City of Beaverton BICYCLE ADVISORY COMMITTEE (BAC) MEETING MINUTES Thursday, May 12, 2011

Call to Order Introductions & Call to Order at 6:31pm.

Approval of Minutes Action on April 2011 meeting minutes were approved as corrected. Barbara Chapnick abstained since she did not attend that meeting. Approval of minutes: R. Walker/B. Walker 8/1/0

Staff Communications Council Update: Councilor Bode was absent. Police Update: Officer Patrick was absent. Transportation Update: Margaret Middleton described the Crescent Connection project. The City is taking lead on a four-agency application for federal transportation funds through Metro. The project partners are City of Tigard, THPRD, and TriMet; Beaverton is lead. The project is called the Crescent Connection and is a corridor level Active Transportation and Complete Streets category project. Beginning in Tigard with trail and street crossing improvements, it runs north along the Fanno Creek Trail into Beaverton, serving large surrounding populations along its alignment. The City of Tigard’s portion of the project proposal includes infilling the Woodard Park/Grant and Grant/Main segments of the Fanno Creek Trail, installing the “Tigard Street” trail within the former rail corridor that connects to Main opposite the and WES station, and realigning the off-set Fanno Creek Trail crossing at Tiedeman Avenue. Beaverton’s corridor improvements begin at the Fanno Creek Trail head at Denney Road and run north to the Beaverton Transit Center, accessing WES , the entire MAX system, and numerous bus lines. This segment will provide a shared use path on the north side of Denney Road to King Blvd., bike boulevards on King Blvd., Alger Avenue, and 11th Street. It will use existing bike lanes on 5th Avenue, to bike lanes and shared bikeways on Lombard Avenue to Beaverton Transit Center. From the transit center, the project will build the Beaverton Creek Trail west to Beaverton Central MAX station at The Round and further west to Cedar Hills Blvd., Dawson Way, and Hocken Avenue. The project also constructs the Rose Biggi “Boulevard” project to provide safe bike and pedestrian access to Beaverton Central Station. There is a federal arts and education grant application that if successful will build the Beaverton Creek Trail from Hall to Westgate. THPRD continues the project to the west of Hocken Avenue building Beaverton Creek Trail to the Westside Trail. All along the route and on connecting routes, TriMet will provide transit stop and pedestrian to transit related improvements. Middleton stated that the project will be reviewed through the Washington County Coordinating Committee (WCCC) process and that only $5.6 million is available to Washington County and all its cities in this Active Transportation and Complete Streets category. The committee will have an opportunity to support the project should it so decide to do so later on in Metro’s public process if the application is chosen by the WCCC to forward to Metro.

Middleton also reported that the Fanno Creek Trail Crossing of Hall Blvd. Study has begun. She noted the four scenarios that will be explored by consultant DEA. A site visit was held by the project team on Wednesday morning to walk the area.

Old Business Bike Beaverton Middleton reported that the High School had a conflict and could not let us use their parking lot. She worked with THPRD Mike Janin to secure Schiffler Park. Each subcommittee reported on their component of the ride. The route will need to consider the new start and end, and accommodate a route north to the rest of Celebration Day festivities. Ride and Course Marshals were discussed. The committee asked for additional Police participation. Barbara asked the committee to reconsider the drumline. The committee decided on a DJ instead. Conway/Smith 9/0/0. Middleton said she would look into noise issues and any additional necessary permits. Bike n Hike and Bike Gallery will participate.

Action Plan Monitoring Brian Walker reviewed the agenda item. He will email a composite spreadsheet he developed of the priorities that members give each item for the next meeting.

BTA Update Susan Peithman was absent.

Committee Communications  THPRD Trails Committee Update: Richard Walker reported on the meeting. He said they had a great speaker. Data collection shows that Rock Creek Trail has the largest use in the district. June 4 is National Trails Day. Will Cortez will attend the next meeting.

 Member Communications: The committee reviewed the LAB findings. Middleton noted that funding is a necessary component of any improvements. This is an issue in itself. Nathan, Brian, and Will attended the Loami Hart Woods meeting and noted that neighbors did not want to share the area with others.
