LF Reading List Volume 2 Lockdown Reading List With almost all of us stuck at home due to the Coronavirus lockdown, we have compiled a political education list of our recommendations of books you can read and videos you can watch to help pass the time by improving your knowledge of the Labour Party and its history. This second version of the list includes extra suggestions that our supporters have sent to us in response to the initial list. We aren’t suggesting anyone will be able to read everything in the list, more that you will dip in and find something of interest. Please note that prices of some of the out of print books vary wildly on Amazon. Try searching for the titles that you want on websites of local bookshops in your area that do delivery as well. Please do send us your recommendations for other books or videos to add to the list, particularly about non-UK subjects as this is very much focused on the UK and Labour so far. Unfortunately, there’s a lack of diversity in both the subjects and authors of the historical books I’ve listed, for the sad reason that until All Women Shortlists were brought in for parliamentary selections in the 1990s, Labour’s structures were dominated by white men – Nan Sloane has addressed the previously often unrecorded role of women in the party’s history in “The Women in the Room: Labour’s Forgotten History” -     From legislative machine to representative forum? Procedural change in the New Zealand parliament in the twentieth century John E Martin* This article analyses procedural developments in the New Zealand parliament in the twentieth century to assess the shifting balance between government and parliament. A previous article in this journal documented how the government began to move to centre stage by the late nineteenth century. 1 This shift was consolidated in the first half of the twentieth century. A similar transition was evident in the British House of Commons and in other parliaments as the powers of the central state were extended: ‘A traditionally obstructive [legislative] procedure ... was transformed into a procedure which facilitated constructive criticism of the financial and legislative proposals of politically responsible governments, whilst severely restricting the opportunities of private Members to legislate.’2 This change was associated with a diminishing role for backbench private members and a strengthening of political party organisation in parliament. In New Zealand this came about at the turn of the twentieth century as the decayed factional system of politics was replaced by that of parties. (Previously political leaders assembled loose groups of supporters — factions — which gave them majorities in the House of Representatives. This form of politics broke down during the depression of the 1880s.) Associated with this change there was a gradual tacit recognition that the nature of obstruction of business should change as both governing and opposition parties considered that their work in parliament was orientated more towards the business of governing (and winning elections) than to demonstrating parliamentary independence.

    Vic07 10/15/03 2:11 PM Page 159 Chapter 7 The Attlee governments The election of a majority Labour government in 1945 generated great excitement on the left. Hugh Dalton described how ‘That first sensa- tion, tingling and triumphant, was of a new society to be built. There was exhilaration among us, joy and hope, determination and confi- dence. We felt exalted, dedication, walking on air, walking with destiny.’1 Dalton followed this by aiding Herbert Morrison in an attempt to replace Attlee as leader of the PLP.2 This was foiled by the bulky protection of Bevin, outraged at their plotting and disloyalty. Bevin apparently hated Morrison, and thought of him as ‘a scheming little bastard’.3 Certainly he thought Morrison’s conduct in the past had been ‘devious and unreliable’.4 It was to be particularly irksome for Bevin that it was Morrison who eventually replaced him as Foreign Secretary in 1951. The Attlee government not only generated great excitement on the left at the time, but since has also attracted more attention from academics than any other period of Labour history. Foreign policy is a case in point. The foreign policy of the Attlee government is attractive to study because it spans so many politically and historically significant issues. To start with, this period was unique in that it was the first time that there was a majority Labour government in British political history, with a clear mandate and programme of reform. Whereas the two minority Labour governments of the inter-war period had had to rely on support from the Liberals to pass legislation, this time Labour had power as well as office.

    Ethical Record The Proceedings of the Conway Hall Ethical Society Vol. 121 No. 3 £1.50 March 2016 EDITORIAL – BURNING IVORY IS WRONG Throughout history, even highly sophisticated people have held the curious belief that qualities of goodness or power, when attributes of an admired god or animal, can be transferred to oneself by consumption of the god or possession of the animal part. Although the Eucharist ceremony doesn’t usually cause harm, mutilating animals certainly does – and it can cause the extinction of the species. It was therefore cheering to read of United for Wildlife’s plans to curb the terrible trading of elephant tusks and rhino horns, wanted for their alleged properties – until I read that Kenya intended to burn their 120-ton stockpile of valuable ivory seized from the poaching gangs. Nothing will please these gangs more than this proposed wanton destruction of this precious material, increasing its scarcity value and the incentive for further poaching. Kenya should instead store the ivory and sell it (and rhino horn) in small quantities to craftsmen, scientists and even gullible others (without a guarantee of magical efficacy) in order to finance the high cost of the animals’ protection. Even the man previously known as the Anti-Blair Andrew Rawnsley The Observer, Sunday February 10. 2008 One of our most senior politicians - to spare his blushes, let's call him Mr X - went to his doctor recently complaining of severe stomach pains. The GP sent him off to one of London's better regarded hospitals for an endoscopy. I've not had the pleasure myself, but those who have endured this procedure tell me that it is not the nicest way to spend your day, having a flexible tube with a camera on its snout stuck down your throat or up your rectum. Unless you are a masochist, it is certainly not a procedure you would want to repeat more times than you absolutely had to. Mr X waited some weeks for his appointment. He then had to wait some further weeks to hear from the hospital. When he made inquiries, the hospital told him that - whoops - it had lost his results. This confronted him with the choice of going back on the waiting list for another endoscopy or making other arrangements. He made - and who can blame him? - other arrangements. You could say that this is a story with a satisfyingly egalitarian moral. The NHS can be as hopeless when it is treating a very important person as it can be when it is dealing with an ordinary patient. But it leaves me alarmed. If a hospital can be so careless with a very well- known Member of Parliament, it is likely to be sloppier still when it comes to the average voter who does not have the same opportunities to raise his or her voice in protest.
