P M Why would you like to become a member of the World Board, and how do you feel you can contribute to the work of WAGGGS?

To become a member of the World Board never occurred in my wildest dreams, so to speak, but I am overwhelmed by the nomination of my beloved Girl Scouts of the Philippines. It dawned on me that if I get the privilege to be voted upon, I will be able to represent my generation in the policy-making body of the World Association of Girl Guides and Girl Scouts and its advocacies. It always feels good to carry on the spirit of volunteerism, but to be one of those setting the direction for the world association is both an opportunity and a responsibility. As for me, the more diverse the group of decision-makers are, the less prone to groupthink the organisation becomes. Diversity doesn’t only mean our ethnicity; language, and culture, diversity could also refer to our ages. The leadership in the organisation must also include us, below thirty, for we serve as the link between the girls who we once were just a few years back and the adults whose wisdom is essential in steering the direction of the movement. I have observed how the leaders in position have struggled in maintaining to be relevant at this time to the world of girls and young women which might have been far different from their time, thus, given the chance, I can speak for the generation closer to mine of what’s important for them, what their needs are, what challenges they encounter, and how they want the movement to help them prepare for their responsibilities in the home, the nation, and the world community.

I may be dedicated to my work but I ensure that I live a balanced life. I make time for my family, loved one, friends, myself, and God. Every year, I take a time off with my family as well as take a trip alone also to think about how life has been. When things are tough, I take a nap to gain some strength. I seek help from those willing and capable of helping me. Amidst all the pressure I face, I remain calm for I know that cramming will only worsen the situation. I take things easily, but seriously.

Whenever I facilitate a workshop, the first thing that I would look into is the demographics of my participants. Then, I would design my program of activities based on the ages, sex, and work of the people who I will be dealing with so that everyone will feel at ease with the activities. P M Why would you like to become a member of the World Board, and how do you feel you can contribute to the work of WAGGGS?

I joined the Girl Guides movement when I was seven years old and I grew up to become a leader first and WAGGGS honorary associate later. One of my most important achievements was that I was one of the leaders who created the guides branch in my organisation and modified the constitution so that girl guides had their own positions. I believe in the success which impacted myself and all girl guides because of WAGGGS programs, activities and initiatives that push girls forward with a positive impact on their life through the skills and abilities they learn.

The principles of the Girl Guides movement can lead to a good citizenship in a good environment through the following:  Non-formal education which responds to the needs of girls and young women in society.  Girl Guides movement experience provides opportunities for girls and young women to join in activities appropriate for each stage of age that can be adapted to individual needs.  The educational program addresses all areas of personal development and the well-being of the person (spiritual, social, emotional, physical and intellectual) in a balanced and flexible manner, and gives priority to developing relevant life skills reflected on girls and young women, family and community.  Girl Guides experience is flexible and can be adapted for girls and young women from different backgrounds and needs, providing a safe environment for girls and young women affiliated with the movement.  The experience with WAGGGS enables young women to protect their rights and create a safe and respectful space, providing a space to practice leadership principles and a deeper exploration of values that broaden the awareness of personal identities and values.

Through my personal experience I am looking forward to work and contribute with WAGGGS teams with different specializations, and to be an expert in training as trainer in leadership and strategic planning.

P M Why would you like to become a member of the World Board, and how do you feel you can contribute to the work of WAGGGS?

Girl Guide / Girl Scout values are built into the very nature of who I am.

A desire to give back and reflective continuous learning are key values which have been instilled in me throughout my involvement with the movement.

I have been a member of GirlGuiding New Zealand since age 5. I have participated at many different levels within the organisation, including as a member of the National Board for six years.

My professional background, as a Pharmacist, will bring a wealth of scientific skills and approach to the work of the World Board. I can think through and analyse different options to challenges. I actively listen, can contribute ideas and information and lead discussions when needed. I can see the big picture, and the smaller steps needed to reach the best solutions.

