I N T R O D U C T I O N Library is a treasure house of books and is capable of meeting almost all the information needs of people. Libraries are temples of knowledge, education/learning, where generations of young and old get enlightenment on the achievements of mankind. Goa can be legitimately proud of having one of the oldest libraries in India as well as in Asia which has enriched Goan cultural and educational life. 1. Krishnadas Shama Goa State Central Library: The State Central Library occupies the pride of the place among the public libraries in India, especially for its collection on Goan History and Culture. The Central Library is the oldest Public Library in India established on 15th September 1832 by Vice Roy Dom Manuel de Portugal e Castro as `Publica Livaria`. Four years earlier to Calcutta Public Library, 1836. (The National Library of India) It was changed to Bibliotheca Publica and enriched with bibliographical repository t1ransferred from the Convents run by religious orders, which were suppressed. However, the collection on Mathematics and Military Science was left in Academia and books on Administrative and Legislative matters were transferred to Secretariat Library. On 15th February 1897 the status of library was raised to that of a ‘National Library’ and renamed as `Bibliotheca Nacional de Nova Goa`. In March 1925, it was annexed to the academic and cultural institution (Instituto Vasco da Gama) and designated as “Biblioteca Nacional Vasco da Gama” by Decree Law no.38684 dated 18th March 1952. Under this Decree the privilege of `Deposito Legal` (Delivery Act) was made applicable to this library by virtue of which the library received all publication from Portugal and her overseas Provinces. From September 1959, the Bibliotheca was detached from the Instituto Vasco-da-Gama and put under the administrative control of ‘Servicos de Instruccao e Saude’ (Education and Health Services); it was then renamed as “Biblioteca Nacional de Goa”. The collection of pre-liberation period consists mainly of books and journals in Portuguese, French, Latin, English and very few books in local language like Konkani and Marathi. The total pre-liberation collection was about 37,100 volumes. 1 The earliest book available is Reportorium Cingularioum Super, Toto, Codice, Lugdini by Baldi published in 1539. The collection of the library has manuscripts and codices in Portugues, Castilian, Latin, Tamil, Ceylonese, Canary and Konkani dating since 17th and 18th century. The collection of the local newspapers includes the publication of Estado da India Portuguesa since 1856 to 1961 and then from 1961 to present day publication. The library is an important center for Indo-Portuguese studies as well as Portuguese colonial history. It is also a repository of Indo Portuguese Literature. The other important collection is of “Boletim Official” (Official Gazette) dating since 1837 till date. Further, State Central Library is acting as a repository of books published in State under the provision of the Delivery of Books Act, 1954. To support the library movement the Government of Goa has passed and enacted the Goa Public Libraries Act, 1993. Present Status of Library: Government in an effort to inculcate reading habits among the youth and to encourage research has set up a six floor library in the heart of the city at Patto, Panaji – Goa. Central Library is the State Library and apex of Public Library system in Goa. It has under its control Seven Taluka Libraries and one District Library. Besides Goa has altogether 151 Village libraries which includes NGO’s Libraries, Village Panchayat libraries and Government Village Libraries. 2 Krishanadas Shama Goa State Central Library, Sanskruti Bhavan, Patto, Panaji – Goa. • The Case of Goa, India
109 ■ Article ■ The Formation of Local Public Spheres in a Multilingual Society: The Case of Goa, India ● Kyoko Matsukawa 1. Introduction It was Jurgen Habermas, in his Structural Transformation of the Public Sphere [1991(1989)], who drew our attention to the relationship between the media and the public sphere. Habermas argued that the public sphere originated from the rational- critical discourse among the reading public of newspapers in the eighteenth century. He further claimed that the expansion of powerful mass media in the nineteenth cen- tury transformed citizens into passive consumers of manipulated public opinions and this situation continues today [Calhoun 1993; Hanada 1996]. Habermas's description of historical changes in the public sphere summarized above is based on his analysis of Europe and seems to come from an assumption that the mass media developed linearly into the present form. However, when this propo- sition is applied to a multicultural and multilingual society like India, diverse forms of media and their distribution among people should be taken into consideration. In other words, the media assumed their own course of historical evolution not only at the national level, but also at the local level. This perspective of focusing on the "lo- cal" should be introduced to the analysis of the public sphere (or rather "public spheres") in India. In doing so, the question of the power of language and its relation to culture comes to the fore. 松 川 恭 子Kyoko Matsukawa, Faculty of Sociology, Nara University. Subject: Cultural Anthropology. Articles: "Konkani and 'Goan Identity' in Post-colonial Goa, India", in Journal of the Japa- nese Association for South Asian Studies 14 (2002), pp.121-144.

RJPSSs Vol 42 No 1 2016 ISSN: (P) 0048-7325 (e) 2454-7026 THE LANGUAGE MOVEMENT OF GOA: PAROCHIAL UNDERPINNING AND INSTRUMENTAL CONCERNS *Dr. Joanna Coelho Department of Sociology Goa University [email protected] Abstract: One of the first challenges that threatened the unity of the newly formed Indian nation state was language. With a record of more than 1600 languages, questions of language dominance and contestations were a natural consequence. The situation got heightened with the administrative decision of the Indian State in 1957, to redraw the territorial boundaries of the Indian State on linguistic lines. This opened the floodgates for a series of language movements. The language movement in Goa was one such movement. This paper provides the trajectory of the Konkani language movement in Goa. Based on secondary sources got form books and newspaper accounts, as well as personal interviews with the various players of the Konkani movement this paper attempts to articulate the confluence of language, caste, religion and politics that converged in the language movement in Goa. Keywords: Language, language movement, public sphere, parochial Goa was liberated from Portuguese colonial rule on 19 December 1961. Immediately after Liberation, Goa began the process of integrating with the mainland, from which it had been cut off for over four hundred and fifty years. Goa, like any other unit of the Indian Union, had to experience the process of nation building which was couched in religious, ethnic, and linguistic nuances. While in the early years of Independence, religion posed a grave threat to the making of „India‟, issues pertaining to language soon became a major challenge for nation building.
