Situation Overview  To date: o 101,013 families or 471,224 persons have been displaced by the armed conflict in Marawi, per accumulated data o 87 Evacuation Centers (ECs) are currently open with 4,277 families or 23,339 persons o 85,312 home-based internally displaced families or 387,118 persons tracked in 340 barangays in 8 Regions: Regions VI, NIR, VII, X, XI, XII, CARAGA, and ARMM o The effect of this unrest has displaced families / persons coming from all 96 barangays of Marawi; from 20 other municipalities of ( (Watu), , , Buadiposo-Buntong, , , , Ditsaan- Ramain, Ganassi, , Lumba-Bayabao (), , , , , , Mulondo, (Gata), , and ); and from 2 municipalities of (Kolambungan and / Karomatan).  Consolidated response reports for situational awareness is uploaded at: http://dromic.dswd.gov.ph/response-cluster-sitrep-on-marawi-siege/

Camp Coordination and Camp Management

Needs:  Decongest overcrowded IDPs inside ECs  Privacy partitions / conjugal spaces / dividers inside the gymnasium ECs  Electrical supplies (wires & bulbs)  IDPs in ECs are requesting if they could engage in gardening activities to keep them busy. The MSWDO of Pantao Ragat said they have a vacant lot available for communal gardening  The previously identified area for the tent city of Madrasah Bobong EC IDPs was cancelled and transferred to a new location at Brgy. Natangcupan, Pantao Ragat due to existing gravel stockpile.

Gaps & Constraints:  Availability of suitable sites for the augmentation tents in the periphery of evacuation centers  Continuous movement of IDPs from one EC to another  Lights both in Tibanga and Maria Cristina ECs, City are being turned-off by the LGU at 8PM. o Per visit of CCCM focals yesterday to the said EC, Tibanga Camp Manager (Day Care Worker) said it only the light in the middle of the gym is turned off only when the IDPs are sleeping, and the IDPs are not also complaining.  IDPs in Tibanga EC were ordered by the Barangay LGU and the Iligan CSWD Officer to vacate the Tibanga Gym by Monday, July 10, 2017, because the facility will be used by the barangay for other activities. o Tibanga Brgy. Captain has not yet declared that they are being sent out. Mr. Patrick Nuñez of Iligan CDRRMO clarified the Iligan City Mayor Regencia’s declaration: . Tibanga IDPs are not asked to move; there was just a problem with what the Iglesia ni Kristo wanted: they were insisting to distribute their relief for all IDPs in Iligan and Balo-i and the distribution will be in one area only. They are still in the process of negotiating…  A total of 256 tents have been installed for the IDPs in different ECs in Lanao del Norte.  15 workers from DSWD Field Office X and 10 others from Field Office CARAGA have been deployed to man the 5 evacuation centers in Iligan City starting July 10, 2017. Interfacing with the outgoing ARMM workers were also conducted.  The order of the Brgy Chairman of Tibanga for IDPs nside the gymnasium to vacate was already resolved today, July 10, 2017. Per discussion with the Barangay Chairman Camilo Anduyan this morning, he gives the IDPs indefinite extension to stay inside the Tibanga Gym.  Further updates from Usec. Hope: o Per meeting last Friday, there is a need for further discussion with ARMM with regard to the type of structure to be constructed in the tent city o Cluster for housing is led by the Cabinet Secretary’s Office o DSWD is concerned only in the decongestion of the ECs thru their tent augmentation; but the establishment of the tent city is a concern of the Cabinet Secretary’s Office

IDP Protection

Needs:  Regular monitoring to all ECs and provision of technical assistance to the camp managers for the facilitation of activities for women, children, elderly and other vulnerable sectors.  Request for additional non-food items (kitchen kits, laminated sacks, tents, plywood – for those staying in the tents) to all ECs in Balo-i, Pantar and Pantao Ragat  Regular conduct of medical check-up and provision of Medical kits for all Balo-i, Pantar and Pantao Ragat ECs

Responses:  Reiteration on the request of trapal / laminated sacks, tents, plywood and kitchen kits to all evacuation centers in Balo-i, Pantar and Pantao Ragat to FNI cluster.  Coordination with the Health Cluster on the request for medical check-up and medical kits

Food and Non-Food Items

Needs / Issues:  DSWD Field Office X requested augmentation of Family Food Packs for the continuing relief assistance from DSWD CO.  RVG Lucman requested additional augmentation of food and non-food items for the IDPs in Lanao del Sur  Pantao Ragat ECs are in need of water purifier for their drinking water.  Improved local distribution system of FNI for the continuing provision, especially to Home- based IDPs

