Observatory for Children’s Rights Situation report based on data for children in Fier municipality

Observatory for Children's Rights is a non-profit entity in , established in 2009 as part of a network of civil society to monitor the situation of children in the country. Through its representatives in every district of Albania, and cooperation agreements with local governments in municipalities and communes, as well as local institutions, Observatory collect

information on data from administrative records of health, education, social security and other local authorities. Observatory in Fier region started the activity on September 2011. More information find on our Web: http://www.observator.org.al

From periodic analysis of data collected by Observatory for Children's Rights in the municipality of Fier under the new administrative division (Municipality of Fier + 9 local units), it shows that the population is estimated 196,094 residents. Calculating the total number of population at the national level (4214808 residents), it shows that 4.65% of the population is located in the Municipality of Fier. In the municipality of Fier under the new administrative division (Municipality of Fier + 9 local units), the number of households estimated 54,360 families. Having calculated the total number of households nationally (1215064 households), shows that 4,47% of the Albanian households are located in the Municipality of Fier, according to the new administrative division. Children (age 0-18) constitute an important category in the Municipality of Fier. Number of children 0-18 years for the Municipality city of Fier under the new administrative division is 47203 children in 2014. While the percentage of children of the Municipality of Fier in comparison to the population resulting 24.07% in 2014, according to the new administrative division. The number of children in the Municipality of Fier under the new administrative division has decreased from 51,527 children in 2010 to 47,203 children in 2014. While the percentage of children in comparison to the population has decreased from 26.71% in 2010 to 24.07% in 2014. Children’s are the future generation and an important category in which you need to focus interventions and social policy programs. Children’s in the Municipality of Fier account over ¼ of the population, so should benefit from social welfare services that guarantee their education, health and social protection. The social protection system aims distribution and redistribution of national income in favor of people with lower levels of income, contributing to social justice and alleviate the contradictions between the various layers. Percentage of children 6-15 years old, who live in households that receive social assistance in Fier Municipality has increased from 0.83% in 2010, in 2.08% in 2013.

Disability is a broad field that affects a large number of children in the Municipality of Fier. The percentage of children with disabilities has increased from 1% in 2010 to 1.9% in 2013 in the Municipality of Fier. The highest values are in Topoja 2.1%, , Libofsha and Qender with 1.9%, 1.7%, 1.6%, Portëz 1.4% and Dërmenas 0.9%. Zero percent values appear in Cakran 0% and Levan 0%.

Case management of children at risk and with various problems in local level Observatory in Fier region has implemented projects: "Strengthening the social welfare services to children- RIDE" and "Every Roma Child in kindergarten". Observatory in collaboration with CRU at Fier Qark, within two projects has managed 56 cases of children, of which 39 cases were resolved and 17 cases are still in process. Number of cases: • Fier : 2 children unregistered in Civil Registry (1 resolved), 4 unregistered Roma children in kindergarten (4 resolved). • Qender Fier : 12 unregistered children in Civil Registry (8 resolved), 3 children in a begging situation (3 resolved), 3 non vaccinated (3 resolved), 10 unregistered Roma children in kindergarten (10 resolved). • Topoja Fier : 2 children unregistered in Civil Registry, 3 children with problems of domestic violence (3 resolved). •Dermenas Fier : 1 children in street situation (1 resolved), 4 unregistered Roma children in kindergarten (4 resolved). • Mbrostar Fier : 1 unregistered children in Civil Registry. • Lushnje : 1 child raped (1 resolved). • Lushnje : 1 children living in a family with economic problems/ alcoholism (1 resolved). • Qender Mallakastra : 2 children unregistered in Civil Registry.

Mallakastra : 6 unregistered children in Civil Registry. • Mallakastra : 1 children with behavioral problems as a result of divorcing parents.

Limitations of Situation Report

Each of the 12 regions of Albania should provide data on the number of habitants, categorized by gender and age at the local level, data that is still missing although Observatory has lobbied strongly for the collection and reporting of this indicator, which is very necessary to issue reports and percentage then. Such information will facilitate the process of calculating the indicators and analysis of the current situation for each region. Observatory still operates with the Civil Registry data about demographic, a finding which helps us to estimate even though there may be deficiencies in extracting real value, but that trend to measure changes over the years.

During data collection, the regional offices of the Observatory have identified more difficulties in collecting data in the education sector. Consequently, representatives of central and regional staff have intensified communications and efforts to advocate with regional and local institutions of education for the collection of these indicators.

Also difficulties in reporting data also are related with regional institutions of the State Social Service in the direction of the central institution. In 2014, regional offices of SSS reported value 0 to the database of indicators. The level of responsiveness of these actors has been low. One such problem with the collection and reporting of data can be related to changing the structures due to the implementation of administrative- territorial reform in Albania.
