BRIEF REPORT ON THE WESTERN TRIP –WORK IN BAYAN-ULGII AND PROVINCES

One. Purpose.

To check road safety conditions, transport service facilities, locations of the parking lot and the border crossing points’ activities alongside of the AH-4 corridors of the Asian Highway Network in the framework of preparation for the implementation of “the Intergovernmental Agreement on executing road transportation on the Asian Road Network”.

Two. Time and location of the trip.

According to the Guidelines approved by the State Secretary of MRTD, Mr.D.Gotov, Road Safety policy specialist/Deputy Team leader, J. Sereeter, Head of standardization division, MRTD, Mr. Sh. Khavidolda and Mr.T. Myagmarsuren, officers of Road transport policy implementation department, MRTD worked on 12-15 October 2017 in Bayan-Ulgii aimag and on 16-18th of October in Khovd aimag accordingly.

Three. Work done during the trip.

In accordance with the guidelines approved by the State Secretary of the Ministry of Roads and Transport development, the team done following works:

On arrival met and exchanged views with Mr. A.Gylymkhan, Governor of Bayan-Ulgii aimag.

Mr. Gylymkhan said: the road of Western transit corridor AH-4 passes through the down town area of Ulgii soum which is unsafe for the pedestrians, and current bridge on the was built in 1972 that requires repair and maintenance and some of the local issues such as existing shopping center built by the state budget can be used for Vehicle inspection center. Then visited the Road transport center in Bayan-Ulgii and Road Maintenance unit “JOL” and inspected roads and bridges in the aimag center.

Issues connected with road safety:

1. Problems faced by passengers due to the absence of intercity bus terminal and vehicle inspection station to adequately check roadworthiness of vehicles; 2. AH-4 road passes through the aimag center, alongside of which are located secondary schools and many trade and service organizations. Also, traffic volume increased passing the damaged concrete bridge on Khovd river built in 1972. The Ministry of Road and Transport Development, the relevant agencies and the ADB's local experts expressed their willingness to address such issues and the technical and economic conditions of local government. Suggested to change alignment the AH-4 road by constructing by-pass road to solve the problem.

3. Traffic police control point of the Ulgii soum is located on sloping and downhill area, which resulted serious accidents for heavy-duty road vehicles and many people lost their lives and suffered a lot of damage to citizens and businesses. Many traffic accidents occurred in recent years in the area. In the future, traffic intensity will be increasing, therefore, should take measures to set up the traffic control points on adequate areas of the two directions of АН-4 road in the Ulgii soum;

4. Insufficient funding for road maintenance of newly constructed roads should be resolved by the Ministry of Road and Transport Development and other related organizations.

5. Together with Mr. Kalymat, Deputy Governor of the aimag checked road safety conditions from Ulgii soum to Ulaanbaishint Border crossing point (BCP). Made recording of road conditions and road side facilities using the newly purchased car camera. Counted traffic volumes between Ulgii soum and Ulaanbaishint. Traffic count shows that AATD is around 60 vehicles per day.

6. Checked and recorded road section from Tolgo soum. Bayan-Ulgii aimag to Khovd city. The construction in the section is slow because it started late in the year. Signs and symbols along the road were lost in some locations that may negatively influence on traffic safety. Between Ulgii -Tolgoi-Khovd average daily traffic (AADT) was about 100. Traffic volume between Khovd and soum was 72.

7. Visited Road Transport Center, Vehicle inspection station and Road maintenance unit in Khovd aimag. They have comparatively good facilities. Gave them some advice to work closely with private companies to develop road side services that meet requirements for Transit transportation.

8. Met with Mr.Kh.Batsukh Deputy Governor of the Khovd Aimag and discussed and exchanged with views on Khovd aimag traffic and transportation conditions, on preparation of a strategy for development of aimag’s road and transport, and improvement of the organization of Khushuut coal transportation arrangements.

9. At Khushuut coal mine in Darvi soum, Khovd province, coal is loaded and transported by trucks. Every day around 60 trucks loaded with coal enter the border of Yarant and move to . Distance from the Chinese BCP to Chinese unloading/receiving point is over 20 km. The inspection of coal transport road conditions from the Khushuut mine revealed that road section from the Barlag valley to the mine was heavily damaged. It needs urgent repair and recovering by the coal mine company. We met and discussed with management of coal mining company.

10. Meet the engineers who were supervising the vertical road corridor from PIU and got information on project progress. The engineers informed that 103.9 km of road from Erdeneburen soum to Khashaat ovoo, Jargalant soum of Khovd aimag will be constructed in accordance with the plan, in 2018 this section will be put into operation, but 44 km of road from Bayan-Ulgii province to Tolbo soum, Bayan-Ulgii aimag will not be completed next year.

