Proponent is presently proposing the quarry project in Survey Nos. 36/3(pt), 37/1(pt), 37/2, 37/3of MorayoorVillage, , ofKerala State for an extent of 4.2793 Ha. At the end of life of mine, the excavated pit will be 2.06 Ha, in which 1.633 Ha will be reclaimed with stacked dumping and overburden and rehabilitated by plantation and the remaining part 0.427 Ha will be used as a water pond. The details of the post mine land use are given below:

3.1 Process description

The Quarrying operation is carried out in different stages. A flow chart depicting the operations is shown below:

The quarry is being worked with conventional open cast with bench system method with mechanized mode of operation. Based on the mode and method, taking into the consideration of geological parameters of the charnockite body, the quarry pit will be so designed such that the height of the bench is kept about 5.00 m max.

3.2Local Geology

The country rock in the lease area is migmatisedcharnockite. The contact between the migmatitic patches within charnockite is very graded. A very faint mineral foliation trending N60ͦW- S60ͦE, dipping sub vertical is observed. Other planar features like Joint planes are also observed. Two major sets of joints trending in (1) N-S, dipping 65ͦ easterly and (2) N30ͦW –S30ͦE, dipping vertical is observed.

The soil profile in the area is thin with an average thickness about 0.5m. Sheet rock is exposed in most part of the lease area.

3.4 Method of Quarrying

Currently the said quarry is working with conventional open cast with bench system method with mechanized mode of operation. Based on the mode and method so adopted and taking into the consideration of geological parameters of the ore body, the quarry pit is so designed such that the height of the bench is kept about 5.00 m (2.50 m x 2 sub benches) max., and the width is also kept 5.00 m, maintaining 45˚ pit slope. Benches are advanced side ward and lateral to win the material at lower level /depth.

3.5 Extent of Mechanization

3.6 Quarrying Activity

Presently the quarry is working with conventional open cast with bench system method with mechanized mode of operation. Based on the mode and method so adopted and taking into consideration of geological parameters of the Charnockite body, the quarry pit is designed such that the height of the bench is kept about 5.00 m max., and the width is kept min 5.00 m, maintaining 45˚ pit slope. Two sub benches are created of 2.50 m height each, when it reaches its ultimate limit, all the two benches will be joined together to form a height of 5.0 m. Topsoil is sparsely distributed in the area, this topsoil will be removed separately and it will be used for plantation purpose.

As the rock is mainly hard to medium hard in nature, drilling and blasting is required to dislodge/loosen the material from the main rock mass. The broad blasting parameters are determined in subsequent paragraph:

3.6.1 Explosives Management, drilling and Blasting

Blast hole will be, preferably by jack hammer where the diameter is normally 32 mm and the depth of the hole is 2.5 – 2.75 m. Blasting pattern is generally square or rectangle or staggered with burden ranging from 0.75 to 1.00 meters and spacing of 1.00 to 1.20 meters. Usually single / double row of holes is blasted along free face to achieve optimum powder factor, best fragmentation and minimized adverse impacts on account of blasting. Maximum numbers of holes will be blasted at a time in a round are generally limited to 20 to 30 with normal delay detonators to mitigate adverse impacts such as air blast, throw and the ground vibration. Holes are electrically detonated using electric detonators.

Gelatine explosives are used for blasting with 20 to 25 percent, proportion of primer/ booster cartridges and rest as column charge. About 1 to 1.5 kgs of explosives are loaded in 32 mm diameter holes. And powder factor ranging between 5.0 tons per kgs of explosives is achieved.

3.6.2 Excavation and Crushing

The said quarry is a conventional opencast with bench systems and operating in a mechanized mode. The bench height and width is kept at 5m maximum with a pit slope of 450. Subsequent to the drilling and blasting, the material so dislodged / loosen from the rock mass, the big boulders are broken in to small boulders with a help of rock breaker. There after the material is loaded into trucks / tippers of 7 tonnes capacitywith the help of the excavator and thesame will be dispatched to the buyers also.The proponent owns a crushing unit which is outside the lease area.

