Health Care System: Access for Returnees

Eligibility and requirements: Health care services are provided free of charge by public health institutions for specific groups of people. Returnees have appropriate access in all situations. There is no health insurance system established in Kosovo yet. Private companies offer health insurance, however, these schemes are very expensive.

Registration procedure: As there is no health insurance in place, an exemption system has been established to support patients in the public sector. Just like residents, returnees must fall under one of the categories which are exempted from payments and participation. In that case, similar to the unemployed, children, war veterans and social assistance beneficiaries, returnees are exempted from payments. No registration is required, except for proving the respective status.

Required documents: When receiving medical services in public sector, patients have to present their document to prove they fall under any of the categories exempted. Documentation of proof may include unemployment certificate, social assistance document, or any other document to prove exempted categorization.

Unemployment Assistance: Access for Returnees

Eligibility and requirements: There is no unemployment assistance system in place. However, a job-searching system through the Employment Agency and its country-wide offices does exist. In case of unemployment, no financial compensation is provided.

Registration procedure: Registration with Employment Offices is fairly simple and does not require much time and effort. Returnees must visit the closest office and enquire to be registered as jobseekers. In order to assess professional background an interview will take place. Subsequently, the returnee will be registered at the SIMP (Employment Management System).

Required documents: When registered as unemployed, the applicant must provide I.D., diplomas and certificates.

Pension System: Access for Returnees

Eligibility and requirements: Anyone who is a resident of Kosovo is eligible to access the basic pension fund of Kosovo, whereas the contribution pension scheme can be accessed by those who have previously worked and contributed to the pension fund.

Registration procedure: Applicants have to visit the Centre for Social Work in their respective towns and enquire about the person in charge at the Pension Department. Applicants have to submit relevant documentation (ID, bank account and other requested documents). Once a bank account has been provided, the beneficiary will receive pension on this account.

The first step to register children after return is the verification of diplomas and certificates. Afterwards, parents have to visit the closest school to their home and initiate a procedure of registration.

Children will have to provide a verified diploma, other certificates and birth certificate. After application, they will undergo a small test where their skills will be evaluated. Based on the results, they will be categorized as to which class to attend.

Procedures are fairly simple and in most cases registration goes smoothly. It is state policy that no child should stay out of the education system.