Four. Suggestions and Conclusions:

1. Governors of Bayan-Ulgii aimag and passengers traveling to Russia mentioned that operation at the Tashanta BCP, Russia is too slow and more bureaucratic, checking the citizens' documents and luggage in open area that makes a serious problem, especially in the cold season. So, it is important issue to be included in the agenda of talks on implementation of the "Intergovernmental Agreement on the road transportation on the Asian Road Networks". To consider and resolve the problem during the three-party Joint Committee meetings; 2. Prior to start transit transportation between the three countries, to ensure transport safety, making decision on construction of the by-pass road of Ulgii soum center, Bayan-Ulgii aimag and the construction of a new bridge on Khovd river; 3. As per 70 km of road that was built on the territory of Tsagaannuur village, Bayan-Ulgii aimag situation of the road may negatively influence on traffic safety due to poor quality of construction and maintenance. There was not any parking lot and inadequate road sings placed; 4. The Traffic police control point of the Ulgii soum is located on sloping and downhill area, which resulted serious accidents. So, it is necessary to relocate it on plat area avoiding from traffic accidents. 5. There is a need to start construction of 25.8 km road from Tsagaannuur village to Ulaanbaishint BCP to avoid from travelling on off-road. Also, it is necessary to make repair of constructed road by contractors to ensure transport safety. 6. A 69 km road built in the direction to Tolbo soum, Bayan-Olgii province, is in normal condition and there is one parking place to stop. 7. Solve issues connected with working conditions of road transport operation inspectors by providing them with required facilities, and improve intercity passenger terminal buildings, technical inspection center in Bayan-Ulgii aimag; 8. Determined possible locations of transport service centers (see attachment). It is required to establish 5 transport service centers in Khovd aimag (Bulgag soum center, Bayankhairkhan bagh of Moust soum, 3 road intersection of Mankhan soum, Jargalant soum, and at the end point of “Bayan-Enger valley of Erdeneburen soum) and 3 transport service centers in Bayan-Ulgii aimag (Tolbo soum, Ulgii soum and Ulaanbayshint BCP/ Tsagaannuur village); 9. Intensify construction of 18 km of road from Uyench soum to Bulgan soum, Hovd aimag; 10. It is necessary to prepare and implement an action plan for the implementation of “the Intergovernmental Agreement on the Road Transportation on the Asia Road Network”. 11. Above mentioned ideas and issues to ensure road safety can be reflected into the “White paper” especially into Strategy and Action plan to be revised later on.

There are available files with 1,100 items of 40 Gigabits that are fully recorded road conditions and alongside facilities of the road of the AH 4 route. Also, these recordings can be used by MRTD people for other purposes.

Attached is a map of the locations of the current and future development of transport service complex long the Western corridor and some images of the Western trip.

Study Tour to South Korea BRIEF REPORT OF THE STUDY TOUR-KOREA

Time: From 11 to 16 of December, 2017

Participants: 8 people from Ministry of Road and Transport Development, Mongolia; Traffic police Department and Ministry of Health. Also, Gotov Dugerjav, Deputy Team Leader of the Project was involved. (Please see List of Participants in the Attachment A).

Purpose of the Study Tour: To learn from the experiences of Korea in the field traffic safety, including policy and long term programs; management and reporting practices; monitoring and inspection; broadcasting and campaigning and Korea’s Accomplishments in traffic Safety Promotion.

Visits and events: The Team visited 9 Government agencies and Test centers such as Samsung Traffic Safety Institute, KHC Traffic Collision Test Center, Korea Transport Research Institute (KOTI), Sejong Traffic Information center, KoRoad, KHC Traffic information Center, TS Traffic Safety research institute, ITS-Korea and TS Vehicle inspection center. (Please see Detailed Program of the Study Tour in the Attachment B).

Lectures: Korean agencies and institutions prepared and delivered following lectures:

- “Korea’s Accomplishments in Traffic Safety Promotion” by Samsung Traffic Safety Institute; - “Road Safety Policy in Korea: Lessons learned” by KOTI; - “Traffic Safety & the Role of National Police” by KoRoad - “ITS developments & Safety in Korea” by ITS-Korea (Ansan);

Lessons learned:

- From the Presentation made by Samsung Traffic Safety research institute, we learned on settlement of Advanced Traffic Safety culture. It should cover policy development & System improvement, public education & publicity and accident prevention service for customer. - In Korea, National traffic safety policies focus on reducing the number of fatalities, so number of accidents did not decrease significantly. Like vehicle to pedestrian and vehicle to vehicle accidents, fatalities related with human factor accidents significantly decreased. - National road safety Plan (2017-2021) targeted to decrease number of fatalities from 3976 to 2700, fatalities per 100,000 people from 7.8 to 5.2, and fatalities per 10.000 vehicles from 1.5 to 1.0 and fatalities per 1 billion vehicles-km from 13.1 to 8.6. - More than 70% of fatalities occurring in urban roads, pedestrian represent 38.9% of total fatalities. 36% of fatalities occur in age group over 65 and crashes injunctions accounts for 44% (2013) and it shows increasing trend.