3.6.3 Topsoil:

The amount of topsoil occurs with average thickness of 0.50m.This will be removed separately as and when it occurs during the course of quarrying. The topsoil so removed will be stacked separately and will be used judiciously for plantation purpose. Precautions will be taken to limit the height of the top soil dump to 5-6 m in order to preserve its fertility and shelf life. It will be suitably protected from soil erosion and infertility by planting fodder grass and leguminous plants during temporary storage. The total amount of topsoil existing within the leasehold is calculated as below:

3.6.4 Mine Waste Management

About 53,000 tons ofmine waste will be generated throughout the mine life and it will be stacked in the area earmarked for it. This waste will be utilized for lying of haul road as well as for backfilling. At the end, this mine waste can be partly utilized as soil base for plantation.

3.6.5 Site Security and Safety

Copies of all safety and management documents will be made available to on site, personnel and mandatory training for operations at the Quarry will take place. The Area Coordinator will ensure that operations are consistent with other management plans, terms and conditions of the issued permits, and safety procedures for the Project.

Security signage will be posted at the entrance to the quarry. The remoteness of the quarry and the onsite presence of operations personnel will make perimeter fencing unnecessary. Audible warning systems will be employed for all blasting operations at posted intervals prior to any detonations.

Loose rocks will be properly dressed and nature of rocks and available structural planes will be studied to avoid any slip. Explosives will be stored in safe approved and licensed magazine. Competent blasters (with blasting certificate of competency issued by DGMS) will only handle explosives to avoid any accident. Proper and full proof security will be provided to the magazine to avoid any theft, unauthorized entry etc. proper fencing with sign boards will be provided to separate out the magazine. Blasting and processing operations will be suspended if incursions into the quarry occur. On site monitors for animals will provide warnings if the approach of any animals is noted.

Before the onset of monsoon, drains are cut along the toe of the quarry faces to divert the surface run off. Garland drain is provided at the quarry top to regulate monsoon water and direct the same to the settling ponds / quarry pit to contain the quarry wash off and to avoid the same joining to the adjoining surface water bodies / water courses. It also helps to avert eventual collapses and damages to the quarry faces.

The pit will be fenced by barbed wire, such that no habitats can enter the pit and watch and ward is provided round the clock.

Chapter –IV Environmental Baseline data Description

4.1 Air Environment

The drilling, blasting and dislodging activities certainly capable of generating the respirable and non respirable dust during operation.

To assess the ambient air quality status, monitoring stations were identified on the basis of Meteorology in the upwind and downwind direction as well as to represent the cross sectional scenario of the project site. Based on the production activity,the parameters chosen for assessment of air quality are Particulate Matter (PM10&PM2.5), Sulphur dioxide (SO2), and oxides of Nitrogen (NOx).

4.2 Analysis of Baseline Concentrations

The Ambient Air Quality data were collected in the month of22ndMay 2014from the four corners of the project site .The data have been collected on 8 hourly basis for parameters of

PM10, PM2.5, SO2, NOX.

The PM10 concentration near the north side boundary of the project site is found to be well 3 below the prescribed limit with the values 53 µg/m during the monitoring period and PM2.5 3 3 concentrations is 35µg/M . The Sulphur dioxide(SO2) concentration is 10.4 µg/m and Nitrogen 3 dioxide(NO2) concentrationis 7.3 µg/m .

3 The PM10 concentration near the east side boundary of the project site is found 64.3 µg/m 3 during the monitoring period and PM2.5 concentration is 42.5 µg/m . The SO2concentration is 3 3 13.7 µg/m and NO2concentration is 9.2 µg/m .

3 The PM10 concentration near the south side boundary of the project site is found 47 µg/m 3 during the monitoring period and PM2.5 concentrations is 24 µg/M . The SO2concentration is 3 3 9.6 µg/M and NO2concentration is 6.9 µg/M .

3 The PM10 concentration near the west side boundary of the project site is found 43 µg/m 3 during the monitoring period and PM2.5 concentrations is 21 µg/m . The SO2concentration is 3 3 10.1 µg/m and NO2concentration is 7µg/m .

4.3 Water & HydrogeologyEnvironment

The main source of water to theMorayoor Village is from groundwater (open wells and bore wells) and rain water sources. The area receives rainfall from south western monsoon and northeastern monsoon with an annual cumulative contribution of about 2793 mm. The Charnockite forming a part of crystalline group of rocks is the prominent litho-unit in this area. So the aquifer in theproject site belongs to crystalline type in which occurrenceand movement of ground water is dominantly controlled by the nature and extent of weathering andthe presence of structural features like fractures and joints. In this area the groundwater occurs in the secondary inter-granular pores and voids under unconfined condition. Bore wells and open wells are the dominant source of groundwater in this area. The yield of these wells ranges from 4 to 5 m3/Hr (CGWB report March 2009).