Responses:  DSWD CO allocated 70,000 FFPs to DSWD-FO X to be sourced from the VDRC, City  Out of 70,000 FFPs allocation, 8,500 FFPs were already received by FO X as of this date and allocated for all ECs in Iligan City and Lanao del Norte; while 6,800 FFPs are still in- transit.  DSWD CO downloaded Php 190M to VDRC for the production of additional 500,000 FFPs including its operational cost  DSWD CO allocated 50,000 FFPs to be sourced from VDRC for DSWD-FO XII, for their augmentation to the IDPs in Lanao del Sur and nearby municipalities.  Out of the 50,000 FFPs allocation, 8,500 FFPs already received as of this date; while 5,100 FFPs are still in-transit  DSWD CO downloaded Php 38M to DSWD-FO XII for the production of additional FFPs.  DSWD-FO XII set up a new production hub in , for needed augmentation of family food packs.

Responses: Logistical Support  A total of Php 77,940,863.65 worth of assistance has been provided by DOH Central Office, Regional Offices and Other partners to DOH Region X and DOH ARMM: Php 45,000,000.00 financial assistance and Php 32,940,863.65 worth of logistics.

Water Sanitation and Hygiene (WaSH) Cluster  Coordinated with camp managers and partners.

Others  DOH ExeCom conducted initial discussion on the Recovery and Rehabilitation Plan for Marawi City. . Immediate to Short Term Phase (2-4 weeks) . Transition phase out of all quad cluster services in ECs and health facilities outside Marawi City . Medium and Long Term Phase  Strengthen the HFEP among Marawi City Health Facilities by following the build, back, better principle.

Gaps & Constraints:  Human resource augmentation  Safety and security for health personnel o Security of the Health Personnel in the home-based IDPs is more a concern because there are health workers being harassed…  Coordination and management of partners (local and international), LGUs and other government agencies  Re: monitored incidents on food poisoning in Balo-i o Camp Managers need to closely monitor on this o Advise other donors to coordinate with the Camp Managers and have their goods be seen (QC) first before distributing to the IDPs o Dir. Angot also remarked that NEOC – IMT is strict in checking goods checked-in at the NEOC for this reason, and other security concerns o The need also for Quality Control of the warehouse personnel to check that goods are in good condition before it is being released for distribution (inside & outside ECs) o Usec Hope reiterated: Camp Managers must be advised to be more strict and be oriented about this because in the final analysis, it is their look-out and their responsibility

Education

As of July 6, 2017, a total of 21,457 learners are tracked, of which 12,663 learners are found in Region 10 (4,889 in Lanao del Norte, 4,027 in Iligan City, 154 in , 2,760 in de Oro City, 9 in El Salvador City, 21 in , 495 in Misamis Oriental, 128 in City, 12 in City, 48

in Oroquieta City, 14 in City, 8 in City, and 47 in Valencia City) while 7,255 learners are found in ARMM (4,049 in Lanao del Sur 1, 3,206 in Lanao del Sur 2), and 1,512 for other regions (CAR, Region I, III, 4A, NCR, V, VI, VII,IX, XII, and CARAGA).  Continuous Psychological First Aid (PFA) Interventions for learners provided by personnel of DepEd Region X and DepEd ARMM in the assigned receiving schools. As of 7 July, a total of 6,059 learners have been provided with PFA intervention of which 1,313 for Iligan City, 1,892 for Lanao del Norte of DepEd Region X, and 2,854 for Lanao del Sur in DepEd ARMM  Conducted two (2) batches of PFA for the Marawi teachers and personnel. A total of 174 have been provided with PFA intervention. The 3rd batch of PFA is scheduled on 18-20 July.  Deployed Marawi teachers in receiving schools in Iligan City and Lanao del Norte. A total of 128 Marawi teachers have been deployed to receiving schools.  On-going distribution of complete sets of learning kits from DepEd Region 12 for Marawi transferees in Iligan City.  Delivered and distributed 331 complete sets of learning kits for Marawi transferees in Iligan City NHS – Tambacan Annex on 7 July.  On-going universal feeding program for the learners in Lanao del Sur through Gawad ;  Philippine Business for Social Progress (PBSP) donated and distributed 1,500 sets of beauty kits for Marawi personnel and teachers on 10 July.  Office of the Vice President’s Angat Buhay program donated 1,000 chairs for DepEd Iligan City Division on 8 July.  Key messages were developed for learning continuity information of learners