I have held roles and responsibilities within the movement at local, national and international levels. Through my involvement with WAGGGS, particularly as vice-chair of the Governance Committee over this past triennium, I have gained exposure to and an understanding of WAGGGS’ strategies and priorities.

I had a conversation with my employer to reduce my hours so that I had a free morning in my schedule. I wanted to make this change to prioritize myself. This has allowed me to be more flexible with my time during the week, to give sufficient time to my passions, commitments and self care. I manage my time to keep time for the things I enjoy such as: walking my dogs along the river by my house, baking and cooking, a dinner coffee or movie out with friends and weekends away to visit family.

I live in Manawatū, which is one of the most culturally diverse regions in New Zealand. More than 130 different ethnic communities from all over the world choose to live here. I interact with many of these communities through my work as a pharmacist and in my volunteering life. I supported three refugee girls from Bhutan to come and join with our Ranger unit activities. Through interacting with them, I listened to their stories. I was able to challenge stereotypes and generalisations about refugees with my friends, family and colleagues.

I created and advertised a survey through many avenues to ensure everyone had the chance to have their say. On analyzing the results, I had to keep an open mind and ensure I remained objective of the task. From the results, I created ten action statements as steps towards sustainable change.

P M Why would you like to become a member of the World Board, and how do you feel you can contribute to the work of WAGGGS?

I strongly believe that it is important to have a World Board that is strategic, collaborative and engaged in transparent communication with Member Organisations so that the Movement can work as one towards Compass 2032.

I consider that I have the experience, mindsets, skills and vision to make a significant contribution to the work of a World Board that is focused on strategy and collaboration.

I have been involved with WAGGGS work and projects since 2017, including as a World Conference delegate, Capacity Building Volunteer, Growth and Retention Strategies Working Group member and Global Girl Research Advisory Group member. I have a thorough understanding of the WAGGGS vision, strategy and ways of working. I know the importance of clear communication and ensuring that all stakeholders have their voices heard.

I have a particular interest in governance and legal issues, as well as policy development. I am into my fifth year of involvement with the Girl Guides Australia Board, currently as Assistant Chief Commissioner - International. My focus is on collaborative and strategic decision-making based on data and evidence.

I am flexible and innovative, with a proven record of reliability. I am directly connected with girls and young women in Australia as a Unit Leader and appreciate understanding their issues and priorities.

I believe each World Board member has a responsibility to look wider than her own experiences in order to provide a voice for all Member Organisations. I seek to become a World Board member to contribute to the ongoing growth and the strengthening of the Movement in order to positively impact the lives of girls and young women.

When a challenging situation arose during a court trial at work, I focused on making my self-talk positive. I pretended that I was giving advice to a friend in a similar situation and thought about what I would say to them. As a result, I found I was far more encouraging and focused on looking to the future, rather than being critical and dwelling on the past difficulties. I was able to see the positive impact it had on my team when we emphasised moving forward and learning from challenges, instead of focusing on the negatives.

Work with others to create spaces where everyone can fully participate When I facilitated a session at the Asia-Pacific Regional Conference about Child Safe Organisations, I made sure that each table in the session had its own facilitator. This meant that the discussions could occur at the right pace and level for the people on each table. Each group worked quite differently and were able to cover topics that were relevant to the particular participants, and at a speed that was appropriate for them. Because individual voices can get lost in large groups, I think it is important to find a way for everyone to be included and heard.

It was a powerful learning experience to be in a situation where I was very much the outsider. It has profoundly shaped my understanding of Indigenous culture and my view of Australian history.

I volunteered with the Humanitarian Group and conducted many interviews with refugees to gather information to support their visa applications. This sometimes involved working through translators, and I found it important to always check carefully that I had fully understood their story. I know from my exchange in Italy that it is easy for confusion to arise on both sides when working in a language that is new. It also required me to research beforehand about the historical events which caused the individual to seek refuge in Australia so that I could properly communicate their story in the visa application.

P M Why would you like to become a member of the World Board, and how do you feel you can contribute to the work of WAGGGS?