The depth to the groundwater level in this area ranges from about 7 to10 m during pre- monsoon and from 5 to 7 m during post-monsoon. Groundwater quality is generally good. Pollution due to anthropogenic activity is minimum as the district is devoid of any major industries.

The ground water level measured from the nearest well is about 10 m below the ground level.The ultimate depth of the working of the quarry is 40m MSL. Since the working is much above the general ground water table, it does not affect the ground water.

4.4 Analysis of Baseline Concentrations

Ground water sample were collected from Project site(surface water and open well water) and pond water,surface water from outside for the analysis of physical, chemical and biological parameters.

A detailed Analysis report is enclosed in Annexure 12.

The analysis results of ground water are well within the guidelines of IS-10500 standards except for coliform bacteria and MPN coliform count. The analysis of parameters like pH, Iron, Chloride, Sulphate, Nitrate, and other parametersare within the site are found to be well within the prescribed limits except in the case of surface water collected from outside.

4.5 Noise Environment

The exposure to aggregate by mechanical stripping of soil and rock, extraction by digging, transportation of materials around the site and processing are likely sources of noise.

This Noise generated from quarry activity and vibrations can seriously affect people in noise sensitive locations and interfere with their ability to relax, sleep, or communicate, causing stress and annoyance.However, the survey was carried out at the North, South, East and West direction of the project site.

The baseline ambient noise quality at the project site and the surrounding areas where monitored which was recorded. In daytime, the noise level was measured at 4 locations, including Quarry / project site on 22/05/2014 to 23/05/2014, the noise levels so observed were within the prescribed limits / standards with regard to CPCB Standards. The results of above Noise level is enclosed in Annexure No. 13.

4.6 Biological Environment

Executive Summary Biodiversity means the diversity or variety of plants and animals and other living thing in a particular region or area. Biodiversity assessment of the area has been carried out with appropriate methodology. An observation in the land use shows that the area was barren land with poor vegetation and some of the surrounding area was covered by coconut plantation (Cocusnucifera). Faunal diversity is also observed to be not very rich with the occurrence of some common birds, mammals and reptiles. The mining activity does not seem to have any deleterious effect on the biodiversity of the region.

Aim of this report The assessment is conducted to develop a database on the floral and the faunal characteristics of quarry of the M/s Malabar Aggregates (P) Ltd. The report gives information regarding plants and animals around the mining site.

Methodology Preliminary data collection and report preparation was carried out. Species list is developed after proper identification of the samples collected/ photographs taken and consulting relevant taxonomic literature. The assessment was focused on all taxonomic groups, such as plants, birds, fishes, amphibians, insects, reptiles.

Flora: A detailed survey was carried out in the study area. Only a few number of flora were observed. Interviews were carried out with local people to collect information about the flora. Based on this, a detail list is prepared

Fauna: Mammals: The mammals in the study area were listed along the frequency of occurrence for sighting, calls, scats / fecal matter, track marks or other indirect signs transects as well as quadrant.

Reptiles and Amphibians: The reptiles and amphibians were studied by direct sighting and indirect signs like molt as transect as well as quadrants.

Biodiversity of the Study Area

The study area was a barren rocky land with poor vegetation and some of the surrounding area having coconut plantation. Butterflies, dragon flies and other insects were observed from the region, however their occurrence was sparse.A total of 22 species were observed from the region.

Endemic Species A total of 22 plant species were identified in the study area. The identification of endemics is based on available literature (Ramesh et al., 1998, Ahmedullah and Nayar (1987) and Nayar et.al., 1996). There is no endemic species found in the study area.

Majority of the surrounding area was planted by rubber tree and also this region does not come under any conservation reserves. Ecological important plants were not observed in the buffer zone of the mine site. So any development activities in the region do not have any direct bearing or significant influences in the ecosystem stability or biodiversity.

