GR JAPAN Update on the appointment of Prime Minister Suga and the Suga Cabinet 17 September 2020 Executive Summary • As expected, Chief Cabinet Secretary Yoshihide Suga easily won the election for leadership of the Liberal Democratic Party (LDP) on 14 September, taking over 70% of the vote. His premiership was cemented by the formal votes in the Diet on 16 September, where Suga received 314 of 465 votes in the House of Representatives and 142 of 245 in the House of Councillors. • After serving as Prime Minister Abe’s right hand as Chief Cabinet Secretary for nearly eight years, Suga is expected to be a “continuity” Prime Minister who will carry forward very similar policies, but he is seen as less of an ideologue and more focused on practical reforms. • The decisiveness of his victory gives Suga a solid platform within the party, helping him to push ahead with his own agenda and limiting internal dissent. • Suga’s Cabinet appointments reflect his commitment to continuity on the whole, with strategic appointments to further his plans for reform. • Policy priorities will focus on domestic issues, primarily economic recovery and Covid-19 pandemic mitigation, but the new Cabinet will also face tough diplomatic challenges. • Suga has indicated that he will continue Abe’s efforts to place a strengthened US- Japan alliance at the centre of Japan’s foreign policy, but also that he wants to achieve “balanced” relations with China. Could Women Ever “Shine”? Happiness and its Shadow in Right-Wing Discourse Since 2011 and Banana Yoshimoto’s Kitchen1 Nozomi Uematsu Those women lived their lives happily. They had been taught, probably by caring parents, not to exceed the boundaries of their happiness. (Yoshimoto 59) Feminism is cast into the shadows, where at best it can expect to have some afterlife, where it might be regarded ambivalently by those young women who must, in more public venues, stake a distance from it, for the sake of social and sexual recognition. (McRobbie 11) In recent years in Japan, Jyosei Katsuyaku (Promoting Women’s Active Participation) has become a watchword in public, both at the governmental and corporate level, to work towards gender inequality. Expanding the work opportunities and life choices for women are at stake in this argument, and some might note the inauguration of “the first female governor” of Tokyo in 2016, the right-wing politician Yuriko Koike, as an emblematic event of feminist accomplishment “breaking Japan’s glass ceiling” (Rich). One of Koike’s pledges is to make Tokyo a place where “both men and women can shine” (Forster), and this sparkling moment of presumably feminist achievement in current Japanese politics and in the public domain, one could argue, is symptomatic of the postfeminist condition. INTRODUCTION Successive Japanese governments consistently explained that Japan has the right of “collective self-defense” but that it cannot be exercised because of Article 9, the so- called “peace clause”, of the Japanese Constitution. Therefore, it was interpreted that only the exercise of the right to “individual self-defense” is permitted under the current Constitution. The Second Abe Cabinet, however, made a decision to “partially” exercise the right of collective self-defense on 1 July 2014. Based on that cabinet decision, the Third Abe Cabinet made another decision on the Legislation for Peace and Security on 14 May 2015, and the legislation was eventually enacted on 19 September 2015. The Peace and Security Legislation constituted a revi- sion of ten laws, including the Self-Defense Forces (SDF) Law, as well as a new law to dispatch the SDF to rear support activities for the maintenance of international peace and security, such as multi-national forces authorized by the United Nations. ∗ Daisuke Akimoto,