Implications of crash statistics:

o Need to reduce pedestrian fatalities at crossings and narrow roads o Need to reduce fatalities of the elderly people o Need to reduce fatalities in junctions.

Vehicle defect investigation system

When automobiles or auto part fails to meet safety standards or has any defect that compromised safe driving, they conduct a vehicle defect investigation. The system has steps to be followed: collect and analyze vehicle defect information, conduct vehicle defect investigation, issue a correction order and conduct correction and recall.

MAIN STRATEGIES AND ACTIONS: SAFER ROAD USERS

Pedestrian: o Strengthening administrative punishment for drivers cause pedestrian accidents o Safety managing on pedestrian accidents places o Education and awareness improvement for pedestrian priority culture Elderly people: o Driving ability enhancement and evaluation o Providing traffic safety education and evaluation o Formation of elderly people caring culture Children: o Establishment safer route to schools o Mandatory traffic safety education and enhancing its effectiveness o Effective use of children’s traffic safety equipment Motorbike and bicycle o Improving bicycle safety management based on accident analysis o Strengthen safety education and enforcement o Activation of wearing safety protective harness Commercial drivers o Strengthening driver’s qualification management o Expanding traffic safety experience training Common drivers o Rationalize driver’s license acquisition process and management o Strengthening safety management for high risk drivers

MAIN STRATEGIES AND ACTIONS: SAFER ROAD INFRASTRUCTURE

Speed management: o Apply urban speed limit at 50 km/h o Lower speed limit & install enforcement camera around black spot area Safer walking environment: o Expanding pedestrian-oriented road o Creating safe & convenient walking environment Road and traffic safety facilities improvement: o Implementing special accident prevention program on rural road o Improving traffic accident black spot

MAIN STRATEGIES AND ACTIONS: COPPERATION

Strengthening traffic safety cooperation system: o Enlarging the role of local governments in traffic safety o Share accident data and utilize various information for traffic safety Improving systems to strengthen traffic safety management: o Making streamlined system by revising related laws, regulations, etc. o Strengthening administrative measures against traffic violations Transportation industry safety management: o Doing special inspection for companies with high accident statistics Building emergency response system: o Efficient information exchange among vehicle, hospital, traffic center, etc.

MAIN SUCCESS STORIES IN KOREA

Child road safety:

o Child road fatalities from 1,776 to 82 (-95%) between 1988 and 2013 o 9,021 School zones spending 1,456 billion KRW (2003-2012) o 30 km/h speed limit and parking prohibition in School zones. o “Green Mothers Organization” to help children crossing roads. Black box installation for cars o More than 2 million cars with black boxes (2012) o Can be evidence when crash occurs (reduce disputes) o Fatalities from taxies have been reduced by more than 15% o Car insurance companies reduce insurance premiums by 3% to 5%.

Korean new car assessment program Since 1999, Korea has announced the Safe Car of the Year based on results of various tests on new vehicles, including crash tests, ensuring that customers can purchase a safe vehicle and encouraging automakers to produce safer vehicles.

CONCLUSIONS:

- Less cost, but most efficient tool for reduction of fatality rate is to increase use of seat belt. So, we need organize seat belt campaign continuously; - Reduction of speed is an efficient measure. Someone may argue that it would increase travel time. From the surveys conducted in Korea it is known that main contributor to increase travel time is waiting at crossings or traffic lights. So, reduction of speed limits is one of the efficient measures that can be applied in Mongolia. - Strengthen of administrative penalties for drunk driving is necessary action in Mongolia; - In Seoul city, the Traffic control center announces or broadcasts 41 times a day on traffic situation at main express ways. In Mongolia it is needed to introduce this measure. - Drivers training facilities with test course should be established in Mongolia. - Installation sufficient number of cameras on express ways is required to control and take measures in case of accidents. - Expanding pedestrian-oriented roads and bridges in urban areas of Mongolia is required to create safer walking environment. - Implementation of special accident prevention measures in rural areas because more fatalities occur compared with urban areas. - Activation of wearing safety protective helmets for motorcyclists is one of the efficient measures to reduce fatalities and injuries where cattle breeders’ families broadly use motorcycles.

- Ideas and lessons learned from Korea should be reflected to our draft White paper and its Action plans.

It should be also noted that logistics arrangements for the Study tour were well prepared. So, our appreciations should go the Korean partner- Mr. Kang, Han Design LLC.