4.7 Socio Economics

The major occupation of the Malappuram and adjacent district is Cultivation, Household activity, Livestock, Forestry, Mining, Quarrying activities. The quarrying activity will benefit local villages in both directly and in-directly. Direct beneficiary will be those who get employed in Quarry as skilled and unskilled workers. a. Addressing concerns of local inhabitants like health, water, employment, resettlement / rehabilitation

Proponent shall provide the required Medical facility to all the employees at the quarry such as first aid, regular checkup, ambulance etc. as per provisions of Indian factories Act. In addition proponent also provides the medical checkup camps to the local villagers, supply of drinking water, and contribution of funds for social and cultural program.

The proposed lease area extends over an area of 4.2793 Ha. There are no settlements within the lease hold area, hence there is no resettlement or rehabilitation of the same. b. Compensation for loss of land, crops and other adverse impacts on account of mining Entire lease area belongs to lessee hence there is no compensation for loss of land.

c.Biological reclamation/Eco-restoration Plan

Around 1500 saplings will be planted in an area of 1.6321 Ha. The main aim of the green belt development is to restore the ecosystem to its original form to a maximum possible extend by designing green cover with the same native species. Chapter- V

5.1 Site Management Measures

The awareness of environment has led to the development of Environmental Management Plan including minor development projects, wherein anticipated impact are assessed and the management plan to mitigate these impacts has been stipulated in advance. The proposed project involves drilling, blasting, and movement of heavy machineries. Thereby this section will cover the Environmental management of the environmental attributes that may arise due to the current project in the entire stage of operation.

The Quarry Lease area is an undulated rocky terrain with thin layers of soil as substratum and shrubby growth of weeds. Since the quarry was operated earlier there is no cutting of large woody trees, the site is a rocky area with an outcrop of Charnockite (Commercially known as Granite) without extensive vegetation. The weeds and shrubby growth of plant are cleaned manually. The loose soil layer is removed and stored in the non-mining area ,which will be used for plantation purpose. The boulder and the underneath rock bed consist of rock mass, which is the mother rock where the extraction of products shall be undertaken.

The number of workers for the current production including the machinery operators and drivers is15 (adult workers). The quarry shall not employ any children below 18 years. Also the workers are from nearby villages and no migrated laborers are employed for the current quarry operation. Thus settlement of migrated worker is not involved inside the Quarry Lease area, as the workers shall be daily waged laborers of the area. The main activity is drilling, excavation, storage and transportation of final product.

5.2 Drainage Management

Since Kerala falls under coastal region, Western Ghats and Malnad belt, the state receives a copious amount of rain fall to an extent of 3,000 mm annually. So safety and precaution of the quarry pit is very much essential.

Before onset of monsoon, drains are cut along toe of the quarry faces to divert the surface run off. Garland drain is provided at the quarry top to regulate monsoon water and direct the same to the settling ponds / quarry pit to contain the quarry wash off and to avoid the same joining to the adjoining surface water bodies / water courses. It also helps to avert eventual collapses and damages to the quarry faces if any.

The quarry is currently designed to avoid surface water courses and drainage channels. Sources of contamination from the operation that could affect water quality include dust from blasting and refueling for equipment. Blast residues from explosives will be managed by ensuring that all material is ignited during the blasting process. Vehicle fuelling will be conducted at a centralized fuelling facility off site that has proper containment and spill response capability. Fuelling for non-moveable onsite equipment, such as generators, will take place in a secured area with approved spill containment.

5.3 Dust Management

The primary sources of dust at the Quarry are blasting and loading. Very little topsoil exists at the quarry site, and is not considered a primary source of dust. The management of dust will be accomplished by minimizing the creation of dust at source. Transport of material will be subject to speed limit restrictions and covered by tarpaulin sheets to help reduce dust.

5.4 Noise Environment

The Noise is the environment attribute associated with the quarrying activity and operation of heavy machinery operation which causes vibration and noise. The quarrying operation will be restricted to only day time. To attenuate noise, various measures shall be taken up from the source point. The activity such as drilling shall be updated to latest technology which involves wet drilling technology and blasting will be carried out with controlled mechanism.

Persons who are exposed to critical operation like drilling and operation of excavators are being provided with personal protective equipments (PPEs) as Occupational Safety Measures. Greenbelt will be developed, which will act as an acoustic barrier for noise transmission

5.5 Solid Waste

The mine waste generated incidental to quarry operation will be partly used for leveling for road and civil construction works.It will be stacked at designated places during the quarry operations and will be utilized for back filling during mine closure.

