(xxv) SHRI DUSHYANT CHAUTALA laid a statement regarding need to establish a 50 bed AYUSH Hospital in Hisar, Haryana under National AYUSH Mission. (xxvi) SHRI C. N. JAYADEVAN laid a statement regarding relaxation in restrictions imposed by Archaeological Survey of India for undertaking new construction/repair of houses in Trissur district of Kerala. THE TAXATION LAWS (SECOND AMENDMENT) BILL, 2016 THE MINISTER OF FINANCE AND MINISTER OF CORPORATE AFFAIRS (SHRI ARUN JAITLEY) moving the motion for consideration of the Bill, said: Hon. Prime Minister had made an important announcement on 8th November, 2016 to this effect that from the midnight of 8th November, 2016, high denomination currency notes of 500 and 1000 will cease to be legal tender. The objective behind taking this decision was to remove the black money from the political and economic structure of this country which was being used for tax evasion, corruption etc. After 8th November, there were certain cases in which various people were found trying to exchange these currency notes illegally which had ceased to be legal tender. Keeping in view these activities going on in the market, Government has brought this Amendment in Income Tax Laws and Finance Bill as per its plan. The basis of this Amendment is that people caught trying to exchange such black money by any illegal means, 60 per cent tax along with the penalties will be imposed under the provision of this Bill. In total, 85 per cent tax alongwith penalty would be imposed in this case. Apart from that, if any person deposits such black money in bank and discloses it, then 50 per cent tax will be imposed alongwith the surcharge and penalties applicable to it. Besides, out of remaining 50 per cent the person who deposits black money in such a way, will get 25 per cent of the amount and remaining 25 per cent of the amount will be given to him after lock-in period of four years. In all, this money will be infused into the mainstream of our country. This will also add resources to the Union Government and Garib Kalyan Kosh will be set up through these resources. This fund will be used for poverty alleviation in the rural areas. I would like to urge upon the august House to accept this Amendment. The Bill was passed without discussion. ANSWER MINISTER OF PETROLEUM AND NATURAL GAS (SHRI DHARMENDRA PRADHAN) (a) There are 5,400 PNG domestic connections and 164.45 lakh LPG connections in Bihar and the percentage of PNG connections in comparison to LPG consumers is about 0.03%. Jharkhand has no PNG domestic connections as of now and has 51.69 lakh LPG consumers. The percentage of PNG connections to LPG consumers is zero. However, infrastructure has been created for connecting 2,800 consumers with PNG. (b) & (c) PNGRB has authorized 228 Geographical Areas (GAs) for development of CGD Network across country including Bihar and Jharkhand. Out of which, total 15 GAs has been authorized for development of CGD networks in the States of Bihar and Jharkhand. The details are at Annexure. RAVINDRA KUMAR RAY: Will the Minister of COMMUNICATIONS be pleased to state: (a) whether the Government propose to increase the Post Payments Bank branches in the country specially in various districts of Jharkhand including Giridh, Koderma and Hazaribagh district; (b) if so, the details thereof and if not the reasons therefor; and (c) the number of Post Payments Bank functioning in Jharkhand State at present along with the district-wise details thereof? ANSWER THE MINISTER OF STATE (IC) OF THE MINISTRY OF COMMUNICATIONS & MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI MANOJ SINHA) (a) & (b) India Post Payments Bank (IPPB) has rolled out 650 branches co-located in the District Headquarter Post Offices on 01st September, 2018 using its own IT platform. All the Post Offices in the District will be linked to the respective branches which will function also as Access Points of IPPB to offer IPPB services to customers. The IPPB branches will function as Controlling Office for managing the operations of Access Point of IPPB. Out of 650 IPPB branches, 22 are located in Jharkhand, covering all 24 Districts of Jharkhand including Giridih, Koderma and Hazaribagh. At present, there is no proposal to increase the IPPB branches in the country.
