GALO GALARZA DAVILA, UNDER SECRETARY FOR AND THE

Law degree from the Catholic University of Ph.D. in International Studies from the Graduate School of the Central University of has taken specialization courses at the Academy of International Law in The Hague, Netherlands, the Center for International Trade in the European Community Brussels, Belgium, and the National School of Administration in Paris, France (International Institute of Public Administration). He has held diplomatic assignments in , , United States, Canada, France, Australia and (in the latter country he was Ambassador of Ecuador between 2006 and 2012). He is the author of several fiction books and international politics published articles in magazines and newspapers from Ecuador.

Biography

Foreign Services

In 1976 he joined the Ecuadorian Foreign Service by public tender, being promoted to Third Secretary and confirmed on the Diplomatic Corps a year later. In 1980 he was promoted to Second Secretary and accredited to perform duties at the Embassy of Ecuador in , Nicaragua. In 1981 he was transferred to the Embassy of Ecuador in Havana, Cuba. In 1984, he promoted to First Secretary, and was transferred to the Consulate General of Ecuador in New York, United States of America. In 1986 he was transferred to the Ministry of Foreign Affairs as Deputy Director of Territorial Sovereignty. During his time in Ecuador he also held the position of Manager of Social Communications, Research and Publications, Director of the Diplomatic Academy of the Ministry of Foreign Affairs in 1989 and was promoted to Counselor, then transferred to the Embassy of Ecuador in Ottawa, Canada. In 1994 he was promoted to Minister and transferred to the Ministry of Foreign Affairs where he held the positions of Director of Planning and Director General of Cultural Relations. In 1997 he was transferred to the Embassy of Ecuador in Paris, France, where he remained as charge d'affaires ad interim since April 2000 to October 2001. In 2002 he was transferred to the Ministry of Foreign Affairs as Deputy Director General of Sovereignty and Limits. In January 2003 he was appointed Senior Advisor for International Affairs and Coordinator Diplomat of the vice presidency. In June 2004 he was appointed Senior Advisor for International Affairs, Ministry of Labor and Human Resources. In January 2005 he was appointed as Consul General in Sydney, Australia, with jurisdiction throughout Australia. On May 12, 2005 he was promoted to Ambassador of the Republic , by Executive Decree No. 122 A, signed by the Constitutional President of the Republic, Dr. Alfredo Palacio González , published in Official Gazette No. 30, 2 June 2005 . The same year he was appointed Assistant Secretary of the Foreign Service of the Ministry of Foreign Affairs. On October 5, 2006 he was appointed Ambassador Extraordinary and Plenipotentiary of Ecuador in the United States of Mexico, a position he held until July 20, 2012, when he returned to Ecuador to occupy the Bureau for Asia, Africa and Oceania at the Ministry of Foreign Affairs, Trade and Integration. From November 7, 2012 he was appointed Assistant Secretary for Latin America and the Caribbean.

International delegations

He attended as a delegate of Ecuador in several international meetings. These include meetings of SELA (Latin American Economic System) for the reconstruction of Nicaragua and conferences of the Non-Aligned Movement and the Group of 77 between 1981 and 1984, while rendering roles in the Ecuadorian Embassy in Managua and Havana. In 1995, following the armed conflict with , he joined the first civilian delegations of the Military Observer Mission Ecuador - Peru, aimed at the process of pacification and normalization of diplomatic relations. In 1997 he joined the official delegation of Ecuador who traveled to Paris for the Fourth Meeting of the Joint Committee France - Ecuador. In 1997 he joined the Ecuadorian delegation participated in the XXIX General Conference of UNESCO. In 1999 he participated as delegate of Ecuador (Culture and Development Forum) to the General Assembly of Governors of the Inter-American Development Bank (IDB), which took place in Paris, France. In 1999 he participated as Ecuadorian delegate, at the International Conference on Refugees. In 1999 he participated as delegate of Ecuador, in the XXX General Conference of UNESCO. In 2001 he participated as delegate of Ecuador, in the XXXI General Conference of UNESCO. He was part of the Ecuadorian delegation that traveled to the ceremony transmission of the presidential inauguration in (January 2004). Dean of Ambassadors´ Group of Latin America and the Caribbean (GRULAC) accredited to Mexico, from March 1 to 20 July 2012.

