Banack, 2012 Abstract Despite the vast academic attention paid to the political development of Alberta, the role of religion has been thoroughly under-analyzed. This project begins to rectify this gap by seeking to ascertain the manner by which the religious-based political thought of formative Alberta-based political leaders Henry Wise Wood, William Aberhart, Ernest Manning, and Preston Manning influenced the political development of Alberta. This is done by asking three broad questions. First, in what way were the personal conceptions of human nature, agency, justice, citizenship, democracy and the proper role of the state of these leaders shaped by religious belief and how, in turn, did this influence their political goals, strategies and discourse? Second, what pattern emerges with regard to religion and political thought and action when we consider these questions over nearly a century of Alberta’s history? And third, to what extent can we trace this phenomenon of faith-driven politics back to specific American religious movements? This study was completed by way of an “interpretive” approach that sought to demonstrate the relationship between an aspect of the subject’s “framework of meaning” (their religious perspective) and their political thought and action. Drawing on substantial archival work and a small number of semi-structured interviews, this study argues that the political thought of each of these leaders was significantly influenced by their particular religious perspective and that Alberta’s political development as a whole subsequently owes much to the broad American-based evangelical Protestant tradition from which these leaders drew much of their Christianity. More specifically, this study argues that the contours of Alberta politics have been shaped considerably by a particular “premillennial” Christian interpretation introduced by the Social Credit in 1935 and reinforced by the thought of Preston Manning in the late 1980s and early 1990s. The influence of this perspective has helped to generate a strong freedom-infused anti-statist sentiment in the province that fueled both a more “populist” approach to its politics as well as a more fervent desire for a limited state and an unregulated market economy. ii Preface This dissertation was completed and written solely by the author, Clark S.E. This differential work reflects an important process in sorting, selecting, and stratifying labour and reproducing stable, class-based social structures; such work is a functional consequence of the curriculum, not necessarily recognized or intentional.

While we can gain important insights by reviewing the Harper gov- ernment’s policies and record since the 2006 election, it is also essential that we step back and take a longer view, considering Stephen Harper’s two decades of political involvement prior to winning the country’s highest political office. What does Harper’s long record of engagement in conservative politics tell us about his political character? This chapter is organized around a series of questions about Stephen Harper’s political and ideological character. Is he really, as his support- ers claim, “the smartest guy in the room”? To what extent is he a con- servative ideologue versus being a political pragmatist? What type of conservatism does he embrace? What does the company he keeps tell us about his political character? I will argue that Stephen Harper is an economic conservative whose early political motivations were deeply ideological. While his keen sense of strategic pragmatism has allowed him to make peace with both conservative populism and the tradition- alism of social conservatism, he continues to marginalize red toryism within the Canadian conservative family. He surrounds himself with Governance 25 like-minded conservatives and retains a long-held desire to transform Canada in his conservative image. The smartest guy in the room, or the most strategic?     Preaching Premiers: The Political and Religious Errands of William Aberhart and Ernest Manning1 BRIAN FROESE Canadian Mennonite University In July 1932 William Aberhart, principal of Crescent View High School in Calgary, arrived in Edmonton, as he did every July, to mark exams. At these annual grading sessions Aberhart regularly met with a chemistry teacher, Charles Morton Scarborough, of Edmonton. Scarborough was an avid reader of Major C.H. Douglas’ social credit theories and, while grading exams, would extol the virtues of social credit, attempting in vain to attract Aberhart to his view. However, 1932 was different from other summers. That July Aberhart arrived in Edmonton in an unusually sullen mood as the economic depression and severe drought were seriously grinding on the Albertan economy. He watched helplessly as the graduates of his school could not find work. One graduating student even committed suicide that spring.2 Aberhart, like many others, saw his income slashed as the Canadian jobless rate hit 20% and Albertan incomes declined overall by 62% from 1928 to 1932, second only to Saskatchewan at 72%. Private Albertan debt climbed to the highest level in Canada.3 Even military enlistment was affected as Albertan young men were allegedly rejected at an exaggerated rate on account of rickets caused by malnourishment.4 Alberta was at the time a rural society, and as mortgage rates on farms and equipment rose, many could not make the interest payments. The cities were no better as 15% of Edmontonians and 13% of Calgarians lived on the relief rolls. Among the many studies of it, C.B. Macpherson's Democracy in Alberta: Social Credit and the Party System, written in 1953, was one of the first. Some recent criticism notwithstanding, it is still regarded as the classic work on the sub­ ject.' Perhaps because of the authority of Macpherson's contention that farmers have exercised overwhelming political domination in Alberta and in the Social Credit movement, no one has yet conducted even the most superficial study of the role of the working class in Calgary in the growth of that movement up to the election of the first such government in the world in August 1935. The formative influence of the Calgary working class on Social Credit has therefore been overlooked. To redress that imbalance, this essay will demonstrate first that Calgary in the 1930s had a relatively large and politically active working class. Moreover, it will be shown that workers — as individuals and en masse — injected a powerful drive into the organization of the Social Credit movement in the critical period of its infancy and adolescence.
