The increased popularity of online access has changed society in the areas of communication, commerce, research, and entertainment. As society changes, architecture will change with it. The retail industry is ready to undergo a transformation. Thus, this thesis explores the integration of virtual and physical environments to achieve a unique way of retailing that provides the customer with an enhanced experience, convenient service, and personalized stores. Communication among customers includes access to a virtual world, which allows them to interact with distant locations and individuals whether in the main physical store, virtually from a home computer, or from a branch location. Technology gives the retailer the ability to change quickly, access a larger customer base, and personalize advertising to individuals. Accordingly, it is hypothesized that the new retail environment will be a collection of inter-connected retail communities, both real and virtual, interacting in ways previously believed to be science fiction. -

The grandmother of the three victims found the children (a three-year-old, two-year-old and six-month old infant) when returning home to the 8000 block of Reseda Blvd. Carrillo was eventually found and arrested in Tulare County and remains the sole suspect in the case. CHAPTER 5 STRATEGIC INVESTMENTS – VERSION 5 CHAPTER 5 STRATEGIC INVESTMENTS INTRODUCTION This chapter sets forth plans of action for the region to pursue and meet identified transportation needs and issues. Planned investments are consistent with the goals and policies of the plan, the Sustainable Community Strategy element (see chapter 4) and must be financially constrained. These projects are listed in the Constrained Program of Projects (Table 5-1) and are modeled in the Air Quality Conformity Analysis. METROPOLITAN BAKERSFIELD METROPOLITAN BAKERSFIELD GENERAL PLAN UPDATE EIR 4.13 PUBLIC HEALTH AND SAFETY This section describes the potential risks to human health as a result of exposure to agricultural pesticides, radon emissions, and spores of the Coccidioides Immitis Fungus (Valley Fever). This section also describes the means by which hazardous substances are regulated from a federal, state and local perspective and discusses potential adverse impacts to human health and the environment due to exposure to hazardous materials. Finally, this section addresses public safety issues associated with rail line and aircraft overflight hazards. Aircraft overflight hazards address public safety issues with the Meadows Field Airport and Bakersfield Airpark. ENVIRONMENTAL SETTING HUMAN HEALTH HAZARDS Agricultural Chemicals Environmental risks to human health known to exist in the San Joaquin Valley include potential exposure to unsafe agricultural chemicals as a result of development on or adjacent to agricultural lands. According to the Kern County Health Department, potential risks to human health due to pesticide usage can result from contamination of groundwater, inhalation due to crop dusting, and inhalation of contaminated dust, as a result of grading activities. Additionally, pesticide overspray is a potential human health hazard. Pesticide overspray is defined as applying pesticide beyond the boundaries of the target area. Pesticide drift, like overspray, often implies a lack of due care on the part of the pesticide applicator. Drift is defined as the movement of pesticide in air currents or by diffusion onto property beyond the boundaries of the target area. Agricultural pesticides have contaminated certain groundwater basins in the west Bakersfield area; as a result these basins are no longer in use (refer to Section 4.8, Hydrology and Drainage).
