I am pleased to be able to welcome you to the beautiful City of Edinburgh for the Scottish Green Party Autumn Conference. It’s been a challenging and busy year: firstly the very successful Local Council Elections, and then the snap General Election to test us even further. A big thank you to everyone involved. And congratulations – we have made record gains across the country electing more councillors than ever before! It is wonderful to see that Green Party policies have resonated with so many people across Scotland. We now have an opportunity to effect real change at a local level and make a tangible difference to people’s lives. At our annual conference we are able to further develop and shape our policies and debate the important questions that form our Green Party message. Young people face immense troubles in our society. Briefing Paper: Climate Legislation in Northern Ireland and Cross-Border Cooperation Jean-Christophe Chang and Anna Puchot August 2021 Climate legislation in Northern Ireland 1 Introduction In summer 2019, the United Kingdom government sets an ambitious target of 100% reduction in greenhouse gas emissions by 2050 compared to 1990, overturning the target set by the Climate Change Act 2008.1 This was a result of the claim widely shared by public bodies, scientists and civil society that significant measures must be taken in response to global warming. Nevertheless, if the UK government and Parliament are supported and advised by an independent body such as the Climate Change Committee (CCC), what about devolved governments, especially when it comes to Northern Ireland? The latter recently saw the launch by a Member of the Legislative Assembly of proposed legislation that includes provision for an independent body overseeing climate change concerns. This was followed by the introduction of another climate change bill by Northern Ireland’s Agriculture and Environment Minister. Importantly, Northern Ireland’s geographical location offers a seemingly favourable context concerning cooperation on environmental management with the Republic of Ireland (RoI). However, while both governments are placing the challenges of protecting biodiversity and fighting against climate change in their respective governmental programmes, this Briefing Paper questions the extent to which such cooperation between the two jurisdictions is encouraged by the proposed legislation. Recent developments The ‘New Decade, New Approach’ agreement (NDNA) of January 2020 engaged the restored Northern Ireland Executive to bring forward a Climate Change Act to give environmental targets a strong legal underpinning. -

UKSC 2016/0201 IN THE SUPREME COURT OF THE UNITED KINGDOM on a reference from the High Court of Justice in Northern Ireland pursuant to paragraph 33 of Schedule 10 to the Northern Ireland Act 1998 of devolution issues arising in the case of STEVEN AGNEW and OTHERS Applicants -and- (1) THE SECRETARY OF STATE FOR EXITING THE EUROPEAN UNION (2) THE SECRETARY OF STATE FOR NORTHERN IRELAND Respondents and THE ATTORNEY GENERAL FOR NORTHERN IRELAND (at whose requirement the present reference was made) WRITTEN SUBMISSIONS ON BEHALF OF THE APPLICANTS IN THE JUDICIAL REVIEW PROCEEDINGS INTRODUCTION 1. By proceedings for judicial review commenced in the High Court in Northern Ireland, the applicants in the above-proceedings1 challenged the proposed means on the part of Her Majesty’s Government (HMG) by which it would notify the European Council of the United Kingdom’s intention to withdraw from the European Union under Article 50(2) TEU. HMG’s public stance has made clear that its intention is to provide notification from the relevant Secretary of State, in purported exercise of royal prerogative and without Parliamentary authority contained in legislation, that the whole of the United Kingdom intends to leave European Union. The question is whether that is lawful. 2. The applicants in the judicial review proceedings fall into three categories. A number of them are Members of the Legislative Assembly in Northern Ireland and prominent politicians2. A second group comprises those with close associations to the voluntary and community sector in Northern Ireland. The third is two well-respected human rights organisations operating in Northern Ireland.
