LOCAL DEVELOPMENT FRAMEWORK CORE STRATEGY PRESENTATION

Steve Cardis, Service Manager, Strategic Planning and Sustainability, gave a presentation on the Local Development Framework Core Strategy consultation. The Council is currently seeking views on the Borough’s development plans and guidance for the next 20 years. Workshops for Surbiton residents to have their say will be held on • 5 May at Raeburn Hall, United Reform Church, from 7.00pm • 7 May at Hollyfield School, Surbiton from 7.00pm. DEVELOPMENT PROPOSALS FOR SURBITON HOSPITAL AND CONSULTATION ON STROKE AND TRAUMA CARE

David Smith, CEO Kingston Primary Care Trust, gave a presentation on the development proposals for Surbiton Hospital. The current proposal is for a polyclinic, which will contain GP practices, X-ray and diagnostic services, pathology and a walk- in clinic. The polyclinic will use half of the site. The other half is being looked at to provide other community services provided by the Council and voluntary groups. The PCT is currently in the planning process and is hoping to go out for consultation with the public from July onwards. David Smith also gave a presentation on the current -wide consultation on Major Stroke and Trauma Care. Kingston’s specialist trauma centre is St George’s Hospital in and will remain so. The aim is to ensure standards are kept at a high level for stroke patients and to move them from St George’s to Kingston as soon as possible after initial treatment. He is the ‘eyes and ears’ of the Neighbourhood, reporting on-street faults to the relevant authorities and carrying out on-the-spot action such as graffiti removal, cutting back overgrown vegetation, removing fly-posters, clean-up days and minor on street repairs/painting. 107. FISHPONDS DEVELOPMENT PLAN Appendix C

The Committee considered the plan to develop and improve Fishponds Park in order to obtain Green Flag status. The improvements will include new signs, new gates and general improvements to various entrances, new paths and steps from the upper path to ‘the dell’. Green Flag status is a national award for excellent green spaces. Members were also informed that Thames Water had stopped negotiations on the Browns Road flood alleviation scheme. Members expressed their disappointment with this matter but noted that the Council was dealing with implications for Fishponds Park. RESOLVED that the Fishponds Park Development plan be approved with the following comments: • plant meadow flowers in the meadow; • move bins away from seating area; • look into providing disabled parking near entrances; • don’t take the hard gravel entry paving too far into the park; • look at moving steps into ‘the dell’ to avoid bike riding in this area.

REASON FOR DECISION To approve the development plan for Fishponds Park to achieve Green Flag status, thus meeting one of the key objectives of the Green Spaces Strategy.

108. SURBITON POLICY STATEMENT Appendix A

The Policy Statement sets out the Committee’s four year vision for the Neighbourhood. The Policy Statement for the Surbiton Neighbourhood Committee was agreed in November 2006. An updated copy of the Policy Statement had been circulated and included action and progress to date on each policy issue. Members were invited to review the Policy Statement and comment on actions proposed or taken. RESOLVED that the current action being taken in respect of the Surbiton Neighbourhood Committee’s Policy Statement be noted and officers be advised of the following comments: • 1.2 Libraries and Community Centres – the libraries should be encouraged to look at their being a source of publicising and providing information on local democracy, such as how the Council works and how to contact Councillors; • 1.3 Parks and Open Spaces – improvements should be made to The Wood (adjacent to the Bird Sanctury) in Oakhill; • 1.4 Economic Development – the bids to Transport for London to improve access to shops in Ewell Road are welcomed but there is a need to define how access will be improved; • 1.5 Town Planning – the inclusion of signage and publicity to promote Surbiton Plaza and its location should be encouraged with the Developer; 83 SURBITON ROYAL BOROUGH OF KINGSTON UPON THAMES 22 APRIL 2009

• 2.1 Traffic, Transport and Highways – 30MPH zones should also be looked at and the 20MPH zones should be enforced; • 2.2 Environment – o supporting the planting of trees should be a priority and even more should be planted; o the number and need for recycling centers, especially in the light of door- to-door recycling, should be reviewed; o addressing the issue of fly-tipping should be made a priority; o and fly-tipping, graffiti problems etc. on private rear service roads should also be examined to ascertain whether anything can be done to address this in the longer term. • 3.2 Housing – consider establishing a local housing forum; • 4.1 Young People and Children’s Services – o the introduction of a Youth Café is a good idea in theory but it must be appropriate to encourage participation; o include School Lane in the report on play provision. • 6.1 Community Engagement and Leadership – consultation should be more meaningful with more direct engagement with residents, businesses and other key stakeholders as appropriate.

REASON FOR DECISION To pursue the Neighbourhood policies in the coming year.

110. PLANNED MAINTENANCE - REVIEW OF IMPROVEMENT PLAN Appendix B TO END OF 2007/08, FUNDING FOR 2009/10 AND BEYOND

The Street Scene Improvement Programme for carriageway and footway maintenance works has received £2m capital investment per year since 2003/04, which has allowed a considerable increase in the number of major maintenance schemes undertaken. The relevant National Performance Indicators show the carriageway condition has improved, achieving the Local Public Service Agreement (LPSA1) target, and the Class 1 & 2 footway condition has improved, though not quite enough to achieve the full LPSA2/LIP target.

In 2009/10 the Neighbourhood has a planned maintenance budget of £319,620 and the Committee considered a list of highest priority schemes to determine the works to be included in the annual maintenance programme. This list totalled £323,500.

RESOLVED that the priority for the 2009/10 Highway and Footway Maintenance programme be agreed as shown in Annex 1.

QUESTIONS

Alexandra Drive Access and Parking Questions and comments from Alison Ryder, Mrs M A Groves, Cyril Whybrow, L Goodyear and Mike Tattersall of Alexandra Drive concerned the introduction of pavement parking in Alexandra Drive: the process for consultation on the options, why the residents’ preference for yellow lines was not the option agreed, the timescale for yellow lines, whether the pavement parking is obligatory and how the pavement parking arrangements are working.

Answer The Chair explained that the Committee had weighed the need for emergency vehicles to be able to reach residents in the road and the consultation results on yellow line options at the February meeting. Results of consultation are a key element of consideration on all decisions but the prevailing view cannot be the only factor considered; Committees must weigh all of the factors. Residents have been advised by letter that the footway parking scheme will be monitored and reviewed at the 30 September meeting. During the next six months the parking conditions in the area including Hollyfield Road and the remainder of Alexandra Drive will also be monitored and reviewed. This will give the Committee information for the September meeting on the changes/improvements that could be introduced, recognising the daytime parking pressure in the area and the possible additional locations with access issues.

Thanks to the Committee and Neighbourhood Traffic Manager Mr Owen Palmer is leaving the Southborough Residents’ Association as Secretary and wished to express his thanks for the Committee and Council’s support over the years. He also wished to express gratitude to Nigel McDonnnell who recently left the Council.

Graffiti at Berrylands Station Mr Dennis Hickey reported seeing graffiti artists at Berrylands Station to the British Transport Police (BTP). The claim is that the BTP have not investigated graffiti at Berrylands Station for more than two years. Mr Hickey asked the Committee to write to the BTP about this matter and to seek justification for their inaction.

Answer The Committee will write to the BTP and may invite a representative to attend a Committee meeting to answer questions.
