Open to all skaters including United States Figure Skating (USFS) members (including Learn To Skate members), (ISI) members, and skaters not affiliated with any club. This is a USFS sanctioned event, but membership in USFS is NOT required. Registered members of USFS and ISI must be in good standing. Eligibility will be based on skill level as of closing date of entries. All Snowplow Sam and Learn to Skate skaters through Basic 6 must skate at highest level passed and no official U.S. Figure Skating tests may have been passed including MIF or individual dances. Skaters in other events may skate at highest level passed OR one level higher but not both levels in the same event during the same competition.

2019 Cornhusker State Games/2021 State Games of America In partnership with the Nebraska Sports Council and the Cornhusker State Games, the 2019 Capital City Figure Skating Competition will be the official qualifier for the 2021 State Games of America. The top three medalists in each event will automatically qualify to register for and compete in the State Games of America regardless of the event type they medaled in. For example, a Juvenile level skater may earn a bronze medal in Showcase Light Entertainment at this competition and still be eligible to enter Juvenile Free Skate at State Games of America. All registered skaters will receive the CSG Athlete Packet which will include, among other items, the standard 2019 CSG t-shirt and a pass for the Opening Ceremonies on July 19, 2019. All skaters are encouraged to join in the Parade of Athletes held during the Opening Ceremony. The Opening Ceremony pass may be picked up at Breslow Ice Center the week of July 14th. There will be a $25.00 fee for any credit card entry that is disputed to cover the cost of the dispute. Registrations must be completed by 11:59pm, June 26, 2019. Late registrations after that time will be accepted until 11:59 pm on July 3, 2019 but must accompany a $25 late fee Paper entries must be postmarked by June 26, 2019 (Metered postage is not accepted as proof of postmark). An additional $10.00 fee will be charged for paper entries. There will be a $25.00 fee for returned checks. Entries postmarked after that date will be accepted at the discretion of the Competition Committee and only if accompanied by a $25.00 late fee. The Competition Committee reserves the right to limit entries in any event or to cancel an event based upon time restrictions. Full refunds minus $20.00 processing fee for on-line entries are available, if withdrawn prior to June 26, 2019. After June 26, 2019 entry fees are only refundable if the competition is not held, per rulebook. Changes in events prior to June 26, 2019 will have a $10.00 fee assessed. After June 26, 2019 a $25.00 fee will be assessed, so be sure to mark the correct events. Skater and Coach schedule will be posted on the competition website. Facilities The Capital City Figure Skating Competition will be held on a single ice surface at John Breslow Ice Hockey Center, 433 V Street, Lincoln, NE. The ice surface is 85' x 200' with rounded corners. Bleacher seating, parking, concessions and dressing rooms will be available. Judging The 6.0 Majority Judging System will be used for all events at this competition Registration/Ice Monitor The registration table will be open one to two hours prior to the first event and run through the last event of the day. It will be located in the lobby of the John Breslow Ice Center. Please register promptly when you arrive. Competitors must check in with the Ice Monitor, also in the lobby, at least 45 minutes prior to the start of their event Awards All events will be final rounds. Medals will be awarded to first, second, and third places. Fourth, fifth and sixth places will receive ribbons. All awards will be made off-ice at appropriate times throughout the competition and against the photographers backdrop Schedule of Events Will be posted on the competition website as soon as possible after July 3, 2019. Information regarding groups and skating times will be emailed to skaters and coaches. Practice Ice Practice ice will be available on Saturday, July 27, 2019 prior to the competition. Practice sessions are not included in your registration costs. They will last 20 minutes and cost $12.00 if purchased at the time of registration. It is available on a first-come-first-serve basis therefore it is recommended that you purchase practice ice at the time of registration. If any spots remain available they will be available for purchase after the registration deadline has passed for a cost of $15.00 Music The music for all programs and showcase programs will be uploaded to EntryEeze and must be in MP3 format. In addition, skaters should have a backup CD on hand. The deadline for music submission is July 13, 2019 Photographs There will not be a professional photographer at this event. Photographs can be taken of all individual skaters and award pictures on the podium with personal cameras.

WELL BALANCED FREE SKATE PROGRAM General event parameters:  Skaters may not enter both a Well Balanced Free Skate event and an Excel Free Skate event at the same competition.  Skaters will skate to the music of their choice.  Level will be determined by the highest free skate test passed. Skaters may compete at the highest level they have passed, or skate up one level higher.  **Per ISU rules, the new definition for a jump sequence will be in effect. A jump sequence consists of two jumps; beginning with any listed jump immediately followed by an Axel-type jump.

