Auburn-Folsom South Unit Central Valley Project Technical Memorandum Project Description Review March 2006 U.S. Department of the Interior Bureau of Reclamation Mid-Pacific Region AUBURN-FOLSOM SOUTH UNIT CENTRAL VALLEY PROJECT TECHNICAL MEMORANDUM PROJECT DESCRIPTION Conducted by: U.S. Department of the Interior Bureau of Reclamation Mid-Pacific Region Division of Planning Technical Memorandum prepared by: March 2006 EXECUTIVE SUMMARY BACKGROUND The Auburn-Folsom South Unit was authorized in September 1965 by Public Law 89-161 as an operationally and financially integrated part of the Central Valley Project (CVP). Authorized features of the Auburn-Folsom South Unit include in the following: • Auburn Dam, Reservoir, and Powerplant on the North Fork of the American River • Folsom South Canal • Sugar Pine Dam, Reservoir, and conveyance • County Line Dam, Reservoir, and conveyance Construction on the Auburn-Folsom South Unit was initiated in 1967. Sugar Pine Dam, Reservoir, and conveyance have been completed. Construction of the first two reaches of the Folsom South Canal, about 27 miles, was completed in 1973 but further construction has been suspended. Construction has not been initiated on the County Line Dam and associated features. Construction of the Auburn Dam portion of the Auburn-Folsom South Unit was deferred following an earthquake in 1975 near Oroville. In Section 209 of the Energy and Water Development Appropriations Act of 2005, the Secretary of the Interior was directed to complete a Special Report to update the costs and associated benefits of the Auburn-Folsom South Unit. PURPOSE AND SCOPE The primary purpose of this Technical Memorandum (TM) is to identify those project features included in the authorized Auburn-Folsom South Unit that would be applicable today if it were decided to continue with implementation of the project. -

Lake Clementine Trail (#18 on the ASRA Topo Trail Map) Distance: 1.9 miles; 1 hr each way (hiking) Lake Clementine Trail begins at the conflu- ence area on the far side of the curved Old Difficulty: Easy, except for short stretch where Foresthill Bridge (built in 1955). It parallels the trail narrows due to wash out NF American River upstream, river left. At ¼ mile, concrete abutments for what was known Slope: 3½% avg; 11% max. 11.0 Soils, Geology, and Seismicity
11.0 SOILS, GEOLOGY, AND SEISMICITY This chapter summarizes existing geologic conditions in the project area, describes applicable regulations, and evaluates project-related impacts associated with on-site geology, soils, seismic hazards, and slope stability. Mitigation measures are recommended as necessary to reduce significant geologic impacts. As described in Chapter 1.0, “Introduction,” the proposed project would not result in the loss of any known mineral resources, nor would it impede or interfere with mineral extraction operations, and the project area is not delineated as a locally important recovery site. Therefore, implementation of the proposed project would have no effect with regard to mineral resources, and this topic will not be discussed further in this chapter. 11.1 ENVIRONMENTAL SETTING 11.1.1 PHYSIOGRAPHIC SETTING The project area is located along the western slope of the Sierra Nevada Geomorphic Province. The Sierra Nevada Geomorphic Province is a tilted fault block nearly 400 miles long. Its east face is a high, rugged multiple scarp, in contrast with the gentle western slope, which disappears under sediments of the Great Valley. Deep river canyons are cut into the western slope. Their upper courses, especially in massive granites of the higher Sierra Nevada, are modified by glacial sculpturing, forming such scenic features as the Yosemite Valley. The high crest culminates in Mount Whitney, with an elevation of 14,495 feet above sea level near the eastern scarp. The metamorphic bedrock contains gold-bearing veins in the northwest trending Mother Lode. The northern Sierra Nevada boundary is marked where bedrock disappears under the Cenozoic volcanic cover of the Cascade Range (California Geological Survey 2002). -
