction to modern technology will lead to higher productivity. The main objectives of the intervention are to provide infrastructure, building capacity for rural farmers in all aspects of entrepreneurship and handholding with market linkages, exposure to market. And with the infusion of modern technology for diversification of product lines, quality of products and proper channelling of products will generate sustainable income and employment for the farmers of the cluster.

The total cost of the projects is Rs.146.485/- Lekhs wherein Rs.140.657 lekhs support has been sought under SFURTI assistance.

The SSC Considered the case and approved the cluster proposal with a financial assistanceof Rs. 140.657Iakh.

5.3 The proposal received from CTIC is as under Badanki Mahua Processing Cluster, Jharbandh, Bargarh, Badandki Mahua Processing Cluster, Jharbandh, Bargarh, Odisha was presented by the representative of the Nodal agency CTIC, Bhubaneswar. This is a 'Major cluster' under SFURTI with 1105 number consisting 1009 female and 96 male beneficiariesout of which304 beneficiaries are SC, 145 ST and 646are OBCs. Most of the beneficiaries are migrant labours and belong to Below Poverty Line category. This is a forest based product and having very good demand in the market in different type of value added products.

A brief presentation with proposed product profile and outcome with respect to the increment of income of the artisans during the course of 5 years was presented. This is an agro based cluster. Land is available with the IA for CFC construction. With the intervention under SFURTI, value added products like Anti-Oxidant Juice, Nonedible Cake prepared can be used as a good fertilizer for agriculture purpose, Products Mahua Jam/Jelly Mahua Candy/toffee, Beverages/Squash, Mahua Oll, etc. will be produced and marketed through pre-tie up arrangements with Local and state level retailers, wholesalers, local traders and the traders of , Kolkata, Chhattisgarh & E-commerce websites. Focus will be on the development of products aligned with the overseas demand.

There is no such cluster in the region which will serve to a major section of the population in the region. The present income of the farmers in the area is low as Bargarh is amongst the poor districts of the State, also affected by Left Wing extremism. Mahua flower collection so far is a subsistence activity, where most of the collected produce is sold to local traders as distress sale. It was told that on project completion at 100% capacity utilization, there will be a likely increase in beneficiary monthly income from Rs. 1000 to Rs. 5192. This will be achieved through increase of productivity, production and assured market tie ups of SPV in addition to support from NA.

It was informed by the NA that interventions related to implementation of Industry 4.0 and Lean Manufacturing will increase the efficiency and efficacy of the cluster, with active support of Technical agency.

The SSC Considered the case and approved the cluster proposal with a financial assistanceof Rs. 405.910 lakh.

5.4 4 proposals received from Co Hands are as under a. Embroidery Zardozi and Stitching Cluster, Bhopal, Madhya Pradesh Embroidery Zardozi and Stitching Cluster, Bhopal, Madhya Pradesh was presented by the COHANDS. This is a 'Major cluster' under SFURTI with 850 numbers, all female beneficiaries. A brief presentation with proposed product profile and outcome with respect to the increment of income of the artisans during the course of 5 years was presented. This has been the cluster identified by the DC (Handicrafts) and being supported through various interventions. Support will be continued under soft interventions as part of convergence. Land is available with the IA for CFC construction. With the intervention under SFURTI, value added products like Zari Zardoji, saree. kurti, accessories,batua (clutches), purse/bags, etc. will be produced and marketed through pre-tie up arrangements with retailers, wholesalers at Bhopal, Indore, other retail chains & online portals. Focus will be on the development of products aligned with the oversea demand.

It was told that on project completion at 100% capacity utilization, there will be a likely increase in beneficiary monthly income from Rs. 3500 to Rs. 9500 at the end of the 5th year. This will be achieved through increase of productivity, production and assured market tie ups of SPV in addition to support from NA and state Handicraft Corporation.

It was informed by the NA that interventions related to implementation of Industry 4.0 and Lean to increase the efficiency and efficacy of the cluster will be ensured in each cluster with active support of Technical agency.

The total cost of project is Rs. 342.480 lakhs, whereas Rs. 314.936 lakhs support has been sought under SFURTI assistance.

There is an existing ready made garments cluster in the district. However, the SSC observed that the craft and the product line in the proposed cluster is quite different since it focusses on zardozi embroidery and hence it is different. SSC also noted that the cluster will benefit large number of artisans affected bu the Bhopal Gas Tragedy. The SSC considered the case and approved the cluster proposal with a financial assistanceof Rs.314.936Iakhs.