SHOWCASE EVENTS Showcase events are open to skaters in Basic, Free Skate, Limited Beginner through Preliminary and Adult Bronze. Groups will be divided by number of entries and ages if possible. Skaters must enter at the same level as their free skate event or highest test level of skater’s in the group ensemble or production number. If a free skate event is not being entered, skaters must enter at their current test level or one level higher. Vocal music is permitted.

Show costumes are permitted, as long as they do not touch or drag on the ice. Costuming and make-up for showcase programs should enhance the feeling created by the performance, and reflect the meaning of the story or theme. Ornaments and hair accessories must be secure. No bobby pins, feathers, hair accessories, or anything else that may fall to the ice and be hazardous to the skaters are allowed. A 0.1 deduction will be taken. Props and scenery must be placed and removed by unaided singles and duet competitors within one minute on and off and by unaided ensemble contestants within two minutes for setup and two minutes for removal. A 0.1 deduction will be assessed by the referee against each judge’s mark for each ten seconds in excess of the time allowed for the performance, for handling props and scenery and for scenery assistance.

Performances will be judged from an entertainment standpoint, for theatrical qualities. Technical skating skills and difficulty will not be rewarded as such; however, skating must be the major element of the performance and be of sufficient quality to support the selected theatrical elements. Unintended falls, poorly executed skating elements and obvious losses of control will reduce contestant’s marks. Jump difficulty is not rewarded in showcase; therefore jumps, if choreographed, should be performed with style, flow and confidence. Theatrical elements evaluated will include energy, poise, acting, pantomime, eye contact, choreography, form/extension and the use of props and ice.

6.0 Judging will be used. Deductions will be made for skaters including technical elements not permitted in the event description.

Showcase categories may include: • Levels can be subdivided, if necessary, depending on entry numbers and event set up • Dramatic entertainment: Programs should express intense emotional connection and investment in the music, choreography and theme concept through related skating movements, gestures and physical actions. The entire gamut of emotions may be expressed including intense joy and/or introspectiveness. Dramatic programs should not be depressing. Even if the emotion is sadness, there should be an enlivened feeling given to the audience. • Light entertainment: Programs should express a carefree concept or storyline designed to uplift and entertain the audience through related skating movements, gestures and physical actions. • Duets: Theatrical/artistic performances by any competitors. • Mini production ensembles: Theatrical performances by three to seven competitors. • Production ensembles: Theatrical performances by eight to 30 skaters. Theater On Ice teams are eligible as production ensembles. NOTE: Skaters may enter only one each duet, mini production or production event.

INTERPRETIVE Competition Format The Organizing Committee must pre-select and edit musical choices appropriate for these events. During the warm-up, skaters will hear the selection of music twice. Following the warm-up, all skaters except for the first skater will be escorted to a soundproof locker room or another area of the arena. The first skater will hear the music one more time and then perform a program to the music. As each skater performs, the next skater in line will be allowed to hear the music for the third time before they perform to the music. The listening skater will not be allowed to view the performing skater. Levels: Levels should be broken by ability with ages divided appropriately. Judging Rules: Skaters are judged on originality, pattern, technical (the ability to include jumps and spins) and music interpretation/expression. TEAM COMPULSORY Format: The designated skater from each team will perform their chosen element in sequence on full ice, with no music, and will follow this format: 1. SYNCHRONIZED SKATING- SNOWPLOW SAM SYNCHRO, SYNCHRO SKILLS 1-3, PRELIMINARY

The emphasis of the Learn to Skate USA competition is on mastering the Synchro Skills of synchronized skating: - Unison of body alignment, and learning to guide with the head. - Control of rotation in wheels and circles. - Straight lines in lines, blocks and intersections. - Learning how to transition within elements with ease and clarity. - Incorporating skills from Basic 1-6, Pre-Free Skate and Free Skate 1-2 to strengthen skating skills. - Learning skills that will be the foundation for higher levels. - Demonstrate ability to recognize and skate to the tempo of the music.

In order to safely practice and compete at the various levels, it is strongly recommended that skaters have mastered the elements of the Learn to Skate USA level at which they are skating (see program requirements).