Responses:  Provided 1 forward van to transport goods donated by DXMB Malaybalay & DXIC Iligan to Linamon Hub.  DPWH provided 8 dump truck to haul mixed sands / soil from Mandolog to Pantar Tent City.  Provided 7 drums for water storage and Electrical Materials in Balo-i EC.  Provided vehicles to transport different cluster personnel to ECs.  Reserved 1 vehicle re request of DepEd to transport 233 boxes of school kits from Iligan Port to Iligan City National High School  Reserved 1 vehicle re request of DepEd to transport 2 tents (42 sq. meter) to Saguiaran.

Gaps & Constraints:  Distribution Plan is still unavailable.  Provincial Government of LDS approved the clearance to quarry in Kapai, but DPWH is requesting for security assistance: still coordinating with Col. Management of the Dead and Missing

Needs: For Response Clusters:  Request the NIMT and Crisis Communications Committee to deliver the Core Messages from the MDM Cluster to the public For MDM Clusters:  Sourcing out 20 Million Pesos for DNA Testing supplies and materials  Identification of Temporary Burial Sites in Lanao del Sur; and  The DSWD, PRC and LGU to provide psychosocial support services to the families of dead victims and missing persons at the Family Assistance Centers.

Responses: Site inspection of the PNP LDS Office as the Temporary Mortuary Area Identification of Temporary Burial Sites and Mortuary Areas Setting-up of MDM Facilities at Marawi Provincial Capitol Updates on Casualties: to date, 67 are confirmed dead while 105 are still for validation.

July 8, 2017  A final coordination meeting was conducted by the MDM Team with General Rey of the AFP to discuss the identification of the Temporary Morgue Area and chain of custody of cadavers. The PNP LDS Office was identified as the second option for DVI area;  2 swabs for DNA testing was gathered by the AM Data Collection Team;

July 6, 2017  A short briefing was conducted for the OIC-SILG Cuy in the NEOC on the response undertaken by the response clusters  The MDM Branch under the NIMT has already started in deploying for the AM Data Collection on the identified evacuation centers on 3 evacuation centers: Ma. Chirstina, Buru-on Gym & Balo-i Gym

 9 swabs for DNA testing was initially gathered by the AM Data Collection Team  The ICRC provided additional PPEs and other logistical support to the MDM Cluster worth Three Hundred Fifty Four Thousand Nine Hundred Nine Pesos and Fifty Centavos (Php 354,909.50), all of which are prepositioned in strategic areas;

July 5, 2017  The MDM DVI Team has conducted site inspection to the proposed Temporary Mortuary Area (Amai Pakpak Medical Center) in Marawi City  DILG with PNP CL met with Assemblyman Adiong and General Rey to discuss the plan of action of the MDM Cluster as well as to identify possible Temporary Burial Sites within Marawi City.

July 4, 2017  DILG convened all concerned to the Emergency MDM Cluster Meeting and discussed several issues and concerns pertaining to the operations of MDM  Coordinated with AFP on provision of security to the SR teams  Site Inspection of the MDM AM Data Collection Points were conducted by the MDM Lead Convener and PNP CL  Identification Board and reconciliation area will be with the PNP CL;

July 3, 2017  PNP CL NHQ has officially check-in at the NIMT;

July 2, 2017  7 tents were received by the PNP CL Iligan City from PRC worth Twenty Eight Thousand Pesos (Php 28,000.00) and was immediately set-up for the AM Data Collection Points on the Identified Evacuation Centers: Ma. Cirstina, Buru-un Gym, Balo-i Gym

July 1, 2017  The 18 unidentified cadavers have gone thru the DVI process and serials numbers were assigned  The MDM DVI team has check-in at the NIMT;

June 30, 2017  PNP CL Iligan City has coordinated with local officials and others concerned, and conducted site inspection to identified evacuation centers for the AM Data Collection Points;

June 29, 2017  4 unidentified cadavers were temporarily buried at the Dalipugan Cemetery

