    PACIFIC ISLANDS FORUM SECRETARIAT NIUE NATIONAL ELECTIONS 2017 REPORT OF THE PACIFIC ISLANDS FORUM ELECTION OBSERVER TEAM INTRODUCTION 1. At the invitation of the Government of Niue, the Pacific Islands Forum Secretariat deployed a Forum Election Observer Team to Alofi, Niue, from 28 April – 11 May 2017, to observe the Niue General Elections on 6 May 2017. The Forum Election Observer Team (the Forum Team or The Team) comprised of Mrs. Benateta Betero, Electoral Commissioner of the Republic of Kiribati (Team Leader), who was supported by a Secretariat staff member (see Annex 1). 2. The Forum Team was based in Niue’s capital, Alofi, and met with a wide range of stakeholders including senior Government representatives; civil society (including youth, women and disability groups) and faith-based organisations; private sector; election candidates; media representatives; and members of the diplomatic corps based in Alofi. A list of stakeholders consulted is attached at Annex 2. On 6 May, Election Day, the Forum Team deployed across the island of Niue, visiting all 14 constituencies. The Team observed all aspects of the elections across the polling stations including the pre-polling environment, the opening of polls, casting of votes, closing of polling, and the counting of votes. CONTEXT 3. Niue is an island nation with a total land mass of 260 square kilometres located 930 kilometres west of the Cook Islands, 660 kilometres south of Samoa, and 2400 kilometres northeast of New Zealand. As of 2016, Niue is home to 1612 people. There are 14 villages around the island, and Alofi, located on the Western coast, with a population of around 760 people.

Honourable Premier Toke Talagi reflected on Niue’s status of Self Government in Free Association with New Zealand and the strong, enduring and mutually beneficial partnership between the two countries. The achievements by former Premier Sir Robert Rex with his Cabinet and Members of the Niue Assembly including Secretary of Government Mr Terry Chapman and their involvement in Niue’s current status was also acknowledge with a special tribute by Honourable Premier Toke Talagi. The most encouraging assurance of the work undertaken by the Government of the day is the list of evidence and the commitment demonstrated by the Government to its people.     Report from the Commonwealth Women Parliamentarians Pacific Annual Meeting and Retreat: Her Voice – Effective political participation by and for Pacific Women, 24-28 February 2020, Niue Fakaalofa lahi atu ki a mutolu oti The Commonwealth Women Parliamentarians (CWP) Pacific Region steering committee met in Niue for its 2019/2020 annual meeting and retreat. Discussions had been held between the Chairperson Anahila Kanongata’a-Suisuiki and MAM Mrs Mona Ainu’u during the Third Pacific Parliamentary Forum in New Zealand late 2019 to have Niue host. As one of the smallest jurisdictions it was felt that this would be a special opportunity to have many of the region’s women leaders visit and to network with local women leaders and aspiring leaders. In light of the health and travel challenges the world is now facing, we are all truly thankful that we could have this programme to fortify the links between women members in the region, just before it became impossible due to Covid-19 pandemic travel restrictions. The population of Niue is around 1,700.1 Niue is a large upraised coral atoll lovingly known as “The Rock” From 1974, Niue has self-governed in free association with New Zealand and has followed a Westminster-style rule with a 20 member assembly. The Premier is selected by the House and the Premier then selects three other members for Cabinet posts. Niue presently has five women members of Parliament: Hon. Joan Sisiati Tahafa Viliamu, MAM Mrs. Maureen Melekitama, MAM. Mrs Mona Ainu’u, Hon. O’Love Jacobsen, and Hon. Va’aiga Paotama Tukuitonga.
