Humanitarian Assistance National PGMA presided the cabinet meeting at Macaraeg Ancestral House in Timogan, Iligan City, Lanao del Norte on January 6, 2009 and the joint RDCC meeting (X and CARAGA) at Camiguin Highland Resort, Mambajao on Jan 7, 2009. The President distributed 1,500 food packs to the evacuees in Brgys Carmen and Macasandig in Cagayan de Oro City with PAGCOR’s medical mission The OCD-NDCC facilitated the availability of PAF Aircraft (UHIH) on January 8, 2009 utilized by Deputy Administrator, OCD from TOG 5 Legaspi to Catanduanes; the release of 2,400 sacks of rice (Php2,190,000.00) to various LGUs affected by flood, landslides and big waves; and the airlift of DOH-HEMS’ assorted medicines and medical kits (30 cartons) via Pokker Plane on 15 January 2009 and 647 packages of DSWD’s relief goods (11,476 kilos /25,248 lbs) via C-130 PAF-Plane on 16 January 2009 to Cagayan de Oro City, Region X 2 The SND as Chairman, NDCC visited Cagayan de Oro City on 15 January 2009 and conferred with Mayor Jaraula of Cagayan de Oro City on the current situation in the city DSWD deployed its Field Offices Social Welfare and Development teams to undertake data generation, relief distribution and management of evacuation centers in coordination with the local government units (LGUs), other government offices (GOs) and non government offices (NGOs) and mobilized a seven man team from DSWD-Field Office XI to assist the DSWD X in the disaster operations; Provided the required emergency relief needs of the affected families in Regions X, XI and ARMM amounting to P676,045.00 broken down as follows: Region X – Php162,500.00, Region XI- Php 108,045.00 and ARMM- Php91,250.00; Released P2.3 Million to DSWD-FO X as additional standby funds for the purchase of P2 Million emergency relief supplies and P.3 Million for administrative expenditures for the on-going relief operations; Allocated P995,550.00 worth of assorted relief commodities to Cagayan de Oro City and pre positioned P6.92 M worth of standby funds and relief commodities (family food packs, canned goods and clothing ) readily available for release to affected families in Regions X, XI and CARAGA DOH-HEMS augmented assorted drugs, medicines and supplies worth Php212,346.23 and cash allocation (QRF) to Cagayan de Oro, Region X amounting to Php1,000,000.00 Local Region I DSWD I provided 90 family food packs to the affected families; ABS-CBN Sagip Kapamilya provided relief assistance to the families in evacuation center. Congressman Dumpit distributed 3 sacks NFA rice, 2 boxes noodles and 4 boxes coffee. PNRC I distributed 93 packs assorted goods and 2 cartons used clothings. MDCC Arngay distributed 248 packs relief goods (1kilo rice, 1 coffee (25 grms), ½ kilo sugar and 2 packs noodles. PDCC La Union distributed 90 packs relief goods (3 kilos rice, 3 noodles, 3 sardines and 1 coffee (50 grms) and 1 coffee mat per pack. Region V PDCC Catanduanes distributed relief assistance in the form of noodles, rice and canned goods in Bagamanoc, Baras, San Miguel and Viga amounting to Php432,000.00 DWSD 5 augmented 100 bags of rice and assorted canned goods (pork and beans, sausages and sardines) and 50 pcs T-Shirts to PDCC Catanduanes which were repacked for distribution to other affected municipalities Region VI PDCC Capiz conducted relief operations in barangays affected in Sigma, Capiz The Provincial Engineering Office of Capiz conducted clearing operations at the landslide areas 3 Region VII MDCC Amlan and PNRC Negros Oriental Chapter and other civic organizations initially provided the needs of evacuees. MDCC Ginatilan conducted ocular inspection in the affected areas. Affected families stayed with relatives Region VIII PDMO Northern Samar conducted relief operations at the Municipality of Lavesares, Northern Samar LGU Lavesares extended relief assistance to the affected barangays amounting to Php46,800.00 DSWD 8 allocated 1,000 family packs intended for the affected families; MDCC Tolosa provided assistance to the 2 fishermen who were rescued alive. CHD VIII conducted immunization, health