Russia’s involvement in World War I alongside its allies, France and Britain, had resulted in a number of heavy losses against Germany, offset only partially by consistent victories against Austria-Hungary. Defeat on the battlefield fed the growing discontent among the bulk of Russia’s population, especially the poverty-stricken workers and peasants, and its hostility towards the imperial regime, led by the ineffectual Czar Nicholas II. This discontent strengthened the cause of the Bolsheviks, a radical socialist group led by Vladimir Lenin that was working to harness opposition to the czar and turn it into a sweeping revolution that would begin in Russia and later, he hoped, spread to the rest of the world. The February Revolution broke out in early March 1917 (or February, according to the Julian calendar, which the Russians used at the time); Nicholas abdicated later that month. After Lenin’s return from exile (aided by the Germans) in mid-April, he and his fellow Bolsheviks worked quickly to seize power from the provisional government, led by Alexander Kerensky, Russia’s minister of war. On November 6, aided by the Russian military, they were successful. One of Lenin’s first actions as leader was to call a halt to Russian participation in the war.     Kristián Mennen LEERING AT VIENNA THE SLOVAKS, FRANZ FERDINAND, AND THE ARCHDUKE’S REFORM PLANS Although it is relatively uncommon in modern historiography to consider personal sympathies, the čase of the Austrian Archduke Franz Ferdinand forms a notable exception. Discussions as to whether Franz Ferdinand “hated” or “disliked” the Magyars, or whether he “liked” the Germans or the Czechs, dominated reflections on him by both contemporaries and later historians. The question of his “likes” and “dislikes” becomes more understandable if one considers that his sympathies can not be measured by his political actions for the simple reason that he never went through with these actions. Alexandru Vaida-Voevoďs assertion that “He had clear sympa- thies for the Slovaks, that good peasant people”1 is certainly informative. It does not, however, offer any clues to practical contacts or specific plans in the political field. Until now there has been no cohesive study of Franz Ferdinanďs contacts with the Slovaks. This can be explained partly by the fact that for his many biographers, his contacts with the Slovaks were seen to be of little relevance. As I will show below, both the contacts themselves and the source materials concerning them are relative- ly limited. Centring on the politician Milan Hodža, Slovák historiography has not tended to locate his correspondence with Franz Ferdinand in the context of the latter’s political views. In her 1983 article, “Milan Hodža and the Politics of Power, 1907-1914 ”,2 the Slovák historian Susan Mikula examines Hodža’s plans and moti- vations, and links these to his ensuing contacts with Franz Ferdinand.

Chapel Hill 2014 Approved by: Chad Bryant Konrad Jarausch Wayne Lee Louise McReynolds Donald Reid © 2014 John Robertson ALL RIGHTS RESERVED ii ABSTRACT John Robertson: Calamitous Methods of Compulsion: Labor, War, and Revolution in a Habsburg Industrial District, 1906-1919 (Under the direction of Chad Bryant) This investigation re-centers violence in the domestic experience of the First World War in order to explain the collapse of the Habsburg Monarchy, arguing that the First World War revolutionized the experience of Habsburg governance in the Ostrava-Karviná industrial district. Before the outbreak of war, the state acted as judge and arbiter; afterwards it acted as tyrant, according to plans laid out before the war. The tyrannical character of war-time Habsburg governance as it sought to mobilize and coerce industrial labor hollowed out the state, as deprivation and violence drove desperation and resistance. Ultimately by the summer of 1918 the Habsburg state had become disposable, shattering Habsburg authority long before the formal end of Habsburg rule in the Bohemian lands. The end of the war and the dissolution of the Habsburg state opened up a moment of broad political and social possibilities, in which the ethno- nationalist and class politics suppressed by the war re-emerged as competing power centers. Though there were many claimants for legitimacy and loyalty in Ostrava-Karviná, the iron fist of the Czech Legion led to the establishment of a new multi-ethnic empire in Ostrava-Karviná - Czecho-Slovakia.

    J ERZY G AUL The Austro-Hungarian Empire and its political allies in the Polish Kingdom 1914–1918 The Austro-Hungarian declaration of war against Serbia on July 28, 1914 caused very important but unintentional consequences. The civil und military authorities of the Empire expected the con- flict to be substantially successful and to increase their influence in the Balkan area. The situation changed radically at the beginning of August 1914 with the transformation of the local conflict into a great war in which all the European powers were involved. In the years 1914–1915 the fight on the Eastern front against the Russian armies took place mostly on the soil of Galicia and within the Polish Kingdom. This brought the Polish Cause into the limelight. The Polish Cause was determined in 1881 by the alliance of the Three Emperors, which guaranteed Austro-Hungary, Russia, and Ger- many the continuous possession of the Polish territories, which had been captured in the partitions of Poland between 1772–1795. In the years 1915–1918 the occupation of the Polish Kingdom’s southern territories by the Austro-Hungarian troops and the creation of the General Military Gov- ernorship in Poland forced the political elite of the Empire to rethink Poland’s future. This occurred because of the great pressure exercised by the representatives of the Polish nation with their politi- cal, economical, and cultural demands. It was necessary to create a political program to realize those demands and to identify its opponents as well as to find political partners within Polish society. The purpose of this paper is to examine the political situation in the Polish Kingdom after the outbreak of the First World War, the solution to the Polish Cause proposed by the authorities of the Habsburg monarchy, and to look at its potential allies.