Eligibility Rules: All skaters on the team must either be full U.S. Figure Skating members or members of the Learn to Skate USA program. All Learn to Skate USA Synchronized Skating teams must be registered with U.S. Figure Skating and have a team number.

In order for the team to be eligible for Snowplow Sam Synchro or Synchro Skills 1-3 events, no skaters on the team may have passed higher than a preliminary test (moves in the field, freestyle or dance). The skater’s test level is as of the competition entry deadline.

No skater may compete on multiple Learn to Skate USA synchronized skating teams.

Age/Number of Skaters: Varies based on the level. The ages for Learn to Skate USA synchronized skating teams are as of the preceding July 1. If the majority of the team is younger than the listed age, consider skating “up” to the level that best meets the skaters’ skill levels.

Each Synchro Skills team may have between 8-16 skaters. A Snowplow Sam Synchro team may have between 5-12 skaters. Teams may have a maximum of four alternates listed on their roster, in addition to the maximum number permitted on the ice for their respective level.

Costume Rules: Learn to Skate USA synchronized skating teams should follow Rule 7022 Clothing and Equipment (U.S. Figure Skating Rulebook) when selecting their clothing for competition.

INTERPRETIVE EVENTS

Format: Interpretive is a performance choreographed by the competitor, unaccompanied and unassisted, to music supplied by the competition committee / LOC. Programs should incorporate various elements of expressive movement and skating moves, to enhance the skater’s interpretation of the music, rather than technical elements.  The music will be played continuously during a 30‐minute off‐ice session in a room and twice during an on‐ice warm‐up prior to the performance. o The room will be attended only by the adult monitor assigned to play the music and the competing skaters.  After the warm up, skaters will go back to a room, with no music being played.  Skaters will be brought to the ice when the previous skater finishes.  All competitors in an event will interpret the same music.  Props are permitted but must be brought into the room prior to listening to the music, and be taken to the ice only when the skater is called to perform. Props may not be pre‐positioned on the performance surface.

Interpretative Events and Levels: Except for Adult events, skaters must compete at the highest level for which they qualify

Skaters may compete at the highest level they have passed, or skate up to one All adult events 1:30 maximum level higher. The determination of level will be based upon test requirement at the entry deadline.

COMPETE USA SHOWCASE EVENTS Format: Groups will be divided by number of entries and ages if possible. Skaters must enter at the same level as their free skate event or highest test level of skater’s in the group ensemble or production number. If a free skate event is not being entered, skaters must enter at their current test level or one level higher. Vocal music is permitted. 6.0 Judging will be used. Deductions will be made for skaters including technical elements not permitted in the event description.

Showcase categories may include:  Levels can be subdivided, if necessary, depending on entry numbers and event set up  Dramatic entertainment: Showcase program utilizing intense emotional skating quality to depict choreographic theme.  Light entertainment: Showcase program emphasizing such choreographic expressive qualities such as comedy, love and mime while incorporating skating skills.  Duets: Theatrical/artistic performances by any competitors.  Mini production ensembles: Theatrical performances by three to seven competitors.  Production ensembles: Theatrical performances by eight to 30 skaters. Theater On Ice teams are eligible as production ensembles. NOTE: Skaters may enter only one each duet, mini production or production event.

General event parameters: Show costumes are permitted, as long as they do not touch or drag on the ice. Props and scenery must be placed and removed by unaided singles and duet competitors within one minute and by unaided ensemble contestants within two minutes for setup and two minutes for removal. A 0.2 deduction will be assessed by the referee against each judge’s mark for each five seconds in excess of the time allowed for the performance, for handling props and scenery and for scenery assistance. Performances will be judged from an entertainment standpoint, for theatrical qualities. Technical skating skills and difficulty will not be rewarded as such; however, skating must be the major element of the performance and be of sufficient quality to support the selected theatrical elements. Unintended falls, poorly executed skating elements and obvious losses of control will reduce contestant’s marks. Jump difficulty is not rewarded in showcase; therefore jumps, if choreographed, should be performed with style, flow and confidence. Theatrical elements evaluated will include energy, poise, acting, pantomime, eye contact, choreography, form/extension and the use of props and ice. * For specific guidelines regarding the conduct of Showcase competitions, refer to the Nonqualifying Showcase Guidelines posted on www.usfigureskating.org.