5.6 Water Environment

In the mining activity there is no utilization of water for the process / quarrying. The requirement is mainly for drinking and domestic purposes and that shall be met through water pond located outside the quarry area and water required for dust suppression and plantation will

It is proposed to construct two ponds and a check dam. One pond is for rain water harvesting cum silt arresting and the other for collection of decanted water.

Toilets shall be constructed which is of temporary structure. The domestic effluent of the Quarry workers, drivers, etc shall be treated in septic tank followed by soak pit as per the approved design by CPCB.

5.7 Air Environment

The pollutants released from the quarrying activity will be from the machineries (Heavy Earth Movers, Loaders, Rock breaker, etc) and movement of vehicles. For the purpose of the quarry activity, and to maintain a quality environment, selection of good condition vehicles and quarry operation shall be undertaken in a controlled mechanism; vehicular servicing shall be carried out regularly at frequent intervals so as to limit vehicular emission within the standard prescribed by Motor vehicle Act.

The drilling activity generates comparatively more dust than other activity such as breaking and loading. Another common source of dust dispersal is from the haulage road. The movement of vehicles (dumper & tripper) to ferry the rock fragments is one of the source of dust. The improvement of haulage road is the main remedy to suppress dust during transportation. Water sprinklers are provided to check the dusty road in the mining area.

5.8 Occupational health and Safety

Since the activity of the project involves drilling, rock breaking, loading and transportation, primarysafety for the workers is the main concern of the project. Generally Personal Protective Equipments (PPE) shall be provided to all individuals inside the Quarry Lease area. The workersinvolved in the activity of drilling work, additional protective equipments shall be provided such as Thick Gloves, Goggles, ear plugs, thick boot wears, etc.

The secondary safety of workers health shall also be given the same importance. Secondary health threat arises from disease causing vectors and untidy housekeeping. The workers’ health can also be at risk from communicable diseases which may be seasonal or pandemic.

Safe drinking water to all the employees and cleanliness in the quarry area will be maintained to avoid communicable diseases. Rest rooms and first aid facility is provided in the quarry as per the DGMS guidelines.

Chapter VI 6.0 Environmental Control Measures

6.1 Environmental Management measures

The entire quarry area is planned systematically and scientific method of mining with 5.0 bench ht and 5.0 m bench width. Once the reserves are exhausted, the quarry pit will be reclaimed to the extent possible by suitable plantation. Some area of the pit will be retained as water pondwith fencing around the quarry lease. Qualified Mines Manager will supervise mined area management. Mines Manager will identify the suitable personnel for implementation of Environmental Management Plan (EMP).

6.2 Safety and Environment Management measures

• Mitigation measures will be taken in respect to non - compliance. • Review of the safety practices being followed and additional safety measures ifnecessary. • Identification of unsafe conditions/ practices prevailing in the area and mitigation measures, if any. • Arrangement of training to develop safety awareness among all staff including laborers. • Preparation of safety codes/ manuals of operations which will be distributed to workers.

6.3 Occupational Health measures

An occupational health unit will be organized and the proposed measures will be adopted: • Periodic Medical Checkup program for all the workers. • Compulsory medical checkup program for risk group • Training for workers regarding occupational hazards. • Lung function test for workers exposed to dusts.

6.4 Post Environmental Clearance Monitoring Programme

An environmental monitoring cell will be constituted for constant monitoring of environmental parameters like air, water, noise and soil to assess the status of environment during mine operations and other activities.The environmental monitoring cell will conduct routine monitoring as given below to ensure the protection of environment from any degradation. Besides, the compliances to all environmental clearance conditions and consents from KSPCB / MoE&F will be monitored and reported periodically.

7.1 CONCLUSIONS

It is predicted that socio-economic impact due to this project will positively bring prosperity and improvements in physical and social infrastructure in the area. It will increase the chance of more employment to local people. There is no resettlement and rehabilitation involved in this project. Revenue of the state government and central government will be increased through collection of various taxes. The entire project area is devoid of any endangered flora and fauna. It is proposed to reclaim the land to a maximum possible extent by providing green belt in refilling and surrounding areas. In addition to this 10% of the total area is converted to water pond. Thus the proposed project is not likely to affect the environment or adjacent ecosystem adversely.