Weaving, Printing and Jewelry Cluster, Lilapur, Ahmedabad, Gujarat The Weaving, Printing and Jewelry Cluster, Lilapur, Ahmedabad, Gujarat was presented by a representative of Nodal Agency with a proposed strength of 874 artisans (with 869 female artisans) as a 'Major Cluster'. A brief presentation with proposed product profile and outcome with respect to the increment of income of the artisans during the course of 5 years was presented. Land is available with the IA for CFC construction. With the intervention under SFURTI, value added products like Sarees,Kurta, Duppata, Home Furnishing items, Handmade lewelleries and Accessorieswill be produced and marketed through pre-tie up arrangements with retailers, wholesalers, Exporters, Own outlets and participation in the exhibitions across the country and overseas. IA has the long experience of working with the artisans and marketing of the niche products.

It was told that on project completion at 100% capacity utilization, there will be a likely increase in beneficiary monthly income from Rs. 3500 to Rs. 12500 at the end of the 5th year. This will be achieved through increase of productivity, production and assured market tie ups of IA in addition to support from NA and state owned Market outlets.

It was informed by the NA that interventions related to implementation of Industry 4.0 and Leanto increase the efficiency and efficacy of the cluster will be ensured in each cluster with active support of Technical agency.

The total cost of project is Rs. 527.000 lakbs, whereas Rs. 481.800 lakhssupport has been sought under SFURTI assistance.

Ahmedabad has an approved handicraft cluster focussing on embroidery work. However, it was observed by the SSC that the proposed cluster focusses on multiple crafts including weaving, metal work, block printing, apart from embroidery, and hence, the products are quite different The SSC considered the case and approved the cluster proposal with a financial assistanceof Rs.481.800 lakhs.lt was observed by the SSC that the turnover of the cluster in the 1st year is not sufficient and the Nodal Agency along with TA and IA will rework the turnover and submit the same for the information of the Ministry.

c. Zari Zardozi and Embroidery Cluster, Bareilly. Uttar Pradesh Zari Zardozi and Embroidery Cluster, Bareilly, Uttar Pradesh was presented by the NA. This is a 'Major cluster' under SFURTI with 817 numbers of beneficiaries with majority of females. 767 beneficiaries are female. A brief presentation with proposed product profile and outcome with respect to the increment of income of the artisans during the course of 5 years was presented.

'V) -;., With the intervention under SFURTI, value added products like Gowns, Dress Material, Accessories, Blouse, farees, Furnishingswill be produced and marketed through pre-tie up arrangements with retailers, wholesalers and exporters. Focus will be on the development of export oriented designer products. This is also an attempt to bring the existing artisans into the value chain and to give them an opportunity to get improved income and finally build value through planned interventions under SFURTI.

There is no such cluster in the region under this craft which will serve to a major section of the population in the region. It was told that on project completion at 100% capacity utilization, there will be a likely increase in beneficiary monthly income from Rs. 3500 to Rs. 11500 at the end of the Sh year. This will be achieved through increase of productivity, production and assured market tie ups of IA in addition to support from NA and Technical Agency. It was informed by the NA that interventions related to implementation of Industry 4.0 and Lean to increase the efficiency and efficacy of the cluster will be ensured in each cluster with active support of Technical agency.

The total cost of prefect is Rs. 432.290 lekhs, whereas Rs. 396.430 lekhs support has been sought under SFURTIassistance.

The SSCConsidered the case and gave a conditional in-principle approval to the cluster proposal with a financial assistanceof Rs. 396.430 Iekhsas the land leasedfor the project is yet to be converted for non-agricultural purposes. Conversion of the land has only been initiated and the final document has not been submitted by NA. The funds shall only be released after the land conversion is completed and necessary evidence are submitted to Ministry.

d. Metal and Brassware Cluster, Lalitpur. Uttar Pradesh Metal and Brassware Cluster, Lalitpur, Uttar Pradesh was presented by the NA. This is a 'Regular cluster' under SFURTI with 515 numbers of beneficiaries having little over 50% (240) of female artisans. A brief presentation with proposed product profile and outcome with respect to the increment of income of the artisans during the course of 5 years was presented. Land is available with the IAfor CFC construction.

With the intervention under SFURTI,value added products like Table Ware, Utility Items 0( Rani Laxmi Bai Idolswill be produced and marketed through pre-tie up arrangements with retailers, wholesalers and outlets etc. Focus will be on the production of Rani Laxmi Bai Idols which is the most sought products from the cluster. This is also an attempt to bring the existing artisans into the

~ value chain and to give them an opportunity to get improved income and finally build value through planned interventions under SFURTI.