I would say, the best change Guiding has brought to my life, is the sense of fellowship and kindness towards people, which drives me to filter every action I take, considering the situation and demands of all the people involved. This has eventually led me to work on Health systems in policy level of the Government at this point of my life. My profession helped me to learn and respond to localized needs and systematically tailor and adapt policy regionally. I attended “International Brownie Festival, 2000” in Malaysia representing Bangladesh as a Yellow Bird, when I was 8 years old. That international exposure taught me to think beyond fellowship and to take responsible action while leading the rest. I have held leadership positions in my School and University while winning several scholarships and awards for my endeavours.

Girl guiding has taught me to be a responsible leader while thinking out of the box and collaborating with all the stakeholders involved. This knowledge has helped me to secure a place at the MSc programme in International Health and Tropical Medicine at Oxford University, where my leadership and advocacy skills were honed through their curriculum which focused on SDGs. I have learnt to critically appraise and innovatively solve major global health problems in resource-limited settings, developed knowledge and skills in research techniques applied in the analysis of global health problems, including quantitative and qualitative research methods and implementation of the targets of SDGs in local context. I believe I can put my acquired skills to good use in an international arena, if I get an opportunity to join the World Board. I also hope to learn a lot from the existing member. Girl Guiding has given me a lot, and I believe I should give back to this movement and celebrate the diversity and equality presented by this movement to the world.

I am a trained mental health first aider and I am concerned about my own potential and limitations since I started working on mental health issues. While working in Geneva, I clarified my supervisor about how much work load I can take due to an ongoing family issue which demanded time and had severe impact on my mental and physical health. I officially applied for a deadline extension and submitted an almost perfect work, which led me to a ‘merit’ score. During my group works, I informed my concerns to other group mates and encouraged others to do the same.

Work with others to create spaces where everyone can fully participate I encourage everyone to participate in group work so that nobody feels discriminated. During our group works in Oxford, we asked and ensured everyone to participate and share their thoughts. Another important thing is confidentiality which I learnt while working on mental health. Everyone should feel safe while sharing things. When I organized training for Girl Guides, I tried to ensure a safe space for everyone so that confidentiality is maintained and everybody could reach out for help and speak their hearts out.

Everybody has separate religion, cultural beliefs, ethos, and ideologies. Accommodating different ideas became a difficult task to achieve at that point, but we successfully did our group activities. Even, my own views were challenged but I learnt to respect others’ opinion, gradually.

“Once a Girl Guide, Always a Girl Guide” is what I believe in and has helped me to be the person I am today - confident, courageous and compassionate. Girl Guiding has given me so much in life and I feel this opportunity, will give me a chance to serve the Movement. I became a Little Friend at age 8 and since then have been involved in Girl Guiding for the past 19 years. I achieved the highest award of Sri Lanka Girl Guides Association (SLGGA)– the President’s Guide Award in 2010. The past 8 years have been the high point of my Girl Guiding journey; from being a WAGGGS Delegate to leading the Stop The Violence (STV) campaign of SLGGA to winning US State Department’s Emerging Young Leader Award to becoming the youngest member of the World Board in September 2018 (a vacancy created by a resignation), I have had the most enriching experiences at global, regional and national level. I believe these experiences will help me contribute to the movement as a member of the World Board. I wish to contribute to the Girl Guide and Girl Scout movement in achieving our mission, vision and goals with the experience, learning and skills I gained by being on the World Board. I have learn about WAGGGS’ strategy, structures, policies, and ways of work at a global level, especially in mitigating risks, facing challenging times and strategizing to deliver the results we strive to achieve. The learning and skills from my previous engagements at national MO level, regional and global level will also support me in fulfilling my responsibilities and contributing fully. I commit to serve the movement in ensuring that we go beyond the 10 million girls and serve girls and young women around the world to help them reach their fullest potential!