Other Concerns / Updates / Reminders: 1) NIMT Updates: their tasks are more on: . Rationing of water . Issuance of car pass o Health Cluster is asking for clarification and report of NIMT on the rationing of water that they have reported conducted, so that they can also consider in their response allocations 2) According to Usec Hope, following concerns need to be addressed: o Medicines, relief, other needs of the IDPs: the need for strengthened and consolidated coordination among all stakeholders / key players in the Marawi crisis response o IDPs are not decreasing; instead increasing o Need for mapping out in terms of human resource and logistics: we have a big problem on this o Consideration for processes of downloading of our assistance to the IDPs: it takes time while the needs of the IDPs are immediate o Big role of Barangay LGUs was stressed: we have to go back to the BLGUs, strengthen their roles and our coordination and collaboration with them o Proposal of Usec Hope: to come up with coordination meeting with and among BLGUs to address the concerns of the IDPs o Note to responders: before entering in the communities, coordinate with the Brgy. Captains. o Usec Hope requested for an assembly with Iligan Brgy. Captains to straighten up issues and concerns with IDPs currently settled within their respective barangays i. To start with those barangays with IDPs in Iligan City ii. To invite them here on Thursday during the cluster meeting. iii. Per Mayor Regencia, Mr. Nuñez updated that the request for meeting with concerned Brgy. Captains hosting IDPs is okay, but the Mayor is asking for a formal letter on this regard 3) Updates on the Rolling Store by DTI: o It was supposed to start yesterday and tomorrow but they have no security clearance yet o Vehicle still left in Marawi City: out of 5, only 2 were retrieved o LPG tanks to be used in the caravan are not yet retrieved from Marawi o Requesting security to help in this aspect to address increasing prices in the neighboring municipalities o Targets: , Marantao, mostly in second district o Assistance of security force needed to join them during the distribution: according to Col. Mamon, coordinate details of this request with them so that they can properly address: be specific in the request, directly with them. Police will be used, not military to guard them. But as to ensuring security of the area, the AFP will ensure that. Address also and coordinate on the LGU level as they also have security: follow proper protocols and levels of response: from LGU, up to the next levels. o Reiterated: roads to Tamparan are not closed, but you have to take a long road because the Marawi-Marantao road is not yet open o Query of DTI: what day is the LAO cluster meeting? o LAO representative, Officer Lauren said they will help: they will talk about it later on how to go about their request and to connect them to proper channels to address their concern. 4) NIMT information: where to bring the goods for donation. It was recommended that NIMT discuss the particular concern with FNI focal, Mr. Braddy Agarma later after the meeting 5) Col. Mamon’s reply to the concern of DOH X: o LASURECO cannot directly connect to Agus I because the former is also getting supply from the latter. The reason of the intermittent power supply is not because of LASURECO but

because of Agus I; the reason why LASURECO is having problems with power supply. o Regarding the request for 6 drums (1,200 liters of fuel), AFP will transport this to Amai Pakpak o Regarding establishment of hub in Initao: it is too far. Col. Mamon is asking if DSWD FO XII can reconsider establishing one in because this is the area where assistance is scarce. o ARMM HEART and DSWD FO XII claimed they already have one hub in Malabang. Also, DSWD ARMM has OpCen in Malabang wherein the municipalities around the lake are catered o Nevertheless, DSWD is still advised to look into considerations of establishing one which is nearer to where the IDPs are to be served, to also minimize cost and time in the mobility of the goods; likewise, to also minimize the influx of the IDPs again in that area where the goods are. o DSWD ARMM was likewise advised to appraise AFP of their activities to properly address their concerns and issues on security. 6) (follow-up) DSWD to come up with mapping in order to come up with initial plans as to how we can penetrate those areas in Lanao del Sur where Clusters’ assistance has spread thinly. 7) AFP (Col. Mamon) is requesting for close coordination of those going for visits on the ground: closely coordinate with them for security reasons and protocols; likewise, to coordinate needed vehicles / requirements earlier to give time for the concerned staff to coordinate properly and on time. 8) Regular Cluster Meetings still continue on the same schedules: o FNI Cluster shall meet every Wednesday morning at the NEOC o CCCM and IDP Protection Clusters shall meet every Thursday morning at the NEOC

General Coordination Coordination meetings continue daily at the NDRRMC Emergency Operations Center (NEOC) at at Mahogany Hills, Kaplag, Brgy. Pala-o, Iligan City. This EOC offers essential services to humanitarian partners, such as internet and work stations. Response Cluster Reports by each RC Member have to be sent not later than 12PM every Monday & Thursday to [email protected] for consolidation into the NDRRMC Disaster Response Pillar Situation Report, and shall be reported by each Cluster Member during the regular meeting.