There is no such cluster in the region under this craft which will serve to a major section of the population in the region. It was told that on project completion at 100% capacity utilization, there will be a likely increase in beneficiary monthly income from Rs. 3500 to Rs. 10500 at the end of 5th year. This will be achieved through increase of productivity, production and assured market tie ups of IA in addition to support from NA and Technical Agency.

It was informed by the NA that interventions related to implementation of Industry 4.0 and Leanto increase the efficiency and efficacy of the cluster will be ensured in each cluster with active support of Technical agency.

The total cost of project is Rs. 271.310 lakhs, whereas Rs. 249.360 lakhssupport has been sought under SFURTI assistance. The SSCconsidered the case and approved the cluster proposal with a financial assistanceof Rs. 249.360 lakhs.

5.5 1 proposal received from NIMSME is as under a. Pulivendula Banana Processing Cluster The Pulivendula Banana Processing Cluster, YSR Kadapa District, was presented by the representative of the Nodal Agency NIMSME with proposed strength of 823 farmers ( 47-SC, 36-ST, 126-0BC and 614-Gen) as 'Major Cluster' under SFURTI Scheme. The project Implementing Agency is Andhra Pradesh Food Processing Society where as Pulivendula Horticulture Farmers Company which is Special Purpose Vehicle.

It is proposed to make value added products like banana flour, banana dried slices, banana candies; banana stem juice, stem sheath cupsand plates by creating state of art infrastructure. The Andhra Pradesh food processing society has agreed to contribute 10% and also arrange land for CFe. It is proposed to arrange latest machinery for making value added products.

The National Research Centre for Banana, Trichy and Department of Agriculture, Andhra Pradesh as well as Indian Institute of Packaging are to be involved in the cluster interventions. The rural women will get opportunity to make value added products by utilizing banana stem and fibre. It was told that on project completion at 100% capacity utilization, there will be a likely

~ ~ 31 increase in beneficiary monthly income from Rs. 10000 to Rs. 18000 at the end

of the 5th year.

The total cost of the project is Rs 445.760, whereas Rs. 408.660 lakh support has been sought under SFURTI assistance. The major cluster products include Dry Banana, Banana powder, Stem juice, Fiber based mats. In response to the queries raised by the members, it is clarified that the civil work details were prepared by R&B Department of Govt. of AP, Kadapa District where as machinery were recommended by National Research Centre for Banana, Trichy.

The SSC Considered the case and gave an in principle approval to the cluster proposal with a financial assistance of Rs. 408.66 lekhs. subject to the rechecking of the Hard Intervention and machine costs which appeared to be on a higher side.

6. Agenda Item 4:

To consider approval of Tijara Fruits & Vegetable Cluster, Alwar, .

The Tijara Fruits & Vegetables Cluster, Alwar was presented in the 30th Meeting of SSC of SFURTI held on 24.7.2019. The committee considered the proposal and noted that some technical agency should certify the price and quantity of machines/equipment proposed under the DPR. Committee also desired that NA should get the proposal appraised from M/o Food Processing Industries (MoFPI), Govt. of India, New Delhi relating to the processing of fruits and vegetables proposed in the DPR. The proposal was accordingly deferred. Based on the request from MoFPI, a representative from MoFPI was made a member of SSe. Regarding Tijara Fruits and Vegetable Cluster, Alwar, Rajasthan, it was given in• principle approval in the 33rd SSC, subject to certification of the price/quantity of the equipment suggested in the DPR by Ministry of FPI. 2. Representative of Implementing Agency, Nodal Agency, M/o MSME and M/o Food Processing Industries had several rounds of discussions and communication in this regard. Recently, MoFPI vide email dated 18.3.2021 has agreed to the list of machineries (except IT items) provided to them for vetting. For IT items, they have no cost norms and it was suggested that MSME may decide its own. 3. The matter is placed before SSC for approving the cluster and release of funds to it and a decision on incorporating for Integrated Software Development Programme and Generator under Hard Intervention of the project. 4. The SSC considered the case and approved the project, excluding the cost of the generator. Accordingly, the cost of the project has been revised and a

7. Agenda Item 5:

To consider request received from different Nodal Agencies for dropping of their approved clusters.

The Director, ARI apprised the committee that the Nodal Agencies has proposed the following clustersto be dropped from the approved clusters list.