Since completing school, I volunteered with Girl Guides while reading for double degrees at different universities. I also actively participated in other youth clubs and societies like: Rotaract. While managing both academics and volunteer work, I made sure that I spent quality time with my family and friends. I have learnt to maintain a balanced personal-work-social life. Even though it was challenging, especially when I started a full-time job, it also was a fulfilling experience which helped me learn and grow as a person. I would take time off and whenever I needed a break, my requests have been well received from my team.

Work with others to create spaces where everyone can fully participate I lead the STV teams from Sri Lanka and Bangladesh Girl Guides to implement the first ever MO to MO Reach Out project in the AP Region. A grant was received to reach out to another MO and share knowledge/skills and to initiate a girl guiding programme. It wasn’t easy initially due to the limited funds, cultural differences, language barriers, but we managed to create an opportunity for the 5 trainers from Sri Lanka and provide BGGA with required assistance to plan the training. We collectively created a diverse and inclusive space. Training had 66 participants from all 10 regions and was conducted in English, Hindi and Bangla.

Especially this was a huge learning phase for me as a young member in the board to understand the rationale behind certain decisions we would make and the impact it would have in the organisation/movement.

P M Why would you like to become a member of the World Board, and how do you feel you can contribute to the work of WAGGGS?

I would like to become a member of the World Board because I believe in our mission and vision. Our organisation has the ability to change lives by supporting girls and young people in reaching their full potential as citizens of the world.

I have been a Girl Guide since 1998 and Guiding has changed my own life. As time went by, I realized that my place within Guiding was on a more strategic level and linked to decision-making capacities. In 2017, I was elected by the National Assembly to be part of the National Board of Asociación Guías Argentinas. I am the current Vice President of Asociación Guías Argentinas and would like to share my skills as a member of the World Board for the upcoming triennium.

I have had the opportunity to be involved with the work of WAGGGS in a variety of roles. I have served on the WAGGGS / Dove Self-Esteem Project (DSEP) Partnership Steering Committee, the Advocacy Champions Network, and the Governance Committee. I also served as a winter volunteer at Our Chalet. My most recent WAGGGS experience was serving as Vice Chair of the 2019 Western Hemisphere Regional Conference in Grenada.

Finally, the expertise I have obtained throughout my various work experiences align with the needs of the World Board. This is a challenge that I want to pursue.

I think it is essential to recognize and celebrate our achievements, but we often "jump into the next challenge" without taking the time to do so. In 2019, Asociación Guías Argentinas hosted a National Guides Camp attended by 800 Guides between 13 to 16 years. I served on the Infrastructure and Logistics team for the event. When the camp finished, our project leader encouraged us to all celebrate the enormous achievement we had accomplished as an association...and so, we did!

Work with others to create spaces where everyone can fully participate I led a department at the Ministry of Labor in Argentina that had 500 members, distributed across 6 groups. I had regular conversations with each of the six group leaders, and also supported individual issues related to career development, expectations, desires, and motivations. P M Why would you like to become a member of the World Board, and how do you feel you can contribute to the work of WAGGGS?

I am thrilled to submit my application to serve on the WAGGGS World Board. I’ve served on the board of directors of Girl Scouts of the USA (GSUSA), two terms as International Commissioner and chair of GSUSA’s Global Committee. It was during my service as International Commissioner that my interest in the power and promise of the global experience was ignited and I began to truly value global programs as an essential asset for our members. There is no more effective movement globally to prepare girls and young women to unleash their full potential than Girl Scouts and Girl Guides.

My memories as a delegate at World Conferences and global convenings with women and girls from throughout the world informed my life and worldview. I recall working side-by-side with women from Pakistan, Mexico, Mongolia and the Philippines, sharing stories of challenge and celebration of girls and young women changing the world. I travelled to Peru, South Africa, Edinburgh, Germany and Canada, participating in workgroups problem-solving toward our common goals of gender equality, diversity, expanded education, climate change and more.

I’ve spent my career dedicated to promoting social change, access and equity and serve non- governmental organisations in various roles, promoting leadership and advocacy for women and girls.

