This publication can be found at: http://www.stanford.edu/dept/pres-provost/budget/plans/plan18.html STANFORD UNIVERSITY BUDGET PLAN 2017/18 EXECUTIVE SUMMARY iii EXECUTIVE SUMMARY To The Board of Trustees: It is a pleasure to submit my first Budget Plan as Stanford’s provost. This budget maintains our university’s pre-eminent academic and research programs. It calls for selective investments in high priority areas. It also strengthens our financial base, thereby providing the foundation for the strategic initiatives expected to emerge from the Long Range Planning process. Our approach in developing the 2017/18 Budget Plan has been a cautious one. Slow growth in endowment payout and uncertainty around government sponsored research have created a planning context in which we have reduced the growth of new program investment compared to recent years. At the same time, we have increased our financial reserve position should external funding conditions deteriorate. We are confident this budget both furthers Stanford’s programmatic objectives and maintains a strong underlying financial condition. This document presents Stanford’s 2017/18 Budget Plan for Trustee approval. The Budget Plan has two parts. The first is the Consolidated Budget for Operations, which includes all of Stanford’s anticipated operating revenue and expense for next year. The second is the Capital Budget, which is set in the context of a multi-year Capital Plan. The budgets for Stanford Health Care and Stanford Children’s Health, both separate corporations, are not included in this Budget Plan, although they are incorporated into the university’s annual audited financial report. -

Capital Plan and Capital Budget
CHAPTER 4 CAPITAL PLAN AND CAPITAL BUDGET tanford’s 2015/16–2017/18 Capital Plan and 2015/16 Capital Budget are based on projections of the major capital projects that the university will pursue in support of its academic mission. The rolling SCapital Plan includes projects that are in progress or are expected to commence during the three years it covers. The Capital Budget represents the anticipated capital expenditures in the first of these years. Both the Capital Plan and the Capital Budget are subject to change based on funding availability, budget affordability, and university priorities. CALIFORNIA EDUCATIONAL FACILITIES AUTHORITY (AUTHORITY) BOND FINANCING PROGRAM STANFORD UNIVERSITY Sixth Amendment to Resolution No. 255 March 25, 2021 PRIOR AMOUNT APPROVED: $300,000,000 April 24, 2008, as amended on March 17, 2010, April 25, 2013, April 24, 2014, May 26, 2016, PRIOR APPROVAL DATES: and February 28, 2019 Please see Attachment 2 to identify possible FINANCING TEAM: conflicts of interest LOCATION: Stanford, CA, Santa Clara County PURPOSE OF THE AMENDMENT: Stanford University (Stanford) seeks Authority approval of a Sixth Amendment to Resolution No. 255 (the Resolution) to amend the authorized project list to include additional projects. BACKGROUND: In April 2008, the Authority approved the Resolution for the benefit of Stanford, authorizing the issuance, from time to time, of tax-exempt commercial paper notes in an aggregate principal amount not to exceed, at any one time, $300,000,000. Proceeds of such commercial paper notes were authorized to be used for the purposes of funding various capital projects. The Resolution was amended in March 2010, April 2013, April 2014, May 2016, and February 2019 to include additional projects to the authorized project list. At this time, Stanford requests the Authority’s approval to amend the authorized project list to include additional projects, as identified in Attachment 1 of this Staff Report and Exhibit A of the Resolution. DUE DILIGENCE: Staff has received and reviewed the Eligibility, Legal Review, Religious Affiliation Due Diligence, and CEQA documentation. All documentation satisfies the Authority’s requirements. RECOMMENDATION: Staff recommends that the Authority approve the Sixth Amendment to Resolution No. 255, subject to all prior provisions and conditions remaining unchanged and in full effect. -

The success of the class’s actions at Stanford and of this report resulted from blending academics and activism (a fun but time-consuming combination). CHAPTER 2 ACADEMIC UNITS OVERVIEW OF ACADEMIC UNITS his chapter summarizes programmatic and financial activity for each academic unit. The revenue expectation in 2019/20 for these academic units comprises nearly 75% of the university total revenue. TOverall, the academic units project an operating surplus of $64.3 million. After transfers to facilities and endowment, the unit budgets overall will achieve a $55.2 million surplus. This publication can be found at: https://budget.stanford.edu/budget-plans STANFORD UNIVERSITY BUDGET PLAN 2019/20 EXECUTIVE SUMMARY To The Board of Trustees: I am pleased to submit the Stanford University 2019/20 Budget Plan for approval. This budget focuses first and foremost on maintaining Stanford’s many strengths. It also begins to build financial strategies that over time will support the major initiatives of the Long Range Planning (LRP) process. A central component of the LRP process is addressing the affordability challenge in this region. It is—and will continue to be—a major priority of Stanford’s budget planning. We are budgeting for a solid salary program for faculty and staff. We are also continuing long-term efforts to enhance our housing programs with over half of the capital plan and capital budget earmarked for housing. Once the Affordability Task Force completes its work later in the year, we expect additional investments across a range of areas that will support our community. The growth in the general funds portion of the university’s budget continues to be very modest, with limited capacity for incremental allocations. However, we were able to fund several key priorities. These include an expansion of financial aid for undergraduate and graduate students, enhanced support for student mental health, systems and network infrastructure, and improvements in our research platforms. -