education and consultation at the evacuation centers in Palapag, Catarman and Laverares, Northern Samar CHD 8 – provided drugs and medicines to PDCC through Gov Raul Daza and MDCC through mayors / MHOs; technical assistance to affected LGUs; and augmented health manpower at Lavezares and Catarman Rural Health Units Provincial Health Office conducted coordinative meetings together with Catarman RHU and DOH Response team Health activities undertaken in Lavesares Central Elementary School: disease surveillance (ARI, fever and diarhea); immunization of 7 children (measles vaccination of 9 mo-5yrs old ); water sanitation (3 flush toilets and level 2 water source); medical services by MHO; and psychosocial care (CISD) by MSWD to the parents of dead family. RHU Catarman conducted site visitation and rapid health assessment at 5 evacuation centers, consultation and health education at the evacuation centers; measles immunization and vitamin A supplementation; and disease surveillance OCD 8 coordinated with DSWD 8 for possible augmentation of food assistance for the affected brgys in Guiuan , Eastern Samar Coordinated with PN for the availability of the Naval sea Vessel to conduct search and rescue of the 7 missing persons in Guiaun, Eastern Samar Region X RDCC team of MGB-DENR, CDO-DILG, CDO-CENRO, OCD X and 10 th TOG conducted aerial survey in the flooded areas in Cagayan de Oro City. CHD strengthen WASH, nutrition, health and psychosocial cluster, continue augmentation of medicines and supplies, measles vaccines and vitamin A; and provision of technical assistance in the formulation of Health Emergency Preparedness Response, Recovery Plan (HEPRRP) CHD X provided logistical support to the LGUs in the region in the form of medicines, drugs, medical supplies measles vaccine, vitamin A, water containers, sodium hypochlorite solution, tetanus toxoids, syringe and miscellaneous expenses in the amount of Php 654,686.00 and allocated cash assistance in the amount of Php1 M Representatives of the International Organization of Migration (IOM) coordinated with OCD X on their offer of assistance in the flood –stricken areas CDCC Cagayan provided immediate food assistance consisting of 3 sacks of rice, 2 boxes sardines and 2 boxes noodles in Brgy Caman-manan PCG Northern Mindanao District dispatched 4 rubber boats and 2 patrol boats to conduct SAR operations. Other responders which dispatched manpower and rescue equipment to support the SAR operations were TOG 10 PAF, RCDG 10, PRO-PNP, 4!D PA, PNRC, DOH and Iligan Rescue 811 4 Kabalikat Civicom established communication Center at OCD-X Regional Office and assisted PCG operatives DPWH dispatched dump trucks for use of rescuers/flood victims and conducted immediate repair of Opol concrete bridge in Misamis Oriental PDCC Misamis Oriental dispatched 1 back hoe to conduct immediate clearing operations at Barangay Taparak, Alubijid,in said province PDCC Misamis Oriental provided food assistance in the following municipalities: Opol -7 sacks rice, 2 boxes sardines and 2 boxes noodles; El Salvador-7 sacks rice, 2 boxes sardines and 2 boxes noodles; Alubijid - 7 sacks rice, 2 boxes sardines and noodles; and COC Evacuation Center – 2 sacks rice , 1 box sardines and noodles The Philippine Army dispatched three (3) 6x6 trucks to transport evacuees in Alubijid and El Salvador. LGU Alubijid, Misamis Oriental conducted joint medical mission with PGMA in the municipality of Balinagsag Region XI CDCC Tagum and MDCCs Cateel and Asuncion distributed relief goods to the affected families CDCC RTU volunteers rescued and assisted in the evacuation of the affected families Concerned MDCCs conducted emergency meetings for possible declaration of areas under a State of Calamity Municipal Engineering Office and PDCC Compostela Valley conducted clearing operations at the landslide areas. MDCCs Maco and Maragusan established their respective Incident Command System (ICS) LGU Kapalong provided the 58 families with 2 sacks of rice, 1 box sardines and 1 box noodles LGU Asuncion served 2,185 households with 138 sacks rice,