As a lifelong advocate for gender equality, I’m committed to promoting women and girls’ leadership in diverse and multicultural settings. I have been preparing for the opportunity to support the work and mission of an international NGO that promotes girls and young women’s leadership and it would be a privilege to serve on the World Board. This is an especially important time for WAGGGS to activate our voices and enable girls and young women to speak out, lead change and improve the lives of others.

In 2000, I participated in a Women’s Leadership Institute, a 3-week program where I was part of an 11-member cohort. We were immersed in leadership coaching and training, meditation, yoga, self-care and often in silence. I was reminded of the value of self-care, taking time to reset and the value of precious support of women in my life. It is a practice I continue today.

I co-hosted a 2-day program 1/17-1/18/20 to commemorate the Martin Luther King, Jr. holiday entitled, “America’s Racial Karma.” We invited a dynamic speaker and diverse participants with a focus on racial equity, promoting the shared values of equality and respect shared by Thich Nhat Hanh, a Buddhist priest and Dr. King. We created an inclusive environment for participation from over 150 diverse attendees who travelled from throughout the country.

I have been a member of our outstanding movement since the age of 17 as a volunteer, and I have had the chance over those years to participate in the vision, development, strategy and control of my units (leader of Guides for 5 years then leader of Walking Youth (Jeunes en Marche) for 4 years– girls aged 17 and above), my group (120 leaders and girls), the Guides branch as a commissioner, and the association in the training team, expansion team, spiritual team, consulting … I am currently a board member as the International Commissioner of my MO for the 7th year in a row (4th and last mandate).

Being a Guide has always been my passion, my drive, my way of life. It has simply shaped who I am today. It might have started out as a Saturday morning activity, but that didn’t last long, it quickly turned into something I believed in, and a space where I could, as a teenager eager to change the world, practice all those strong principles and ideas, which - I learnt that later – was the start of me practicing my leadership. Though I’m not 17 anymore, I’m still eagerly wanting to take my commitment to the next level, and to put my skills and my passion in the service of the 10 million girls around the world, which is why I am applying as a candidate to the elections of the World Board. As a psychologist, a child safety expert, a trainer and facilitator, in addition to my Guiding experience and my years working with women and girls of many backgrounds, I feel I can be a good asset to the team.

The way I see it is that, after spending 25 years gaining Guiding experience both locally and internationally, I feel it is time to be part of the team whose agenda is to make sure WAGGGS faces all the challenges of our century, and that has a decision-making role for when it comes to the Movement.

It is also important for me to say that working in an international, multilingual and multicultural environment is where I love to work the most.

Accepting my weaknesses, my limitations, my mistakes, and still be able to see and acknowledge my strengths. A very recent example: when I was in the Maldives hub for JLS, I arrived after about 15 hours of traveling and was very excited to catch up with the team of facilitators. However, the next day, I knew I needed a few extra hours of sleep to keep on the same pace, so I allowed myself to have a short but effective nap after lunch (practicing self-care).

The World Board would provide the best opportunity for me to positively influence and motivate other young people – especially girls and young women. Having gone through many phases of self - doubt that led to passing on many possible opportunities, making it as a member of the Board would be the affirmation that I can do anything I put my mind to and anyone else can do the same.

Working as a member of the World board will present to me a platform to express my creativity and spontaneity in a positive way. As a young woman, facing similar challenges as many other girls and young women, I can better reach out and make a difference through hands-on contributions to the projects and programs of WAGGGS.

Being a member of the board will also present vast learning opportunities for my professional and personal development. With my professional financial background, working on the board will award me a chance to apply myself in financial management for an organisation that I resonate well with – by choice and passion.

In high school, I was a sports captain and my area of expertise was long distance races. However, I became ill during my term of office and I could no longer perform as well as I had done before. I had pressure to lead from the front, but I also had to consider my own health. At the end, I decided, to assist and encourage people in races going at my own pace whilst still leading – not from the front – but among the people. I put my health first.

In my high school unit, I identified members of my team who were consistent and passionate about guiding. We had an annual fundraising bazaar for charity that had various activities. P M Why would you like to become a member of the World Board, and how do you feel you can contribute to the work of WAGGGS?