BRIEF REPORT OF THE STUDY TOUR-EUROPEAN COUNTRIES: DENMARK AND SWEDEN

Time: From 18 to 26 of March, 2018

Participants: 9 people from Ministry of Road and Transport Development, Mongolia; Traffic Police Department and Ministry of Health. Also, Gotov Dugerjav, Deputy Team Leader of the Project was involved. (Please see List of Participants in the Attachment A).

Purpose of the Study Tour: To learn from the experiences of European countries in the field traffic safety, including policy and long term programs; management and reporting practices; monitoring and inspection; campaigning, drivers’ training and countries’ Accomplishments in traffic Safety Promotion.

Visits and events: The Team visited 7 Government agencies, University and Test centers such as Applus Car inspection center, Lund University, Copenhagen Metro Service, Road Safety Training Training Center for New Drivers, Danish Road Directorate, Oresundsbroen. Driver’s education in Denmark – brief overview 1. The education can start at 16 years and 9 months of age. 2. At the earliest you can get your driver’s licence when you are 17 years old. The first year you are only allowed to drive the car when you have an experienced driver sitting beside you. 3. Theory classes: minimum 29 lessons at 45 minutes, in a particular order. 4. Minimum 4 lessons at 45 minutes, at a “closed track”. 5. Minimum 16 lessons, at 45 minutes, at public road. 6. Minimum 4 lessons, at 45 minutes, at a practice ground (slippery track) 7. Traffic related First Aid Course at 8 lessons. 8. Pass a theory test and a practical test.

The education of a driving instructor – brief overview If you wish to pursue a regulated profession as driving instructor, you must obtain authorisation from the competent Danish authority (outside the EU) In the EU, rules are in place to facilitate the access to regulated professions. You are covered by the EU rules if you meet the following two conditions: • You are a citizen of an EU country, Iceland, Norway, Liechtenstein or Switzerland. • You are fully qualified in one of the above-mentioned countries to practice the same profession as you now wish to practice in Denmark.

The education of a driving instructor – brief overview • Before the education start you have to: • Be 24 years of age. • Have a driver’s licence to a passenger car, a motorbike and lorry. • Not having your driver’s licence suspended within the latest 2 years. • Have completed a pedagogical education. Corresponding to 10 ECTS points or at least 120 lessons.

CONCLUSIONS:

- From the Denmark experience, participating in roadprojects by citizens contacting the technical department involving Private roads/Public roads, being in the area and observations, getting ideas and public information can be introduced in Mongolia. - A goal that has top priority in Copengahen ia that roads and parths must be designed to be safe; the number of injured and killed must be minimised. Another overriding goal is to encourage even more people to cycle by improving infrastructure. Copenhagen has a special focus on designing intersections that are safe, easily passable for bicyclists. So, Danish road standards for sity areas would be used as general guidlines for improving Road standards in Mongolia. - Driver’s education in Denmark is as follows: Theory classes: minimum 29 lessons at 45 minutes, in a particular order. Minimum 4 lessons at 45 minutes, at a “closed track”, Minimum 16 lessons, at 45 minutes, at public road, Minimum 4 lessons, at 45 minutes, at a practice ground (slippery track), Traffic related First Aid Course at 8 lessons and Pass a theory test and a practical test. The programs and requirements need to be reflected in our driver’s training programs. - The education of a driving instructor: Give thoroughly knowledge about the education-plans and teaching-plans, give skills in teaching the driving school students, give knowledge about Road Traffic Act, vehicle technique and driving technique, give knowledge about traffic culture, traffic psychology and –sociology give knowledge about administrative rules of the driving instructor education and working environment, company-economy and –operation of a driving school, and finalizes with a test. We need to prepare and a special training program for driving instructors in mongolia. - Drivers training facilities with test course should be established in Mongolia. - Installation sufficient number of cameras on express ways is required to control and take measures in case of accidents. - Expanding pedestrian-oriented roads and bridges in urban areas of Mongolia is required to create safer walking environment. - Implementation of special accident prevention measures in rural areas because more fatalities occur compared with urban areas. - From the Swedish experience, we learnt that Targets - Safety Performance Indicators should be defined in detailed measurable manners. So, we need to review our Strategy and action plan considering the performance indicators. - In formulating strategy and action plan we need take into our account followng ideas: balanced (actions in all key areas), priority to measures with known effectiveness, considering costs and expected benefits, realistic (taking account of financial constraints), time table, the strategy should clearly be linked to safety management by objectives, each Safety Performance Indicator should have its own target, the Safety Performance Indicators to be monitored annually. - Ideas and lessons learned from Denmark and Sweden should be reflected to our draft White paper and its Action plans.