Between 2006 and 2012, as Ambassador of Ecuador in Mexico, he chaired several delegations of Ecuador in various meetings of the Organization for the Prohibition of Nuclear Weapons in Latin America (OPANAL) and the Latin American Institute for Educational Communication (ILCE), which are based in Mexico DF. He also chaired the Ecuadorian delegations attending meetings on migrant protection. The March 14, 2008 chaired the Ecuadorian delegation to the Fourth Meeting of the Joint Mexico - Ecuador technical and scientific cooperation. On August 14, 2009 he was elected Vice President of the Board of the Latin American Institute of Educational Communication (ILCE) extraordinary meeting in the Ministry of Education of Mexico, with the unanimous support of its members. He chaired this representation until June 5, 2012. In February 2010 (22 and 23) he was part of the official Ecuadorian delegation that participated in Riviera Maya, Cancun, Mexico, in the establishment of the Community of Latin American and Caribbean States (CELAC), which merged with the Rio Group’s Summit of Latin America and the Caribbean. In December 2010 (7-10 December) he was part of the official delegation of Ecuador who participated in the Conference of States Parties to the UN Convention and VI of the Kyoto Protocol on climate change, held in Cancun, Mexico.

On 30 August 2012 he participated on behalf of Ecuador in the II Regional Meeting of Senior Officials of South America and Africa (ASA) held in Brasilia, (Itamaraty Palace). This meeting aims to bring African and South American peoples.

On January 2, 2013, by Ministerial Agreement no. 0001, he was appointed National Coordinator at the Community of Latin American and Caribbean States (CELAC).

Between 23 and 28 January 2013 he was part of the delegation of Ecuador who participated in de in the preparatory meetings and the I CELAC-EU Summit and First Summit of the Community of Latin American and Caribbean States (CELAC). At these meetings it was decided that Ecuador will assume the presidency of CELAC in 2015.

Formó parte de la delegación ecuatoriana que participó en la XII Cumbre de la Alianza para los Pueblos de Nuestra América (ALBA) que tuvo lugar en la ciudad de Guayaquil. Formó parte de la delegación ecuatoriana que participó en Caracas en la I y II Cumbres ALBA-. Presidió la delegación ecuatoriana que participó (como país observador) en la XLII Cumbre de la Integración Centroamericana (SICA), en Buenaventura, Panamá.

Formó parte de la delegación ecuatoriana que participó en el 68 período de sesiones de la Asamblea General de Naciones Unidas, en la ciudad de Nueva York, entre el 23 y el 28 de septiembre de 2013.

As the Under Secretary for Latin America and the Caribbean he participated in the official visit to discuss bilateral issues to El Salvador , Argentina , Cuba , Chile , Jamaica, Venezuela , Colombia , Mexico , Nicaragua , Brazil, Peru , Suriname, Bolivia , Costa Rica , Uruguay , , , Trinidad and Tobago , Barbados , St. Vincent and Grenadines , St. Lucia , Antigua and Barbuda , in the meetings of the ministerial cabinets Peru ( Cuenca ) , Colombia ( in the city of Tulcán ) and Venezuela ( Caracas ) in the VI and VII summit of UNASUR ( in Lima and Paramaribo ) and the preparatory meetings for the Mercosur presidential summit held in Brasilia. He was part of the Ecuadorian delegation that participated in the XII Summit of the Alliance for the Peoples of Our America (ALBA) which took place in the city of Guayaquil. He was part of the Ecuadorian delegation to Caracas in the I and II ALBA- Petrocaribe Summit. He chaired the Ecuadorian delegation participated (as an observer) in the XLII Summit of Central American Integration (SICA) in Buenaventura, . He was part of the Ecuadorian delegation to the 68 session of the General Assembly of the United Nations in New York City, between 23 and 28 September 2013.
