S4M-11550 Jim Hume: One Step Closer to Trains at Reston and East Linton—That the Parliament welcomes the Scottish Government‘s agreement in the ScotRail franchise contract to provide a two-hourly service between Edinburgh and Berwick- upon-Tweed that will call at Reston and East Linton stations; further welcomes the Scottish Government‘s commitment to having the service operational by December 2016; notes what it considers the socioeconomic benefits that this will undoubtedly bring to the Scottish Borders and East Lothian, a view that was echoed in the 2011 report that was commissioned by Network Rail, The Value of Station Investment, which suggested that stations can have a significant impact on the towns and cities that they serve by acting as regional gateways, attracting businesses and helping to stimulate economic growth; further notes that the Scottish Government‘s document, Rail 2014 – Public Consultation, states that ―new stations assist with a number of strategic aims such as stimulating sustainable economic growth or encouraging modal shift‖; recognises the joint feasibility study launched in December 2013, which recommends that this local service with the reopened stations should be taken forward to the next stage; praises what it considers the tireless work of the local campaigners, Barrie Forrest and Tom Thorburn, and all their volunteer colleagues from the Rail Action Group East of Scotland (RAGES), in driving forward this rail transport vision for south-east Scotland, and notes the collaborative funding bid to the Scottish Stations Fund by Scottish Borders Council, East Lothian Council and the South East Scotland Regional Transport Partnership.

*S4M-11718 Christina McKelvie: Universal Credit Implementation Failures— That the Parliament notes with concern findings in the National Audit Office report, Universal Credit: progress update, that auditors were unable to tell whether the programme would provide value for money and that there has been a failure to put contingency plans in place to cope with any failures in the digital service being created to deliver the universal credit; understands that the Department for Work and Pensions admits that at least £239 million of IT investment has been wasted to date; further notes that the start of the replacement of tax credits by universal credit due from January 2015 has been abandoned and the previously promised end date for the full project has slid from 2017 to 2019, and considers that the clear lack of leadership in this project and the UK Government‘s inability to introduce large-scale IT systems shows that full devolution of tax and benefits to the Scottish Parliament is the best way to ensure vulnerable people in Scotland are given the benefits they are entitled to.

*S4M-11717 : Disability Community Wins People’s Millions Public Vote—That the Parliament congratulates the Disability Community, based in Possilpark, on winning the public vote on STV West in the Big Lottery Fund‘s People‘s Millions; understands that the project will receive a grant of £45,324 for the purchase of a new, specially adapted minibus; understands that this will provide safe and reliable transport for members to access the activities and services offered by the Disability Community; notes that this is now one of around 600 projects funded by the Big Lottery Fund‘s People‘s Millions since the scheme began in 2005, and wishes the staff and members of the Disability Community all the very best for the future.

Proposal for a Members’ Bill

A member seeking to introduce a Member‘s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

Patricia Ferguson: Proposed Inquiries into Deaths (Scotland) Bill—Proposal for a Bill to re-enact with amendments the Fatal Accidents and Sudden Deaths Inquiry (Scotland) Act 1976—

(a) to extend the scope of inquiries to cover work-related deaths not resulting from accidents (such as deaths from industrial diseases and deaths resulting from exposure at work to certain substances), deaths of persons receiving compulsory mental health treatment and deaths of children subject to a child protection order;

(b) to refer appropriate cases to specialist sheriff courts, to give the families of the deceased person a more central role in the process, and to provide that recommendations made by the sheriff are enforceable in certain circumstances and subject to appeal. (lodged 20 November 2014)
