(“the Applicant”) to provide transport planning advice relevant to the proposed development on land south of Coldharbour Road, located in Gravesend, Kent. 1.2 The site, which currently comprises vacant land, has previously received planning consent for the erection of circa 5,000 square metres (sqm) of office space and light industrial units, associated car parking and servicing facilities, and alterations to the vehicular access. Consent was granted in October 2007 and renewed in October 2010. 1.3 The proposed development seeks to provide a small business centre comprising up to 6,016 sqm of new employment floorspace in the form of offices, studios and workshops, 201 car parking spaces and alterations to the vehicular access. At this stage, outline planning permission is sought. In simple terms it is considered to represent a repeat of the previously approved development but with an increased floor area; providing more opportunities for new businesses and employment creation. 1.4 This Transport Assessment considers the relevant transport matters associated with the proposals in relation to traffic impact, access, parking, servicing and trip attraction. A Morrison’s supermarket is located to the west of the site. The local area is shown at Figure 1. 2.2 The site takes access from the existing roundabout and one-way “loop road” with Coldharbour Road that currently provides for all turning movements to and from the supermarket. The Coldharbour Road roundabout is constructed as a four-arm roundabout; however, the northern arm of the junction is expected to provide access to a proposed residential scheme for up to 400 units (REF: 20141214). 2.3 A series of pedestrian facilities are located within the vicinity of the site. These include footways on the northern side of Coldharbour Road (opposite the site), zebra crossings located across the Morrison’s access and footways on both sides of Coldharbour Road west of the site access junction. 2.4 Pedestrian crossing facilities on Coldharbour Road comprise dropped kerbs and tactile paving at the roundabout and kerbed islands located adjacent to the northern end of the Morrison’s frontage and at Packham Road. 2.5 National Route 177 of the National Cycle Network provides a traffic free cycle route along Roman Road, located to the south of the site. Local Road Network 2.6 The local road network is dominated by the London – Dover A2 trunk road which passes the site to its south. As well as convenient road access to Gravesend the site benefits from easy access to the A2 route via Coldharbour Road and Wrotham Road. The two roads meet at a roundabout approximately 300m to the east of the site access. A fourth arm on the roundabout provides access to a petrol filling station / small service area. 2.7 The A2 corridor has been realigned since planning permission was first sought at the site and the former route of the A2 is now part of a linear park / cyclo park and cycle route which Graveshamfollows the southern boundary ofBorough the site. To the south ofCouncil the Coldharbour Road / Wrotham Road roundabout a pair of roundabouts in a ‘dumbbell’ arrangement provides access to/from the A2 slip roads. This stop provides shelter and timetable information serving bus route 308 which runs on an hourly basis via Sevenoaks, Wrotham, Meopham, Gravesend and Northfleet. 2.9 Additional bus stops are located on Coldharbour Road, Wrotham Road and Mulberry Road, all within an acceptable walk distance from the site. Gravesham Borough Council Transport Assessment: Land South of Coldharbour Road, Gravesend 3 \\TTPCSERVER\Projects\2016\2813 - Coldharbour Road, Gravesend\Word\R01-DF-Transport Assessment (160720).docx July 2016 3 POLICY National Planning Policy Framework 3.1 The National Planning Policy Framework (NPPF) was published on 27th March 2012 and sets out the Government’s planning policies for England and how these are expected to be applied. 3.2 Paragraph 32 of Chapter 4 – ‘Promoting Sustainable Transport’ states: “All developments that generate significant amounts of movements should be supported by a Transport Statement or Transport Assessment. Plans and decisions should take account of whether: • the opportunities for sustainable transport modes have been taken up depending on the nature and location of the Site, to reduce the need for major transport infrastructure; • safe and suitable access to the Site can be achieved for all people; and • improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development.
