However, much less is known about sand dunes in deep‐marine settings that are affected by strong bottom currents. In this study, dune fields were identified on drowned isolated carbonate platforms in the Mozambique Channel (south‐west Indian Ocean). The acquired data include multibeam bathymetry, multi‐channel high‐resolution seismic reflection data, sea floor imagery, a sediment sample and current measurements from a moored current meter and hull‐mounted acoustic Doppler current profiler. The dunes are located at water depths ranging from 200 to 600 m on the slope terraces of a modern atoll (Bassas da India Atoll) and within small depressions formed during tectonic deformation of drowned carbonate platforms (Sakalaves Seamount and Jaguar Bank). -

Multi- Scalar Governance Sixteen years following Mozambique’s independence in 1975 and civil war (1975-1992), the government of Mozambique began to decentralize. The Minister of State Administration pushed for greater citizen involvement at local levels of government. Expanding citizen engagement led to the question of what role traditional leaders, or chiefs who wield strong community influence, would play in local governance.1 Last year, President Filipe Nyusi announced plans to change the constitution and to give political parties more power in the provinces. The Ministry of State Administration and Public Administration are also progressively implementing a decentralization process aimed at transferring the central government’s political and financial responsibilities to municipalities (Laws 2/97, 7-10/97, and 11/97).2 An elected Municipal Council (composed of a Mayor, a Municipal Councilor, and 12 Municipal Directorates) and Municipal Assembly are the main governing bodies of Maputo. -

The project is exploring how national and international interventions have and have not been effective in fostering and sustaining political deals and elite bargains; and whether or not these political deals and elite bargains have helped reduce violence, increased local, regional and national stability and contributed to the strengthening of the relevant political settlement. This work is licensed under the Creative Commons Attribution International License (CC BY). http://creativecommons.org/licenses/by/4.0/ Abstract Among the different available wind sources, i.e. in situ measurements, numeric weather models, the retrieval of wind speed from Synthetic Aperture Radar (SAR) data is one of the most widely used methods, since it can give high wind resolution cells. For this purpose, one can find two prin- cipal approaches: via electromagnetic (EM) models and empirical (EP) models. In both approaches, the Geophysical Model Functions (GMFs) are used to describe the relation of radar scattering, wind speed, and the geometry of observations. By knowing radar scattering and geometric para- meters, it is possible to invert the GMFs to retrieve wind speed. It is very interesting to compare wind speed estimated by the EM models, general descriptions of radar scattering from sea surface, to the one estimated by the EP models, specific descriptions for the inverse problem. Based on the comparisons, some ideas are proposed to improve the performance of the EM models for wind speed retrieval. -