The idea of becoming a member of the World Board first came when a guiding friend asked, “Is this the World Board in ten years’ time?” at the end of the World Conference closing ceremony in Hong Kong.

To be honest, I was not sure about the idea at that time but I know for sure that I have become more passionate about collaborating with people from different parts of the world, particularly after planning the closing ceremony with 10 young delegates from different MOs, who collectively speak the four official languages of WAGGGS. Then, the idea cameback when I attended the World Conference in India. I was incredibly impressed by how the delegates urged to investigate the issues about youth participation in governance positions.

Since then, I have strived for various local and global opportunities to understand more about WAGGGS’s work. In particular, I work closely with the programmes and toolkits for girls and young women here and abroad, which equipped me with knowledge and confidence to talk about the challenges that young women are facing worldwide. The more exposure I have, the more I feel the eagerness to contribute to the Movement. I find that serving on the World Board is how I wish to take it further. I believe that I can contribute to the World Board by bringing young women’s voice directly to the decision-making level. The Girl Guiding and Girl Scouting Movement is a movement for the youth. Serving on the World Board, I believe that I can be a role model and inspire more young women to take more leadership roles. I still vividly remember the moment when Motion 32 was passed at the World Conference in India, which got me to thinking–if not me, who? If not now, when?

I have developed an interest in translation after being a member of the Community Awareness and WAGGGS Advocacy Team of HKGGA. One of the roles of this team is to understand the global programmes and projects of WAGGGS, and then make recommendations to HKGGA based on local needs. While adapting and localising the packs and toolkits, I found my interest in translation so I applied for a translation programme and I really enjoy attending lectures twice a week now.

The WAGGGS World Board has overall responsibility for the vision, direction, strategy, governance and control of the organisation and is collectively accountable for compliance with relevant UK legislative and regulatory requirements.

The World Board member position therefore carries legal duties and responsibilities. It is a voluntary role which should be undertaken because you are committed to furthering the purposes of WAGGGS and have the skills, experience and personal qualities needed for the strategic management of this complex, global organisation.

In order to be eligible for membership of the World Board a candidate must be over the age of 16, be a person of wide experience and be a member of a Member Organisation of WAGGGS.

The ability to use English as a working language is required for anyone elected as a World Board member, in order for them to be able to read and understand prepared documents and to fully participate in discussions on complex topics. An important part of the World Board’s role involves governance and ensuring compliance with English Charity Law, and other relevant legislation or regulations.

A World Board member cannot serve as a President, Chief Commissioner, National Board member, International Commissioner, or be an employee of WAGGGS or their Member Organisation. Any individual employed or holding a significant position in their Member Organisation may still be nominated and elected, but they will be asked to relinquish this role within six months of being elected to the World Board.

You must not act as a World Board member (Trustee) if you are disqualified under UK Charity Law1. This includes if you:

1. are disqualified from acting as a UK company director 2. have an unspent conviction for an offence involving dishonesty or deception (such as fraud) 3. are an undischarged bankrupt (or subject to sequestration in Scotland), or have a current composition or arrangement including an individual voluntary arrangement (IVA) with your creditors 4. have been removed as a trustee of any charity by the UK Charity Commission (or the court) because of misconduct or mismanagement

The Chair of the World Board

Main role: To set the mission, strategy and high-level policies for WAGGGS within the powers and the restrictions in its charitable objects and governing instruments and within its delegated authority from the World Conference.

Responsibilities:

1. To ensure that WAGGGS complies with its Constitution and Bye-Laws, English Charity Law, and any other relevant legislation or regulations. 2. To ensure that WAGGGS focuses on its Objects as defined in the Constitution and Bye-Laws, and to ensure it applies its resources exclusively in the support of the Objects. 3. To contribute to the World Board’s role in giving strategic direction and setting the over-arching policy. 4. To contribute towards defining goals and setting targets, then evaluating performance against the agreed targets. 5. To consider the interests of the Girl Guide / Girl Scout Movement as a whole and to make decisions in the interests of the Movement as a whole at all times. 6. To review the implementation of the Strategy on a regular basis, and to consider changes in the external environment which may affect the plan, and the ongoing need for changes which may need to be made to ensure it remains relevant. 7. To undertake the functions and duties of the World Board as defined in the WAGGGS Constitution and Bye-Laws Article 13. 8. To attend World Board meetings and the triennial World Conference and to effectively contribute to their business through effective and adequate preparation and full and informed participation. 9. To participate in regular evaluation of the performance of the World Board. 10. To establish and maintain the values of the World Association and safeguard its good name. 11. To ensure the efficient and effective administration of the Association. 12. To ensure the financial stability of the Association, and to protect and manage the property of WAGGGS and to ensure the proper and appropriate investment of its funds. 13. To set strategic and organisational risk appetite and policy, review the risk register and ensure mitigating actions are in place. 14. To appoint the Chief Executive and monitor their performance in the role. 15. To undertake assignments as required, involving travel. To use any specific skills, knowledge and experience to help the World Board reach sound decisions – this will include the scrutiny of proposals, leading and initiating discussions, providing advice or guidance on new initiatives and utilising any specialist expertise and experience.

18. To agree terms of reference for standing committees of the World Board and Working Groups. 19. To ratify appointments to the standing committees of the World Board and Working Groups. 20. To be ready to serve: a) on a World Board Committee or Working Group b) as a Chair of a Committee or Working Group c) as a member of a task group established to achieve a specific task during and in-between World Board meetings. 22.. A considerable amount of the work of the World Board is carried out by correspondence and email. All members (voting or ex-officio) are expected to: a) Deal promptly with all correspondence b) Keep the World Bureau informed of postal address, email and telephone numbers. This would include making arrangements for contact, if absent from the usual address for any length of time. 23. To sign and adhere to a Trustee contract, including but not exclusively, the Code of Conduct, Conflict of Interest declaration, Safeguarding, Data Protection, and Confidentiality agreement upon election to the World Board, and annually thereafter. 24. To maintain the confidentiality of all World Board, Group and Committee matters, until information has been officially released. 25. To role model positive and effective volunteer behaviours at all times and to ensure that the values of WAGGGS are central to all decision making.

The World Board meets at least five times per calendar year. Meetings are generally held via conference call or VoIP (e.g. Zoom, Skype) but at least one face-to-face meeting is held per year.

Work between meetings is undertaken through the use of email, VoIP and phone calls. Board members are expected to follow up business promptly.

In order to advance the progress, unity and growth within and across the Movement, it is highly desirable for World Board members to collectively have skills and knowledge directly relevant to the stated role and responsibilities. To apply this collective capacity to full advantage, World Board members should make every effort to be accessible, flexible and responsive, particularly during periods of peak demand.

In order to deliver on the mandate of the World Board the following skill sets are required amongst World Board members:

Young women under the age of 30 (at the time of election in July 2020) who meet the above requirements are strongly encouraged to apply to join the world board. WAGGGS believes in young women’s leadership as a key to transforming power structures.

A comprehensive induction is provided for all Board members upon their election, as well as ongoing leadership and personal development support throughout the triennium.

Leadership development is at the heart of Girl Guiding and Girl Scouting. From the moment we promise to “do our best”, we step into a values-based leadership journey that shapes our perspectives and behaviours. We believe that everyone, whatever their age or experience, can equally practice leadership. Every adult member of Girl Guiding and Girl Scouting has the same leadership responsibility; to lead in a way which is true to our values, responds to context and raises others up. “The World Board shall at its first meeting following a World Conference appoint by ballot one of the Elected Trustees to be chair and up to two of the Elected Trustees to be vice-chairs. The chair and vice-chairs shall hold office until the next World Conference. The chair and vice-chairs shall be eligible for re-election within their terms of office as members of the World Board “(WAGGGS Constitution and Bye-Laws, 23.2).

The process for electing the Chair, Vice-Chairs and Treasurer of the World Board has recently been reviewed and revised by the Governance Committee, on behalf of the World Board. Although the election of the Chair, Vice-Chairs and Treasurer is the responsibility of the World Board rather than Member Organisations, the World Board would like to share with Member Organisations details of the process that will be followed this triennium.

Continuing World Board members and the candidates nominated to the World Board will not be asked to indicate before the election whether they would like to be considered for the role of Chair, Vice-Chair or Treasurer. Instead, after election, a self-nomination form will be circulated for Board members to indicate if they are interested in standing for any of the positions. Board members will be able to put themselves forward for more than one position. At this time all members of the incoming World Board will again be reminded of the role description and person specification for the roles of Chair, Vice-Chair and Treasurer.

During Wednesday 15th and Thursday 16th July there will be opportunities for members of the new Board to get to know each other. This may be formally organised or more informally done through individuals reaching out to each other on a one-to-one basis. The deadline for expressions of interest for the positions of Chair, Vice-Chair and Treasurer to be submitted will be 1pm on Thursday 16th July.

The Conference Chair, supported by the Head of Governance, will coordinate the election. This will take place during a special meeting of the new World Board in the afternoon of Thursday 16th July. At the beginning of the meeting, the Conference Chair will announce the names of those who have expressed an interest in standing as Chair, Vice-Chair and Treasurer. This information is confidential within the Board and under no circumstances will be shared outside of the Board.

Voting will be by secret ballot. A simple majority of votes (i.e. nine out of the seventeen Board members) is required to be elected. Voting will take place first for the position of Chair, followed by the vote for the Vice -Chair(s) and then finally the vote for the position of Treasurer. The candidate with the majority votes will be announced by the Conference Chair to the Board before moving onto the next vote. Even if there is only one candidate for each or any of these positions a vote will still be held and a simple majority is still required. If a simple majority is not reached the process will be run again. If a decision still cannot be reached the Conference Chair will discuss with the Board how to reach a conclusion. An additional time may be set aside for the election during the Conference.

The announcement of the new Chair, Vice-Chairs and Treasurer will be made by the outgoing World Board Chair to World Conference on Friday 17th July 2020.

Note on the election of the Treasurer: If a suitable candidate is not available for the role of Treasurer, a procedure will be proposed for the appointment of a person who will serve as Treasurer, ex officio.

The following guidelines aim to provide candidates and Member Organisations with clear parameters within which they can work to support a candidate’s nomination. It is an expectation that all parties will follow the guidelines to ensure a fair and ethical process in the lead up to the election.

Be aware that different cultures view campaigning in different ways. Candidates may provide opportunities for Member Organisations to get to know them, face to face at conferences and events, with a web page, digital flyer, short videos, blog, or using social media. Taglines to email messages are also an option. Promotion of a candidature shall at all times be conducted with dignity and moderation. Following the values and principles of Girl Guiding and Girl Scouting, we discourage aggressive and/or negative campaigning including activity or behaviour that seeks to criticise or undermine a fellow candidate.

Candidates may provide additional information to Member Organisations at the World Conference in the form of a flyer (one page), bookmark or item of similar nature. However, they should be mindful of protecting the environment and if producing a flyer, the recommendation is that one per Member Organisation rather than one per participant be produced.

If candidates have the opportunity to attend another event prior to the World Conference, they should be aware that while this is a great opportunity for Member Organisations to get to know them and see them in action, the event purpose should be the focus, rather than their candidacy. Candidates are encouraged to practise their Leadership Mindsets, letting their personality, participation, commitment and effectiveness at the event speak for them, rather than campaigning actively.

Candidates may not provide gifts, either at conference or at other events. This ensures that no one is either advantaged or disadvantaged by a financial position and minimises the risk or perception of gifts being seen as an inducement to act in a certain way or creating a sense of obligation. This definition of gifts includes gifts in kind such as the exchange/promise of services or favours.

These guidelines will be circulated to all candidates and all Member Organisations and will be available on the WAGGGS website.
